The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Hydrometallurgical technology for the pretreatment of refractory gold concentrates has been developed at Sunshine Mining and Refining Company. It employs a patented nitrous-sulfuric acid pressure leaching process which' was proven industrially at the Sunshine refinery. Additionally, pretreatment for removal of antimony and some other impurities is done with alkaline sulfide leaching. This paper will discuss the successful application of these two technologies for pretreatment of a refractory gold concentrate prior to CIL gold recovery. A complex gold concentrate composed of pyrite, arsenopyrite and stibnite was tested. Results of antimony leaching in alkaline sulfide media will be discussed including some details of a novel and selective recovery method for gold leached by polysulfide or thiosulfate" Also, the factors important in and the results of the application of nitrogen species catalyzed pressure leaching to refractory gold concentrates will be detailed.

Fluorspar is one of the most important nonmetallic minerals and is used extensively in the metallurgical, ceramic, cement, and chemical industries. The steel industry consumes most of it, but as the Mineral is the chief source of fluorine, it is becoming increasingly valuable to the chemical industry in the production of fluorine compounds The development of nontoxic organic fluorides for use as refrigerants in mechanical refrigeration and air-conditioning units illustrates the increasing use of fluorspar in the chemical industry. Most domestic flurospar comes from deposits in the Illinois-Kentucky district, which centers around Rosiclare, Ill. About a dozen companies operate in the district, which comprises parts of Pope and Hardin Counties in southern Illinois and Crittenden, Livingston, and Caldwell Counties in western Kentucky. According to the latest available statistics, this district supplied 1/5,960 short tons of fluorspar in 1937, compared with the total domestic production of 181,230 tons. Imports totaled 37,063 tons.

Barrick Goldstrike Mines Inc. (Goldstrike) operates a six circuit (train) pressure oxidation plant for the pretreatment of gold bearing sulfide ores. The property is located 27 miles north of Carlin, Nevada. Since the commissioning and start-up of the first circuit in 1990 until the present total plant availabilities have exceeded 90%. The discussion that follows will detail the maintenance practices employed to consistently achieve this goal.

The current State-of-the-Practice is grounded heavily on deterministic characterization and assessment of the performance of civil engineering infrastructure. In particular, flood defense systems, such as levees, have been evaluated within the context of the Factor-of-Safety where the computed capacity of the system is compared with the code specified demand forces. Uncertainties associated with the capacity and demand forces render deterministic modeling incomplete. In particular, two structures with the same Factor of Safety can have vastly different probabilities of failure. While efforts have been made to assess levee vulnerability, results from traditional engineering approaches omit important factors because they do not account for uncertainties included in analytical modeling, and natural variabilities, or human and organization factors. This paper utilizes risk assessment methods to advance methods for quantifying the contribution of uncertainties to engineering analyses, and thereby provide additional information to help assess sustainability of geotechnically engineered systems. The probability of failure of a geotechnically engineered system is directly impacted by how well the system is understood, and how uncertainties are incorporated in development of understanding of the system. This paper presents methods to evaluate two types of uncertainties for three potential failure modes of flood protection levees: underseepage, slope (or levee) instability, and overtopping/erosion. These analyses account for two types of uncertainty: 1) Type I – inherent uncertainty, 2) Type II – analytical modeling uncertainty. Human and organizational task performance and information development and utilization uncertainties are not included in these analyses. This paper focuses on the behavior of the flood protection levee system for Sherman Island, a western island in California’s Delta. Sherman Island is of critical importance to California because of the very important infrastructure systems that pass under, on, over, and adjacent to Sherman Island, including: natural gas pipelines, regional and interregional electricity transmission lines and telecommunication facilities, two deepwater shipping channels; and State Highway 160, a link between major transportation expressways. The work evaluates current (year 2010) and future conditions (year 2100) and incorporates variations in capacity and demand arising from projected human response activities and global climate change.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

In this paper, in order to solve the problems of low accuracy and slow speed of fire flame recognition, an extreme learning machine (ELM) method based on improved Harris hawks optimization (IHHO) is proposed for fire flame recognition. A novel Harris hawks optimization (HHO) is used to solve the problem of parameter selection of ELM. In order to solve the problem that the original HHO is prone to fall into local optimum, firstly circle mapping is used to initialize the population to solve the problem of uneven distribution and small range of the initial population. Then the formula of escaping energy of HHO is modified to make the population have a large range in the middle and late iterations while gradually decreasing in the whole iteration process. Thus, the exploitation stage in HHO is improved to make the search range smaller near the optimal solution to accelerate the convergence process. Finally, at the end of each iteration, a certain number of individuals are selected to perform Gaussian and Cauchy hybrid mutation to prevent the IHHO from falling into local optimization. Through three groups of experiments, the effectiveness of the proposed IHHO and IHHO-ELM is verified. In experiment 1, the convergence performance of IHHO is significantly better than that of the other remaining algorithms in the test results of six benchmark functions. In experiments 2 and 3 of real fire flame recognition case, IHHO-ELM outperforms other remaining algorithms on the whole and has significant advantages in some indexes.

It is said that the 21st century will be an era of the remedy of the global environment. In order to reserve natural resources for the future and to avoid the dispersion of heavy metals after usage and to avoid pollution problems, it is extremely important to recycle heavy metals as much as possible by reasonable recovery procedures. The nonferrous metal industry is expected to play a important role in the recycling of heavy metals that are originally their products. From the depressed metal price experienced in Japan in 1980'h due to the sudden change in current exchange rate between US dollar and Japanese yen, one of major nonferrous metal company, Dowa Mining, has diversified its business area not only to the so-called down stream, but also to the environmental business including metal recycling, industrial waste treatment and soil remediation by utilizing technologis and facilities once used or still used for mining and smelting of copper, zinc, lead and precious metals. In this paper some of these applications will be presented.

Since publication of the paper on the composition of California oilfield waters by Jensen (6)3/ in 1934 the only other information on the subject was published recently by Chave (4). To supply needed information on the composition of California waters in areas of current drilling activity, the Federal Bureau of Mines collected formation water samples for analysis. Thirty-eight samples from oil-and gas-producing formations in 12 fields located in Ventura, Kern, Glenn, and Colusa counties were analysed by the Bureau's San Francisco Petroleum Research Laboratory. The samples were selected particularly from fields where the water composition was not well known or where interpretation of electrical logs has been difficult and the interpretation may be affected by unusual composition of the water. These samples were obtained from rocks ranging in geologic age from Cretaceous to Upper Pliocene. Fifteen constituents of these waters were determined including sodium, potassium, calcium, magnesium, strontium, barium, lithium, chloride, iodide, bromide, carbonate, bicarbonate, sulfate, borate, and residual acidity. These analyses are the first to be published on California oilfield waters in which determinations for potassium, strontium, bromide, iodide, boron) and naphthenates were made on a significant number of samples. The electrical resistivities of tae samples were determined at 75° F. and 175° F.

The Bureau of Mines conducted field investigations in two underground mines to determine the actual loads to which bearing plates were subjected when installed in conjunction with full-column resin-grouted bolts and the roof movements generated by the applied loads. Measured loads indicate that the bearing plate is an integral part of the support system. Vertical displacement gauges installed to monitor roof displacements in the test sites show that the highest degrees of loading occur in conjunction with the largest amounts of movement.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

This paper presents an analysis on the dynamic adsorption of frothers and collectors onto air bubbles in flotation. The analysis was carried out using the theory on the surfactant transfer by diffusion and adsorption. The bubble size was considered when solving the diffusion equation for the dynamic surface excess. The adsorption kinetics was modelled employing the Langmuir adsorption isotherm and its extension with the inclusion of the lateral interaction of the adsorbed molecules (the Frumkin adsorption isotherm). The numerical computation was applied to solve the governing equations. The dynamic adsorption of the surfactants was measured in terms of the dynamic surface tension for sodium dodecylbenzene sulfonate (SDBS) and Dowfroth 250, using pendant bubble tensiometry. The results show that for air bubbles with diameter of the order of 1 mm, the bubble size effect on the dynamic surface tension is small and the solution of the diffusion equation for a planar gas-liquid surface can be used to describe the dynamic adsorption onto the air bubbles. The experimental data obtained with SDBS were well described by the Frumkin adsorption isotherm and the molecular diffusion. The model description for the experimental data obtained with Dowfroth 250 required the kinetic equations. The paper is relevant for further analysis of the role of the adsorbed surfactants in the particle collection.

Additionally, to ensure success, the real-time optimization platform must be incorporated into the site’s internal process control system (Nunez, 2022). This paper provides an overview of practical lessons and best practices for autogenous (AG), semi-autogenous (SAG), and ball mill (BM) grinding. It highlights the implementation of advanced instrumentation, specifically vibration sensors on the rotating mill shell. The paper also delves into the application of advanced analytics necessary for generating new measurements that accurately represent real-time grinding activity in the mill. These Advanced Analytics Measurements (AAM) are compared with well-known grinding curves to determine the optimal grinding point. The discussion focuses on key industry opportunities using real-time mill shell vibration results to derive new correlations and optimize the grinding process.

Polyether ether ketone (PEEK) is a high performance thermoplastic often selected for high temperature tribological applications under chemically aggressive environments. The present work evaluate the tribological behavior of a high performance PEEK composite under ambient and high temperature (30 and 80°C, respectively). The atmosphere was also varied (air or tetrafluorethane). An AMTI tribometer equipped with a hermetic chamber and a heating system was used to carry out sliding tests of PEEK cylinders on 304 stainless steel polished discs (Sq < 10 nm) with reciprocating movement and 175 N normal force. Surfaces roughness analyses were performed with a white light interferometer. As expected, there was a strong influence of temperature on the tribological behavior of the samples tested in ambient atmosphere (25% decrease in friction coefficient associated with a 100% increase in wear rate). On the other hand, samples tested in tetrafluorethane atmosphere showed no significant friction temperature dependence.

They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80&apos;s, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. "In order to understand the sintering phenomena during iron ore sintering process, a CFD model of iron ore sintering has been developed, combining with the kinetics of 15 relevant chemical reactions with the aim of describing the temperature fields and the gas flow patterns in the sintering bed. This CFD model can be used to simulate the concentrations of the gaseous and solid species, temperatures of the gas and solid, melting and molten fractions of the mixture, gas velocities, temperature zones and residence times of the gas in each temperature zone. IntroductionThe off-gas analyses clearly revealed that the off-gas of a sinter strand does not have a composition corresponding to thermodynamic equilibrium, for example, the CO, CO2 and O2 concentrations are not the mutually consistent equilibrium values. Apparently the chemical reactions in the sinter bed are controlled kinetically. Therefore kinetic modeling of sintering reactions combined with CFD modeling is necessary to understand the sintering phenomena during iron ore sintering process.Several models of iron ore sintering have been developed since 1970 [l-l 4l, each being more refined than its predecessor. The models were formulated as a series of differential equations to describe chemical and physical changes occurring at a point in the bed. These equations were solved numerically in a vertical plane along the strand. The present CFD model, based on the Nath's model [14], has been published in the reference [15]. In this work, some new chemical kinetic models of gas-solid reactions are incorporated in the present CFD model. The concentrations of gaseous and solid species, temperatures of gas and solid, melting and molten fractions of solid, velocity of gas, and residence time of gas in each combustion zone can be calculated by this model."

I must tell you at the outset that I come to this conference deeply disturbed at the &apos;role of Government in international dealings in mineral and energy resources&apos;. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don&apos;t exist. But I would say that they don&apos;t prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don&apos;t tackle the fundamental causes. We must get back to basics without delay.
