This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

Most of us realize that our nation's roadways are under ever-increasing stresses, from higher traffic counts to increased tire pressures and their resulting loads. At a time when the interstate system as originally envisioned is completed, and the National Highway System is being drawn to replace it, it is appropriate that we examine design and construction methods for the next century. The stone industry shares a common desire to produce high quality, cost-effective roadways that perform over time. The superior sub-grade and road base structure provides for the superior roadway. Since I am neither an engineer nor a contractor, I will not attempt to suggest design or construction methods. What I can do is share my company's experience in supplying road base materials by using a historical perspective in Virginia and some trends in the market that we have observed. Road building and related non-building construction are still far and away our largest markets as an industry. If we can help to improve the end product of our biggest customers, we add value to our own product. Indeed, in a time of budget constraints and competing demands for government dollars, we must show value over the life of a pavement structure to ensure their long-term funding.

The paper presents the comments on the advantages of implementing an integrated system of managing mining exploitation in hard coal mines, as well as the comprehensive integration of information on the process of deposit exploitation with economic data, so as to achieve an optimum technical and economic effects. The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

Powerful, easy to manipulate, ventilation modeling software is readily available to most mining engineers. Too often when preparing an initial ventilation model, engineers will go overboard in their design, creating a complex model with hundreds of branches. When, in practice, the creation of a less complicated ?to the point? model, containing a few well-constructed branches, would have delivered the same results. In this paper the author will demonstrate, by using actual feasibility report examples, that when designing a ventilation model, engineers should make more use of the K.I.S.S. (?Keep It Simple, Stupid?) Principle. As mining industry consultants we must continue to improve on, and deliver timely and cost-effective results to our customers.

Economics is a social science dealing with the allocation of scarce resources. In modern times the “science” was identified by Adam Smith in his book, The Wealth of Nations, written in 1776. Mr.Smith, highly influenced by the Mercantilists of the 17th and 18th centuries, identified the “Invisible Hand” which would lead every individual to pursue selfish rewards in purchasing goods. He speculated these selfish motives would result in the best good for all. Price would be determined by barter, at a point where self-centered customers and vendors were mutually satisfied. Today, Smith’s theory is known throughout the world as “Capitalism” but most often termed “Free Enterprise” in the United States.

Dr Eric Bumstead is to be commended for his recent paper on gold analysis, published in the March 1984 Proceedings. It is not often that someone in industry, rather than academia, takes the time to collect and report on such a volume of data, data which is of interest to everyone involved in gold exploration and development.After reading the paper I felt, as a geochemist and as ayer, that there was another side to this whole question of analysis that few people are aware of, i.e. the problem facing a laboratory and how the laboratory can try to give the customer maximum value for money spent.Analyses for gold are carried out for different reasons, depending on the aims of the geologist or metallurgist who presents the samples. These can broadly be separated into three classes, to answer the following questions.1. "Is there any gold in this sample?"2. "Approximately how much gold is there in this sample?"3. "How much gold is there in this sample?"In every case there is a different balance between accuracy and precision, cost and avoiding chemical problems. By "chemical problems", I mean such possibilities as samples containing high levels of sulphides, gold present as tellurides, cyanide being present, contamination with mercury, and other mineralogical oddities, plus problems such as samples containing grease.There is no such thing as one assay to cover all possibilities.Samples in category I come mostly from early stages of exploration.There are often large numbers of samples, their mineralogy is not well known and hence chemical problems could exist, but the explorer wants assays at a minimum level of precision and expects minimum cost. These characteristics do not easily come together, for although the precision required is low, the accuracy required is high at low levels. A small positive result when the true answer is nil could lead to a fruitless search and a waste of money. Conversely, a nil result, when the true answer is a small but significant level of gold, could lead to the passing over of an area that may warrant further work.Because there are conflicting requirements for this type of assay, the methods chosen must be a compromise and different assayers will balance these requirements differently and come to different conclusions. The methods cover sample preparation, assay sample size and variations in assay techniques.

IN accordance with the custom of this society, we are gathered here, as we have every year since 1924, to honor the memory of the eminent American metallurgist and teacher, Professor Henry Marion Howe. Unlike many of the distinguished metallurgists who have preceded me as a Howe lecturer, I cannot bring to you reminiscences of his personality, for it was not my privilege to be associated with Professor Howe, or to be directly one of his students. Yet, Professor Howe and Professor Albert Sauveur, through the medium of their books, were my first teachers of metallography, as they have been of almost all American metallurgists of my generation. As a teacher, and for many years the acknowledged leader of American metallurgists, he exercised a profound influence in the growth of our science and was held in honor by the men of science of his time. I can speak no words of technical appreciation that will add luster to his fame, for by his prophetic vision, his teachings, and his researches he stands among the immortals in the memory of all metallurgists. In 1926, the third Howe Memorial Lecture was presented by Professor William Campbell' of Columbia University, who entitled it "Twenty-Five Years of Metallography." He took as a starting date for his chronology the turn of the century, which coincided with his arrival from England to work in association with Howe at the Columbia School of Mines. In that informative lecture Professor Campbell enumerated the important advances in metallography achieved during the first quarter of the century, and, it now appears, may have established the custom of reviewing such progress every twenty-five years. The scope of Professor Campbell's lecture was as broad as his metallurgical knowledge, for it embraced a wide portion of the field of metallography, both ferrous and nonferrous. Twenty-five years later, the Howe Memorial Lecture Committee saw fit to assign to me the honor of writing a lecture that would commemorate the work of Henry Marion Howe and would at the same time constitute the 25th anniversary of the lecture by Professor Campbell. The Committee suggested that this lecture might properly be called "Twenty-Five More Years of Metallography," a suggestion that I have adopted. I must confess, however, that I have not followed the precedent established by Campbell and have narrowed the scope of this lecture to an appraisal of those achievements which in my opinion have contributed most to the progress of microscopical metallography during the past twenty-five years. Progress in Metallography The metallographic methods most widely used today, with the exception of the electron microscope, were firmly established more than twenty-five years ago. In general, our specimens were prepared for microscopic examination in those days in much the same manner as they are today. It is true that new details of technique have been introduced from time to time, and that superior equipment is available today, but on the whole, these improvements have been in the nature of refinements, often a matter of personal preference, and none can be considered essential to the attainment of the ultimate goal of the art and science of metallography, which is to reveal the structure of metallic specimens with unequivocal clarity so that they may be interpreted correctly. Mechanical metallographic polishing, which was the only method available in 1926, is still universally practiced and still consists of abrading the metallic specimen with a series of abrasives of increasing fineness until a specular surface is attained. We have now the alternative method of electropolishing, but it is not widely used because, except in a few special cases, its results are inferior to those of competent mechanical polishing. Likewise, most of the etching reagents preferred today were in common use more than twenty-five years ago and were applied in the same manner as they are today. Valuable improvements have been made in the optical and mechanical performance of metallurgical microscopes, but there was no dearth in those days of excellent instruments equipped with achromatic and apochromatic objectives capable of yielding micrographs comparable in quality with the best that we can make today. In fact, it would be a difficult task for any metallographer today to make optical micrographs at magnifications in excess of 3000 diameters that would surpass those made by Lucas more than twenty-five years ago. It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

Mine planners are under pressure to evaluate the impact of changing economic times and newly acquired data on their mine plans. Incorporating changes such as commodity prices, customer sales, fluctuating cost assumptions and newly acquired geologic data requires quick turnaround for model building and planning to keep mine plans on pace with changes as they occur. Because of the length of time required to perform some of the geologic modeling and mine planning tasks, planning frequency may not be keeping pace with the frequency of change. To meet these challenges, one leading North American mining company successfully increased the frequency rate and accuracy of its mine plans to stay current with incoming data, ensuring its mine plans reflect the latest information, thereby minimizing or eliminating production cost variance.

In mid-2015 the steel industry faced a strong crisis due to the weak performance of the Brazilian economy and the persistent entry of Chinese steel into Brazilian territory. This situation demanded that Brazilian steelmakers seek to develop products to meet new export markets. within the volume of exports possible are the rebars, where its applications are in the construction industry. One of the largest importers is Peru which has a large percentage of this export volume. This market demands as a priority requirement the surface quality of blue condition (low oxidation index) and mechanical properties normative.in order to meet the items required by the customer at a competitive cost, a vanadium microalloyed steel was applied to the hot rolling process without heat treatment after the last rolling pass. Where the great challenge was to achieve a high level of stretching without compromising the minimum limits of tensile strength. Assuming that the steel used is the correct one interventions were made on rolling parameters such as set-point temperature, residence time of pieces in the furnace, linear mass and rolling speed. All the changes made were based on statistical tools and practical tests. Finally, with the execution of actions generated from the statistical analyzes and tests it was possible to reduce process losses by 96%.

The coal industry of the United States in 1967 had reasons to be both exuberant and concerned about its present and future role in the economy of the country. Continuing a momentum that began in the early 1960's, the industry has moved ahead in providing competitive customized products to strengthen its long-term domestic and foreign commitments, and has maintained with steady progress its position as a major supplier of energy. On the other hand, the industry must overcome air- water pollution and conservation-reclamation problems that have been identified by 1967 legislation. Throughout the year, the industry was characterized as "progressive," "healthy" and "dynamic." To have been termed a "growth industry" in 1967, is an accolade the coal industry can accept with pride. Culminating its efforts throughout the decade, the industry has emerged with a competitive image that is representative of its future strength.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

For the past several months 1 have been considering the functions of this Society and its reasons for continuance. The fact that it is now sixty years old indicates that it must have been of value and we all know that it has contributed much that was worthwhile to Nova Scotia and the Maritime Provinces. The question arises: "What is the future of the Society, and how might its activities be altered to suit present-day activities and to be of even greater value?" Let us analyse the various activities in which we are interested and determine which, if any, are of more value than others. First of all, at least once a year we have a two-day convention which constitutes a holiday for the members and their wives. This has always been well planned and has been much enjoyed. Second, there are many social and business contacts made during the meetings and interim meetings. These certainly tend toward better relations and co-operation between the various people concerned. Mine operators meet other mine operators, engineers, people from the education fields, Department of Mines, and so forth. Various sales contacts are made at these meetings which can be of value and use to both the Company selling and the customer. Third, and of greatest importance in any conference, is the exchange of ideas by the members and by authorities from outside, and the presentation of slides and drawings, or actual visits to operations. It is upon this phase that 1 wish to elaborate. These papers are not only presented to our meetings but are generally published in the C.I.M. Bulletin so that members throughout the Dominion have access to them. Many important papers describing new phases of operations have originated through our Society.

To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

"INTRODUCTIONMine ventilation planning is an engineering design process requiring a substantial amount of qualitative knowledge obtained through experience. A concept for a knowledge-based ventilation expert system was developed by Ramani and Prasad (1987).1 11 An expert system based on the above scheme was conceived with the motivation of providing a tool to facilitate decision making for ventilation engineers in the context of computer assisted ventilation planning. Options for the implementation of the system were then examined and several commercial, personal computer (PC) based shells assessed toward this end. The options considered, the evaluation criteria and procedure arc discussed in Prasad ·and Ramani, (1989).Cll Following the above study, a scheme was developed to represent the components of the expert system.<3> Evaluation of several commercial shells indicated that there was none available which permitted interfacing with a large external algorithmic program. It was therefore decided to develop the KBS in LISP and custom build the necessary interfacing routines to ""hook out• to the network analysis program (NAP). Due to this choice of development strategy, the computer implementation aspects of the KBS arc important as all the interfacing components had to be developed with the basic tools offered by LISP.In this paper, the implementation of the knowledge based system (KBS), in terms of its component, the interfaces among the various components of the KBS and between the KBS and the user arc described. The ventilation KBS consists of an AES (analysis expert system), an IES (interpretation expert system)' and an algorithmic NAP (network analy5is program). The AES analyzes the input to the NAP considering the legal 5tipulations governing the various mine ventilation network parameters and principles of good ventilation, helping the ventilation engineer develop and represent represent the problem for solution by the NAP. The IES diagnoses the output from the NAP in terms of the critical parameters in the context of the given problem. Thi5 loop is continued till a satisfactory salution is obtained. The implementational details of the AES, the IES and the approaches to the validation of the expert system arc also discussed."

A LARGE part of the molybdenum produced in Colorado is converted and consumed in the Eastern States. As the raw materials and the power needed for the conversion of the Colorado concentrate are also accessible in the Eastern States, the conversion plant has been installed some 1500 miles east of where the ore is mined and milled. When concentrate was first produced at Climax in 1918, a custom smelter converted the product into ferromolybdenum. By 1924, the Company had decided to produce calcium molybdate and rented a building and installed equipment for that purpose at Langeloth, near Burgettstown, Pa., about thirty miles west of Pittsburgh.
