Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

Arsenic can be found in different sulfidic copper concentrates and residues, which for several years have commonly been used in copper metallurgy, as the “arsenic-free” resources are getting rare. Due to the high toxicity the removal of arsenic in the copper smelting process is a very important topic. The typical chemical slag and sulfur attack on the refractory material is getting enhanced by the presence of arsenic. This work deals with post-mortem investigations of a magnesia-chromite brick and castable used in copper smelting furnaces showing an additional and increased chemical attack by arsenic. The knowledge on the wear behaviour is not only based on a detailed chemical and mineralogical characterization, but also on thermochemical FactSageTM calculations, which are carried out on provided post-mortem samples. Post-mortem investigations on used refractory materials represent an important prerequisite for the product development, as well as for special engineered lining concepts to support our customers.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

"Historically the focus at the mineral processing sites has been to improve the production operations, while little focus has been set on how factors, such as the quality of water used in the process affects the metal recovery. Simultaneously increasing public pressure and water scarcity is driving the mining industry to recycle more water back to the process, which in turn leads to accumulation of impurities within the recycled water. This paper presents a concept for a systematic approach on targeting the impurities that have a negative effect on the metal recovery at the flotation circuit by using a novel solution called Process Water Recycling Plant (PWRP). These plants are designed with specific ore type in mind. PWRP produces cost-effectively process water to different target qualities, especially for flotation purposes enabling higher and more stable flotation recovery. It consists of pre-designed and standard water treatment units for a wide range of volumes. The application-specific configuration of units is governed by the water quality requirements, and can be designed according to specific customer needs. Testing has been carried out in order to investigate, which recycling water impurities affect the different ore types and how the metal recovery in flotation is affected as a consequence of the poor-quality water. The results indicate that every ore type is impacted differently and without a good understanding on how the water quality impacts the process performance, adverse effects on the flotation recovery can occur.INTRODUCTION With a focus on where water is used within the mineral processing, it has become evident that even though water is used in several different processes, majority of the water losses within the site occur at the tailings processing and the tailings storage facility. New tailings management technologies that can increase the recovery of water are actively being developed, but the key to improving the efficiency of water use and reducing the operational risks lies in closing the water loops and increasing the slurry density in the tailings processing. With this shift from conventional tailings technologies towards paste and dry stacking, water efficiency is vastly improved, but it might in turn lead to process water challenges with impurities, reagents and fines being recycled and accumulated within the production processes."

Increasingly stringent global environmental regulations are forcing steel producers to continually improve the efficiency of sinter waste gas treatment. With the Selective Waste Gas Recirculation (SWGR) system from Primetals Technologies, lower production costs can be achieved and the size of downstream waste gas cleaning units can be reduced for investment savings. SWGR features the extraction and reuse of hot sinter off gas from selected wind boxes along the sinter strand, which contributes to improved energy efficiency and off gas treatment in the sintering process. With the next generation of SWGR, Primetals Technologies can provide an energy optimized, emission optimized and environmentally friendly solution that meet customer requirements and country specific regulations. This paper demonstrates the latest developments in selective waste gas recirculation, especially results from pot grate tests and comparison from lab to real plant data. Furthermore theoretical finding and mathematical modelling is presented.

Introduction The mission of the Materials Fabrication Division (MFD) is to provide fabrication services and technology in support of all programs at Lawrence Livermore National Laboratory (LLNL). MFD involvement is called for when fabrication activity requires levels of expertise, technology, equipment, process development, hazardous processes, security, or scheduling that is typically not commercially available. Customers are encouraged to utilize private industry for fabrication activity requiring routine processing or for production applications. MFD is .a large diversified service organization including approximately 400 full time employees. The group provides a wide variety of processes including all common machining and fabrications operations, laser and water jet cutting, electrical discharge machining, lapping, electron beam and laser welding, vacuum brazing, heat treating, forming, electroplating and metal finishing, optical polishing and grinding, vacuum coating, vacuum engineering and a variety of plastics operations. Toll and custom treatment of base metal concentrates have been performed for decades as mines and concentrators are developed distant from capital and, energy-intensive smelting and refining facilities. Commercial treatment terms have been developed and refined for over a century, and are negotiated taking into account a complex array of quality and economic factors. Treatment of third-party concentrates in the South African platinum industry is a comparatively recent development, brought about by the opening up of mineral rights and operations being developed that are smaller than the critical size required to sustain capitalization of smelting or refining plant. Published commercial terms have not been demonstrated to reflect the complexities and subtleties of base metal concentrate markets. This paper outlines some key elements and parameter ranges of base metal concentrate treatment contracts, and applies similar principles to typical Merensky and UG2 platinum group element (PGE) concentrates to determine potential value distribution between the mining and treatment parties in tolling arrangements.

Noranda's Altonorte custom smelter, located in the 2nd region of Chile, 20 kilometres southeast of the city of Antofagasta, started operations in 1993. Presently, 1150 tonnes per day of new feed are smelted with an 85% sulphur capture. An oxy-fuel reverberatory furnace produces a 48%-55% copper matte that is treated in 13 ft. x 36 ft. (3..96m x 10.97m) Peirce-Smith converters (two hot and one blowing). Up to thirty percent of the new concentrate is smelted via dry concentrate injection into the converters. This paper reviews the development of the concentrate drying and injection system, and oxygen enrichment at Altonorte from start-up in 1995 to the present time. The relationship between oxygen enrichment and concentrate injection is reviewed from a theoretical and practical standpoint. Concentrate injection has improved the smelter's productivity and added flexibility to the operations. Due to the relatively high matte grades and the subsequent short converting times, maintaining consistent operations was difficult at times and the smelter has gone through a learning curve. Plant operating results and experiences are presented on the impact of concentrate injection in relation to: feed treatment, blowing times, revert generation, slag quality and refractory wear.

With standards such as IEEE 802.11 for wireless devices and ISA100.11a for wireless field instruments protecting their investments, customers look to benefit from the cost and flexibility offered by wireless devices. Using wireless field instruments, plants are eliminating the costs associated with wired system by 50 to 70% and using these savings to install more field instruments, which, when used smartly, enables them to optimize their processes efficiency and equipment reliability. Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

Demand for arsenic exceeded supply in 1980, and the major domestic and foreign producers allocated available supplies to customers. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.

ABB has received an order for one of the most challenging mill drive projects in its history. With one SAG mill and one ball mill to be added at an iron ore mine in Sweden, the customer’s plant managers wanted to have the most efficient solution for driving their mills but had the budget limitations typically faced by the majority of mining companies during periods of market downturn. To find the best balance between cost of acquisition and highest performance throughout the lifetime of the plant, ABB was selected to deploy a synchronized bypass solution, in which only one drive system is used for two different mills in series. However, being one of the first grinding mills in the world with such a solution was not the only challenge the ABB team faced: The inclusion of some mill application functions - e.g., frozen charge protection, automatic positioning and creeping mode - brought the demands on the engineers to another level. With only one frequency converter and one mill application controller available, the configuration logic and interlocks had to be meticulously designed and thoroughly tested to ensure a smooth and safe startup. The solution offers a footprint reduction and more operator flexibility at a reduced investment as each mill can be run in both directions, and wear on the mechanical components can be greatly reduced due to ABB’s premium ring-geared mill drive (RMD). This paper will describe the details of the project, the configuration developed and the tests performed to guarantee correct software functionality. Mill startup is scheduled for January 2016.

The levels of nitrogen in steel produced in various metallurgical vessels vary significantly. For example, the tap nitrogen levels in steel produced in the BOF are around 4Oppm, as compared to 70-100ppm in both DC and AC electric arc furnaces. Given the pressing need to reduce nitrogen levels in steel to satisfy customer demand, IPSCO Inc. has gained considerable experience in controlling nitrogen levels in steel over the course of the last three years. Hence, a cost effective process has been developed through an intensive nitrogen control program from steel melting in the EAF through to the continuous slab casting stage. This paper describes the practices employed at each stage of the steelmaking process that have enabled IPSCO Inc. to reduce and control nitrogen levels in steel.

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom designed sector sampler, six large blasthole samples were collected to perform the test that was developed by Pierre Gy, to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32% and ±49.4% for copper and molybdenum respectively. A classical statistics analysis conducted on the data confirmed the level of RSD. About 95% of the sampling error was produced from only one step in the sampling protocol: when the 1 kg sample was reduced to 50 g sample for chemical analysis. Therefore, it is recommended that the 1 kg sample be reduced to 50g using a slightly different protocol to minimize the FSE. The 1 kg sample should be first crushed to 0.2cm size. A 250g split should then be taken and fine ground. A 50g split should then be taken from the 250g fine ground split. These two simple steps will reduce the FSE to ±7.9% and ±17% for copper and molybdenum respectively. The modified sampling protocol effectively reduces the probability of misclassification of low grade ore to zero. INTRODUCTION The Erdenet copper-molybdenum open pit mine is located in Erdenet, in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is between 1.5 and 3 km wide, and about 25 km in length (Erdenet Mining Corporation, 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 million tons of ore annually. A study was conducted to evaluate the fundamental error associated with the blasthole cuttings and sampling protocol at the mine. The open pit mine uses 215mm diameter Russian drills to drill 17.5m holes for 15m benches. The total weight of blasthole cuttings for a 215mm diameter hole and 15m bench height is between 1.5 and 2 tonnes. This amount of sample is difficult and time consuming to collect and analyze. Therefore, a sector sampler was designed for the Russian drills to collect large samples that were representative of the blasthole cuttings (Ganguli et al., 2016). In order to eliminate the delimitation and the extraction errors, researchers consider sector samplers to be ideal for sampling blastholes (Pitard, 2008; Chieregati and Pitard, 2009). This method was intentionally more rigorous than the blasthole sampling protocol at the mine to ensure that the blasthole cuttings were properly sampled. This study was part of a broader study that also looked at the relationship between particle size and grade. The samples collected by the custom designed sector sampler were very large (195 kg on average), and therefore, sufficient for both studies. The relationship between particle size and grade has been reported in Ganguli et al. (2016)."
