According to reports received by the United States Bureau of Mines , Department of Commerce , as of January 1 , 1930 , there were 412 completed refineries in the United States with a daily crude oil capacity of 3,755,585 barrels . This compares with 413 refineries of 3,509,540 barrels capacity on January 1 , 1929 , which indicates that whereas the number of refineries was practically unchanged , the total capacity increased 8 per cent during the past year . Of the completed plants as of January 1 , 1930 , 358 plants , of 3,634,825 barrels total capacity , were operating and 54 , with a capacity of 130,760 barrels , were shut down . Compared with a year ago , this indicates a decline in the percentage of the total refinery capacity that is inoperative . There has been a decided decrease in the number of shut-down plants since 1924 and 1925 , when one plant in every three was inoperative . Many of the inoperative plants of 1924 and 1925 were constructed soon after the boom times of 1920. Some of these were operated for a time but were unable to show a profit during 1923 and 1924 , when an overproduction of crude petroleum was accompanied by demoralized markets for refined products . Prices for refined products improved in 1925 and 1926 , but only a comparatively few of the shut -down plants , then partly obsolete , were able to obtain or renew their crude connections and compete successfully with the larger , more firmly established refineries . After five years or more of continuous idleness , a refinery would be rendered practically useless through corrosion and obsolescence . Consequently , most plants now being carried as " shut -down " have operated intermittently since 1923 . struction . In presenting a thesis on this subject it is advisable to explain a few of the reasons for its seeming incompleteness. World progress has brought us to a position where approximations are not only to be condoned, but regarded as absolute essentials. Production in anticipation of demand is always accompanied by mistakes on the part of the producers. Only through trial and sometimes erring hypotheses may there be evolved the true course and theory upon which the steady triumphant march of world-wide industry depends. The average person likes to have everything placed ?before him in a clear and convincing manner. It is the impossibility of doing this which, in many cases, arises to confound the writer on shales. All that one can do is to present, as lucidly as possible, the known hypotheses' and theories on the subject and leave the reader to study and work out the truth for himself. Many theories have been advanced on the origin of oil-shales ; some may be correct in certain instances and not in others; however, the writer will attempt no decision as to which are and which are not correct, but .will merely point out the relative merits of each. The figures given for reserves of oil and shale in different countries are only approximations and give but a rough idea of the true conditions.

THE task of establishing a new corrosion testing laboratory is more difficult than it need be because there is very little information on the subject available in the literature. Many articles describing tests and results may be found, but a wide search will unearth only passing remarks on the different types of equipment that may be selected for accelerated corrosion tests. An article describing some of the apparatus needed in a corrosion laboratory should be of help to those interested in building a new unit or in making additions to an old one. In May of this year, the writer was given the assignment of equipping a laboratory for general corrosion testing, to form a part of the new Physical Metallurgy Research Laboratories of the Department of Mines and Resource~ at Ottawa. With the help of senior members of the staff, along with what could be gathered from other sources, a list of necessary equipment was compiled and a plan for arranging it in the rooms was decided upon. Where possible, the apparatus was constructed in the excellent machine shops at the disposal of this Department, while the rest was placed on order with the manufacturers.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Our universities and other training institutions are doing just fine meeting the traditional skill needs required by the industry. But are the skill needs going to be the same in the near future? The answer may be NO!! Mining is changing: increased liabilities and costs of environmental and safety issues; lower grades of minerals in traditional mining activities; the advent of new bio-chemical processes and robotic equipment as more productive and economic alternatives; and, larger more sophisticated and automatic equipment. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs, and productivity. And we will be engaging in more undersea mining, possibly space bases processing, less human interaction, and more remote control of events than was ever thought possible in the past. This paper presents several of the systemic changes that are presently and will continue to change the face of mining. It will identify area where education and management will have to address these changes.

One of the important duties of the Bureau of Mines is to sample and analyze coals and to publish the results of such analyses for the information of producers, consumers, and the general public. Numerous publications containing such analyses have been Issued from time to time. Although the chemical properties of a coal as revealed by its proximate and/or ultimate analysis and heating value aid one considerably in visualizing its probable behavior and in determining its usefulness and value for a specific purpose, they do not furnish complete information. The physical properties of a coal, such as its ability to retain its original form without undue breakage or degradation in size under the various conditions of storage and usage, are also of importance in determining its suitability, technically or economically, for a given purpose.

The majority of the tailings dam operations in South Africa will be required to comply with the new Global Industry Standard on Tailings Management (GISTM) within the next one to three years, depending on the dam classification and the requirements of the respective investors and insurers. With up to 72 auditable requirements, the implementation of the Standard needs careful planning and prioritization. This paper focuses on the practical steps to GISTM compliance for tailings facilities in operation in South Africa. The discussions are based on current practices, South African regulations, and industry standards requirements. The possible changes in dam classifications and the associated requirements are presented.

THE paper is principally eoncerncd with experimental work carried out the author whilst a number of the metallurgical staff at the Cockle Creek works. The metallurgical has been discussed sufficiently for the reader to follow the course of the experiments but the actual plant has only been described in so far as it effected metallurgical treatment, since the arrangement of such a smelter is a matter of common knowledge.The lead-roasting plant consisted of Godfrey roaster, Dwight-Lloyd maehines and Huntingdon-Heberlein pots. The usual treatment was in the Godfrey furnaces, followed by sintering in the Huntingdon- Heberlein pots. The paper is divided into two parts in the Godfrey furnaces and Huntingdon-Heberlein pots. General Summary THIS paper attempts to describe in a preliminary and general manner the nature of certain copper discoveries now being developed by Gaspe Copper Mines, Limited, in Holland township, in the interior of the Gaspe peninsula. Some copper mineralization appears to have been known here at the time of the earliest French explorations, was rediscovered in 1921, and has been under intermittent development by Noranda Mines since 1938. In the last two years discoveries have enhanced the picture so that the deposit now promises to develop into one of the important Canadian copper producers. As ideas are constantly changing with continuing development, any picture given now is very partial and tentative and must be subject to future revision. The nature of these copper occurrences differs from others known in eastern America. In many respects they have unique features but they are most closely akin to some copper deposits found away from the intrusive rocks in the porphyry copper districts of the western United States. The most important orebodies are replacement deposits in a limestone horizon in which the ore gangue is converted to skarn. These lie at considerable distances from any known intrusive but seem to have been derived from a buried stock of granite that intrudes the sedimentary rocks of Lower Devonian age. This intrusive has produced alteration effects in the overlying rocks that may afford a key to locating other ore areas in the Peninsula.

Evaluation by the Bureau of Mines of published expansion values for magnesium oxide shows significant variation in values, which may be attributed to sample variables, experimental errors, or systematic differences between measuring techniques. To eliminate the sample variable in measuring expansion, thermal expansion characteristics of a high-purity polycrystalline magnesium oxide were determined by 21 cooperating laboratories using one or more of the following techniques; X-ray camera, X-ray diffractometer, dilatometer, interferometer, and telemicroscope. All expansion values were corrected by the author to a single reference temperature of 25° C. Linear expansion was expressed as a power series in the form of the following equation. Expansion (percent) = [[ A + B (?t) + C (?t)2] ?t 104] The constants, A, B, and C, were determined by least square techniques for X-ray camera, X-ray diffractometer, and dilatometer data separately, and for combined data of all five techniques. Expansion values are tabulated from 26° C. to 1,400° C. in 2° C. intervals using constants derived from X-ray camera data. Below approximately 500° C., expansion values obtained by dilatometric and interferometric methods are significantly lower than those by X-ray methods; above 500° C., this bias decreases rapidly. Comparison of results within methods showed the least variance for X-ray camera results; dilatometer and X-ray diffractometer results have about the same variance. The average deviations, in percent, between observed and calculated expansion values among methods were approximately 10 percent from 100°C. to 300°C., 5 percent from 300°C. to 500°C., and 2 percent from 500°C. to 1,400°C. Maximum deviations were approximately twice as large in most instances.

Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). Much practical experience has been gathered in the last 30 years of application of high-pressure grinding rolls (HPGR) integrated with ball milling in size reduction of fine iron ore concentrates. The company Vale S.A, in Complexo de Tubarão (Brazil), was one of the pioneers applying the technology prior to pelletisation with an outstanding size reduction energy efficiency in the circuit and a significant increment in the specific surface area of the product. Recent studies by the authors demonstrated benefits of modelling and simulation to improve the performance of HPGRs in this particular application, with the model being able to describe HPGR performance under different operating conditions and under variations of feed size distribution. Despite these important advances, this modelling approach has only been used offline and under steady-state conditions. The present work applies the modified Torres and Casali model proposed by the authors in pseudodynamic simulations. The ability of the model to predict the characteristics of the product in real-time is evaluated using data available online for the pellet feed preparation circuit. Results demonstrated the model capabilities to map the physical operation and give a realistic representation of the process. Additionally, the model is demonstrated to be able to support the pellet feed production by providing extended real-time information of the process, making it a useful tool for improvement of the operational strategies and process stability.

The phosphatic soil deposit at the Sukulu hills region of Uganda contains 10-12% P2O5. The ore occurs as a naturally degraded soil deposit containing a very sticky slime composed of earthy lateritic minerals. Desliming of the ore, which is imperative for its further beneficiation, is an extremely difficult hurdle to overcome for its commercial utilisation. Earlier studies on samples of the same ore at the National Metallurgical Laboratory (NML) and abroad established that it was necessary to pass the ore through a series of three stages of desliming, each consisting of a step of vigorous attrition scrubbing followed by hydrocycloning, for effective elimination of the sticky slime. In the present paper an innovative use of the very strong shear-fields created inside a hydrocyclone has been discussed, that could effectively eliminate the stubborn slime from the ore. The standard design of the hydrocyclone was suitably modified to increase the shearing effect on the slurry. It was possible, through the application of this modified hydrocyclone, to not only totally eliminate all the stages of attrition scrubbing, but also to reduce the subsequent stages of hydrocycloning. The modified technique yielded a concentrate of grade comparable to that obtained by employing the earlier more complex flow sheet, with about 25% higher P2O5 recovery.

"Under the auspices of World Federation of Engineering Organizations’ Committee on Engineering and the Environment (WFEO-CEE) and Society for Mining, Metallurgy and Exploration (SME) Task Force on Sustainability and Mining (TFSM), and aimed at helping raise global understanding on and promote capacity building of risk management, this paper presents a framework and prototype of toolbox or knowledge warehouse for facilitating the application of risk analysis, mitigation and management techniques (RAMT) in the mining and minerals sector. The conception, design and implementation of the intended system of knowledge warehouse of risk analysis, mitigation and management techniques (KWoRAMT) are outlined. The system architecture of KWoRAMT is based on a browser/server (B/S) structured platform with web oriented interfaces and composed of data base, knowledge warehouse, searching mechanisms, and risk assessment methodologies. The knowledge sources for KWoRAMT will come from the TFSM expertise and Internet, including laws and regulations, codes of practice, standards, guidelines and best practices. The functions and outcomes of KWoRAMT consist of guided navigations with web links, categorized risk tools, annotated best practices with cases, and integrated risk approaches and solutions based on typical risk methods. Risk categories include those impacting on mine safety, mine occupational health, and mine community environment throughout the whole of mine life cycle from exploration, construction, and exploitation and processing to post-mining closure. Mining associated hazards will be identified and linked by vulnerability onto risk receptors through pathways. Risk management techniques for assessing impacts and consequences of mining induced hazards will be categorized with their pros and cons or strengths and weaknesses. Best practices and significant cases including experiences and lessons with problems, solutions, and recommendations on how solutions would be derived will be illustrated. Integrated risk approaches based upon typical methods will be developed for alternatives and actions."

Total bound moisture (TBM) is a typical quality indicator of industrial-grade gypsum. This gypsum is comprised of three distinct phases, namely anhydrite, dihydrate, and hemihydrate, of which only the latter is of much industrial use. TBM analysis is a lengthy laboratory procedure, and an artificial neural network (ANN) TBM inference measurement is proposed as a fast and online alternative. An ANN inference model for gypsum TBM based on plant data was developed. The inputs to the network were primarily focused on the plant's calciner, and different network topologies, data divisions, and transfer functions were investigated. Furthermore, the applicability of the TBM value as a quality indicator was investigated based on a gypsum phase analysis. A strong correlation between TBM and the gypsum hemihydrate and anhydrite content was found, validating the plant target TBM of 5.8% as a quality indicator. A network topology consisting of one hidden layer with logarithmic-sigmoid (logsig) and pure linear (purelin) transfer functions showed the best performance (R > 90%).

Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

The Chinese coal industry is the largest coal producer in the world. The total production in I995 was 1.28 bnt. On the way towards introducing a market economic system, this mature industry is facing major challenges. The main problems are a large surplus of manpower, shortage of current assets and capital, low productivity, high casualties and a huge deficit. This paper discusses the present situation and the future developments in the Chinese coal industry. The current policy can be stated as ‘rapidly developing the state collieries and improving the village and private mines; integrated development to achieve an economic operating scale and encouraging a diversified economy; rapidly exploiting and developing in the North west and South west; promoting productivity and efficiency; welcoming multi-sources and types of investment; setting up coal exchange markets; and the careful control of resources and the environment'.

Pressure oxidative treatment of whole ores and/or mineral concentrates is used to leach or liberate metals of value for downstream recovery. Silver, when present, is often lost in processing, precipitating as a cyanide-insoluble jarosite in the residue. Depending on pressure oxidation conditions, the degree of silver loss to jarosite can vary dramatically. Batch bench-scale testwork is often performed to define that loss, and then assess the implications in continuous operations. This paper focusses specifically on the impact of CESL pressure oxidation conditions on silver recovery, and discusses limitations of batch bench-scale testing as well as means of overcoming these limitations to better predict silver recovery in the scale up from bench-scale to continuous operations. Since silver is only partially soluble in both sulphate and chloride media, it will gradually leach and deport to a jarosite as oxidation progresses. When a silver-insoluble anion, for example iodide, is dosed prior to oxidation, there is a marked improvement in silver recovery from batchgenerated residue; however, that benefit is not consistently seen in continuous operations. The difference has been attributed to the dynamic solution conditions in the batch test, specifically the first few moments of oxidation. Using these principles, a predictive correlation has been established between initial leach concentrations of iron and acid and ultimate silver recovery with iodide addition.

The Bureau of Mines developed computerized mathematical models to estimate the economic availability of Mesabi Range taconite concentrates; these are a quality model, a cost model, and an economic availability model. The quality model evaluates metallurgical test data; the cost model determines iron unit cost from mining and processing cost data; and the economic availability model determines quantity from geologic and ore quality data. By correlating all of the physical resource quality factors and dimensional characteristics with the economic cost factors associated with producing iron ore pellets, these three models combine to establish a final relation between iron ore reserve quantities and iron unit cost.

Tracing of 'float' against the latest ice-flow directions ha!' led to or assisted in discoveries of several mineral deposits in Canada at lP.ast since 1891, e.g., fluorite and corundum in eastern ?Ontario, Steeprock and Josephine iron ore in western Ontario, Malartic, Fisher-Quebec, and Lamaque gold ore, and Vendome zinc ore, in western Quebec, Sullivan zinc and lead sulphides in British Columbia, Orvan Brook or New Calumet sulphide deposit in New Brunswick, Lynn Lake nickel sulphide de-posit in Manitoba, etc. Pebbles or ore boulders whose source has not yet been found include diamonds in the Great Lakes region and ?sulphides in several localities in Ontario and Quebec. Complexity of transport of ore boulders, including non-glacial transport, may be the explanation. Tracing of ore boulders requires knowledge of the Pleistocene history of each particular area (ice flow directions, their ?changes during glacial oscillations, existence of pre-glacial lakes with ice-rafted boulders, later interference by streams, lakes, mass movements). Important also is distinction of till from similar non-glacial deposits and knowledge of the bed-rock geology. Quantitative methods, e.g., pebble counts, maybe applied while tracing magnetite, hematite, or goethite. Fragments of sulphide ores are less abundant in indicator trains, and quantitative methods are less suit-able for tracing them. Heavy-miner-al investigations may give good results for minerals resistant to weathering. Geochemical methods are of value only in the vicinity of ore deposits.
