Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

A metallic displacement process, utilizing easily available steel wool or steel window screen, was devised and successfully used for the recovery of silver from waste photographic fixing solutions. Laboratory and prolonged commercial-scale testing established that the iron filament type unit will efficiently precipitate silver, as a high-grade sludge, from acidic waste photographic fixing solutions ranging in grade from less than 1 to over 10 grams of silver per liter. Data and design information are presented to facilitate the construction and operation of a practical unit of any desired size. A smelting process for recovering pure silver from precipitated sludge containing 27 to 80 percent silver was devised.

The logic and importance of marketing in the industrial minerals industry is generally recognized by those of us intimately involved in this industry. The illogical instances where marketing is ignored in evaluating projects or poorly implemented in operations are also well known. The interplay between these two extremes is interesting territory and is explored commencing with a logical progression of a metal mine that became an industrial minerals mine and ending with the most illogical and failure-prone decision common to the minerals industry today. This paper will demonstrate how: 1. A logical progression of marketing expertise can result in previously unseen benefits to a minerals venture. 2. Logic can turn to illogic due to market conditions and price fluctuations. 3. How operations can turn marketing logic into illogical results. 4. Short term "logic" is often illogical.

Escalating energy and electricity costs have become one of the biggest expenditure drivers in mining operations. During the last eight years, energy costs have trebled when expressed as a percentage of total running cost in South African mines. Power consumption on mines is controlled by three main strategies, namely load clipping where energy use is reduced for parts of the day, load shifting where energy use is shifted to other parts of the day, and energy efficiency where energy use is reduced permanently.To reduce the operating costs of ventilating and cooling underground mines continuously, system optimisation studies must be completed. A part of this paper describes methods that can be used to reduce energy usage by optimising cooling and ventilation systems during planning and in existing operations using network simulation models that accurately reflect the current and planned ventilation conditions. These models are used to examine various options for improving the overall ventilation and cooling efficiency. Furthermore, an overview of refrigeration and cooling practices, and ventilation strategies is presented.Ventilation-on-demand and cooling-on-demand strategies have the potential to reduce both the capital and operating costs associated with mine ventilation and cooling systems. In addition, it has been proven that modern strategies and energy-efficient tactics are technically feasible.It is also important that the correct equipment selection is made. This must be based on the best technology with the highest energy efficiency. Where equipment replacement is being considered, energy efficiency must be one of the key decision drivers.In this paper a number of studies were presented and from the experience and the data presented it is clear that a large financial benefit is possible through optimising ventilation and cooling during the planning of mines or within an existing operating mine.CITATION:du Plessis, J J L, 2015. "Monitoring the refractory lining integrity is essential to assure the safety of the operators and to determine the remaining campaign life of a furnace. Early detection of refractory lining degradation is essential to avoid sudden furnace failures and prevent unscheduled shutdowns. In the mid-1990s a stress wave propagation technique was developed and since then it has been utilized by Hatch Non-Destructive Testing (NDT) Group to evaluate furnace linings. For the last 17 years the AU-E technique evolved in terms of hardware, software and signal acquisition and interpretation. Most importantly, based on more than a decade of commercial applications, an extensive database of various failure modes, refractory deterioration trends and material properties has been created. This knowledge base is an integral part of AU-E which progressed from a NDT technique towards a comprehensive approach for furnace condition monitoring. All of the improvements introduced over the last several years have greatly improved the accuracy of the measurements. The data analysis process has also become more time efficient making the critical results available to the furnace operators in a more timely manner. Today the AU-E technology is used on a variety of process vessels in non-ferrous, glass, chemical and iron and steel industries.In this paper we are reviewing the available techniques for furnace refractory lining measurement and discussing the pros and cons of each method. The need for continuous improvement and development of new techniques for refractory monitoring is also emphasized. Finally, we are presenting a number of case studies and comparisons between the physical verifications and the AU-E measurements."

The presence of dust and fume suspended in the freeboard region is a common feature of the operation of direct current (DC) plasma smelting furnaces. This occurs primarily as a result of the use of fine feed materials together with the open-arc, open-bath operation of such smelters, and is exacerbated by the high velocities and turbulent mixing of the gas in the vicinity of the arc jet. Dust and fume losses into the furnace off-gas system can be significant in some cases and may have economic, operational, and environmental impacts on the process. A computational modelling study is presented in which the concentration of dust material was considered as a continuous field subject to a governing partial differential equation. Settling behaviour was calculated as a function of particle size, local gas/plasma temperature, and other physical properties. Development of the coupling between the concentration field and a magneto-hydrodynamic description of the arc is shown, and the resulting models were used to compute various aspects of the behaviour of the concentration field in the arc region for a variety of furnace conditions. Time-averaged as well as transient models of the arc were used to generate the results presented. Qualitative case studies produced several practical suggestions for furnace operation, including increased dust capture by the bath when feed ports are located closer to the electrode, and the possible effects of feed segregation in the furnace freeboard based on dust particle size and density.

Porphyry type copper ± molybdenum deposits typically occur in the Phanerozoic rocks and have been well documented. During the past two decades a number of porphyry type Cu ± Mo deposits which range in age from 1055 ± 35 Ma to 2970 Ma have been identified in the Precambrian rocks of Australia, Canada, China, Finland, India, Namibia and Zambia. Kalanjkhand porphyry copper deposit M. P., India which is estimated to contain 789 million tonnes averaging 0. 83 percent Cu (millhead-grade); 0.004 percent Mo; 0.2 gm/t Au; 6 gm/t Ag and a cap of 7.532 million tonnes of oxide are averaging 0.8 percent Cu. The economic potential of the expanded copper mining milling, smelting and refining complex to be built in the future at Kalanjkhand, which is the largest porphyry copper deposit discovered to date in the Precambrian rocks of the world is presented.

"During the summer of 1968, the author was employed in the Research Department of Dominion Foundries and Steel, Limited, Hamilton, Ontario. Over the years, Dofasco has been conducting a program for developing more efficient control of its basic oxygen steelmaking process. The author was thus able to obtain a variety of viewpoints from both research engineers and furnace operators. He also had access to extensive literature dealing with BOF control schemes underway at other major steel producers. This paper describes the present state of developments in BOF steelmaking control.The necessity for efficient BOF control is pointed out. To appreciate the variables to be controlled, a brief outline of process fundamentals is included. Technical aspects of present methods of practical control are examined in detail; the relative merits of dynamic over static control models are emphasized. Finally, it is shown how an effective dymic-optimizing control scheme serves as the basis for closed-loop computer control of the process."

A recoverable uranium resource, shown to be suitable for in situ leaching, was discovered at Honeymoon in South Australia in 1971. Exploration of the deposit was carried out during the period from 1973 to 1979. Uranium mineralisation occurs in a coarse-grained unconsolidated sand aquifer located in the Yarramba Palaeochannel at a depth of approximately 110 m. Following initial development during 1979 to 1983 and the construction of demonstration leach facilities, the Project was put on hold. Southern Cross Resources purchased the Project in 1997. Government approval was received in March 1998 for the operation of on-site demonstration leach and recovery facilities while an Environmental Impact Statement was prepared and a 1000 tpa commercial production plant was designed. The Environmental Impact Statement (EIS) was released in June 2000 and operation of the test facility was completed in August 2000. Acceptance of the EIS by Commonwealth and South Australian state governments was announced on 20 November 2001. A Mining Lease was granted over the area of the proposed ISL operation on 8 February 2002. Operation of the Project is entirely dependent on using highly saline underground water resources to supply process and human needs. The management of discharge streams from the plant by re-injection was approved. The Honeymoon demonstration plant was the first adaptation of the solvent extraction process to highly saline in situ leach solutions. As such, it incorporated a number of unique operating and installation features. The trial period enabled optimisation of the process chemistry, additives and management and serves as an invaluable base for the proposed plant design and future operation. This paper discusses the nature of the uranium occurrence, the effect of saline water on the leach process and equipment, project design and environmental considerations, the requirements for disposal of discharge streams to minimise the impact on the arid environment and the requirements for rehabilitation following project completion.

Abrasives are essential to the manufacture of munitions - airplanes, gas, shells, tanks, and in fact every product that involves metal forming or finishing. An indication of the importance of abrasives in the national defense and aid-to-Britain programs is the close peace-time correlation between demand for abrasives and automobile production, which in recent years has consumed more than 35 percent of the total output of abrasives. Unprecedented demands on the abrasives industry are forecast by the rapid expansion in airplane output, tie increased mechanization of all armed forces, and the consequent speeding up not only of the factories where finished munitions are made but also of the steel mills and other factories were additional large quantities of abrasives are needed for snagging or rough-grinding semifinished products before they can be used by the fabricators. A recent survey by the artificial abrasives manufacturers indicates that they can readily increase their output 75 percent compared with the previous peak of 1937 without building new plants. By overhauling production schedules, their maximum production possible could be increased to 182 percent of the 1937 output, and the nature of the industry is such that plant capacity could be increased rapidly if need therefor should arise. No figures on the estimated requirements for abrasives in 1941 or 1942 have as yet been compiled, but the industry feels that it can meet demands as they develop.

The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

Extraction of valuable resources from complex orebodies will become more common. This is obvious for two reasons. First, the cleaner and more readily processed ores have continually been depleted through centuries of mining. Second, new technologies have evolved for effectively handling complex ores. One of these new processes has been in place at Sunshine since 1984. Based on sulfuric acid oxygen pressure leaching with nitric acid as an oxidizer, this patented technology allows silver and copper to be efficiently recovered from a complex sulfide concentrate. As efficient as it is, this process represents novel technology found nowhere else on an industrial scale. As such, a research program was undertaken in 1989 to optimize this leach process and to better understand it. From this study, several potential plant improvements were found and recommended. As a result, two of these options, nitric acid replacement by sodium nitrite and concentrate regrind are now used in day to day operation at Sunshine. Patenting of these changes was recently accomplished (1). Thus, the development, perceived mechanisms, plant integration and potential applicability of this technology will be covered in this paper.

Canada's production will significantly increase in the next decade. However, although the outlook is bright, iron ore producers cannot be complacent. Instead, we must weigh the factors that have brought about the development of the Canadian iron ore industry and examine the probable changes for the next decade that will affect its growth.Looking ahead in the 1970s, competition will be severe. Pressure on prices will continue as new sources of supply bid for long-term contracts and as steel producers continue to develop mines around the world. Rising costs will make these pressures more severe. We must balance the growth of the world's steel makers with the emergence of new supplies of iron ore. The iron ore industry is now part of a new era in which demand and supply are intermeshed, and the developments around the world are acting on the Canadian iron ore industry's future."

The Intec Copper Process is an environmentally advantageous hydrometallurgical process for the production of high purity copper and associated precious metals from copper sulphide concentrates. The process uses a mixed chloride-bromide lixiviant in an elegant cyclic circuit to leach the copper into solution, rejecting the iron as stable hematite rather than as unstable jarosite. After purification of the pregnant liquor, copper is electrowon at London Metal Exchange Grade A purity, while the anodic energy of the cell is stored as the soluble species, HalexTM, for recycle as the regenerated lixiviant to the leach circuit. Both gold and silver are leached and recovered directly from this cyclic process without resorting to cyanide leaching of the residue. No liquid emissions result from the Intec Copper Process, whilst spent air and water vapour from the leach are released to the atmosphere. The sulphur in the minerals reports to the solids residue in elemental form, without the need for expensive handling of voluminous gaseous sulphur dioxide streams found in smelters. A significant difference to competing smelting and hydrometallurgical processes is that any mercury entering the process from the sulphide concentrate feed is recovered rather than reporting directly to waste or polluting the environment. Outside the process circuit itself, the Intec Copper Process has several notable environmental advantages over competing technologies: Flexibility of scale with low capital and operating costs allow operation directly at the mill head at production rates as low as 15 000 tpa, significantly reducing environmental impacts from concentrates transport. The ability to handle low-grade and dirty concentrates often allows greater recoveries in the mill, improving both the economics and environmental acceptability of a mine by reducing metal losses to tailings. A comparison of the total energy requirements of the Intec Copper Process with those of competing technologies shows that the Intec Copper Process has the lowest energy consumption of any of the known hydrometallurgical processes, as well as improving upon pyrometallurgy under appropriate conditions.

The prediction of how waste materials will evolve geochemically within waste storage facilities has been the subject of hundreds of thousands of hours researched by geoscientists globally. Despite the quantity of research there are a number of significant areas of uncertainty that remain as partially resolved issues. One of the most significant issues is the applicability of scaling laboratory test results to field conditions, and the use of laboratory data for predictive calculations to determine geochemical evolution of waste materials in the field. This issue has arisen predominantly as a result of the relative paucity of field monitoring data from waste rock storage facilities (WRSFs) and the fact that laboratory test methods are not typically linked to specific field conditions; rather they are based on generic standardised methods and designed primarily to simulate accelerated weathering conditions that do not relate to field conditions in a linear manner.To address these specific issues the authors have in the last two years made significant progress in the development and deployment of advanced field monitoring equipment within numerous WRSFs. O’Kane Consultants (OKC) has previously reported the findings from data collected from these monitoring installations in a number of papers presented throughout 2013–2014. This valuable site data has subsequently been used by OKC as the basis to design and engineer advanced customisable site-specific kinetic leach columns at OKC’s geochemistry research laboratory. These columns represent an important advancement in kinetic column assessment methodology as they have been designed to replicate the field internal conditions within waste facilities.Key features of the columns include their capacity, size and technical specifications; including fully programmable solenoid-controlled air supply with variable flow and pressure control and in-line heating option, automated temperature control and monitoring, automated oxygen consumption and carbon dioxide production monitoring, and soil moisture/matric suction monitoring.This flexibility of the design not only allows for more accurate field-based assessment of pyrite oxidation rates (POR) but also assessment of the potential effectiveness of waste management options such as deposition within a reduced oxygen environment, for example, as simulations of reduced net percolation rates or oxygen ingress rates can be accommodated.CITATION:Pearce, S, Pearce, J and Barteaux, M, 2015. The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

"NIOSH recently completed a 15-month study at an underground limestone mine crusher booth which evaluated three research parameters: (1) the effectiveness of a single-filter filtration and pressurization system for improving the air quality inside the operator booth, (2) comparing the effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) evaluating the use of three different pressure monitoring devices to determine the performance of the filtration and pressurization system over time. The protection factor was quantified monthly using particle counters in the respirable dust range (0.3–10 µm), and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static conditions and after outlier removal, the single-filter filtration unit installed offered a protection factor between 8 and 216, depending on the filter type and loading condition. The particle counting analysis shows that the ? > 95 filter offers a protection factor greater than 4-times that of the ? > 99 filter when evaluated over 60 minutes. The booth pressure monitors provided data that proved to be a valid indicator of system performance over time. INTRODUCTION Designed and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from physical hazards, such as flying rock, debris, and noise, as well as a more comfortable environment in regards to temperature and humidity [1]. But while it may be easier to quantify whether the A/C unit is working (measuring the temperature) or observe whether the cab offers protection from flying debris, it can be somewhat more difficult to quantify its performance in reducing respirable dust hazards. For over 15 years, NIOSH has been conducting applied research to improve the air quality inside of enclosed cabs of mobile equipment [2-5]. This work has led to the identification and mathematical modeling of enclosed cab filtration systems [6]. The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms [1, 7]. Stationary enclosures are similar to enclosed cabs; however, the volume of the work area can be significantly larger. In addition, workers who perform their duties in stationary enclosures tend to stay within the room for a greater percentage of the day, as opposed to workers on mobile equipment who may enter and exit frequently. Structural integrity can be easier to maintain as well, as there is typically less vibration and stress placed on these compartments as compared to mobile equipment. In addition to offering protection from dust and flying debris, enclosures must ensure that workers have a healthy supply of fresh air to avoid elevated levels of CO2, which are known to cause headache and dizziness, impairing cognitive function. The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) states that enclosures should have no more than 1,100 ppm of CO2 when outside levels are 400 ppm [8]. In addition, the American Society of Agricultural and Biological Engineering (ASABE) recommends a minimum airflow for enclosed cabs of at least 42.5 m3/hr (25.0 cfm) per person [9] to ensure an acceptable level of CO2."

A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined. Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.
