"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

From the Brightwater Conveyance System in Seattle to the Second Narrows Water Supply Tunnel in Vancouver, BC, the design and construction of deep-lying tunnels in the Pacific Northwest often require the incorporation of deep portal shafts. Alluvium overlying marine and glacial deposits combined with the high regional seismicity is the common geologic setting. The latest example illustrating the development of shaft design for this scenario is the 40-m-deep shafts of the Annacis Island Wastewater Treatment Plant New Outfall System. The main components of the shafts include the initial lining, providing the excavation support system to be used for launching and receiving a 5-m-diameter TBM; and the final lining, designed to withstand all static and seismic loads and to remain viable for the intended design life. This paper presents design and construction considerations for these shafts against the background of and lessons learned from past project experiences.

All the cycle for conversion of natural and reprocessed uranium of ROSATOM’s “TVEL” Fuel Company is concentrated at the Siberian Chemical Plant. Conversion capacities are located on two sites, i.e. the Radiochemical Plant, which refines feedstock, and the Conversion Plant, which produces uranium oxides and uranium hexafluoride. Liquid radioactive waste arising in the process, after pretreatment, is transferred to a dedicated national operator for underground disposal. Environmental strategies pursued by the Fuel Company involve the introduction of process solutions intended to eliminate liquid radioactive waste and convert it into a solid phase. In the 5–7 years coming, work will be performed to refurbish and upgrade conversion facilities of the Siberian Chemical Plant that will principally change its radioactive waste management scheme. This paper describes the current waste management scheme and sets out planned schemes for management of natural and reprocessed uranium waste, which will be implemented in the refurbishment of conversion facilities of the Siberian Chemical Plant. The new technologies for the management of liquid radioactive waste from uranium conversion described in the present paper have an undeniable advantage over the current technology mainly due to significantly less environmental harm.

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. Mining is inherently a risk-based business and risk governance is an integral part of corporate assurance and business decision-making. Mineral Resources and Ore Reserves are the key assets for a minerals company and senior management/company boards require assurance regarding the likely accuracy of estimated and reported technical information. Reviews and audits improve the level of assurance in the reliability of estimated short-term (grade control) estimates, reconciliation, Mineral Resources and Ore Reserves.Peer reviews and audits contribute not only to governance processes, but also provide valuable technical improvement opportunities, as well as mentoring and professional development guidance to those whose work is being reviewed. Technical review is particularly crucial at a time in the industry when companies are running lean or perhaps inexperienced teams, with limited technical or management oversight.Despite both industry guidance and some companies’ standards expecting or requiring reviews and/or audits of Mineral Resource and Ore Reserve generation and reporting processes, it is surprising how infrequently or ineffectively these are actually carried out. Examples of governance systems are presented, which include appropriate peer review processes that if effectively applied, can identify shortcomings in technical processes and provide timely correction to prevent, or mitigate against, erroneous outcomes.Peer reviews are ideally carried out concurrently with the preparation of data, selection of estimation procedures and validation of outputs from Mineral Resource and Ore Reserve estimation prior to the handover of results between disciplines, or the final reporting of results. Audits, on the other hand, are generally retrospective reviews by independent and/or external reviewers who rate the risks inherent with an already completed process, identifying opportunities for improvements in the future.This paper outlines the main components of peer reviews and audits, discussing how a combination of these can provide a structured and objective assurance system leading to systematic and disciplined processes to improve the effectiveness of, and confidence in, grade control, reconciliation, Mineral Resource and Ore Reserve risk management, and support good governance.CITATION:Noppé, M A, 2017. The primary merit criteria used by the mining industry is internal rate of return (IRR) rather than net present value (NPV) although NPV is favored by academicians. This paper discusses the problems with IRR and NPV and compares the multi-goal nature of decision makers and their need for information with the characteristics of NPV and IRR. Conclusions are that both NPV and IRR are needed for investment ranking, that NPV suffers the same multiple root problem as does IR.R, and the determination of incremental IRR to reach NPV consistent project ranking is misguided in practice.

"Flotation is possible when the forces operating between a bubble and the attached particle are properly balanced. There are many forces operating in the bubble-particle aggregate. The magnitude, location and direction of the forces depend on the type of process. The simplest arrangement in flotation is when a spherical bubble is attached to a spherical particle and both are immersed in water. In such a system there are four essential forces which shape the stability of the bubble-particle aggregate. They are excess pressure and interfacial solid/liquid, solid/gas and liquid/gas forces. A proper analysis and balance of the size, location and direction of these four principal forces lead to a general equation delineating the stability of the spherical particle–attached bubble system. Specific cross sections of the system and solution of the general equation lead to different relationships including the Young formula as well as the well-known geometrical relation between contact angle, particle and bubble radiuses. The arrangement of forces in the proposed graphical representation of the Young law is different from that presently used in literature for a bubble attached to an unmovable solid particle. Many real solid/liquid/gas systems are more complex due to the presence of additional forces which change the regular curvature of the liquid/gas interface leading to advancing and receding contact angles.INTRODUCTIONThere are numerous papers (Athukorallage, Aulisa, Iyer & Zhang, 2015; Chau, Bruckard, Koh & Nguyen, 2009; Drzymala, 1994; Lubarda, 2012; Pellicer, Manzanares & Mafe, 1995; Wang, Cui, Zhou, Xu, Sun, & Zhu, 2014; Young, 1804) and books (Davies & Rideal, 1963; Defay & Prigogine, 1966; Lee, 2013; Lyklema, 2000) dealing with the solid/liquid/gas system. Many of them concern the three involved phases having the shape of a sphere or spherical cap and the formed contact angle. The contact angle is usually measured through the liquid phase and can be either smaller or greater than 90o. The essential part of these publications is a graphical representation of the system with the Young equation shown as a result of balance of only three forces that is the excess Gibbs (or Helmholz) free energy per unit area of the three involved interfaces (Davies & Rideal, 1963; Defay & Prigogine, 1966; Israelachvili, 1985) (Figs. 1a-c). A study was conducted to determine the amount of transportation equipment required to move 1.2 billion tons of coal in 1985. The Federal Bureau of Mines has investigated a majority of the various practices associated with coal transportation and has gathered information on the regional origin-destination patterns, methods of movement, equipment stocks, rate structures, and operational capacities of the most important modes of coal haulage currently in use. Models employing this information were developed to establish the origin-destination pattern for 1985 coal shipments, estimate practical tonnage capacities for selected coal hauling rivers, develop modal shares for both unconstrained (by river capacity) and constrained cases, and present a range of coal transportation equipment requirements for given sets of constraints. Projected transportation shares for rail ranged from 63.7 to 72.3 percent, and for river, from 8.8 to 16.4 percent. Other coal transportation modes (truck, conveyor, Great Lakes, and tidewater) are expected to retain their historic shares of coal traffic. Equipment estimates were made for 1985 rail and water transportation based on 1973 average and best practice. Average practice estimates ranged from 675,000 to 710,000 hopper cars (100-ton) and 3,100 to 5,940 barges (1,400-ton equivalent). Best practice estimates ranged from 126,000 to 142,000 hopper cars and 1,750 to 3,450 barges. Full implementation of 1973 best practice by 1985 is unlikely.

For the past several years, the Bureau of Mines has conducted laboratory and continuous process development work on weathered mica pegmatites and micaceous schist ores to determine the feasibility of recovering commercial-grade mica concentrates by flotation. The research has resulted in the development of two processes for flotadon of mica: an acid cationic method for recovery of coarse mica, and an alkaline anionic-cationic method for recovery of fine mica. The research indicated that the two processes may be effectively utilized separately or in combination for flotation of mica from weathered pegmatites and micaceous schists. Concentrates containing over 98 percent mica, with recoveries ranging from 77 to 92 percent, were obtained from the pegmatite ores. The micaceous schist ores yielded concentrates containing 95 to 98 percent mica, with recoveries ranging from 70 to 83 percent. Part 1 of this report summarizes the process development work and demonstrates the feasibility of producing commercial- grade mica concentrates. The report also includes details of commercial beneficiation and grinding of .mica.

SILICOSIS is a term known to almost everyone today. Yet, in spite of a great deal of study, much is still to be learned regarding the disease. Government organizations are still continuing their investigations, begun near Joplin, Mo., 25 years ago. Work is also being done in several universities, as Harvard, Pennsylvania, Rochester, and Toronto, and at least two private organizations, the Air Hygiene Foundation of America, Inc., and the Saranac Laboratories for the Study of Tuberculosis, devote most of their time to this subject. Similar studies have been and are being made in many other countries.

"Acid resistant brick lined autoclaves and related vessels are utilized in pressure oxidation for the recovery of gold, copper, and other metals. The combination of the corrosion resistant membrane, acid resistant brick, mortar and steel shell is a composite system that requires a sophisticated stress analysis. In order to obtain meaningful results both the model and physical properties of the materials must be carefully selected. Evaluation of the calculated results requires an understanding of both the failure mechanisms of ceramics and experience with the performance of existing lining systems.INTRODUCTIONAcid brick lining systems are used in pressure oxidation autoclaves and related vessels to provide thermal and mechanical protection for corrosion resistant membranes that are applied directly to the interior of the vessel shell. The acid brick and mortar must be resistant to the process conditions and must provide a mechanically reliable structure.The construction of lined vessels incorporates a wide range of materials that can include the carbon steel vessel, austenitic weld overlay, lead lining, organic membrane, ceramic brick, mortars and other alloy components. The physical properties of the materials can vary by orders of magnitude and when combined in the construction of the lined vessel create a complex composite structure. The materials may be bonded together or act independently of each other. Stresses are induced into the lined vessel include pressure, thermal expansion, chemical expansion and mechanical loads.The complexity of these systems makes it is very difficult to account for all of the variables in the structural analysis of lined vessels. Historically calculations were simplified and designers primarily relied on experience with previous applications.The greatly improved tools for Finite Element Analysis (FEA) available today allow for detailed calculation of the stresses imposed on the vessel shell and lining. Koning & Lauzon (2004) presented a paper on design fundamentals including a discussion on the application of FEA methods at Pressure Hydrometallurgy 2004 in Banff. When a designer carefully constructs a model and selects the correct materials properties for the calculations, meaningful and useful results can be achieved."

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

"Phosphogypsum is a byproduct created during the production of industrial wet-process phosphoric acid. This study focused on recovering rare earth elements (REEs) from a Florida phosphogypsum sample and investigated the effects of removing detrimental impurities such as phosphorus pentoxide (P2O5 ), uranium (U) and fluorine (F) during the leaching process. Experimental results indicated that REE leaching efficiency increased rapidly, reached a maximum and then began to decrease with sulfuric acid concentrations ranging from 0 to 10 percent and temperatures ranging from 20 to 70 °C. At a sulfuric acid concentration of 5 percent and leaching temperature of 50 °C, REE leaching efficiency obtained a maximum value of approximately 43 percent. Increasing the leaching time or liquid/solid ratio increased the leaching efficiency. The leaching efficiencies of P2O5, U and F consistently increased with sulfuric acid concentration, temperature, leaching time and liquid/solid ratio within the testing ranges. A fine-grain gypsum concentrate, sized smaller than 40 µm, was separated from leached phosphogypsum through elutriation, in which the P2O5, U and F content levels were reduced by 99, 70 and 83 percent, respectively, from their content levels in fresh phosphogypsum. IntroductionPhosphogypsum is a byproduct generated during the industrial wet process of phosphoric acid production, in which sulfuric acid is used to digest phosphate rock. Gypsum (CaSO4·2H2O), the main component of phosphogypsum, usually accounts for 65 to 95 percent of phosphogypsum by weight.There are small quantities of impurities in phosphogypsum, such as phosphates (H3PO4, Ca(H2PO4)2·H2O, CaHPO4·2H2O and Ca3(PO4)2), fluorides (NaF, Na2SiF6, Na3AlF6, Na3FeF6 and CaF), sulfates, trace metals and radioactive elements (Rutherford, Dudas and Arocena, 1996). Global phosphogypsum generation is estimated at 200 Mt/a (Parreira, Kobayashi and Silvestre, 2003; Yang et al., 2009), but only about 15 percent is recycled as building materials, agricultural fertilizers or soil stabilization amendments (Tayibi Choura and Lopez, 2009)."

In today's modem copper electro-refineries, increasingly higher average current densities are being employed. With these increases many refineries are approaching their limiting current density. The nearness of the average operating current density to the limiting current density has placed increasing emphasis on the need to maintain an even current distribution. This paper explores the importance of maintaining even current density and discusses the factors, processes and practices that are necessary to achieve and maintain high quality production at high operational intensity.

The Brandon lignite is a small deposit of very low rank coal near the village of Forestdale in the town of Brandon, Vt. It occurs in association with other sediments, principally sands and silts. This lignitic coal has attracted considerable scientific interest since the middle of the 19th century because of the abundance of fossils in the sediment and the rarity of lignite in New England. A cooperative investigation has been developed by E. S. Barghoorn, W. Spackman, and the author in which different phases of the problem have been worked on in a coordinated research program. This paper presents results of an investigation of the very abundant fossil pollen and spores and some other microfossils of the deposit. The studies on which this manuscript is based were made in large part at Harvard University in partial fulfillment of the requirements for a Ph. D. degree.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. Gravity gold circuits have an important part in reducing operating costs and maximising recovery in modern gold plants where coarse gold is present in the ore body. The design and selection of equipment has a vital part in the overall effectiveness of the gravity gold circuit. There are a number of associated factors that need to be taken into consideration when selecting the most suitable equipment for gravity gold circuits including occupational health and safety, security and labour requirements. This paper is a case study that outlines the validation behind the design, selection of equipment and subsequent benefits of the recent upgrade of the gravity circuit at the Marvel Loch gold mine with the main component to the upgrade being the installation of a Consep Acacia Reactor. Since the upgrade there has been a significant increase in gravity recovery, which has reduced the amount of gold reporting to the leaching circuit therefore reducing reagent consumption and overall operating costs. There has been an increase in overall gold recovery and therefore increased gold production. The benefits to occupational health and safety include the removal of toxic gases being released in the gold room during the previous practice of gold concentrate calcination and the removal of the arsenic and nickel from the gold doré, which poses a risk during refining. Manual handling and security has improved as there is no physical contact with gold concentrates during the automated process using the Acacia reactor. The total time for gold room personnel working in the gold room has also reduced from around six hours per day to less than one hour per day.With the continuing development of low grade gold deposits, there will be an increase in demand for low capital, high recovery gravity gold circuits that can significantly increase overall production while reducing operating costs.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.
