Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

The Grootegeluk coal-processing plant treats 3 kt of raw coal per hour to produce a middlings fuel coal and a coking coal fraction with ash contents of 35 and 10 per cent respectively. The plus 0,5 mm fraction is treated by heavy-medium processes, the final top size of the coal being 15 mm. About 400 t of minus 0,5 mm coal per hour is subjected to froth flotation. The routes originally considered for the processing of this fine coal were froth flotation, shaking tables, heavy-medium cyclones, and water only cyclones in combination with froth flotation. The results from tests on the fines arising from a small-trial open-cast mine are discussed. When the froth flotation route was decided upon, further tests were conducted on the selection of the equipment most suited to the particular requirements of this coal and the rest of the plant. Tests using different types of flotation cells and dewatering equipment are discussed. During the commissioning, several operational problems were encountered, and the work done to find the best solutions is discussed.

S. F. EMMONS RESEARCH FELLOWSHIP. The movement was started by a number of the friends and admirers of the late S. F. Emmons, Economic Geologist of the United States Geological Survey, to perpetuate his name through a fellowship to be known as the ?S. F. Emmons Research Fellowship," and they have succeeded in raising some $13,000 for the purpose of carrying on research work in economic geology. The Committee in charge of this Memorial Fund has succeeded in obtaining the co-operation of Professors Kemp, of Columbia, Irving, of Yale, and Lindgren, of Massachusetts Institute of Technology, in the administration of this fellowship. These three gentlemen are respectively geologists of the institutions mentioned and are exceptionally qualified to determine in what direction the fund can be best administered. It is hoped that additional contributions will be forthcoming from many who have heard of this movement. Subscriptions are invited and may be sent to any one of these gentlemen, or to Benjamin B. Platinum base alloys are very corrosion resistant and have got a high melting point. Similar to Ni-base superalloys, which are used for jet turbines, the hardening effect of the intermetallic L12Pt3Al phase is used to receive a material that is creep resistant at high temperatures. Chromium is added to the alloy system to stabilize the L12phase down to room temperature. With the right amount of nickel the misfit and shape of the precipitates can be controlled. Various alloy compositions have been melted and analysed. With scanning electron microscopy (SEM) and energy dispersive spectroscopy (EDS) a microstructure can be observed, which is very similar to the one in Ni-base superalloys. To support alloy development with simulations, a thermodynamic database of the Pt-Al-Cr-Ni system is about to be established. The SEM and EDS measurements provide useful input to the thermodynamic optimization. Also many data from the literature have been used to receive the best approximation. The Cr-Pt binary phase diagram has been reassessed and the latest results of thermodynamic modelling are presented.

Kennecott Copper's Chino mine is one of the oldest copper mines in the United States, having been operated by the Spaniards as early as 1800. At that time haulage methods were indeed primitive. Indians brought the ore up on "chicken ladders" in leather buckets. It was then melted into crude bars and hauled to Chihuahua by mule train. There are still remnants of the old trails near the present pit where the mule hooves cut grooves in solid rock. The mines were worked as underground operations off' and on until open-pit mining was started in 1910 by John Sully and Daniel C. Jackling. Since that time many haulage methods have been used: mule carts, steam and electric trains and finally large haulage trucks, now believed to be the best method for this mine. The general shape of the pit is oval with dimensions of 1% miles by 1% miles. Working benches are 50 ft high, with the bottom bench at 5750 ft and the top at 6450 ft above sea level.

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

HOT pressing of powder particles has gained importance recently, since it affords a method in which high densities are rapidly attained. In a recent study on hot pressing of alumina powders, Mangsen, Lam-bertson, and Best1 have shown within the limits of their experiment, the validity the rate equation for densification in hot pressing, originally proposed by Murray, Livey, and Williams.2 i.e., where D = fraction of theoretical density, t = time, P = pressure and 77 is the viscosity, all in appropriate units. This equation was derived from earlier work of Shuttleworth and Mackenzie3 which is based on the closing of spherical pores under the action of surface tension. The integrated form of this equation yields a straight-line relation between log (1 - D) and t. Such conditions were found by Felten4 to be true only after extended periods of pressing. Data collected from payload management systems at a number of surface mining operations show significant variance. Heavily loaded trucks travel slower up ramps than lightly loaded trucks. Faster trucks are slowed by the presence of slower trucks, resulting in 'bunching' and production losses. A stochastic model was constructed to simulate a truck haulage return cycle of 12.5 km at a large open pit gold mine in the USA. For a fleet of 35 trucks, the best estimate of the benefit achieved by a sustained reduction in payload variance of 25 per cent is a throughput increase of 1.6 per cent, within a possible error range of 0.6 to 3.2 per cent. This potential benefit is worthy of further investigation by Continuous Improvement teams at large open pit mines. The model also indicates that, under the right circumstances, provision of an overtaking lane can provide throughput benefits of up to ten per cent, The feasibility of providing unidirectional haulage circuits within large open pit mines should be examined.

The future is uncertain. In these circum- stances how can we rationally decide whether to commit funds to an investment that may or may not turn out to be successful? To date no certain answer to this problem has been found, nor is one likely to be found in the future. At best we can attempt to assess the possible outcome in terms of probability, taking into account all sources of information that may be available at the time the decision must be made. This subject is addressed with some trepidation and much humility. Any attempt to fore- tell the future is by its very nature controversial. The purpose of ' this .chapter is to present a proposed rationale for decision making under uncertainty which relates the probabilistic risk of the investment to the capacity of the firm to absorb possible unfavorable consequences if they should occur. It is not the intention to propose a cut-and-dried methodology but rather to examine the conceptual philosophy on which a methodology may be based.

The amenability of a given vanadium ore to any given treatment depends largely on the mineralogic combinations of vanadium in the ore. Quantitative data on vanadium mineralogy provide not only an objective basis for selection of proper treatment, but also may eliminate many time-consuming amenability studies whose results are empirical, at best. Vanadium is distributed through the interstices of mineralized sandstone ores in the form of oxidized vanadates, reduced oxides, and silicates. Oxidized vanadates, e.g., carnotite, tyuyamunite, etc., are most readily beneficiated by simple acid leaching. Reduced oxides are more slowly solubilized, but relatively amenable to most acid treatments. The layered silicates, roscoelite, mixed layered mica-montmorillonite, and chlorite, are least amenable to most acid extractions, and constitute an assemblage of vanadium- bearing clays that are common to many sedimentary deposits. Vanadium is combined principally as layered silicates in the clay fractions of many sandstone ores. Mineralogic studies in this paper are largely confined to clay minerals, and to their amenability characteristics in low pH liquors.

In 2002 the commissioning of an ilmenite smelter on the North Coast of South Africa was extended by three months due to the failure and subsequent replacement of the magnesia-based refractory lining. The lining failed due to the hydration of magnesia caused by an unexpected source of water. The incident resulted in significant financial losses and a prolonged insurance claim which was settled in 2009. As magnesia-based refractories are used extensively in both ferrous and non-ferrous applications, the authors of the paper want to share the experience gained from this incident with others. The paper reviews the literature available on furnace start-up practices and explains the hydration of magnesia using available sources. The incident is studied in more detail, both technically and economically, and the costs incurred are quantified in terms of the cost of the original lining. The paper concludes with lessons learned and recommendations made for future work. The intention of the paper is to stimulate open debate regarding best practices in preheating of furnaces lined primarily with magnesia. Keywords Commissioning, hydration, start-up, magnesia.

The cost of drilling consumables is always a large component of any mine budget. It is important that this cost be carefully examined with a view to reducing the overall cost per inetre or at least minimising its escalation.At Renison it is considered that the only way to ensure drilling costs do not rise unduly is through a total system of control from purchase to disposal.In 1979 extension of an existing drill supply service contract was carefully examined and abandoned in favour of a hybrid system. This system is providing a great deal of control over the use of drilling consumables and has maintained a relatively constant cost per drilled metre over the last five years.Current consignment stock contracts for drilling consumables are strictly specified by the Technical Services section of the Mine Department and consumables purchased under these contracts are distributed and refurbished/sharpened by a contractor.The total result of this package is individual drilling items that achieve the best cost per metre and careful distribution and maintenance to ensure maximum life.

A Feasibility Study to determine the future of ZC Mines was completed in mid 1987. Early in this study, which lasted two years, it was identified that significant reductions in treatment costs would result if the Zinc Corporation Concentrator was closed. All of the production from the existing two mines, The Zinc Corporation Limited (ZC) and New Broken Hill Consolidated Limited (NBHC), would then be treated in the concentrator at NBHC.After a partial upgrade of the NBHC concentrator, the ZC concentrator was finally closed and all of the equipment disposed of. This closure highlighted the need to concentrate all ore haulage in one shaft to further reduce operating costs and remove the cost of surface transport of ZC production to the improved NBHC concentrator. This paper outlines the changes that were made to improve the haulage system for ZC Mines. After a number of options were investigated, it was finally decided that the upgrade of the existing NBHC haulage shaft was the best option even though some production would be lost while the upgrade was in progress.

Mineralogical analysis of supergene sulphide ore recovered from areas close to the underground workings at the abandoned Mutooroo (South Australia) mine shows that the original sulphide minerals have undergone substantial alteration. The cause of this alteration is believed to be contact with the highly saline, acidic mine water. The copper is now present as a sulphide that can best be described as a copper- and iron-delicient chalcopyrite, CuxFeyS2, where in most cases x < y. The values of x and y vary from point-to-point within each grain.Leach tests under a variety of conditions show that dissolution of the copper from the supergene sulphide ore can be readily achieved, particularly when compared with the behaviour of Mt Isa chalcopyrite concentrate. For the supergene sulphide ore, an increase in the acidity and the iron(lll) concentration of the leachant re ults in an increase in the rate of copper dissolution.The results are briefly discussed in terms of the experimental in-situ leaching operation at Mutooroo, South Australia.

Carbon anodes in aluminium reduction cells are continuously consumed during electrolysis. In prebake cells the anodes are replaced at regular intervals. The spent anodes, called butts, are often allowed to cool in air while emitting fluorides into the building from the hot alumina cover and the adhering bath. In modem smelters spent anodes are placed inside enclosures and fluoride emissions during cooling are effectively reduced. Fluoride emissions from spent anodes were estimated by considering the kinetics of fluoride formation, a heat transfer analysis of the cooling anode butt and the ventilation flow from a cavity. Fluoride emissions from large anode butts cooling inside enclosures were compared with those cooling in air. Good agreement with published experimental values was obtained for enclosures having different leakage opemngs, when a hydrofluorination reaction of the spent anodes was included.

Beryllium, like many other reactive metals, is extracted from a halide (generally BeF2) using magnesiothermic reduction, also known as the Kroll process. The beryllium is produced in a molten state, which when solidified resemble "pebbles". Although beryllium is used in limited quantities compared to other metals (< 100 Mt/annual), it is a critical material for the nuclear, defense/aerospace, and large science markets because of its unique nuclear and mechanical properties. Beryllium processing has unique environmental, health, and safety concerns which must be handled appropriately in the 21st century from a worker and environmental safety perspective, and must be designed with this first in mind. In 2011, Materion began operations of its new Kroll plant – informally known as the “Pebbles Plant” - in Elmore, Ohio. The plant was majority funded by a U.S. Department of Defense Production Act (DPA) Title III grant, which is a unique government/industry partnership program to, "create assured, affordable, and commercially viable production capabilities and capacities for items essential for national defense." After a twelve year hiatus from primary beryllium production, Materion has reentered its extraction business and has relearned how to make pebbles. The purpose of this presentation is to give an overview on beryllium extraction and discuss some of the unique aspects of building and operating a safe beryllium facility during the production scale-up phase.

Magnesia ramming materials have been widely used in China instead of magnesia bricks as furnace lining materials of ferroalloy refining furnace. The paper introduces the development of the ramming material, recounts its chemical composition, physical property and application characteristics. Because of its high MgO contents and fine sintering property, the ramming furnace bottom has the properties of good refractory, monolithic construction and thermal shock resistance. The changes in mineral composition and furnace tearout characterization show the reasons for the bottom?s long service life. The obvious benefits are widely achieved, the annual saving cost in refractory is about 2 millions US dollars.
