HiTec Energy Ltd has been conducting research since 1996 into novel process routes for the treatment of low-grade and waste manganese sources for the production of high value and high quality electrolytic manganese dioxide (EMD) for the alkaline battery market. HiTecÆs approach is to treat previously unsaleable manganese deposits and mine site tailings using a novel sulfur dioxide leach route, followed by purification and electrowinning to generate the sought-after EMD product by an environmentally superior processing route to those presently practiced throughout the world today.HiTec Energy Ltd expects to be in commercial production with its Stage 1 facility in Kalgoorlie in the last quarter of 2004 for the production of 12 500 tpa EMD. With this production facility being adjacent to a laterite nickel producer with available waste manganese units, the opportunity arose for HiTec to combine its existing technologies with processes (that will be discussed in this paper) to turn two waste by-products into products that are used for high-tech purposes.HiTec Energy Ltd and the Parker Centre have had a collaborative research relationship for a number of years in areas involving EMD and battery related technologies. Meanwhile the solvent extraction (SX) group of the Parker Centre (CSIRO Minerals) has developed SX processes to separate manganese from nickel and cobalt. A project was initiated by HiTec Energy to recover manganese from waste laterite leach solutions using SX technology. Batch tests were conducted to select a suitable organic system for the extraction of manganese in terms of selectivity and extraction and stripping kinetics.A total of eight organic systems were tested by determining pH isotherms of metals using a laterite nickel process waste stream. Two organic systems, the Versatic 10 and Versatic 10/synergist systems, were chosen for further test work with Shellsol D70 chosen as the diluent for both systems.The Versatic 10/synergist system would be advantageous over the pure Versatic 10 system because fewer SX stages are required, resulting in a smaller organic inventory and lower capital costs. The risk of gypsum formation is also significantly lower with the synergistic system.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

During 1992 a number of papers were published on aspects of respiratory disease in US underground coal miners. These included reports on trends in prevalence of coal workers' pneumoconiosis, the risks of developing coal workers' pneumoconiosis in relation to dust exposure, and the relationship between lung disease other than pneumoconiosis and dust exposure. The intent of this paper is to provide a summary of the essential findings from these investigations. PREVALENCE AND INCIDENCE OF COAL WORKERS' PNEUMOCONIOSIS Coal workers' pneumoconiosis (CWP) is usually detected in living miners through use of the chest x-ray. Deposits of dust in the lung, and the fibrotic tissue reactions to the dust, are manifested on the x-ray as small and large opacities. These abnormalities are quantified into degrees of severity using a standardized classification scheme (the International Classification of Radiographs of the Pneumoconioses of the International Labour Office). For small opacities, the scheme provides for a four-point scale of abnormality (0, 1, 2, 3), reflecting increasing profusion of the opacities on the x-ray. In this report, category 1 or greater small rounded opacities (CWP 1+) represents the earlier radiographic stages of pneumoconiosis. Large opacities, indicate the later and often disabling stage of pneumoconiosis, usually referred to as progressive massive fibrosis (PMF). Information collected in a national surveillance program for underground coal miners (the Coalworkers' X-ray Surveillance Program (CWXSP)) and a large epidemiologic study (National Study of Coalworkers' Pneumoconiosis (NSCWP)) provide a means to assess trends in CWP prevalence over the years following the reduction in dust levels mandated by the 1969 Federal Coal Mine Health and Safety Act (FCMHSA). These programs are operated by the National Institute for Occupational Safety and Health (NIOSH), and are described in detail in Attfield and Althouse (1992) and Attfield and Castellan (1992). Both studies were divided administratively into distinct time periods, and the results shown here reflect that division. Figure 1 shows the prevalence of CWP 1+ as determined from data from the CWXSP, plotted by time period and years in mining. There is evidence of a temporal reduction in prevalence. (The lack of an obvious decline in the early 1970s may be an artifact arising from use of different versions of the standard classification.) Figure 2 provides information in the same format for PMF, and shows a similar trend [ ]

The prevention of illness among the employees of the mining industry is especially important in view of the importance of the industry, the unsettled conditions of labor, which emphasize the economic necessity for conservation of labor, and for humanitarian reasons. The burden of chronic illness is altogether unwarranted and unnecessary. If the industry is to maintain its labor supply in an efficient manner and keep the standard high, it is essential that it make every effort to keep its labor in good physical condition. The basic principles underlying health conservation are the same for any industry, but they are here applied especially to the mining industry, and more particularly, perhaps, to metal mining, as it is with this phase of the industry that the writer is most familiar, and as it is conceded that metal mining presents more health hazards than coal mining. The first step in the prevention of illness lies in securing employees who are in sound health and free from organic disease. I do not mean that all men who go underground should be physically perfect, but they should be free from organic defects of the heart, lungs, and other organs, or from anatomical defects that would markedly increase their liability to accident. The number of men working underground in mines in this country whose physical condition totally unfits them for such work presents a situation that should not be allowed to continue, and which I believe is not equalled in any other industry in the country. There is but one way to secure men who come up to the required standard, and that is by a thorough physical examination before employment. I am fully aware of the objections felt toward such a procedure by many employers and employees. There is much to be said on both sides, but to any one who is at all familiar with the mining industry as it is today in this country, and who approaches the matter with an unbiased mind, there can be absolutely no doubt as to the necessity for physical examination. As a purely logical proposition this is self-evident, but there remains the further necessity of placing physical examinations on such a basis that they can be administered in a just and equitable manner free from the abuses and suspicions to which they have been subject in the past.

Hardening of soft metals can be accomplished by dispersing finely divided hard particles in them. The dispersing of finely divided alumina in silver in the presence of oxygen yields a high strength material which is unusual in that its mechanical properties above the melting point of the continuous Ag-O alloy matrix are similar to other solids. The tensile strength is studied for two of these alloys, one of which contains 15 pct by weight alumina and the other 20 pct by weight alumina. The average fracture strengths above 960°C of these alloys were found to be 0.4 x106 dynes per sq cm and 3.8x106 dynes per sq cm respectively. The strengths appenred to be independent of temperature above 960° C. The creep behavior of the 20 pct alumina material was studied above 960°C. The initial creep rate, 6 , of this material can be represented by where s is the applied stress and E the activation energy for the process. This energy is of the order of 1.7 to 2.1 ev. HARDENING of soft metals by the addition of finely divided, hard particles has resulted in the production of materials with excellent creep resistance and with inhibited recrystallization.' It has been demonstrated that such composites have useful strength up to temperatures very near the melting point of the soft metals, but one might expect that the strengthening by the dispersed particles ceases to be of importance above the melting point of the softer phase. This, however, is not so.2 In this paper the strengthening of a liquid Ag-O solution by the presence of dispersed alumina is discussed and experimental data concerning the mechanical properties of such a material at temperatures above 960°C presented. EXPERIMENTAL PROCEDURE Specimens were prepared using powder metallurgical techniques. Finely divided silver oxide was mixed in the appropriate proportions with "Linde B" alumina. For these experiments the specimens contained 15 or 20 wt pct alumina in pure silver.* These alloys were used in these experiments since they were the ones that could be handled readily enough to yield experimental data. Silver oxide was used in preference to silver because it is readily available in a very finely divided form and because the presence of excess oxygen in the silver is important to the properties2 of the material. The powders were mixed wet, using alcohol as the medium, in an ordinary food blender until a uniform mixture was obtained. They were then dried and heated to reduce the silver oxide to silver. Only a fraction of the finely divided silver remains unoxi-dized upon removal from the oven since the finest particles of silver oxidize immediately upon contact with air. The remaining fine silver served as a binder during pressing. The mixture was then pressed at 20 tons per sq in. into shoulder-grip (reduced section 1/4 in. by l/4 in. by 1 1/4 in.) and rectangular bar specimens (l/4 in. by 1/4 in. by 2 in.). The green specimens were heated very rapidly in a globar furnace to 1000°C, held at temperature untic they had reached theoretical density and then furnace cooled. The strength of the two compositions at temperatures above 960 °C was determined by pulling shoulder grip specimens inside a furnace mounted on a tensile machine. Specimens were gripped by means of wires wrapped around the shoulders of the specimen. Temperatures were measured by means of a chro-mel-alumel thermo-couple placed in the vicinity of the specimen. Control of temperature (within ±°15C) was accomplished by means of a Weston Recorder-Controller. Before loading, specimens were held at temperature for approximately 15 min in order to insure uniform specimen temperature. The low loads were measured by a special load cell designed by Baldwin Lima Hamilton. All testing was performed on a FGT testing machine of the same com-pany. Creep studies were performed in bending utilizing rectangular specimens of the 20 pct alumina alloy. Specimens supported at both ends by knife edges of inconel were placed in a globar furnace, heated quickly to temperature, and the deflection of the beam measured optically as a function of time. THE investigations of Crussard,' of Guinier and Tennevin,' and of Dunn and Daniels," indicate that the subgrains formed in a cold worked and annealed metal are capable of growing at each other's expense during annealing, if the temperature of annealing is sufficiently high and the time is long enough. The results of Dunn and Daniels are particularly convincing in showing that subgrain growth is essentially the result of the free surface energy associated with the subboundaries. In subgrain growth, as in ordinary grain growth, energy is gained as a result of the decrease in total subboundary surface area per unit volume. Recently, Wood and Scrutton4 found that the rate of subgrain growth upon annealing increased very considerably, if simultaneously a creep strain was applied to the specimen at a low strain rate. Working with 99.98 pct pure fine-grained aluminum, these investigators found that the continuous X-ray diffraction back-reflection rings of material strained at room temperature remained continuous after heating for ten days at 250 °C. However, when heated at the same temperature under a stress of 1000 psi even for only three days, the formerly continuous X-ray diffraction rings broke up into numerous dots, which were fairly clearly separated from each other. The continuous X-ray diffraction rings were interpreted as indications of a very small subgrain size, not resolved by the X-ray diffraction method used. The breaking up of the continuous X-ray diffraction ring during annealing under stress was taken as an indication of a great increase in subgrain size, so that the individual subgrains could then be resolved. The effect of simultaneous strain at a low strain rate in accelerating subgrain growth, discovered by Wood and Scrutton and designated by them as "cell growth," is of fundamental importance. The experiments described in this note were carried out in order to confirm Wood and Scrutton's results by direct metallographic observation. Also, information was sought as to the minimum creep strain necessary to produce this effect. A fine grained high purity aluminum strip was prepared by alternate 33 pct rolling and annealing treatments for 1 hr at 350°C. Specimens cut from this strip were subjected to a relatively fast creep strain of 7.2 pct in 3.5 min at 300°C under a constant load initially corresponding to 1185 psi. The subgrains set up were large enough (about 0.015 to 0.03 mm) to be clearly observed (Fig. 1) at X200 magnification with polarized light, after electrolytic polishing and anodic etching, producing a fine oxide film." The corresponding X-ray diffraction pattern is shown in Fig. la. After the fast creep strain treatment a portion of the specimen was subjected to a creep strain of 8.3 pct in 44 hr at 350°C under a constant load initially corresponding to 320 psi. Another portion, annealed under the same conditions, but not strained, served as control specimen. The subgrain size of a typical area of the specimen annealed under strain and of the one annealed without strain is shown in Figs. 2 and 3 (X-ray diffraction patterns, Figs. 2a and 3a). Annealing without strain produced clearly observable subgrain growth (subgrain size: about 0.03 to 0.05 mm). The effect of simultaneous strain was to increase greatly the rate of subgrain growth (resulting in a subgrain size of approximately 0.05 to 0.13 mm), in accordance with Wood and Scrutton. In another experiment, the effect of the amount of simultaneous strain was studied. The initial subgrain structure was set up by fast creep, as described previously. The specimen was then heated at 350 °C under a constant load initially corresponding to 320 psi, as above, for 2.2 hr (0.24 pct strain), and 8.8 hr (0.58 pct strain). Comparison with the corresponding unstrained control specimens by means of X-ray diffraction showed that 0.58 pct strain definitely had an effect, but the effect of 0.24 pct strain was doubtful.

WithIn the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the Chicago & Northwestern R. R., the Chicago, Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin CO., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. There are mines now in this field having nearly that output, but these were not planned for such output; in fact, when the shafts were sunk and the machinery installed it was generally supposed that the daily outputs would be only in the neighborhood of 4000 to 5000 tons. The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

Drilling for oil and gas in Missouri continued at a slightly lower rate than has been prevailing. A summary of operations for the past few years as compiled and published by the Missouri Geological Survey and Water Resources is as follows: Two oil pools are being developed in Cass County. Neither area has been drilled completely, and detailed descriptions will not be given at this time. In the Endicott pool in the southern part of T. 44 N., R. 33 W., oil is found in the Warrensburg sand, which is now considered to be the Big Lake sand of eastern Kansas. The top of the sand is about 125 ft. below the Herthalimestone. The best well is reported to have made 14 bbl. per day for the first four days. The oil is 30" to 32' BB. gravity. This is the only pool in the state, aside from the older areas on the east and west edges of Lees Summit, Jackson County, that is producing oil from the Warrensburg sand. Drilling continues in the Knoche pool in the central part of T. 46 N., R. 33 W., where the oil is found in the Squirrel sand. The oil produced by both these pools is sold by truck in Kansas City.

The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

Chemists, physicists and others, whose occupations necessitate the use of fine scales, have heretofore regretted their inability to obtain any which would remain uniformly accurate. The difference between the theoretical and the actual results obtained in the ordinary balance (provided the pivot-distances are exact) is mainly due to the frictional resistance between the knifeedges and their bearings. This frictional resistance, although reduced to a minimum in the finest scales when new, constantly increases, thereby decreasing the sensitiveness proportionately. When examined under the microscope, neither the surface of the knife-edge nor that of' its hearings ever appears perfectly smooth. Soft kunife-edges are easily blunted, whereas hard ones are brittle and liable to crumble under the effects of over-load or shock. Prof. Frederick A. Roeder for many years attempted to discover some means by ,which the knife-edge could be replaced with some device free from the above-mentioned objections. His experiments convinced him that a torsion-joint was best suited for that purpose. After he had communicated his conclusion to me, we jointly developed the system to its present form. A torsion-wire had been used for the centre of rotation, prior to Prof. Roeder's invention, but it was found impossible to replace the terminal knife-edges with torsion-joints.

The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

THE advance made in recent times in this branch of metallurgy is indicated y the attention the subject is receiving from important American copper-producing companies. Reference to the files of publications devoted to the mining industry discloses that some 20 American companies are actively investigating the amenability of their ore, or other material, to leaching methods, and that plants of varying capacities up, to 10,000 tons per day are under construction or are projected. Several leaching works are in commercial operation. It has been frequently pointed out that no method of leaching is universally applicable, for the reason that each ore differs in some particular from apparently similar ore found elsewhere, and also because local conditions are rarely the same even where the ore closely approximates in character that being worked at some other point. For this reason the older companies are approaching the matter in a conservative manner, experimentally determining for themselves the salient features in each instance. In considering a leaching proposition three factors at once fix the attention: (1) disengaging the metal from mineralized forms in Which it is found in nature; (2) recovering the metal in a commercial state after it has been dissolved; (3) the apparatus best adapted to carrying out the several operations.

To improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi,' Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,' editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature."

Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be con-sidered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essen-tial wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool, materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered.

THE plant is one of the usual type of Mond plants, and contains no new features worthy of comment. A brief description of the process, however, with a few remarks on the working of the plant, may prove of interest.Producer gas is made by passing a mixture of air and steam through incandescent carbon contained in a furnace called a producer, which, in the Mond type, is a cylindrical casing of steel plate, lined with firebrick, and fitted at the lower end with sloping fire-bars'. Coal crushed to an even size (about 2-in. gauge) is elevated to bunkers over the producers, from which it is fed into a measuring hopper on each producer.The hopper is a cast-iron cylinder fitted with a swing cover at the top and a bell valve at the bottom, worked by a lever and balance weight. When a charge of coal is run from the bunker into the hopper, the cover is closed, and the bell valve is lowered, allowing the coal contents to drop into the producer. Thus no gas can escape from, or air be admitted to, the producer during the process of charging. The hopper discharges its coal through a steel pipe-shaped container called the bell, which projects about 9 in. through the roof of the producer. The function of the bell is to spread the coal evenly over the fire, and supply coal to any portion of the fire as it settles.

The cost of power is an important matter to mining companies generally and this thought that the members of the Australasian Institute of Mining Engineers, as well as the engineering and mining professions generally would be interested in any proposal for the reduction of that cost-has led to the presentation of this paper.The writer trusts that the description will be found clear and increase the interest in this exceedingly interesting subject. In the working up of the electrical arrangements touched on in this paper, the author has had the able assistance of hisfriend Mr. F. J. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer isbetter than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant.Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of regulating factors before it is possible to arrive at a proper decision.

It is not uncommon for overall quality of coal from a mine to deteriorate as the mine is developed or for an improved-quality coal specification to be imposed during the life of the mine. Either of these conditions typically results in management pressuring mine personnel to take greater care in delineating the seam from top and bottom rock. When mining and seam conditions require a portion of the seam to be removed to ensure sufficient rock is removed to meet the quality specification, physical-coal cleaning may become economically competitive with in-pit seam grooming. The additional cost of coal cleaning may, in some cases, be justified by permitting higher recovery of the coal seam than is possible when cleaning the seam with excavators in the pit. This paper compares projected coal cleaning results with present in-pit grooming techniques and reports the economic results.
