Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

"Introduction Byron Creek Collieries Limited Corbin mine is located in southeastern British Columbia approximately 180 air kilometres southwest of Calgary (Fig. I), twenty four kilometres south of Highway No. 3 via a newly constructed provincial road (Fig. 2). The development of the area began July 30, 1905, when D.C. Corbin, a prominent businessman from the northwestern U.S., and his associate E.J. Roberts first visited the site of Coal Mountain on horseback. Coal was in great demand by railways and other industrial users, so the Corbin Coal and Coke Co., after acquiring 6,000 hectares of land in the area, began to develop a mine. Mr. Roberts was responsible for the construction of the 22-kilometre rail spur, the Eastern British Columbia Railway, which joined the mine to the CPR main line at the McGillivray Loop. Rail access to the mine and its developing community, Corbin, B.C., was completed in September 1908, the same year that the first underground mine began production. The Corbin Coal and Coke Co. operated six mines on Coal Mountain (Fig. 3) and production from 1908 to 1930 inclusive totalled 2,120,800 tonnes. From a strategic and economic point of view, the development of fine grain high strength steels for long distance pipelines is intensified world wide to satisfy the demand for natural gas in the future.The project related property profiles based on strength, toughness, crack arrest and sometimes resistance against HIC at defined design temperatures require an effective structural refinement using advanced steelmaking and processing in the rolling mill. The microstructure of modern line pipe steels ranges from ferritic pearlitic to ferritic-bainitic and structures where bainite is the dominant component, possibly upgraded by secondary phases. This paper illustrates microstructures and properties of recent orders on line pipe steels both for onshore and offshore application using different processing routes in the plate mill. Examples will be given for SAWL 485 offshore grades, X65 HIC and X70 HIC onshore grades, respectively. Finally, production results of a recent X80 order will be presented.

"It is the duty of the mine operator to ensure the mine environment is healthy and safe for the mine workers. For deep and hot underground mines, this requires maintaining adequate working temperatures by means of mitigating the heat load generated by strata, auto-compression, mining equipment, explosives, ground water and human metabolism. The heat load is best reduced by minimizing the amount of heat transferred to the mine air from these sources and through the use of efficient ventilation with effective cooling systems. The heat emitted by mining equipment and vehicles contributes a significant proportion to the combined heat load of an underground mine. This is especially a problem for diesel equipment due to the fact that besides heat, a large amount of water vapor is produced, which increases the humidity in the production workings. Diesel engines have proven advantageous in recent history due to their high power output and reliability. However, as mines continue to become more mechanized and deeper the climatic problems introduced by elevated heat generation will continue to rise. With that, the issue of heat generated by diesel equipment must be addressed.The economic alternative for diesel engine equipment fleets in underground mines is the electric engine. Technological advances in battery technology, increased mechanical output and improved reliability have made the electric engine significantly more competitive in comparison to diesel engines. Because electric engines do not utilize internal combustion, the heat produced by them is significantly less than the diesel engines. Battery-powered mining equipment likewise eliminate diesel particulate matter (DPM) produced by diesel engines. Utilizing battery electric equipment in underground mines provides many advantages, such as: (a) reduced heat load, (b) healthier and safer environment for the mine workers and (c) reduced mine operating costs due to lower ventilation requirements"

In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry's proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.

Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. IT IS most appropriate that this first Memorial Lecture should be given in the Province of Quebec, near the site of the first metallurgical industry in Canada. At La Forge, about seven miles north of Three Rivers, iron was produced in 1783. We are told that the early settlers obtained most of their iron-ware -stoves, kettles, axes and ploughshares -from this smelter, with its foundry and forge. The Canadian copper industry also had its beginnings in Quebec when, nearly 100 years later, in the 1880's, several small copper smelters were erected in the Eastern Townships. Later, in 1899, Canada's first aluminum smelter was built at Shawinigan. From these small beginnings has grown a vast metals industry, the export value of its products being only exceeded by that of our forest products -newsprint, pulp-wood and lumber. As we are not a large country in terms of population, our domestic capacity to consume is often small in relation to our developed capacity to produce.

The paper is giving an overview about successful operating Loesche Vertical ? Roller ? Mills (VRM) installations and summarises the main benefits of the dry compressive Loesche grinding technologies in Airflow- and Overflow-Mode. Some of these benefits are optimised energy efficiency of the grinding - classifying - circuits, increased mineral recoveries and decreased OPEX costs, at a parallel simplification of the process route. Within this paper the process values of the Loesche VRM are compared to existing or planned conventional grinding ? classifying circuits. Further advantages discovered in pilot trials and examples for new more efficient process route alternatives are given. The paper reports about production and pilot trial experiences obtained by crushing and grinding Iron Ore, Iron Ore Concentrates, Copper Shale, Copper Matte, Copper Slag, Titanium Slag, Tin Slag, Steel and Stainless Steel Slag with Loesche VRM.

This paper addresses the question: how can the minerals industry remain viable; viable in the sense that we are able to access land for exploration and discovery, we are able to develop and operate mines (and processing plants) safely and profitably and we are able to close operations in a responsible manner, so that modified landscapes are restored to acceptable community standards?Many of the answers to this question can be addressed through the theme of this conference û that of eco-efficiency. The eco-efficiency concept is very useful, since it does help to translate principles of sustainability into business value at the operational level. To provide some context to how this can be achieved, the paper discusses what is happening at the international level, outlines some key industry initiatives within Australia and then discusses what work is being done within companies.

Wear has been estimated to cost the Canadian mining/mineral processing industry over $15 billion per year mainly for repair/replacement of worn parts in 2013. The associated production loss is difficult to quantify but add considerably to the problem. The Canadian oil sands sector which has to deal with extremely abrasive and erosive solids, has traditionally incurred extremely severe and often unique attack. Demonstrable progress in mitigating the wear problems has been achieved through materials development, more informed materials selections, and better component and operation condition designs. An integral contributor to these advances is a long-term collaborative research partnership between NRC and the mining/supply industry. In this paper, this continuing collaboration will be described. A main focus is to identify degradation mechanisms occurring in the most severe and important service applications and to correlate these findings with laboratory test data. Relevant abrasion and erosion (often combined with corrosion) properties have been established and correlated with composition and microstructures for all classes of resistant materials ranging from relatively soft elastomers to ultra-hard ceramics. A comprehensive wear properties database has been compiled. This capability has been instrumental in facilitating the development of improved materials, optimizing materials fitness/selection for service, wear failure analysis, and quality assurance.

As the mining industry watches commodity prices continue to soar, the question on most everyone’s mind is how long will this upcycle last. The con-census among speakers and attendees at the SME Annual Meeting and Exhibit is that this cycle is sustainable. The buzz at the meeting was, of course, the current boom cycle the industry is in. Most agree that China’s huge appetite for mineral commodities is part of the force driving the upturn. But the improving economies of other developing nations also plays a role. However, along with the good times come challenges. Speakers at the keynote session addressed some of the challenges and offered their opinions on the sustainability of the boom.

"The selection, evaluation, and modification of contractor mix designs for self-hardening seepage barriers, completed by the slurry trench excavation method, can be one of the most critical and challenging tasks to ensure the cutoff wall meets the design performance criteria. Contractor mix designs should incorporate all available geotechnical data, including subsurface soil characteristics, groundwater information, and potential site contaminates. However, the pre-construction mix design can have limitations if subsurface data is limited or shows variability from initial investigations. Placement of the seepage barrier material needs to be evaluated during construction to identify in-situ performance. In one particular case study, the self-hardening cutoff wall mix design was evaluated over a one year period followed by a year and a half installation period, in which, a number of adjustments were made to the laboratory mix design during construction due to performance in the field. Installation for the selected mix was monitored on a real-time basis, using quality control data, as well as early strength and permeability results to determine if adjustments to the self-hardening mix were necessary. Evaluation of early results and relationships between strength and permeability were used to make adjustments prior to achieving the final test results for 28-day strength and permeability. Test results of the installed mix illustrated a direct correlation between strength and permeability. Achieving a minimum unconfined compressive strength was necessary to meet the minimum permeability of the seepage barrier. Other determinations conclude that the thorough development of a pre-construction mix design can have limitations even when all geotechnical data and site conditions are taken into account. Understanding early indicators and key strength and permeability relationships are necessary to determine seepage barrier performance and limitations.IntroductionThe evaluation of contractor mix designs for self-hardening seepage barriers was reviewed for one particular case study where a mix was developed using available geotechnical background information, including considerations for impacted groundwater. Following development of the laboratory mix design, the seepage barrier wall was installed over a one and a half year period, where the contractor mix design was evaluated and modified to accommodate field conditions affecting performance. The objective of the project was to cutoff and collect impacted groundwater and prevent the migration of contaminants to the creek running adjacent to the project. The self-hardening seepage barrier wall was installed using the slurry trench excavation method along 4700 ft of alignment and extended to depths ranging from 20 to 85 ft below ground surface, where it tied in with a low permeability stratum or competent bedrock."

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

In the fall of 1933 a new discovery of gold was made in the old Mojave mining district of California about 70 miles north of Los Angeles. It led to mining operations that have surpassed in their results all reasonable expectations and are of exceptional promise for the future. In less than 3 years, exploration has opened up a number of veins, from some of which a substantial amount of high-grade ore has been shipped, while a large tonnage of milling ore has been disclosed. Two mills, operating on ore averaging better than $12 a ton, will probably produce more than a million dollars worth of gold in 1936, and a considerable increase of their output in the following year is anticipated. While continuance of these operations for a number of years is already assured by ample reserves of ore, future discoveries of still other veins are reasonably possible, as occurrence of gold throughout the volcanic rocks of the district is widespread and the veins now being mined showed little to attract attention at the surface.

Over the past 50 years, the use of autoclaves in the metallurgical industry has evolved from final metal recovery (hydrogen reduction) and purification (sulphide precipitate oxidation) to treating whole ores and concentrates. Recent process developments, such as the use of autoclaves for laterite leaching, have necessitated higher temperature and pressure operations, which in turn have seen marked advancements in technology and manufacturing capabilities to keep in step with process demands. This paper will discuss the advances in technology in terms of design, materials and construction of autoclaves and liners, typical dip tube design and geometric layout. This paper will also address specific auxiliary equipment, such as acid and steam injection systems, and components, such as agitator seal systems.

Coal treatment by oil spraying receives special attention at the Georgetown plant for the dividends it pays in satisfying present customers and attracting new markets. Customer satisfaction requires care, quality control, and use of suitable oils. REPRESENTED here are the ideas and varied experiences of many people in the Hanna Coal CO. who have helped develop, over a number of years, an efficient and flexible method for spraying controlled amounts of oil on coal. Since the Georgetown preparation plant began operations early in 1951, oil treatment of coal has received special attention. It is believed that oil treating will satisfy present customers and also attract new markets. The first step in developing the new method of oil spraying was the construction of a dust cabinet for testing 50-lb samples of treated coal with the available oil sprays on the market. Tests results were tabulated for both indoor and outdoor storage. The graph, Fig. 1, shows results of the original tests made with a 700-sec residual blend and a 500-sec lubricating oil on Georgetown stoker coal of 1¼x3/8-in. size.* The advantages of better price, improperly blended can raise havoc. Some.,pale oils also, although odorless when delivered, give off a sweet sickening odor when atomized under pressure. It is recommended that all products be tested before they are used. There is a specific place for all spraying oils. For example, at a power plant a severe dust condition exists around the stockpile area and in parts of the plant. The cheapest spraying oil made, regardless of odor, will do an excellent job in this case and will save the company 3 to 5c per gal or more. Domestic trade, on the other hand, must be carefully handled to prevent complaints about odor, and the only way to do this is to stay with the proved products after the odor tests have been made. The preparation plant at Georgetown has facilities to handle either tank car or tank truck deliveries. Steam is available at the unloading point if the weather is severe, and there is an indicator at the unloading point to prevent overflowing the 20,000-gal underground storage tank. Systematic test samples are removed from each delivery and sent to the lubrication engineer to insure quality control. Fig. 3 illustrates the chutes in which smaller sizes of coal are treated. Fig. 4 shows the entire spraying system. Buried in the ground is a 20,000-gal tank with immersion heaters grouped around the feeder line to insure adequate gravity flow to the pump under all conditions of weather. Oil flows to a 500-gal preheating tank where the temperature is kept about 150°F by six 1½-kw immersion heaters thermostatically controlled. Hot oil is fed through a self-cleaning disc-type filter to the hydraulic pump. Valves and piping make it possible to transfer oil from one tank to another or to drain the lines for maintenance purposes. All this equipment is below ground level in a covered pump room,

A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."
