THE public generally has-become aware that there is something wrong with the coal industry and a clamor has arisen for an explanation if not a remedy for this disorder. It is only reasonable that this Institute be looked to for a diagnosis to show the way for some other .agency to prepare the patient for prescription or operation. The subject is extensive, widely diversified, and beyond the efforts of an individual to cover completely; one of the objects of this paper is the initiating of a symposium on the non- technical factors essential to an understanding of the bituminous coal industry. The present condition of the coal industry cannot be described in a few words but, in effect, it resolves itself into a simple statement: The average coal operator is losing money notwithstanding a firm conviction on the part of the consumer that he pays too much for his coal. Without enumerating the many and varied. factors which contribute to this condition, this paper will be devoted to the interrelation of taxation and ownership of coal and its effect on finance

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

This study tries to predict blast-induced flyrock using intelligent modelling techniques. Flyrock is a site-specific phenomenon. Design variables and rock properties highly influence flyrock throw distance. Site investigations were conducted in a sandstone quarry. Fundamental operational parameters, blast dimensions, bench face condition, and rock mass structure were monitored. Stepwise regression technique was applied for variable selection. Burden–hole diameter ratio, in situ block size, and powder factor were determined as the most significant parameters. Considering output of stepwise regression, artificial neural network, ANFIS, and Gaussian process regression techniques were applied to predict flyrock throw. A comprehensive validation was performed using twelve different performance indices. Pre-determination of input parameters supported development of successful soft computing applications. Rock block size was found to be an appropriate input variable for flyrock modelling. In addition to classical performance indices, standardized and symmetric accuracy metrics were quite useful in model validation process. The intelligent models predict flyrock range with an error less than 6 m. The mean percentage errors are lower than 10%. ANFIS seems to be the best model for flyrock prediction. The calculated mean absolute error is 5.36 for ANFIS model.

"The Sydvaranger magnetite mine closed in 1996 due to low iron ore prices and was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The magnetite is free of harmful elements and should be attractive on the high quality market. This requires a concentrate containing less than 2% SiO2, which previously was achieved by amine flotation. Amine was preferred because it could be used with sea water. The use of amine is now restricted by the Norwegian Climate and Pollution Agency. Therefore, testwork to replace cationic with anionic flotation was done. Activation of quartz with Ca or Mg ions prior to anionic flotation was shown by research from 1960 to 1980 to be effective under laboratory conditions. The old research results have been followed up in order to make a commercial process for Sydvaranger. Calcium activation works excellently with all Sydvaranger ores, including the ones containing amphibole minerals, but Ca activation requires the high and not environmentally friendly pH of 12.4. Magnesium activation at pH 10.5 is a little more challenging, because the maximum concentration of MgOH+ is about 100 times lower than that of CaOH+. Fortunately, the major impurity in the main Bjornevatn orebody is quartz, which responds well to Mg activation. The process does not appear to depend much upon water quality, as the silicates may already be activated during grinding and magnetic separation in recycled water. The new process is environmentally friendly, as only well-known household reagents are used; oleic acid or tall oil, dextrin, sodium hydroxide and magnesium chloride at pH 10.5.IntroductionThe processing plant of Sydvaranger Gruve AS (SVG) is located in the port town of Kirkenes in the northernmost part of Norway, 10 km by rail from the high-grade deposit of Bjornevatn. This plant has been able to beneficiate magnetite ore to up to 99.5% purity, as described by Sandvik and Malvik (2001). Using the magnetic properties of the ore and making the most out of its enviable liberation characteristics, the original plant consisted of ball mills and 600-mm magnetic separators. The plant was shut down due to market conditions in 1996 but reopened in 2009."

The U.S. Bureau of Mines implemented the Fe2+ /Fe3+-SO2 anode reaction in a Cu electrowinning cell with full-size electrodes. Electrowinning was conducted using industrial electrolyte at 258 A/m2 (24 A/ft2) and 40 'C. Manifold injection of electrolyte provided circulation between the electrodes. Five-day operation using an optimized manifold gave an average cell voltage of 0.94 V at 89% current efficiency, which amounted to an energy savings of 2.82 MJ/kg (0.355 kW-hr/lb) compared to conventional electrowinning. Acid misting was completely eliminated, and SO2 concentration 23 cm (9 in.) above the cell averaged 0.06 ppm.

We are currently witnessing large fluctuations in the relative price of ironmaking raw materials brought on by changes in the dynamics of supply and demand, market conditions, environmental regulations and technical factors affecting the iron and steelmaking process. From a customer perspective, it is the behaviour of iron ores in downstream processing that give them their value; their impact on the sintering or pelletising process and subsequently blast furnace ironmaking. It is therefore important to consider this value when developing projects, making mine planning/cut-off grade decisions and in setting price differentials for differing quality.This paper describes the use of the Marx value-in-use model to quantify the downstream value of lump iron ores. The Marx model consists of heat and mass balance modules for sintering and pelletising and a rigorous two-stage heat and mass balance model of blast furnace ironmaking. Mass balance and cost models are applied for steelmaking, casting and rolling. The use of a heat and mass balance allows accurate comparison of the impact of raw material properties on blast furnace operation. The impact of minor elements, such as alumina, silica and phosphorus, and metallurgical properties on ironmaking is described, and examples are given for the calculation of a lump premium.CITATION:Honeyands, T and Jelenich, L, 2015. IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

"Mining Companies have producing assets in increasingly diverse portions of the world. It is not uncommon that the owner, the design team, the mine contractors and the operators are all based in different countries. While these assets are always subject to the regulatory requirement of those countries there have not been international standards available to review and evaluate these assets. This becomes particularly important when considering safety critical items such as tailings dams, vertical shaft systems and autonomous vehicles to highlight a few. The work currently being completed in ISO ensures these standards will be available and will be generated by and subscribed to on an international basis, thus removing the potential for patriotic partisanship and ensuring safe and predictable systems are installed. This paper will discuss the benefits of the international standards, the structure of the teams and working groups who are generating these standards as well as the process by which the standards are generated. This will allow insight into the creation of the standard and will aim to demonstrate the “neutral” and technically strong manner in which the generation of these standards is achieved. In addition, the paper will discuss the standards which have been produced in the last five years as well as the current standards which are in place. The finale will discuss upcoming work and the timelines in which it is anticipated these will be completed. The ISO/TC 82 – Mining was founded in 1955. This was an active committee until it was thought that the standards at the time were adequate and the Technical Committee was put on “Care and Maintenance”. In 2012 countries lobbied ISO to pull this committee from dormancy and restart it, this happened in in the same year."

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. In this way, some of the lessons learnt – by the community, MMJV and government – can be incorporated before, during and long after mining.CITATION:Mudd, G M and Roche, C, ?2014. Engineers face significant challenges when determining what geometry provides the most profitable and safe stope for extraction. Several techniques and optimization algorithms have been developed in recent years, but most fail to find optimal solutions because they are heuristic or LP-based without efficient geometric constraints. This paper presents a two-dimensional binary linear programming (BLP) model for determining the optimal combination of blocks in a stope that maximizes the economic value of the layout of stopes for a sublevel deposit. The work draws from Queyranne and Wolsey’s (2017 & 2018) formulations of tight constraints for bounded up/down times in production planning problems to formulate novel and efficient geometric constraints along with geotechnical and grade constraints for the BLP stope layout optimization problem. Results from the model indicate that it is possible to formulate efficient shape constraints in LP-based approaches. The model used for the numerical example contained 144 valuable blocks out of 774 blocks, which translates into an economic value of $53.21M. The BLP model selected 60 valuable blocks and 13 waste blocks that met all constraints translating into a maximum economic value of $34.4M in 1.83 hours within a gap tolerance of 0.00%.

The U.S. Bureau of Mines is conducting research aimed at providing technology for a low-cost, high-recovery, environmentally acceptable mining system to recover the vast thin-seam coal reserves existing in the mountainous areas of the Appalachian region in the Eastern United States. As part of this research, the Bureau is evaluating new techniques to address these coal resources. This report summarizes the results of a worldwide technical search on thin-seam coal mining, the formulation of various methodologies for mining mountaintop thin seams, and the implementation and status of a physical model test program to validate and further develop the most promising concept-the "roof-fall-tolerant" mining system.

Merchants perform a number of functions in the copper market. As a major distribution arm of the copper industry, they secure scrap and other copper bearing materials for processing into usable refined shapes. These are ultimately sold to fabricators. Merchants ' hedging and arbitrage activities help keep values in proper relationship from product to product or region to region. Through these switching and trading operations, they optimize the flow of copper from mine to consumer. And finally, merchants act as a repository for copper units during times of surplus and a stockpile from which to draw during tines of shortage.

PROBABLY the first flotation mill for treating molybdenite ores was put into operation .in Norway during 1913, when the writer was employed to introduce and apply the Elmore vacuum flotation process at a mine in southern Norway. These operations proved successful and led to other similar installations in that country. It remained, however, for Norwegian engineers themselves to iron out their difficulties and establish the molybdenum industry on a basis which ultimately attained world importance. Just as today, an urgent demand for molybdenum arose during the world war of 1914-18. By 1916, many molybdenite properties were in operation in Canada and several small concentrating mills were under construction. At one of these, in the Ottawa Valley district, the opportunity came for applying the Elmore vacuum flotation process, using a flow-sheet similar to that adopted in Norway. Later, as one of the staff of the General Engineering Company, who had already developed a highly efficient flowsheet for treating molybdenite ores, using the Callow pneumatic flotation process, the writer devoted considerable time to research work and investigations on a number of molybdenite projects and deposits in eastern Canada. The bulk of Canada's production of molybdenite was coming at that time from the Moss mine at Quyon, Que., where concentration of the ore was effected by water-film flotation. It is of interest to note that this process, based on the principle of surface tension, had been developed and introduced by the late Henry E. Wood, of Denver, Colorado- one of the original owners of the Moss mine-at the time he was investigating the Elmore vacuum process in his Denver plant. The process, with certain modifications, was used at several other properties in eastern Canada, and notably in the ore dressing laboratories of the Department of Mines at Ottawa and in a plant at Renfrew, Ont., in both of which ore from deposits in various parts of Canada was treated, with recovery of very appreciable amounts o much needed molybdenite. During the summer of 1917, the water-film flotation mill at the Moss mine was dismantled and the plant was re-modelled by the General Engineering Company to include the Callow system. This installation, using improved flotation methods, was highly successful both as to recovery and grade of concentrate, and proved a decided advance in molybdenite concentration, a recovery of upwards of 90 per cent being obtained, with a concentrate grading over 90 percent MoS2.
