TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

"The Athabasca Basin occupies about 100,000 km2 of the northwest corner of Saskatchewan with its western margin extending about 50 km into Alberta (Fig. 1). The basin is filled with a Helikian sequence of predominantly fluvial sandstones up to 1600 m thick. The sandstone beds are generally flat-lying, and rest unconformably on a crystalline basement which consists mostly of granitic intrusive complexes and quartzfeldspar- biotite gneisses. The basement rocks represent Aphebian sediments and Archaean basement rocks that were metamorphosed and remobilized to varying degrees during the Hudsonian Orogeny (ca 1800 Maj.Since 1968, three mining camps and several substantial unconformity-type uranium deposits have been discovered in the area (Figs. 1 and 2). These deposits lie along the unconformity surface, partially enclosed in sandstones, and partially in the basement rocks. The major deposits have elongate, pencil shaped orebodies that are parallel to the strike of underlying graphitic biotite gneisses. The total tonnage of uranium is in the order of 150,000 to 200,000 tonnes and mining grades range from 0.5 to 2.5 per cent U3O8.IntroductionUranium exploration started in Saskatchewan in 1945 when Jolliffe and Murphy headed field parties to investigate uranium occurrences on the north shore of Lake Athabasca (Kupsch, 1978). Their investigation lead to the development of the Beaverlodge camp in the following years. Some of the early prospectors were impressed by the fact that the uranium occurrences at Beaver lodge were centred on a thick sequence of unmetamorphosed arkosic redbeds which are now called the Martin Group. This sequence was referred to as the Athabasca Series by Christie (1949), and although some occurrences of uranium were found near Stony Rapids and Black Lake, the vast expanse of Athabasca sandstones south of Lake Athabasca was generally regarded as unpromising."

FIFTY-three alloys have been examined in the Fe-W and Co-W alloy systems in an attempt to verify the finding of o phases in these systems as reported by Goldschmidt.' The alloys were examined metallographically and by X-ray diffraction. The 10-g specimens were made by powder metallurgy techniques. Very fine, high-purity powders were compressed in a double-acting die at 120,000 psi after hydrogen reduction. All compacts were then sintered for 200 hr at 950°C in a helium atmosphere. Metallographic investigation and X-ray diffraction proved this time to be sufficient to allow complete homogenization before the subsequent high-temperature anneal. Each specimen was then sealed into an evacuated silica capsule and annealed at 1400"or 1500 C (except two) for 25 hr. (The 60 pct Fe and 55 pct Co alloys taken to 1610"and 1680°C respectively were held at these temperatures for 1hr. Codelco's Chuquicamata Underground Division (DCHS) faces issues due to collapses in its subsidence streets, which hinders the advancement of the subsidence front and leads to the loss of areas and reserves. To address these issues, DCHS and Orica have developed a new excavation methodology based on pre-loading explosives in high drawbell. This methodology involves creating a high drawbell extending from the floor of the production level to the ceiling of the subsidence level, divided into two phases: upper and lower. A resin stemming is used to separate these phases. The excavation strategy adjusts to variables such as reception volume, fluffing, and excavation geometry, involving vertical pre-loading of the explosive and the use of a separating element between the phases. The test aims to validate the new excavation methodology and the retaining element in the rock mass, evaluating aspects such as drawbell geometry, impact on the rock mass, damage to the retaining element, and fragmentation. Wireless electronic detonators are used in the upper phase to improve safety by eliminating the need for physical connections, while traditional electronic detonators are employed in the lower phase. Low-density bulk emulsion is applied to minimize the impact on the Crown pillar and extraction point, and higher-density explosives are used above the subsidence level to ensure good caving. Results showed that the blast achieved 86% conformity with the theoretical design. Resin stemming allowed for 100% effective detonation in the upper columns, and the fragmentation obtained was 5.44 inches, which was less than expected. No damage to the Crown pillar was observed, and the explosive quality met standards. This technique has proven to be effective and viable, suggesting the possibility of eliminating the subsidence level in future levels, resulting in savings, and providing greater stability to the rock mass.

Today?s large electric mining shovels are significant users of power and represent peak loads of more than 3.5 MW to a mine?s distribution system. The power swings during normal operation can influence the line voltage at the Point of Common Coupling (PCC). The static converters for the shovel?s motions also create voltage and current harmonics which are fed back into the mine?s power grid. In addition, shovels themselves are affected by the power quality of the mine?s distribution system. This paper introduces the use of active IGBT rectifiers, also called Active Front Ends (AFE), as alternative to conventional, line commutated SCR thyristor rectifiers. The AFEs convert the AC line input into a controlled DC-link voltage. This DC voltage is then used as input to IGBT inverters, which power the AC motors of the shovel?s Hoist, Propel, Crowd, and Swing motions. The introduction of AFEs creates the following operational improvements: i) reduction of the Harmonic Current Distortion THDi from more than 40% to less than 4%; ii) full regenerative operation; iii) the potential for line voltage stabilization at the PCC; iv) high tolerance for line voltage fluctuations; v) improved dynamic performance, and, as result vi) higher availability and productivity of the shovel.

Within stamp-charged coke making a large volume of coal is compacted to one single coal cake before entering the coke oven chamber. This is done by means of several falling stampers in a stamping machine having a mold nearly of the oven?s dimensions. Producing a high quality coke also from inferior coals requires a cake density of approximately 80% of the coal density. Besides that the industrial stamp-charging process demands a minimum mechanical strength of the coal cake to move it from the stamping mold into the oven chamber without failure. Densification and the build-up of cake strength were investigated earlier in stamping tests using a micro-stamping device. The quantities derived from these tests (as e.g. cake density or porosity) represent average values for the entire cake. Statements describing the local compaction state at different heights are difficult to achieve without destructing the cake. In order to gain better insight into the densification process and the inner structure of the coal cake a computational model based on the discrete element method (DEM) has been set up using 2 and also 3-dimensional simulation software. The stamper?s position and velocity as well as the force acting on the stamper were monitored and the model?s response was compared against measurement data from laboratory stamping tests. It was possible to reproduce the force and displacement pattern of the stamper in response to the viscoelastic properties of the cake using standard DEM bonding and contact models. Furthermore, the rearrangement of particles in response to the compaction by the stamper was tracked by calculating their displacement at the point the stamper hit the coal surface. The latter can also be used as indicators of particle deformation or breakage. By defining control points at different heights the particle displacement, stress and strain rates, porosity could be studied at different heights. BEFORE going into detail on the subject to be presented, a brief outline of the Company's earl y history would not be out of place. Prospecting and mining on a small scale was started in 1876 on the site of the present open pit at Thetford Mines. The property was purchased from the Crown in 1878 and Johnson's Company was incorporated in 1885. It is owned and operated today by descendants of the original shareholders. Many employees, through their fathers and grandfathers, have service records dating back three generations. The principal asbestos deposit at Thetford Mines is pear-shaped, with surface dimensions of about 2,200 feet in length by 1,300 feet in maximum . width. Its long axis strikes northeast and the dip is nearly vertical, but irregular in detail. It is known to extend to a depth 1,200 feet below the original surface, but its area at that depth has not been determined. Ownership of this deposit is divided among three active Companies: the Asbestos Corporation, Limited; Bell Asbestos Mines, Limited; and John-son's Company. Johnson's Company owns a section about 1,000 feet in length and 500 feet in width, bounded on the northeast by the King mine of the Asbestos Corporation and on the northwest by the Bell pit. On Johnson ground, there was originally a large outcrop o~ asbestos rock which dipped toward the south below overburden. This was mined until recently by open pit, the overburden being stripped off as far southward from the original outcrop as was economically possible. As the. pit was deepened, within side walls maintained at a maximum safe slope, its floor area, of course, became progressively smaller, and eventually the pit would have wedged out against the Bell property line. It became necessary, there-fore, to introduce some other method of mining before production became seriously curtailed by a shrinkage of the pit area.

"Manganese cobalt spinel oxide coatings have been shown to be effective for preventing chromium volatilization from interconnect alloys, and the associated cathode poisoning, in solid oxide fuel cells. During high temperature exposure a reaction layer consisting of chromium containing spine! forms due to reaction with the chromia scale formed on the alloy. The electrical conductivity of this reaction layer is much lower than that of the coating material and thus can increase the overall area specific resistance (ASR) of the system. The approaches to reducing the ASR are to reduce the thickness and/or increase the electrical conductivity of the reaction layer, which includes both the high-chromium spinel phase and the chromia scale. In this paper the effects of transition metal dopants on the amount and properties of reaction products formed during the reaction of spine! oxide coating materials with chromia are presented.IntroductionThe high cost and difficulties involved with the processing of chromia based ceramic interconnect materials for SOFCs are driving the search for metallic interconnects [1, 2]. The reduction in the operating temperature of SOFC has allowed for the use of high chromium alloy steels for this application [3]. However, the volatilization of chromium from the chromia scale, and the associated poisoning of the cathode, remains a problem which needs to be addressed [ 4]. Though the application of manganese cobalt oxide spine! coatings on the alloy surface substantially reduces chromium poisoning of the cathode [5], the low electrical conductivity of the reaction layer formed between the chromia scale and coating affects the performance of interconnect. Incorporating transition metal ions in the reaction layer could alter the electrical characteristics and improve the performance. Copper and nickel doped manganese oxide spinels are widely used as thermistors due to their high electrical conductivity and negative temperature co-efficient of resistance characteristics [ 6, 7]. Hence doping of copper and nickel in manganese-cobalt spine! oxide composition may improve the electrical characteristics of interaction layer as well and is attempted here."

The surface collapse and surrounding rock failure caused by goaf instability are the mining disasters that cannot be ignored. It is of great value to evaluate the stability of goaf accurately and treat it economically for the mine safety and the maintenance of ecological environment. However, in previous studies based on numerical simulation methods, the spatial complexity and the irregularity of actual goaf were not considered. Therefore, based on the internal space data of goaf obtained by high-precision laser detector, the goaf stability was comprehensively analyzed through Plaxis software and two-stage fuzzy judgment theory in this study. To effectively improve the goaf stability, the optimal backfill parameters for the goaf treatment were obtained by a series of mechanical tests. The research results provide some good references for the stability evaluation and the treatment of underground goaf.

In July of 1996, the Kroll process began production again at TIMET's Henderson, NV, manufacturing facility. This, after being shut down for several years due to low market demand for titanium. Faced with limited pond capacity and increasing costs for water and wastewater disposal and storage; process changes were made to recycle water used to wash Kroll titanium sponge back into the sponge leaching process. This idea was revisited from 1992-93, when three consecutive attempts to recycle water for this application were unsuccessful due to early pump failure. Since it was uncertain why previous attempts failed, a complete understanding of the existing system was first sought. This included reviewing piping and flow diagrams; taking field measurements for all the piping, valves, and fittings; analyzing the wastewater composition; and modeling the fluid dynamics and control of the system. The fluid dynamics of the system were modeled by breaking the piping network up into nodes and applying the Bernoulli equation to each segment. The fluid flowrate control valves were modeled for this purpose also and the models were used to help specify the required processing equipment and control ranges and tolerances. Once the project was completed, an operating procedure was prepared for operation, startup, and shutdown of the washer water recycle system.

There are many scales of innovation in the pursuit of concentrator performance improvement, including paradigm change, inventive change and incremental change. All are important, but the last is low risk, low cost and has a relatively high probability of success, given the right metallurgical skills. Seeking continuous improvement is also essential to ensure that performance does not decline over time due to ore type changes, personnel changes, equipment wear and other factors. When properly implemented, these small gains offer a very high rate of return for the project cost because they are made from marginal, not total, operating costs of the plant. To be effective this approach requires plant trials that use designed structure and appropriate statistics to test the observed differences arising from the old and new process treatments, be they a change in flotation reagent, in grind, pulp density, etc. However the pursuit of small but financially significant performance gains is often regarded as fruitless because of the range of variance in plant data, and the consequent difficulty of ‘proving’ that a benefit has been achieved. Opportunity for improvement is thus sometimes relegated to the realm of the impossible, or at best, treated with skepticism. Operations managers prefer to look for the larger gains, which are easier to demonstrate and prove. Unfortunately, these are seldom to be found; rather, a large gain can be more easily made by executing a series of small recovery improvements that are together equivalent to the ephemeral single large gain. In this paper we advocate a policy of continuing improvement driven by rigorous performance testing protocols and a formal ‘risk analysis’ approach to judging the efficacy of changes implemented in the plant. Following these simple procedures allows rational decisions to be made on the basis of quantifying risk and reward. In particular we consider the choice of hurdle rate for decision-making which best balances risk and reward. It is shown through case studies from actual industrial practice that this approach is practical and delivers significant financial value to the operation.

This report is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods, and costs at various mines in the United States. It describes operations at the Black Rock mine, Wah Chang Mining Corp., Mono County, Calif. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices, and costs. The Black Rock tungsten mine of the Wah Chang Mining Corp. is 33 miles north of Bishop, Calif., in the Benton Range, Mono County, Calif. The property was acquired in August 1950 and a well-planned program of exploration, development, and exploitation resulted in a good production record with low costs. Operations were halted in July 1957, about 6 months after suspension of the tungsten purchase program by the Federal Government.

This paper explains how new digital solutions improve reverse circulation drilling operations. Upgrading field-proven reverse circulation drilling (RCD) rigs with new digital technologies enables semiautomated drilling, with upgrade options for fully automated & remote drilling. Key elements of the improvements are electrically controlled valve systems, process instrumentations, a state of the art machine controller and drilling operation via a touch control panel. Automation of core processes, such as adding drill pipes, reduces set-up times, increases machine uptime for drilling and as a result efficiency. While drilling, sensors provide continuous feedback, which is used to automatically adjust e.g. the weight on bit to the optimum; resulting in an increased rate of penetration and less wear and tear. While in the past hydraulic power packs (HPU) have typically been operated at a constant high-performance level with related high fuel consumption, a new interface between the machine controller and the power unit regulates the HPU performance exactly according to the actual drilling operation needs. This leads to significant fuel consumption reduction. The safety benefits of the digital improvements are the ability to remotely operate the rig in challenging site conditions via a mobile operator panel.

A company must have an organized approach to effectively sort through the profusion of available software and hardware and find the programs and equipment which fit defined needs. The selection process must build a complete compatible system which includes hardware and software. The methodology presented in this paper helps identify some of the more important considerations. The steps needed for an organized approach to software/hardware selection are: •All involved staff should contribute to an assessment of current computer capabilities and projection of future needs. •Alternatives are analyzed to determine what software and hardware is available and how selections may possibly be merged into the existing computer system. The evaluation process focuses on details of program capability and hardware compatibility. Analysis must be done to determine how closely individual programs fit the established requirements. The final decision is often a balance of needs between program capabilities and hardware availability. Any programs selected must be able to run on existing and newly purchased hardware. Any additional hardware selected must be capable of meshing with the available computer system.

The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

BHP’s Western Australian Iron Ore Operations (WAIO) move approximately 250 million tons of ore per annum. The magnitude of the constant changes to the terrain models along with the diverse output and presentation requirements of numerous stakeholders presents significant challenges for the geospatial team. This paper describes how the WAIO Survey team use a combination of technology and optimised workflows to capture, ingest, publish and access large data sets for diverse stakeholder requirements. Machine learning for processing of data and the use of web based systems to track and prioritise task allocation of resources will be discussed in detail, in addition to the changes to the traditional roles of surveyors from the use of automation and mobile technology.

BHP BillitonÆs new rotary iron ore car dumper installation at Finucane Island (Port Hedland) was constructed to increase the total capacity of the port facility from 110 Mtpa to 120 Mtpa and to allow for incremental capacity increases in future. The arrangement of the dumper is similar to other car dumper installations existing on site. To construct the facility, approximately 120 000 m3 of material was excavated in six months, to a total depth of 22 m. The saline water table was nominally 6 m below ground level and the materials excavated varied depending on depth, ranging from sand to mangrove muds. There was a need to retain the sides of the excavation and limit the amount of water from entering the excavated area. This was required to allow excavation to progress and had to be maintained during construction of the permanent concrete and steel facility. The excavation was backfilled progressively as construction progressed. Various retaining wall methods were investigated with the preferred option being sheet piles secured by walers and ground anchors. Detailed electronic models were developed and assessed to complete the final design arrangement. Dewatering bores around the perimeter of the excavation removed the groundwater to intercepted sumps within the site. A strict and methodical program was developed to monitor the integrity of the temporary works and the quality of the groundwater. The works were completed on time despite the following challenges being encountered: availability of resources and equipment, movement of mobile plant on æboggyÆ materials, difficulty driving sheet piles into material at depth, drilling of ground anchors to 32 m, grouting of ground anchors, greater than expected groundwater flows, and the risk of hydrocarbons within the groundwater. The lessons learned from the use of the retention system and, in particular, the associated construction challenges overcome, provide a sound basis for similar work in this buoyant resource market. The conference paper describes the temporary works options investigated, design considerations and processes, construction methodology and challenges encountered, and the monitoring systems developed. Lessons learned are also discussed.

With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

In an effort to better predict the useful service life of friction rock stabilizer mine roof bolts in coal mine environments, the Bureau of Mines has evaluated the corrosion resistance of stabilizer steels in air-saturated and deaerated waters from seven Eastern and Midwestern underground coal mines. Accelerated electrochemical corrosion tests were used to estimate corrosion rates for the two high-strength, low-alloy (HSLA) steels used to fabricate Split Set stabilizers and for galvanized steel. Long-term static-immersion weight-loss tests were also conducted with the HSLA steels. Corrosion rates developed from the weight-loss tests (steady-state air dissolution) were roughly comparable to rates determined from electro-chemical testing in aerated waters. Although the highest rates occurred in waters with the highest chloride contents, rates in the other waters were low (<2.0 mpy) and exhibited little correlation to the widely varied chloride contents of the waters. The generally low corrosion rates are attributed in part to the tendency to deposit a protective CaC03 film, reflecting susceptibility to carbonate precipitation as indicated by positive Langelier (saturation) index values for the waters. With one exception, corrosion rates for the galvanized steel were (2.0 mpy. Rates with aerated waters were higher than those with deaerated waters. Pitting tendencies of the steels were also estimated.
