IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

Discussion M. J. Martinson* (Associate Member): This is another interesting paper in the series which the Human Sciences Laboratory is publishing on the physiological cost of the more strenuous manual tasks performed underground. As a mining engineer-albeit presently an academic one -this contributor is more concerned with the practical significance of the study in the field of stope cleaning than with physiological niceties, but before discussing some of the practical issues raised by the paper perhaps the authors would care to reply to lay comment on three physiological matters. Firstly, in two places the authors make statements to the effect that the maximum oxygen intake of 'average' (sic) Bantu mine workers is 3.0 l/min. What do the authors mean by 'average'? Maximum oxygen intake in the individual is probably some function of inter alia age, physical fitness, state of health, ambient partial pressure of oxygen, diurnal and/or seasonal changes in metabolism, and possibly cumulative exposure to dust and other occupational contaminants. Since maximum oxygen intake is apparently such an important quality in manual labourers we ought to have a clear picture of its distribution in the entire labour force, and also know precisely how the individual's quantum is affected by factors such as those mentioned above. Secondly, arising out of the same statements and ignoring the reservation implicit in the previous paragraph, is it correct to say that the 'average' Bantu mine worker has a maximum intake of 3.0 l/min? In the August 1966 issue of the South African Journal of Science four of the present co-authors reported the mean maximum oxygen intake of a random sample of 338 Bantu recruits of different tribes to be 2.63 l/min with a standard deviation of 0.542 l/min, and these figures were repeated in a paper published in the November 1968 issue of this Journal. Admittedly the mean maximum oxygen intake of the six subjects used in the present study was 3.05 l/min, but since they were selected on the grounds of previous shovelling experience they can hardly be regarded as being 'average' recruits. Thirdly, it seems to me that the authors are perhaps a little uncritical in their acceptance of the '50 per cent of maximum oxygen intake' level of activity for endurance work. I am not unmindful of the evidence upon which this level is based, but I suggest that the evidence is at best tenuous and that the whole topic of fatigue and 'optimum' levels of productivity under conditions of high muscular activity and considerable psychological stress is a lot more complicated than would appear from the authors' ready acceptance of the 50 per cent level. Under present working conditions the question is largely rhetorical because it would need an army of supervisors to ensure that all members of a typical gang work at 'optimum' levels throughout the shift, but if individual performance should ever become more readily determinable the issue might become crucial to management and malayisha alike. So much for physiological matters; now a few random thoughts on some wider, practical issues raised by the paper. In the paragraph headed Material the statement is made that 'The mixture (of fine, medium-sized and bigger rocks) was considered to be representative of an average underground rock sample'. Elsewhere in the report the authors specifically draw attention to the effect of particle size on the oxygen consumption of men shovelling graded material, and intuitively one imagines that the size distribution of the material being shovelled would be highly significant in a study such as this. Presumably the authors were forced to assess size distribution subjectively because of the lack of objective data on the subject, and possibly the necessity for this assumption highlights how little we know quantitatively about any of the variables in stope cleaning systems. In this connection it may be remarked that although the present study was largely designed to show how dip and stoping width effect energy expenditure in shovelling, no data are given-nor, probably, are they available-to show how the industry's stoping tonnage is distributed in terms of these two factors. It seems to me that if the mining industry seriously hopes to improve stope productivity it must start by measuring the basic variables in existing systems. Elaborating somewhat on the previous paragraph, there also seems to be a tremendous gap between the present study-and its predecessors-and the prospect of gainfully using the information so carefully garnered by the authors. It would be reassuring to hear from the authors that their work on the physiological aspects is being integrated in some master plan for increasing productivity of manual labour. This I fear is not the case, and if productivity has changed at all in recent years I would hazard a guess that the change has been brought about by random factors rather than by systematic engineering design. The Human Sciences Laboratory has worked extensively in stopes in the past, and possibly the time has come when it should widen the ambit of its operations to include engineering-type analyses of cleaning systems, with particular emphasis on the economics of rapid cleaning by manual labour. Perhaps experiments could be conducted with stakhanovite-type gangs consisting of men selected for their high maximum oxygen intake and superior motivation; these men might be offered special incentives in the shape of extra pay

I would say mainly the cost. I showed only 3 cases. One of them was the one that Allen just described and there were two other cases. In those cases it was fairly easy to develop a solution using limited mobility grout to treat the soft soils suitable for the limited bearing pressures required by the structures. LMG readily provided a fairly reliable system for the foundation support at a reasonable cost.

"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

"Teck Resources Limited (“Teck”) has developed and extensively tested on a continuous basis the CESL Technology hydrometallurgical process for treating copper and nickel sulphide concentrates, including bulk copper-nickel concentrates. Copper, nickel and cobalt are leached efficiently into solution, utilizing CESL process conditions. Total precious metals including gold, silver, platinum and palladium are recovered from the residue stream via sulphur flotation. This paper describes the CESL Technology testwork on a bulk copper-nickel concentrate derived from Twin Metals Minnesota?s (TMM) deposits within the Duluth complex and evaluates the economic benefits (increased cash flow, increased revenue certainty) and investment criteria (capital cost, payback and cash flow) of incorporating CESL Technology into the staged development of TMM?s deposits.INTRODUCTION Mineral Processing and the Role of Hydromet in the Duluth Complex The Duluth Complex in northern Minnesota, United States (US), represents one of the largest undeveloped accumulations of copper, nickel, gold, and platinum group metals (PGMs) in the world, ranking second in copper and PMs and third in accumulation of nickel. The figure below identifies some of the larger known deposits within the Complex (see Figure 1). Copper, nickel, PM and PGM mineralization within the Duluth Complex is hosted by mafic to ultramafic intrusive rocks that are part of the overall intrusive complex.One of the mineral processing challenges of Cu-Ni-PM-PGM deposits in this Complex is the complicated, polymetallic nature of the mineralization1: copper occurs primarily as chalcopyrite and cubanite with minor occurrence of talnakhite; nickel occurs as pentlandite and refractory nickel oxide/silicates; iron sulphides are present as both pyrrhotite and troilite; and PMs/PGMs occur in both the sulphide matrix as well as discrete minerals. An additional challenge for the Duluth Complex is the ratio between copper and nickel; in most of the identified deposits, copper grade is three to four times greater than the nickel grade, which precludes the production of a simple bulk concentrate due to the lack of a traditional smelting market for a bulk concentrate of this character."

Studies were carried out to examine the effect of introducing varying levels of a pisolitic limonite (Yandi) into an Australian iron ore blend. Compared with other ores in the blend Yandi is more porous. This structure is found to have a considerable effect on the sintering behaviour of the blends. Pilot-scale sintering studies and plant trials showed that sinter plant productivity, sinter reducibility and the low-temperature reduction degradation index altered significantly when the level of Yandi in the ore blend exceeded 15 wt%. The improvement in the reducibility is thought to be a direct result of increased porosity in the sinter and the presence of highly reducible pseudo-relict haematite. Plant trials have also shown that operational changes could be made to the sinter plant to avoid potential deterioration of productivity

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Based on the characteristics of typical marine sedimentary phosphate rock in Guizhou, Southwest China, together with the research findings made on the surface electric properties of pure collophanites taken from different areas in pure water and under the action of collectors, a pure minerals flotation test of collophanite was conducted in this research. The differences of collophanite flotation behavior and the effects of the different pH values, varieties, and dosage of collector on flotation separation of collophanite were studied. It is suggested that that in pure water, collophanite had a negative charge within a wide pH range. The electro negativity values of collophanite increased with the addition of collectors GJBW and WF-01. When GJBW and WF-01 were used as collectors, the collophanite was depressed in acid medium, but had a good flotability in basic medium.

Three-axis ultrasonic anemometers are used to study airflow in the NIOSH ventilation gallery where ventilation in an underground mine is simulated. In this study, performance characteristics of this anemometer are evaluated and the effects of sensor orientation and sampler location on flow readings are examined. The study results provide guidelines for more effective use of the ultrasonic anemometers in the ventilation gallery.

ISO8662-4, “Hand-held portable power tools - Measurement of vibrations at the handle - Part 4: Grinders” is under revision. The new revision shall harmonize ISO 20643 “Mechanical vibration - Hand-held and hand-guided machinery - Principles for evaluation of vibration emission” which, among others, requires measurements in three directions and declared values related to the upper quartile of real-use vibration. To get the most suitable test method, a round robin test was made for evaluation of the two test methods proposed by the ad-hoc group working with this standard revision. Methods Seven laboratories measured the vibration from four grinders of different sizes, with and without autobalancing units. The laboratories come from universities, health & safety laboratories and grinder manufacturers. Two measurement methods are evaluated with respect to repeatability and reproducibility: 1. Grinding on a well-defined mild steel bar with depressed center wheels according to detailed test instructions. The test sequence starts and ends with 10 seconds of running the grinder in the air, when measuring the unbalance contribution to the vibration coming from the unbalance of the grinding wheel. Between these runs the average vibration during 60 seconds of grinding is measured. Three operators do five grinding tests per grinder. 2. Measurements using an aluminum unbalance disc similar to the one defined in ISO8662-4. Each operator runs the grinder four times, between each run the unbalance is moved 180 degrees to avoid variations caused by the play between the test wheel and the spindle. The averaging time is 10 seconds. Each grinder is tested by three operators. Repeatability is the spread within a lab between operators and over short time period for one machine and reproducibility is the spread between laboratories and over longer time periods for one machine. Instrumentation and transducer location are chosen according to ISO8662-4 and circulated test instructions. Results Both the repeatability and reproducibility is poor for the real grinding test, see figure 1. The coefficient of variation for repeatability is approximately 40% higher for the grinding test and the coefficient of reproducibility is 60% higher for the grinding test than for the unbalance disc test.

O controle térmico do aço dentro da panela de aciaria depende do conhecimento das perdas térmicas e da estabilidade do processo, durante a etapa de refino secundário. O objetivo deste trabalho é desenvolver um modelo que prevê a temperatura de chegada do aço líquido no forno-panela. Foram calculadas as perdas térmicas do aço durante o vazamento do forno elétrico a arco e transporte para o forno-panela. As perdas por adição de ligas e escorificantes, pelos refratários, por convecção e radiação da escória e tempos de processo foram consideradas. Os cálculos foram aplicados em dados históricos de 469 corridas de uma aciaria elétrica, distribuídas em 14 qualidades de aço produzidas. As perdas por adição de ligas e escorificantes ocasionaram no sistema uma perda de temperatura média mínima de 5°C e máxima de 53°C. O modelo mostrou-se apto para testes em escala industrial, apresentando acerto médio de 72,5%.

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

A platelet form of zirconium hydride was found in zirconium and ZY-1 wt pct U single crystals containing hydvogen in the range of 50 to 100 ppm. The habit planes for the hydride plateletg in the zirconium crystals were found to be {1012}, {1121}, and (1122) while the habit planes in the ZY-1 wt pct U crystals were {1121), {1123}, and (1.231). With the exception of the {1231} plane, these have been identified as the twin planes in zirconium. The different effect of hydridc on the mechanical puoperlies of zirconium at high and low strain rates has been explained in terms of the defornzation mechanism and the habit planes of the hydride. ZIRCONIUM and zirconium-base alloys are considered for many nuclear reactor applications, where the pick-up of hydrogen is a distinct possibility, if not an unavoidable occurrence. An excellent example of this is the absorption of hydrogen by zirconium and its alloys during aqueous corrosion, where as much as 30 pct of the hydrogen produced by the corrosion reaction is picked up by the metal. Under the proper conditions, the absorbed hydrogen would precipitate as zirconium hydride and consequently alter the mechanical and physical properties of the zirconium-base alloys. The knowledge obtained from a study of the crystallographic aspects of the hydride precipitation is necessary for the interpretation of the observed changes in the mechanical and physical properties. The deleterious effect of hydrogen on zirconium-base materials is not always observed in normal slow tensile loadings at or above room temperature, but becomes immediately obvious under impact loading, where the energy absorbed decreases with increasing hydrogen content,' and in notched specimens where triaxial loadings are attained.2 This effect is of serious consequence in the applications of Zr where shock loads or high strain rates are experienced. The purpose of this investigation was to determine the crystallographic planes of the Zr and Zr-1 wt pct U matrices upon which zirconium hydride will precipitate and to correlate these with the observed mechanical property data. PROCEDURE Crystal Growth—Single crystals of Zr and Zr-1 wt pct U alloy were used in this investigation. The Zr crystals were made from sponge that had a typical analysis as shown in Table I. Large grains were grown in this material by rapid cooling an arc-melted charge in a button furnace. This operation undoubtedly lowered the volatile impurity concentration below those listed in Table I. Back-reflection Laue patterns of these large grains showed the presence of considerable substructure and lattice distortion within each grain. It was found that an 18-day anneal in an argon atmosphere at 840°C (a high a heat-treatment) followed by furnace cooling, resulted in the further growth of the large grains and removed the detectable substructure ana lattice distortion. Equiaxed crystals with a cube edge of approximately 1/4 in. were produced in this manner. Large crystals of Zircaloy-2 (1.5 wt pct Sn, 0.15 wt pct Fe, 0.1 wt pct Cr, 0.05 wt pct Ni) also were produced by this technique but the large amount of substructure formed could not be removed by annealing. The Zr-1 wt pct U solid solution crystals were produced from an alloy rod consisting of Westing-house-Foote hafnium-free crystal bar zirconium and depleted uranium. The chemical analysis of the alloy is also given in Table I. Three-inch sections were cut from an 0.120-in.-diameter alloy rod and tapered to a fine point on each end. The samples were sealed in evacuated Vycor tubes, homogenized for 5 hr at 1000°C in the ß-phase field, and slowly lowered in a gradient furnace into the a phase (800°C), annealed for 60 hr at this temperature to produce grain growth and furnace cooled. This technique produced large grains approximately 1/2 to 3/4 in. long over the entire cross section of the rod, which were free of observable substructure. Metallographic examination up to X1000 did not show the existence of any second phase in these grains. Crystal Orientation—All crystals were abraded on fine emery paper to produce two flat surfaces 90 deg to each other. The crystals were analyzed by the standard Back-Reflection Laue technique to obtain the crystal orientation with respect to the abraded surfaces. The Back-Reflection Laue Photograms of all crystals used were clear and sharp indicating that the crystals were free from any substructure that could be detected by these means. Hydriding—Only samples containing four to five grains were used for hydriding. Samples that exhibited fine grained patches were discarded. The samples were hydrided using the following technique. The efficiency by which an applied load is transmitted through the composite structure depends on the strength of the interface between the matrix and the second phase. In fiber reinforced composites, the interfacial shear stress plays a major role in the composite capacity to support the applied load. This interfacial stress can be obtained by means of pullout tests using the fiber embedded to a certain length in a socket of the matrix material. In the present work, pullout tests were performed to evaluate the interfacial shear stress of ramie, a relatively strong natural fiber, reinforcing polyester matrix composites. The general result permitted to calculate a critical length for the ramie fiber embedded in polyester resin. From this critical length, the value of the interfacial shear stress was calculated. An interpretation of this result together with SEM observation displayed a relatively weak bond between the ramie fiber and the polyester matrix.

Because power system topographies for surface coal mines are significantly different from those for underground coal mines, the requirements for ground wire monitors for surface systems are somewhat different. This paper analyzes the problems faced by high-voltage ground wire monitors. Based on this analysis, some design requirements for monitors are suggested. Finally, results from laboratory evaluation of some of the commercially available monitors are presented.

The radial, vertical, and transverse components of particle velocity were recorded by Bureau of Mines investigators along gage arrays extending in one or two directions for 145 to 3,170 feet at five quarries. Of the 39 quarry blasts, 12 were instantaneous blasts, 5 were of the one hole per delay type, using millisecond delayed caps, and 22 were multiple hole per delay type employing millisecond delay detonating fuse connectors. Charge weight per hole ranged from 8 to 1,500 pounds, and the charge weight per delay interval, including the instantaneous blasts, ranged from 25 to 4,620 pounds.

A study uras made on the creep behavior of cast and extruded SR grade beryllium. It is shown that, for stresses below about 1000 psi in the temperature range 760" to 85o° c, the creep behatior is nearly exactly described by the Nabarro-Herring mechanism. The activation energy is apparently that for self-diffusion, 42 2 kcal per mole, below 1000 psi, but it rises to 88.6' kcal per mole at higher stresses. The slress exponent is 4.5 at the higher stresses. Tertiary creep in this material is clearly related to void formation apparently caused by grain boundary sliding. BERYLLIUM is becoming an increasingly important technological material. A search of the literature has revealed a lack of fundamental studies on the creep of beryllium. This investigation was therefore undertaken to gain insight into the creep behavior of this material. EXPERIMENTAL PROCEDURE Tensile creep samples were prepared from cast and extruded SR grade beryllium. The vendor's chemical analysis of the beryllium tested is shown in Table I. The test specimens were machined as shown in Fig. 1 from i -in.-diam rods. The machined creep specimens were annealed to remove surface damage and to establish a variation in grain size. The heat treatments and their resulting grain diameters are shown in Table 11. The average grain diameters were determined by the intercept method. True average grain diameters were estimated by multiplying the measured average grain diameters by 1.5.' The creep tests were performed at temperatures from 700" to 850°C in a vacuum of 105 Torr or better in a tantalum-element resistance furnace. Loads were applied by an Instron testing machine such that the stress was held constant to within 20 psi. The test temperature was measured by thermocouples on the sample. With one exception the deviation from the desired test temperature was 2"C, and in that case the deviation was 4"C. Elongations were measured by an extensometer within the vacuum chamber which was fastened to the creep specimens at the grooves in the grip ends, as shown in Fig. 1. The precision of measurement of elongation was 1 X loe4 in. The creep tests were begun only after thermal equilibrium had been established in the sample and the extensometer to insure that there was no strain rate component due to transient thermal effects. Two kinds of creep experiments were performed. First, at constant grain size, the effects of varying stress and temperature were studied. In the second set of experiments, the temperature was held constant and the grain size was varied. The activation energy for creep was determined by varying the temperature at constant stress, as described by orn, during the first set of experiments. The variable grain size experiments revealed that creep at low stress apparently occurred by the abarro-errin' mechanism. In all of the creep tests, the stress was held constant only until sufficient strain had occurred to accurately determine the creep rate. The stress was then raised to a new value and the new creep rate determined. This process was reported until tertiary creep occurred. In this manner several data points were obtained from each specimen. The assumption was made that the structure was not changing appreciably between the incremental stress levels. This was verified by reducing stresses to previously tested levels and comparing the creep rates with the creep rates obtained at the lower strains. The re-producibility was within experimental error over strains on the order of 1 pct. EXPERIMENTAL RESULTS A typical series of creep tests is shown in Fig. 2. Primary creep was not observed in any test. Transient creep, which we define as creep rates that are nonlinear with time, was not observed for any change in stress except where tertiary creep occurred. The absence of both primary and transient creep has been previously reported for hot-pressed powder beryllium.= The data for the creep behavior at constant grain size are summarized in Fig. 3. The data show two distinctly different stress dependencies. At stresses below about 1000 psi, in the equation:

[The Bureau of Mines has measured the low-temperature heat capacities and high-temperature enthalpies of crystalline K2Si2O5 as part of a program for advancing mineral resources technology with energy economy. High-temperature enthalpies of glassy and liquid K2Si2O5 and crystalline K2SiO3 were also mea¬sured. An adiabatic calorimeter operating over the range 5 to 308 K was used for the heat capacity measurements for K2Si2O5 from which the standard entropy at 298.15 K, S°298 = 45.55 ±0.05 cal/deg-mole, was calculated. Tabulated values of Cp°, S°, -(G° -HO°)/T, and H°-HO° from 5 to 300 K are given for K2Si2O5. A copper-block drop calorimeter was used in the enthalpy measurements, operating from 298.15 to 1,198 K for K2SiO3 and from 298.15 to 1,453.8 K for K2Si2O5. No transitions were found for K2SiO3. The KI2Si2O5 showed two reversible first order transitions, one at 510 K with a heat of transition of 0.29 kcal/mole and one at 867 K with a heat of transition of 0.38 kcal/mole. The heat of fusion for K2Si2O5 20 5 was calculated to be 8.42 kcal/mole. Relative enthalpies are given in equation form, and high-temperature values are tabulated for Cp°, S°, - (G°-H°298 )/T, and H°-H°298 . Also tabulated are ?H°, ?G°, and log K for formation of K2SiO3 and K2Si2O5 from both the elements and the oxides.]

A method for the removal of nickel and vanadium contaminants from spent HDS catalysts involves pretreating the catalyst with H2S followed by the extraction of the metals with an acidic solution of ferric ion. The ferric ion solution alone removes significant amounts of active ingredients cobalt and molybdenum; however, after pretreating the catalyst with H2S, the extraction becomes more selective for the removal of Ni and V.
