PRACTICALLY all the Section delegates as well as a sprinkling of Institute officers and mere members were on hand for the annual business meeting of the Institute on Monday afternoon of the Annual Meeting. President McAuliffe presided, with C. H. Mathewson as associate chairman. Americo Albala was first called on to discuss the work of the Pan American Institute of Mining Engineering and Geology. C. Will Wright said that the need for such an organization was evident, and a resolution was passed asking the incoming President to appoint a committee to investigate cooperation with that body, of which Mr. Albala is executive secretary.

The Chagres Smelter is located 80 kilometres north of Santiago - Chile, in the middle of an agricultural valley which is also one of the poorest districts in the country. This condition sets the main focus for the smelter's Corporate Social Responsibility (CSR) programmes, which ultimately aim at building self sustainable social and economic capital in accordance with the local capacities. With the help of Anglo American's SEAT (Socio Economic Assessment Toolbox), a corporately developed instrument designed to help the operations understand the needs of the communities and the impacts of those operations, the Chagres Smelter implemented several programmes, such as the CETTA (Experimental and Applied Technology Transfer Centre) programme. This project started in 2003, and consists of creating a centre for the transfer of sustainable techniques and skills for the small agricultural and livestock producers that live in the rural areas near the Chagres Smelter. Its main impacts are: Improved production quality (goat cheese and bee honey) and access to relevant markets, improved training and self-sustainability levels of producers, enhanced socio-economic level of the District's inhabitants by improving their income earning opportunities and technical knowledge, creation and promotion of a local brand as a symbol of quality products from the valley and a positive environmental impact of good breeding and native flora protection practices in the area. Other relevant social programmes are the 'Environmental Strivers', which created a recycling centre in the community; and the 'Beautiful Valley" project, which provides management knowledge and skills to local youngsters and leaders who can contribute to finding solutions for local environmental needs.

The U.S. Bureau of Mines has configured a flexible data acquisition and analysis workstation, which incorporates control and analysis software written in-house for use in mining research experiments conducted in the laboratory and in operating underground mines. This data acquisition system combines computer-automated-measurement-and-control (CAMAC) modular instrumentation with a Unix-based graphics workstation. The data acquisition front-end hardware can be interfaced to almost any computer. CAMAC instrumentation modules adhere to mechanical, electrical, and digital interface standards and can be custom designed or purchased off the shelf. Communications along the CAMAC bus are regulated by the crate-controller module, which contains the only hardware link to the computer interface. Software support for the data acquisition and analysis workstation consists of a series of functions and programs written in the "C" programming language designed to provide flexible and fast data acquisition, processing, and analysis. The user can interactively control the digitizers and other CAMAC modules by sending standard CAMAC read, write, and command function codes from a menu-driven program. Automated data collection is achieved through software that responds to hardware interrupts triggered by acoustic emission or microseismic events. Graphics display routines are used to plot part or all of the data and provide the ability to process and store signal information selectively.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. During recent years, the integrity testing of piles has made considerable progress. With the availability of portable and powerful computers, practically all integrity testing equipment is now digital. Using sophisticated software for data acquisition and analysis, today's testing systems can provide owners with important information regarding both the length and integrity of piles and drilled shafts. This sophistication carries a price: Very few clients, including experienced engineers, do understand the strange-looking graphs adorning the reports they get. In fact, most of them will never ask, some because they are too busy to care and others because they are ashamed to show their ignorance. This situation is well exploited by a few shrewd operators of test equipment. Facing strong competition and falling revenues, they simplify their task and cut their expenses by the following means: 1. Using old equipment until it falls apart, and then some, 2. Hiring under-qualified personnel, 3. Staying on site as little as possible, 4. Eliminating the analysis and evaluation stage altogether, 5. Confirming as-made lengths and reporting no defects.

The Ortiz Mine is operated by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields Ltd., one of the world's major gold producers. The Ortiz Mine is Gold Fields only heap leaching facility as well as being their first operating mine in the U.S.A. The hydrometallurgical processes utilized for recovery of gold and silver at Ortiz are discussed along with the several practical changes in operation adopted since start-up. Included are heap leaching by cyanidation, concentration of values on activated carbon, desorption, and the final electrowinning steps prior to shipment. Construction costs and pertinent technical data are shown.

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. CANADA is not an old country we are just now planning to celebrate our lOOth Anniversary. Nonetheless, we have already developed some well-established traditions. One of the minor traditions is the standard speech on the need for more research and development in Canadian industry. I am sure that you have all listened to it many times -I certainly have given it more than once. Much as I am tempted to honour this tradition by repetition, I shall only give you a thumbnail sketch of the ancient address for the benefit of any unfortunate visitors who have not heard it before, and also to provide a base for some further ideas that I want to leave with you. Briefly, the traditional story is that, for a variety of historical and environmental reasons that I shall not attempt to describe in detail, research and development in Canada has grown up in a pattern that is ill adapted to foster the expansion of our manufacturing industries. The story continues by saying that research in the universities is of excellent quality but that we are very short of money to meet the expanding needs

Not since complete records of accidents first became available has the safety record of the quarrying and related industries of the United States been as favorable as it was in 1940. The combined accident-frequency rate was lower and therefore better than in any year since 1916, the first year for which complete and comparable figures are available. Although operating companies began to furnish accident reports to the Bureau of Mines in 1911, the reports for that year and the next few years were obviously incomplete as to number of accidents reported, especially slight injuries involving only 1 or 2 days of disability of the injured employees. By 1916 the reports from operating companies appeared to be reliable as to completeness of coverage of slight injuries. Although the number of men employed in 1940 was by no means a record, it represented a gain over each of the 2 preceding years. Likewise, the number of man-hours worked during 1940 was larger than in 1938 and 1939.

Sustainable development has become a driving imperative for the resource industry as it is for the rest of the global business world. Being unsustainable is a risk no business can afford. Yet implementation of sustainable development practices beyond satisfaction of compulsory reporting is still sporadic. The current standard approaches to problem analysis and decision making are too narrow to capture the complexity of the issues at stake. Hence it is necessary to develop innovation in thinking and in doing. Those who search for ways to implement sustainable development use concepts such as Whole Systems Thinking and Eco-efficiency as well as tools like Life Cycle Analysis. Others develop their own instruments. In their effort to innovate they face both resistance and support within their organisation as well as within the industry or the wider context. This paper explores the factors that support, hinder and shape the sustainable development drive of the industry and proposes a comprehensive decision-making framework that links the goal of sustainability with the tools of sustainable development. This exploration is illustrated by a case study used in a doctoral research conducted on an engineering firm providing services to our industry.

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). "IT is indeed a pleasure to have the opportunity of addressing this group today. Not only does it give me the opportunity of meeting with representatives of what is considered by many to be the most dynamic segment of industry in Canada today, but it also allows me to talk about a subject of para-mount interest to myself, the development of the North, and to explain, if even only briefly, some of our beliefs and hopes in this regard.It is inconceivable that all lands north of the 60th parallel, representing 35 per cent of Canada's total land area, which we believe contain a great natural resource potential, will remain as an undeveloped portion of Canada. The re-sources are there, although the people and private industry are as yet not there in sufficient numbers.It has been estimated that in the west and north of Canada there are 1.6 million cubic miles of sedimentary rocks. Of this figure, 342,-000 are thought to lie in Alberta, 115,000 in British Columbia and about 1 million cubic miles are thought to lie in Canada's northern regions, the bulk in the Arctic Islands. On the basis of apparent volumes of sedimentary rock, we estimate that as much as 13 billion barrels of petroleum may lie beneath the permafrost of the North-west Territories, another 3 billion barrels in the Yukon Territory and 33 billion barrels in the Arctic Islands. This is, indeed, a rich and elusive prize, and one which must be sought with a view to fulfilling demands on the production of petroleum."

The objective of this program is to identify and evaluate superior, lightweight substitutes for selected coal mine roof support concepts such as crossbars, posts, and crib blocks. Engineering analysis and concept design identified, through tradeoff studies, that some materials are promising, from a technical standpoint, as support substitutes: E-glass reinforced polyester resin, high strength low alloy steel, aluminum, and very high early strength (VHE) cement. An economic analysis indicates that none of the lightweight substitutes are economically competitive with wood on an initial cost basis; however, in terms of life cycle costs based on current dollars, the high strength low alloy steel appears competitive for crossbars, and the VHE cement and E-glass/resin appear competitive for posts.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

An empirical method, based on U. S. Bureau of Mines field studies in several Western U.S. coal mines, is presented for sizing gate road yield pillars. Discriminant analysis was used to generate functions separating successful from unsuccessful case studies. These functions relate the pillar width-height and extraction ratios and a pillar development factor to the Coal Mine Roof Rating System (CMRR), and are assumed to establish three criteria that other entry systems, under similar conditions, must satisfy. A program, Pillar Sizer, from user-provided inputs, generates a range of pillar sizes that meets the proposed criteria. Although the analysis is based on a sample consisting primarily of two-entry systems, the derived expressions generate pillar sizes closely agreeing with observed, two-entry and three-entry in situ pillars. It is concluded that the proposed approach should assist mine operators estimate entry system yield pillar dimensions.

Peirce-Smith converting (PSC) is applied for roughly 50% of primary nickel and 70% of primary copper production. PSC cycles produce batches of ironfree sulfide matte (or blister copper, in the case of copper smelters), that are subject to further processing. However, the number of cycles that can be performed simultaneously is limited by the offgas handling system. Moreover, PSC suffers from variation in the yield and duration of the cycles. This variation is managed by conventional smelter designs, in which the upstream smelting capacity exceeds the nominal converting capacity; PSC is thus a major bottleneck in conventional nickel and copper smelters. Stabilization and standardization of PSC operations can therefore increase smelter throughput. The current paper presents a discrete event simulation (DES) framework to assist in smelter debottlenecking. It features random number generation to represent cycle variability, and time-adaptive finite differences to represent thermochemical complexity. Preliminary computations are presented.

"A gold bearing concentrate containing 107 g/T of gold, 9.3% copper and 706 ppm of mercury was processed at the demonstration scale for the extraction of gold and copper using a cyanide free process. The concentrate was generated through flotation to upgrade the gold and copper grade, but also showed contamination with mercury. This concentrate was submitted to the DST process demonstration plant. The concentrate was first oxidized using a fluidized bed to produce a calcine. The mercury was volatilized during the oxidation stage with an efficiency higher than 98%. The mercury was condensed and removed from the sulfuric acid using a thiosulphate process. Copper was extracted from the calcine as copper sulphate using diluted sulfuric acid. The solid remaining after acid leaching was submitted to the DST chlorination process for gold extraction. Under optimized conditions, a gold extraction of 97.3% was achieved in the chlorination reactor. Gold was recovered from the pregnant brine by precipitation on silica using a DST proprietary process.INTRODUCTION Dundee Sustainable Technologies Inc. (DST) offers proprietary metallurgical processes for the treatment of material from the mining industry. DST processes enable the extraction of precious metals and for the removal and stabilization of contaminants, such as arsenic, from ores and concentrates. DST provides environmentally-friendly, viable and efficient processes, capable of handling complex and refractory ores which cannot be processed with conventional approaches due to metallurgical issues or environmental considerations. Several mining jurisdictions around the world have banned or restricted the use of cyanide. DST has developed a closed loop chlorination process as an alternative to the conventional cyanidation process for the extraction of precious metals from minerals. The tailings from the process are inert from toxic substances such as cyanide and organic compounds, are sulphide depleted which means they do not generate acid, and thus, meet and/or exceed environmental norms. The process has demonstrated excellent gold recoveries within a fraction of the time needed for cyanidation to obtain similar results. Moreover, the closed loop process does not generate any liquid effluent and does not consume much water: it only requires a water make-up to compensate for moisture leaving with the tailings and by-products, and seawater may be used. The improved environmental footprint of the DST process has been certified by the Environment Technology Validation program (ETV) which provides an independent evaluation of the performance claims of innovative technologies."

The prediction of how waste materials will evolve geochemically within waste storage facilities has been the subject of hundreds of thousands of hours researched by geoscientists globally. Despite the quantity of research there are a number of significant areas of uncertainty that remain as partially resolved issues. One of the most significant issues is the applicability of scaling laboratory test results to field conditions, and the use of laboratory data for predictive calculations to determine geochemical evolution of waste materials in the field. This issue has arisen predominantly as a result of the relative paucity of field monitoring data from waste rock storage facilities (WRSFs) and the fact that laboratory test methods are not typically linked to specific field conditions; rather they are based on generic standardised methods and designed primarily to simulate accelerated weathering conditions that do not relate to field conditions in a linear manner.To address these specific issues the authors have in the last two years made significant progress in the development and deployment of advanced field monitoring equipment within numerous WRSFs. O’Kane Consultants (OKC) has previously reported the findings from data collected from these monitoring installations in a number of papers presented throughout 2013–2014. This valuable site data has subsequently been used by OKC as the basis to design and engineer advanced customisable site-specific kinetic leach columns at OKC’s geochemistry research laboratory. These columns represent an important advancement in kinetic column assessment methodology as they have been designed to replicate the field internal conditions within waste facilities.Key features of the columns include their capacity, size and technical specifications; including fully programmable solenoid-controlled air supply with variable flow and pressure control and in-line heating option, automated temperature control and monitoring, automated oxygen consumption and carbon dioxide production monitoring, and soil moisture/matric suction monitoring.This flexibility of the design not only allows for more accurate field-based assessment of pyrite oxidation rates (POR) but also assessment of the potential effectiveness of waste management options such as deposition within a reduced oxygen environment, for example, as simulations of reduced net percolation rates or oxygen ingress rates can be accommodated.CITATION:Pearce, S, Pearce, J and Barteaux, M, 2015. Hence, in Progress in Coal Technology, Series No. 5: Carbonization, reference was made to gaseous products recovered in the carbonization of coal, and .to a number of chemicals made from the tars, light oils, and ammoniacal liquors which are by-products of coal carbonization.In this, the sixth paper in the review series, prime consideration will be given to the complete gasification of coal to give a fuel for domestic industrial, or power purposes and a synthesis gas suitable for the manufacture of gasoline, Diesel oil, and chemicals. The hydrogenation of coal, an alternative source of liquid fuels and of chemicals, will be reviewed, as will be a number of processes for •the recovery of chemical products from coal by extraction and chemical treatment."
