The decision to develop an ore body can lead to multi-million dollar profits, or equally substantial losses. Accordingly, the effort required to adapt a valuation model to the specific proposal at hand, or even the development of a new model from basic principles, is clearly warranted. In the formulation of a model of this nature, one is faced with some major questions. For example, with the long term obligations that it implies, on what basis should a decision to initiate mining operations be made? Furthermore, how can the vagaries of inflation and the uncertainties that shroud the future be accommodated? Beyond the general principles by which mineral deposits are evaluated, specific cost behaviour is a function of the geology of the deposit, and of the mine design. Moreover, mine design, during the life of the mine, must be a continuing process somewhat akin to dynamic programming. An initial, apparently optimal, design is selected and mining commences. With production, a continual process of information updating leads to revisions. Thus if the maximum value is to be obtained, the mine design must be adjusted to conform to the changed conditions.

Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

Too often in mine planning, maximising revenue-generating material takes precedence over minimising costs. The ability to target both revenue and cost optimisation enables mine plans to fulfil corporate objectives of targeting maximal project net present value (NPV). The state of current mining costs and increasing government regulations in Australia are forcing many mine planners to pay closer attention to cost minimisation. Dumping waste material, which ultimately forms waste landforms, represents a large cost to mining operations. A general mine, with a waste to ore strip ration of 6:1, allocates approximately 32 per cent of total mining costs to waste haulage alone (Gregory, 2003).Most scheduling packages do not dynamically build economic or minimal cost dumps as part of the scheduling process. In most cases, waste dumps are built after a mining schedule has been defined. Automated software is now available which dynamically schedules the pit and waste dumps together. The overall shape of the waste dump is therefore dictated by minimum cost or minimum haulage hours.The purpose of this paper is to compare dynamic pit and waste schedules to traditional methods which apply haulage estimations after defining the mining schedule. This paper includes a case study on the large open pit operation at Tropicana Gold Mine, a joint venture between AngloGold Ashanti Australia Ltd (70 per cent) and Independence Group NL (30 per cent). The operation will focus on mining three large open pits over a 13-year mining life. A total of 397 Mt of waste is mined and directed to multiple destinations including waste dumps, the run-of-mine (ROM) pad and tailings storage facility (TSF) perimeter.Due to these complexities, management of the haulage fleet, especially during the critical period of operation readiness and start-up, is essential. Critical infrastructure such as the TSF and ROM pad will need to be built early and these areas, as well as the sequential development of the waste dump, will need to be developed within the constraints of structured mining fleet build-up.This paper investigates the influences of haulage estimation accuracy and compares traditional approaches for waste planning to automated approaches using EVORELUTIONÖ.CITATION:Graskoski, S, Craig, S and Myburgh, C, 2013. ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

A comprehensive strategic planning model has been developed for the phosphate strip mining and chemical operations at White Springs, Florida. The computerized model covers ore body modeling, production simulation and financial analysis. Several innovative features in the model include using NPV techniques in ore body block economics, adapting the floating cone method to a floating template for generating dragline mining units automatically, using interactive graphics for designing mining units, and a dragline move economics algorithm for automatic scheduling of mining unit assignments and moves. Simulation of chemical plant production uses linear programming and concentrate inventory levels control mine operating schedules.

"For a drainage channel built in San Juan, Puerto Rico, a value engineering (VE) proposal incorporating a secant pile top-down approach saved time and facilitated construction work on the larger flood control project. The channel, at the Bechara Industrial Area, Puerto Nuevo Port Facility and the Puerto Rico Maritime Shipping Authority Dock, was needed to allow drainage of the Rio Puerto Nuevo into San Juan Bay. The port area, one of the busiest in the Caribbean, has over 6,000 ft (1,800 m) of berthing wharves for ocean-going container ships along with over 500,000 sq ft (46,000 m²) of container loading and unloading areas, and is critical to the local economy.Planners wanted to minimize the impact of construction to the port and dock users, and developed a construction methodology and work sequencing that would prevent a complete barrier to port traffic. This plan involved non-contiguous and limited work area that “leapfrogged” along the alignment so as to prevent long barriers to lateral traffic movement across the culvert alignment.After reviewing the project plans and schedule, Morris-Shea Bridge Company (MSB) proposed an alternate design and construction approach that provided significant cost and schedule benefits, and also provided better access for the port and dock users. The alternate VE proposal involved top-down construction methodology and redesigned drainage culvert geometry with two parallel 2,000 linear ft (lf) (600 m) secant walls installed on each side of the culvert. These walls facilitated excavation and formed part of the culvert permanent walls. The result was a significantly reduced required construction right of way that allowed construction work in contiguous areas largely without impact on ongoing port activity. MSB conceived the design concept, and engineered design and construction of the VE alternate secant pile culvert.The project initially consisted of an open channel in the industrial area picking up water from the existing Rio Puerto Nuevo, transitioning to an enclosed culvert through the port and dock areas, and outfall through the existing dock. "A low-grade nickel-bearing ore was pre-concentrated on a SB40 laboratory model Falcon Concentrator. Three size fractions, -212+125, -125+75 and -75 µm were tested with the intent to upgrade the nickel content by reducing their content of fine silica, which becomes amorphous during leaching. Separation of silica from nickel-bearing magnesium silicate minerals; hornblende, clinochlore and talc, was more efficient in the finer particle sizes, -125+75 and -75 µm, and at high G-forces. For these two size fractions, nickel was upgraded from 0.06 to 0.07%, with a reduction in silica content from 52.12 to 50.71%. Leaching of feed samples prior to pre-concentration resulted in the formation of amorphous silica, indicative of the presence of fine silica in the samples. Leaching of nickel from the -125+75 µm fraction increased with increasing G-force and feed pulp percent solids, while that of -75 µm was not influenced. The optimum nickel recovery was 15.68% to the Falcon underflow, using the feed size fraction of -75 µm, 30 G and a feed pulp solids content of 10% solids, after 120 minutes of treatment.INTRODUCTION A low-grade South African nickel-bearing ore with about 0.06% Ni was previously studied for atmospheric pressure acid leaching using sulphuric acid. The study was motivated by the continuing search for methods to treat of low-grade ores, which appear to be an increasingly important source of valuable metals as a result of a declining production from rich sulphide ores. Nickel is a base metal that is used as an alloy in steelmaking and chemical industries because of its resistance to corrosion (Haudet et al., 2015). Nickel laterite ores with grades lower than 1.50% Ni are considered to be complex ores, accounting for 70% of the global nickel reserves (MacCarthy et al., 2016). Their complex nature may be attributed to the indefinite mineralogy of these ores, in which nickel may occur in more than one mineral host. In some cases, nickel may be finely disseminated in the ore. The grade of such an ore and complex mineralogy do not justify the application of pyrometallurgical methods for extraction of nickel (Zhu et al., 2012). This suggests that there is a need for less expensive alternative methods of extraction. This study investigates the application of centrifugal gravity concentration, using the Falcon concentrator, followed by leaching to determine the effect of pre-concentration of the ore prior to extraction by atmospheric pressure leaching with sulphuric acid."

Even in an otherwise care-fully done sampling procedure, reducing subsample weight, or splitting, when the grain size of material is too large commonly generates significant error. Such error can be estimated from the standard deviation of differences between values of PAIRED ASSAYS. Samples from split-ting steps immediately before comminution, and showing a restricted range of grade, generate paired assays. Splitting steps characterized by relative standard deviations exceeding 16% generate nonrepresentative data. Such steps should be redesigned to optimize reliability of assay-dependent studies. A sampling scheme can be graphically characterized, and then redesigned as appropriate, using a SAMPLING NOMOGRAPH. Use of the nomograph avoids continued replication of assays. Generally at a splitting step, excessive error can be reduced by comminuting more material. Unnecessary effort can be mitigated by comminuting less finely and/or by splitting to a smaller weight.

This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

Cia. Vale do Rio Doce is currently developing Niquel do Vermelho Project. The laterite deposit is located at Carajas Mineral Province at less than 15 km from Sossego Copper Project, scheduled for start-up in 2004. The available infrastructure, includes paved roads, large capacity railroad and port complex owned by CVRD, power supply and good quality water. The project was evaluated in the past for ferronickel production. In the late 1990s, CVRD switched its attention to investigating the usage of pressure acid leaching. The combination of good metallurgical behaviour for pressure acid leach (PAL) process route with reasonable mineable grades, and existing infrastructure justified the start of engineering studies in 2002. The project approach at the engineering phase is based on the dual objective of minimizing risks while maximizing project profitability and value. CVRD is currently completing the Niquel do Vermelho prefeasibility study. This paper outlines the main outcomes of the study and future perspectives for the project.

Strategies and achievements in the Asian steel industry to construct industrial ecological chain are reviewed largely in the case of Japan, Korea and China. Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.

This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the United States Bureau of Mines and made possible through the cooperation f many mining companies in the United States and foreign countries. The preparation of this paper follows a field study of top-slice mining during which the author visited and discussed with operating officials a large number of iron mines in the Lake Superior region. During this study special note was made of changes in top-slicing practice during the past decade, prior to which the author had acquired several years experience with the method through active connection with a number of mines employing top slicing.

The U-Th-REE mineralization at Fraser Lakes Zone B is hosted by granitic pegmatites and leucogranites, which lie along the deformed contact between Paleoproterozoic metasedimentary gneiss of the Wollaston Group and Archean orthogneiss, approximately 25 km from the southeastern edge of the Athabasca Basin. The pegmatites/leucogranites are subcordant to concordant with the regional foliation and are concentrated within a northeast-plunging antiformal fold nose, the study area, which lies west of Fraser Lakes. The mineralized pegmatites/leucogranites in the western part of the study area (Group A) are typically enriched in U (± Th) with Th/U ~1, and contain uraninite, thorite, zircon, and allanite. Those intruding the central part of the study area (Group B) are generally enriched in Th and LREE, with Th/U >2, and contain monazite, thorite (commonly U-enriched), and zircon. The pegmatites and leucogranites in Group A tend to be slightly enriched in SiO2 and depleted in TiO2 relative to those in Group B and are interpreted to represent more evolved crustal melts. Both groups are peraluminous and show varied chemistry. Partial melting (~850ºC and 9 kbar) of a metasedimentary rock-dominated source, entrainment of accessory minerals as xenocrysts, and assimilation-fractional crystallization processes combined to enrich the granitic pegmatites/leucogranites in U, Th, and REE elements. Transfer of melt from the source region to the crystallization sites was assisted by deformation within and along major structural zones, such as the folded Archean-Paleoproterozoic discontinuity. The character of mineralization and structural control in the study area is reminiscent of the alaskite-hosted deposits at Rössing, Namibia.

Underground mining environments bring occupational health and safety issues with some severe dangers such as mine disasters like explosions. During such events, miners might escape using main access openings, or find a safe haven like refuge alternatives (RAs) to wait and be rescued and evacuated to the surface. In this paper, RAs are explained with their early and current applications. A classification as permanent and portable is explained depending on the conditions and their abilities. This classification is followed by the utilization and survivability of RAs with the requirements and recommendations of the main mining countries. Based on the utilization and survivability constraints, basic human requirements, waiting for a rescue team, and the required physical specifications of RAs during the events are analyzed in detail for various countries with their regulations. Among these, the specification, resistance to the explosion, is discussed in particular, and the studies in the literature are examined in terms of structural deformation. The highest deformed zones, the beneficiation of reinforcing steel components such as stiffeners, and the simulation approaches are investigated through this review.

The 50 ohm resistorized electric detonator is commonly used in the oilfield for initiation of wireline conveyed perforating guns and other downhole explosive tools. This type of electric detonator provides some degree of safety above that of the conventional one ohm electric detonator, since a higher current level is required to initiate the device. In order to obtain the necessary data to develop safe distance tables from RF sources for the 50 ohm electric detonator, laboratory tests were conducted to determine the detonator’s “no-fire” current, AC impedance, and its susceptibility to ESD. The results were surprising as two types of failure modes were observed. The “no-fire’ current levels determined from Langlie “One-Shot” Test Methods were determined for the devices tested providing values for the 0.999 probability “no-fire” power level at a 95% confidence level. This data will serve as the basis for sets of safe distance tables from RF sources that will appear in the forthcoming edition of the Institute of Makers of Explosives Safety Library Publication 20, “Safety Guide for the Prevention of Radio Frequency Radiation Hazards in the Use of Commercial Electric Detonators, (Blasting Caps)”.

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.
