"Iron as an impurity in pyrophyllite ore affects pottery, ceramics and tile quality. We carried out the characterization of a pyrophyllite ore sample using optical microscopy, scanning electron microscopy, X-ray diffraction, Fourier transform infrared spectroscopy (FTIR), thermogravimetric analysis (TGA) and wet chemical analysis. The study revealed the presence of 2.15% iron oxide (Fe2O3 ) along with silica and alumina as the major components, which constituted around 90% of the total sample. We carried out the removal of iron from the pyrophyllite using magnetic separation and acid leaching and found that wet high-intensity magnetic separation (WHIMS) could remove 28% of iron values while oxalic acid leaching could remove up to 99.3%. The leaching kinetics of iron removal and the effects of pulp density, acid concentration, leaching time and temperature were also investigated. The optimum conditions for leaching were found to be leaching time of 60 minutes, temperature of 90°C, pulp density of 5%, oxalic acid concentration of 0.3 M, and particle size below 100 microns. Iron dissolution from the pyrophyllite sample can be best described by the diffusion of ions through the product layer of constant-size spherical particles. The breakdown of the pyrophyllite structure was evident from the FTIR and TGA studies. The activation energy of the leaching process over the temperature range was calculated to be 43.47 kJ/mol. IntroductionPyrophyllite is a naturally occurring phyllosilicate mineral composed of aluminum silicate hydroxide [Al2Si4O10(OH)2] as the major component and often associated with other minerals such as kaolinite, mica, quartz, rutile and epidote. It occurs in fine-grained sericite schist that is quarried as pyrophyllite (Pandit et al., 2008). In India, pyrophyllite occurs mainly in Madhya Pradesh state, Uttar Pradesh state and the Keonjhar district of Odisha state (Harpavat, 1995). Pure pyrophyllite is a highly desirable material for various applications due to its unique properties. It exhibits high refractive behavior, low thermalelectrical conductivity, low expansion coefficient, low hot-load deformation, low bulk density and high corrosion resistance to molten metal and basic slag (Rieger, 1997). It is used in the ceramics, refractory, foundry, electrical-insulation, sanitary-ware, glassmaking, pesticide and rubber fields. Compared with clay, it has lower thermal conductivity and coefficient of expansion, making it more suitable for refractory applications (Harben, 2002; The Minerals Yearbook, 2011)."

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

The presence of dust and fume suspended in the freeboard region is a common feature of the operation of direct current (DC) plasma smelting furnaces. This occurs primarily as a result of the use of fine feed materials together with the open-arc, open-bath operation of such smelters, and is exacerbated by the high velocities and turbulent mixing of the gas in the vicinity of the arc jet. Dust and fume losses into the furnace off-gas system can be significant in some cases and may have economic, operational, and environmental impacts on the process. A computational modelling study is presented in which the concentration of dust material was considered as a continuous field subject to a governing partial differential equation. Settling behaviour was calculated as a function of particle size, local gas/plasma temperature, and other physical properties. Development of the coupling between the concentration field and a magneto-hydrodynamic description of the arc is shown, and the resulting models were used to compute various aspects of the behaviour of the concentration field in the arc region for a variety of furnace conditions. Time-averaged as well as transient models of the arc were used to generate the results presented. Qualitative case studies produced several practical suggestions for furnace operation, including increased dust capture by the bath when feed ports are located closer to the electrode, and the possible effects of feed segregation in the furnace freeboard based on dust particle size and density.

Fragmentation in sublevel caving (SLC) is vitally important. Both gravity flow and any downstream processes are affected. Reasonably coarse fragmentation may lead to larger draw bodies (isolated extraction zones) and hence potentially higher primary ore recovery and depressed/delayed waste rock inflow from above. Fewer flow disturbances are expected by mitigating oversize. In addition, it requires less boulder handling and reduces wear and possible hang-up problems in orepasses. To assess the present-day functionality of large-scale SLC, a multiyear, comprehensive measurement program was initiated. It covers the main elements for SLC, namely blast function, fragmentation and gravity flow. The present paper focuses on fragmentation measurements. An image acquisition system was used to document the drawpoint and the load-haul-dump (LHD) bucket for each mucking cycle. At the beginning, four buckets (about 70 t total) were sieved to validate the results of both 2D and 3D image analysis techniques. The fundamental and specific problems are discussed herein. At the moment, fragmentation of the SLC rings is evaluated using a quick rating system and a 2D fragment delineation software. The results enable a description of fragmentation and its variation during mucking but also – combined with the gravity flow measurements – conclusions on the fragmentation for different parts of the SLC ring. Possible influences on flow disturbances and ore recovery/dilution are investigated. "Abstract - The Louvicourt Au-Ag-Cu-Zn-Pb sulfide deposit is hosted by a Middle Ordovician calc-alkaline sequence of aphyric rhyolite flows and associated fragmental rocks at the top of the Flat Landing Brook Formation. The Zr/TiO2 (average = 0.110) and Y/TiO2 (average = 0.021) ratios in the footwall felsic volcanic rocks are consistent with known values for the Reids Brook member. The deposit consists of two concordant lenses of semi-massive to massive sulfides, approximately 150 m long and up to 9 m thick, which represent a fold repetition of a single exhalative horizon. The deposit contains a geologic resource of 136 000 tonnes grading 1.2% Pb, 1.0% Zn, 0.4% Cu, 90.9 g/t Ag, and 0.96 g/t Au; the deposit locally contains elevated Au (2.9 ppm) and Ag (320 ppm) contents. A laterally continuous iron formation that contains barite caps the deposit, and is gradational vertically and laterally into laminated siltstone. The exhalite confirms the stratiform nature of this deposit, but a large percentage of sulfides occur as late replacements of altered felsic fragmental rocks in the footwall. Abundant examples of colloform pyrite and perlitic and spherulitic textures in volcanic clasts are well preserved. The base- and precious-metal content of the Louvicourt deposit is atypical of the Bathurst Mining Camp (BMC). Reported assay data (n = 27) indicate an average Pb/Zn ratio of 2.6, the highest in the BMC (average = 0.39). Lead exhibits a strong Spearman Rank correlation (r' = 0.92) with base metals throughout the sequence, indicating a preponderance of galena in both the stockwork and stratiform zones. The Ag and Au contents in this deposit are among the highest in the BMC and exhibit a Au-Ag- Cu-Pb association. Barite-rich exhalative pyrite exhibits a moderate Au correlation with Ag (r' = 0.77; n = 10) and Cu (r' = 0.76) and occurs in portions of the exhalative sulfides that are enriched in Pb. Chemical exhalative rocks are conformably overlain by trachy-andesitic volcaniclastic (possibly pyroclastic) rocks that are assigned to the Little River Formation. These are enriched in Nb (average = 38.4 ppm) and P2O5 (average = 0.17 wt.%), and have much lower Zr/TiO2 (average = 0.056) and Y/TiO2 (average = 0.0062) relative to rocks higher in the hanging wall. The intermediate volcanic rocks are conformably overlain by massive to pillowed basalt flows and related hyaloclastite that have Nb/Y = 0.60 and high TiO2 contents (average = 2.8 wt.%). This chemistry is consistent with rocks of the Brunswick Mines member (Little River Formation), except that these rocks are considerably enriched in P2O5 (average = 0.82 wt.%). This syngenetic exhalative deposit is unique for the BMC with a high Pb/Zn and elevated Au and Ag contents, as well as an epithermal signature (Sb-Ag-Au-Tl-Hg), analogous to high sulfidation volcanogenic massive sulfide deposits. Its intimate relationship with an emergent felsic dome (Flat Landing Brook Formation), chlorite-silicate-oxide-sulfide exhalite (locally hematitic), and the abundance of barite are classical features of many of the Kuroko deposits."

"The Chelopech epithermal arsenic bearing high-sulphidation, copper-gold deposit located in Bulgaria is often referred as the richest European gold deposit currently under exploitation. Key points from the flotation circuit of the processing plant have been sampled and selected physicochemical parameters measured. Plant survey has followed with selected samples being submitted to chemical and mineral liberation analysis (MLA). Quantitative analysis has enabled to link the flotation response of the main copper bearing minerals with the physiochemical parameters (Eh, DO, EDTA extractable Cu and Fe) being measured. Data from mineral liberation analysis have highlighted an important process-relevant information explaining the variable floatability in the various granulometric classes.The low chalcopyrite recovery could be linked to the non-sufficient amount of dissolved oxygen measured in the copper selective flotation circuit. Given the finely-disseminated copper bearing minerals, the observed copper losses inside the flotation could be also explained by the insufficient degree of liberation of the mineral grains. Suggestions for improvement in metallurgical recovery are therefore proposed.INTRODUCTIONThe Chelopech deposit is a high sulphidation (HS) volcanic-hosted epithermal gold-copper one (Bonev et al., 2002; Kouzmanov et al, 2009; Strashimirov, et al. 2002). It is considered as one of the largest and economically most important ore deposits in Bulgaria, and often is referred to Europe’s largest currently mined gold resource. It is located in the Srednogorie zone which falls within the central sector of the extensive Tethyan–Eurasian copper belt formed during Mesozoic–Cenozoic time along the southern margin of Eurasia. The Srednogorie zone has the features of a subduction-related, Late Cretaceous island arc, with development of a calk-alkaline to sub-alkaline volcano-plutonic magmatism and associated hydrothermal ore deposits (Bonev et al., 2002).Ore mineralisation occurs as veins, mineralised breccia, and massive sulphide replacements and disseminations. Three mineralisation stages have been identified at Chelopech deposit. An early pyrite–marcasite mineralisation (stage I), characterised by disseminated to massive pyrite followed and partly brecciated by enargite– luzonite and tennantite–chalcopyrite–bornite (stage II) mineralisation. The gold is met in ores belonging to the stage II. Sphalerite and galena veins characterise stage III, best developed below and adjacent to the pyrite–enargite– chalcopyrite ore bodies. Advanced argillic altered volcanoclastic rocks commonly host this mineralisation (Chambefort and R. Moritz, 2014)."

Of increasing importance to the student of fuels economics has been the extent to which different primary energy sources can substitute for each other in the various energy markets of the nation. Knowledge of the nature and extent of fuel interchangeability can aid the fuels economist in projecting trends of energy utilization, as well as giving him a better understanding of the past and present conditions of fuel markets. It is also important to the consumer to know just how much flexibility he can maintain in his energy consuming operations. And, finally, various governmental bodies show keen interest in the degree of energy substitutability in determining public policies concerning the fuels industries. The presence of excess fuel production capacity in the United States during the early 1960's indicates that fuel interchangeability should become more prevalent in the increasingly competitive energy markets of the nation. Discussion of fuel intercompetition is almost always restricted to qualitative terms-because of the lack of comparable statistical data, between the different energy sources in geographic or "type-of-use" fuel, markets. There are exceptions, of course, such as, the excellent fuel consumption data which are available on steam electric generating plants throughout the nation. In other sectors, statistics are at best incomplete.' Inmost instances, indirect fuel consumption indicators, such as sales of fuel burning equipment, are extensively used to measure market shares of a particular fuel; however, these indicators are hard to evaluate precisely without prior knowledge of the total competitive market.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

The low-rank coals containing 10 to 50 pet natural bed moisture represent over half of the tonnage reserve of the available solid fuels of the United States, but only about 2 pet of United States coal production is derived from these fuels. Increased utilization of these large reserves will result if the bed moisture can be removed at the mine in high-speed low-cost processes. This paper presents a theoretical and experimental study of the factors affecting high-speed drying of coal dusts. The time required to heat particles of coal is proportional to the square of their diameter, and it is calculated that the probable time in minutes is equal to 6D2. In other words, a 11 a in. coal particle should be heated to drying temperature in 1.5 to 2.0 sec. Likewise, 1/8 in. particles should be heated in about 6 sec. The net heat required to dry subbituminous coal and lignite varies from 240 to 375 Btu per pound, depending upon the moisture removed, and this heat can be obtained from 42 to 61 cu ft of hot gases at 600°F.

"The undertakings described in the paper titled “Study on correlation of quantified coal rank with self-heating temperature” by Wang and Luo in the November 2015 issue of Mining Engineering (Wang and Luo, 2015) are mathematically sustainable and an acceptable extension of work performed by Smith and Lazzara (1987) for the U.S. Bureau of Mines. The paper is not an accurate explanation of the currently accepted leading practice for determining the propensity of a coal seam for spontaneous combustion. The paper could lead a practitioner to an oversimplified conclusion on how to determine the propensity of a coal seam to spontaneously combust.The spontaneous combustion of coal is a complex and not fully understood reaction. What is understood is that many more factors other than selfheating temperature (SHT) and coal rank are required to sufficiently evaluate the risk of spontaneous combustion in a particular coal seam. A superficial assessment can lead to an improper response to the risk. Some statements on the next steps through an appropriate literature search would have made the authors’ conclusions more credible.The SponCom 2.0 software, updated by the National Institute for Occupational Health and Safety (NIOSH) in 2011, provides a path for evaluating the susceptibility of a coal seam to spontaneous combustion. In addition to proximate and ultimate analyses to establish coal rank, and therefore an estimate of SHT, the program includes the history of heatings, friability, seam thickness, overburden thickness, rider seam presence, pyrite presence, face and butt cleat densities, geothermal source presence and other geological features in the assessment. Mining conditions including floor heave, rib sloughage and rate of advance are also assessed to conclude a propensity for spontaneous combustion."

Detailed stratigraphic studies in the Birch-Uchi Lakes area have shown that the volcanic components are arranged in superimposed sequences, or cycles. Each cycle displays a progression from predominantly mafic effusives below to predominantly felsic extrusives above. Sedimentary rocks are preferentially associated with the felsic extrusives. Two volcanic cycles are represented. The average stratigraphic thickness of the volcanic rocks present is 31,000 feet. The original volcanic pile was probably in the order of 40,000 feet thick. The present lithologic composition is estimated to be: mafic volcanic rocks, 60 per cent; felsic volcanic rocks, 27 per cent; sedimentary rocks, 10 per cent; and others, 3 per cent. Gold occurrences are preferentially distributed with respect to the volcanic succession. Of fifty recorded occurrences, thirty-nine are located in the upper felsic division of the lower volcanic cycle; forty are associated with closely interbanded daciterhyolite pyroclastic rocks, andesitic lavas and siliceous sediments. The gold-bearing quartz veins either lie at the contacts of enclosing lithologic units or occupy cross-cutting fractures in one or more adjacent units.

"In most copper mines and concentrators, mill water is continuously recovered and reused, with fresh water added to make up for losses. When mixed, these water chemistries can lead to severe scaling, especially in pipes, tanks and pumps on the mill water supply side, reducing flows and causing significant production losses.At KGHM Robinson Nevada Mining Company, increases in the fresh water addition ratios resulted in severe scaling problems and premature pump failures thereby jeopardizing plant production. What initially appeared to be a few isolated scaling events eventually unfolded into a recurring pattern of water supply-related production losses with increasing severity. Through completion of detailed root cause analysis, chemistry modeling, laboratory work, in-plant testing and system engineering, the mechanisms of scaling were identified and addressed.Advancements in fresh water addition practices and antiscalant application methods resulted in a stepwise reduction of the mill water scaling. Cost savings and production benefits were significant to the plant’s financial metrics.IntroductionThe production of mineral and metal concentrates using the flotation process requires large quantities of water. Flotation is utilized as the primary means for beneficiation with sulfide ores. Mined ores are crushed and ground into a slurry of 20-55% solids. For each ton of ore, 400-900 gallons of water1 are needed to supply the grinding mill. Additional water is needed in the flotation circuit as well. With many modern mills operating at2 11,000-165,000 tons/day, water supply volumes can be upwards of 3,000 gpm to 100,000 gpm of flow.For plants operating at or above capacity, disruptions and restrictions in water supply flow can have a direct impact on the production and recovery of the metal. Water supply flow can be limited for a wide variety of reasons but of interest are those limitations that are due to mineral scaling. Mineral scaling is the selective point precipitation of inorganic species above saturation concentrations. Precipitated species form flow-restricting deposits in the mill water system (tanks, pumps, pipe and valves), that will eventually impact water supply to the concentrator."

"The isothermal bainite transformation kinetics of low- and medium-carbon alloy steels after hot deformation and the rmocycling treatment (TC) has been studied by the magneto - metric method. Deformation was produced by rolling at 800°C-1000°C. TC included three cycles of rapid (30°C/s) electro-heating up to 900°C-1000°C followed by quenching.Hot deformation retards bainite transformation in the lower part of bainite range (<400°C) and accelerates it in the upper part (>400°C). The effect is greater for higher strain and lower deformation temperature. Deformation also diminishes the overall bainite fraction below 400°C and increases the completeness of reaction above 400°C.Thermocycling provides more uniform ultrafine austenite grains with average size of 3 µm -4 µm compared to 12 µm -14 µm after conventional heating. The transformation rate after TC was almost the same as after conventional heating in low-carbon steel but was faster in medium-carbon with no change in the completeness of reaction. The degree of acceleration increased with rise of transformation temperature.There are a number of factors which are responsible for a change in bainite transformation kinetics in austenite deformed at high temperatures or subjected to TC. One of the most important factors is the refinement of structure, another one is structural and chemical inhomogenity of austenite due to deformation or to rapid heating. To estimate the contribution of these factors, ?-transformation was studied after different austenitizing conditions (low-temperature heating at 850°C- 950°C; high-temperature heating at 1100°C; step treatment – austenitizing at 1100°C, then cooling to 950°C-850°C). The results obtained make it possible to conclude that the structural and chemical inhomogeneity of austenite activate the bainite reaction while the grain refinement retards it. Intensity of the effect produced by each factor depends strongly on the steel composition."

Increased depths of conventional gold and platinum mines, longer travelling times as working places move further from the shaft, and ancillary activities taking place in the mining cycle reduce the useable time spent at them workface. Current shift lengths of 8 hours 20 minutes may no longer be adequate ton complete required mining activities.The impact of mineworker commuting times on shift work is also not well understood. The aim of this research was to draft a framework to optimize shift cycles in order to maximize productivity, health, safety, and wellness in the South African mining sector. The framework was informed by a review of the literature, case studies at a local gold mine and platinum mine, and a workshop with industry experts. The findings indicate potential advantages of extended shift lengths and continuous operations, such as improved productivity, asset utilization, and employee morale. However, concerns included fatigue and the associated safety hazards, particularly when working longer shifts, night shifts, and numerous consecutive shifts. Job demands, personal factors, and commuting times are further considerations when scheduling shifts. The ideal shift system for the mining sector should holistically consider and balance operational requirements, health and safety, and employees’ and their families’ requirements, and suit the unique needs of each operation. Changes in shift cycles will require a structured change management process, which involves all stakeholders, and could help to enhance the viability of the South African mining sector.

Tremendous strides have been made in front end loaders in the last fifteen years. Fifteen years ago a 2; cubic yard front end loader was the largest standard machine you could purchase. Today there are two commercially available 15 yard front end loaders and many 10 yard front end loaders. The estimated total worldwide market for all front end loaders over one cubic yard has increased to over 30,000 units yearly. The trend for front end loaders, in general, and for the mining market, in particular, is to larger and larger loaders. Today there are 18 cubic yard and a 24 cubic yard front end loader in prototype form. It is not inconceivable that within another fifteen years that there will be front end loaders in the 50 cubic yard class with design features quite different from today&apos;s. These larger loaders are being designed at the demand of the mining industry and the design criteria are being directed at this market area. The costs of these larger loaders will be greater per unit of capacity, and it is the intent of the various manufacturers that they will be more reliable, be easier to service, give greater availability, live longer, and cost less to maintain, than previous loaders. It is also the intent of the manufacturers to compete directly with the large mining shovel as the front end loaders become appropriately larger and more reliable. There has been some trend in this direction in the past with smaller shovels and loaders. In Figure No. 1 are data for U.S. production of front end loaders (5-6 cubic yard class and 10 cubic yard class) and U.S. production of cable operation, crawler mounted power shovels, draglines and cranes (1; to 5 cubic yard class) for the years 1965 and 1970. Petroleum oils of widely different grades have long been clarified or decolorized by contact with fuller&apos;s earths. More recently, so-called activated clays have also been used for this purpose. Still more recently ouch clays have been used in the form of nodules termed "catalytic pellets." Clays of varied appearance and from different localities possess the desired bleaching qualities, but evaluation of such clays, so useful to the oil industry, has not been simple. Previous methods of identification and evaluation have largely followed procedures of production methods and were not primarily based upon the fundamental properties of the clays. Thus) a false assumption has grown up that) bleaching clays probably have no common properties on which a-method of comparison can be based. Fuller&apos;s earths and activated clays have a large absorptive capacity for the color constituents of petroleum and its products decolorizing is accomplished by bringing the oil into intimate contact with the clay and later separating the decolorized oil from the clay with its load of absorbed coloring matter. Former practice in absorbing "color" was to use the clay as granules or In&apos; powdered form. More recent practice is to use clay pellets that are more abrasion-resistant than the granules. The oil is either filtered through a bed of clay, percolation method, or agitated on contact with the clay, contact method. Viscous oils are decolorized at an elevated temperature, so that their viscosity is lowered to the point at which thorough contact with the clay is insured. Nonhumidifying, nonoxidizing gas, such as dry steam or dry nitrogen, is used to seal such hot oil masses from the atmosphere.

As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer and winter of 1975 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses and to permit study of alternative circuit configurations if desired. This paper describes the simulation methodology employed and presents the results of a computer study of the secondary crushing plant (1).

ROASTING is usually thought of as a process in which finely crushed or ground ore is heated with air in a suitable furnace in which the ore is rabbled or agitated in such a way as to insure complete reaction between the oxygen of the air and the oxidisable constituents of the ore. Roasting in this sense is used only to a very limited extent in the iron and steel industry. This is because, in most iron ore deposits mined today, the ore is of a type that does not require roasting. Where this process is used, it is usually because of some special circumstance, such as a peculiar economic condition, that warrants it. If roasting is looked upon in the broader sense as a gas-solid chemical reaction carried out at an elevated temperature in which both gaseous and solid products are formed, then the process is used in the iron and steel industry to a greater extent

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.
