The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. Indeed, there is always a loss of revenue associated with dustiness resulting from ore movement and avoiding this goes a long way to paying for any associated dust mitigating costs.CITATION:Visser, J, 2013. The P.W. Gillibrand Company has been processing and stockpiling a suite of heavy minerals at its Soledad Canyon Mine as co-products with construction aggregates since 1984. The heavy minerals are composed of ilmenite, magnetitie, apatite and zircon. The source of the heavy minerals is the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. The valuable minerals are readily amenable to standard ore dressing techniques, such as, gravity, magnetic, flotation and electrostatic separation with good recovery and product quality. More than 20,000 short tons of coarse ilmenite were sold in 1990 to the export market for titanium pigment production.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. Blast fragmentation is one of the main parameters for optimizing mineral processing, but reliable data is difficult to acquire, resulting in unpredictable performance and efficiency. Crusher and grinder circuits are designed to process specific rock size ranges. Oversized rocks require extra energy to reduce before feeding into the process, and undersized rocks indicate that the process is not used to its full extent. Blast design is the key to controlling the blast fragmentation, so the ability to accurately monitor the particle sizes is imperative.

A promising and increasingly popular tailings management strategy is to place cemented tailings underground as backfill. The placement of cemented tailings results in enhanced geotechnical stability and a purportedly more geochemically stable tailings form with lower leaching potential. Conventional subaerial tailings management can negatively affect water quality if weathering causes acid rock drainage and metal leaching (ARD/ML) to occur, whereas cemented tailings can limit leaching via porosity and permeability reductions and contribute alkalinity to limit the potential for ARD/ML. Cemented tailings backfill appears to be better, but how can this advantage be proven? Currently, cemented tailings backfill is utilized at mining operations internationally, but there is limited guidance on performing geochemical characterization and associated evaluation of the potential impacts to water quality. As a result, various approaches to simulating the leaching behavior of cemented backfill have been utilized, including some methods that are unlikely to represent weathering under site-relevant conditions. American Society for Testing and Materials (ASTM) Standard Test Method C1308-08 is a diffusion testing method initially developed to assess constituent release rates from solid nuclear waste forms. ASTM C1308-08 uses intact cylinders that more closely represent actual backfill than methods that require crushing or size reduction. It is widely believed that leaching from actual cemented tailings is controlled by diffusion through small pores that exhibit limited exposed surface area, making diffusion testing particularly applicable to cemented tailings placement.

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

The aim of the study is to determine if pit lakes are a sustainable coal mine closure option in South African. The water balance, chemistry, limnology, and bacterial population of three selected pit lakes were investigated. The lakes are in the three major coal basins of South Africa and are associated with different lithologies and mining methods. The major factors driving the water balance of the pit lakes are direct rainfall, runoff, inflow from old mine workings, and groundwater infiltration, with the major losses being evaporation or discharge onto surface. The study indicated that pit lakes can be designed as ’terminal sinks’ to provide a sustainable mine closure option. The pit lakes sampled have an alkaline pH, and mostly a sodium/calcium sulphate water with total dissolved solids content of less than 3000 mg/l. The phytoplankton and microbiological data indicates that the pit lakes support aquatic life. The study shows that correctly designed pit lakes can be an environmentally sustainable closure option for South Africa’s coal mines. A suggested design manual has been developed to assist mine owners and regulators in developing sustainable coal mine pit lakes as a closure option.

THE ultimate purpose of the Chemical Manufacturer is to produce consumer products which can be sold to customers. Such production and sales can be continued only if the operations yield a profit to the manufacturer and if the products meet the requirements o the consumer--bath parties to the transaction must be satisfied. There are vast numbers of consumer products, made by chemical pro-cesses. The production of some of these ultimate products may involve the use of several intermediate chemicals, applications of few or many different processes, and the utilization, somewhere in the series of operations, of a variety of raw materials. On the other hand, some ultimate products have a very simple chemical history between raw materials and end products. There are no chemical products in use which are completely independent of the mineral industry. For many, the association is direct and obvious; for others, it may be indirect and even obscure. Analyses of the process and raw-material ancestry of a very large number of consumer products would suggest that many products are derived from Industrial Mineral products directly, that there are many in which the connection is indirect, and that there are only a few products with which industrial minerals are not in some way or other associated. The vast majority of the more important chemical products, and especially the basic chemicals from which other products are made, are directly dependent for their production upon Industrial Minerals or their derivatives. In the preceding part of this paper, for each raw material mentioned some references have been made to the leading chemical products based on this material. This, however, is only part of the story, because in most cases the consumer product can be made from any special raw material mentioned only by the use of other materials or chemicals made from them. The production of consumer chemicals is really possible only through an intricate interlocking of processes, materials, and apparatus.

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

As part of its program of petroleum production research the Federal Bureau of Mines has long been engaged in the study and development of systems of analysis of oilfield waters (8, 12, 20, 21, 22, 27, 30).21 However, many of the early chemical procedures developed by the Bureau and widely adopted by the petroleum industry are time consuming, and some are unreliable for determining certain constituents found in California oilfield waters. Because of the need for more rapid and more accurate methods having greater sensitivity with low concentrations of some constituents, a study has been made by the Bureau's Petroleum Research Laboratory at San Francisco, in developing new techniques and modifying previously published techniques for analyzing oilfield waters by flame spectrophotometric, potentiometric, and colorimetric methods. Test solutions were synthesized for testing the suitability and accuracy of the procedures, and the effect of interfering ions. These solutions contained known quantities of characteristic constituents of oilfield waters including sodium, magnesium, potassium, calcium, lithium, strontium, barium, sulfate, chloride, bromide, iodide, carbonate, bicarbonate and borates in a wide range of concentrations. The compositions of these synthetic brines are listed in table 22. Many California oilfield waters contain salts of petroleum-derived organic acids and several synthetic oilfield waters also were prepared to which large quantities of naphthenates or salts of petroleum acids were added.

"In a continuing investigation into the development of uranium alloys for armament applications, some complex base alloy corn positions were modified by varying the amount of alloying elements and by removing one or two of the alloying elements in turn from the base alloys. These uranium-base alloys were specially formulated in a search for heat-treatable, high-strength, ductile, high-density alloys. All alloys studied were ternary, quaternary or more complex alloys of uranium with molybdenum, zirconium, niobium and vanadium. Each cast alloy was studied under three different heat-treatments, and its mechanical and corrosion properties were determined. It was found that although most of the alloys studied had the hardness and strength required, they were extremely brittle and notch-sensitive under tensile stresses."

"Final Galloway (stage) designs for vertical drill and blast shaft sinking projects evolve from complex thought patterns which integrate operational processes, systems and methods of communication, power supply, drilling, blasting, ventilating, mucking, supporting, surveying, dewatering, sealing, concrete lining and shaft furnishing. Attention to ergonomic design detail at the shaftsman / structure interface is at the heart of safe and successful multi-deck working platforms. For economy the end product must have a low mass to reduce suspension rope end loads to be able to use smaller suspension hoists and have lighter headframe structures, be robust to withstand concussion damage, be easily constructible on site, be maintainable in the shaft barrel, and comply with safety and legislated standards. This paper’s ambition is to describe a systematic design framework and sequenced thought process that delivers a product that is engineered with excellence, illustrated by making use of two designs that evolved during recent Galloway projects, one destined for a large diameter man/material shaft, the other for a ventilation shaft. The stage engineering iterative process starts with mapping permanent and sinking hoisting layouts, followed by laying out horizontal deck plans, mostly constrained by the permanent shaft purpose and configuration, whilst maximizing openings to enable muck to be removed rapidly for the best sinking cycles. Concurrently the designer needs to understand the chosen sinking methodologies in conjunction with crewing to determine the number of decks and fix their spacing. Insufficient access to move and line up formwork, set reinforcing rods and pour concrete in the confined spaces of the stage is an inherent major risk to be mitigated. An iterative and integrative process follows for the primary configuration which delves into increasing design detail, accommodating all other methodology influences, resulting in 3D layouts for further risk assessment, review and fine tuning by seasoned shaftsmen. INTRODUCTION Documented colliery shaft sinking practice from the late 1800’s makes reference to purpose built walling (bricked lining) cribs with floors suspended in sinking shafts, thereby allowing shaft lining to proceed concurrently with the excavation. Improvements were made by Sir William Galloway who introduced two decks supported at the corners by angle irons. The sinking stage, or Galloway, has developed substantially over time to be the in-barrel heart of the sinking operation, with overwhelming complexity for those who have to design one for the first time."

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. Dynamic pressures during blasting can affect performances of both electronic and non-electronic detonators. Boreholes can develop tremendous amount of pressures during blasting. The effect of such elevated pressure especially during electronic delay countdown is probably more acute in electronic detonators. Measuring the pressures during blasting can aid to understand the relationship between magnitude of the pressure developed and the multitude of blasting conditions.
