To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

Copper vermiculite is a special nanomaterial with excellent antibacterial and antifungal performance. By means of ion exchange, copper vermiculite containing up to 5.8wt% copper was prepared. The chemical and mineralogical characterization of the material was investigated in this study based on the XRD, AAS, TEM and EDS analysis, as well as the calculation of crystalline parameters and crystal chemical formula. Cu2+ and Mg2+ have similar atom radius and same electrovalence. Correspondingly, the structure character of copper vermiculite is very close to that of standard Mg-vermiculite. Most of the CU21 may have occupied the interlayer cationic positions in the form of hydrate in vermiculite. However, some may have entered into octahedral coordinate positions. The values of au and bo of the copper vermiculite crystal cell have no obvious change compared to that of original vermiculite micropowder, but the Co value decreased slightly, which is desirable for the stabilization of the Cu2+ in copper vermiculite.

Single-crystal silicon films have been obtained on several natural crystal faces of BeO using the thermal decomposition of silane and the hydrogen reduction of silicon tetrachloride. From an analysis of X-ray diffraction data it was determined that the following film-substrate orientation relationships exist: (111) Si 11(0001) BeO, (111) Si 11(1011) BeO, (100) Si 11f1010) BeO. and (110) Si 11(1010) BeO. An analysis of the crystallographic relationships between the film and substrate indicates that a match occurs between the silicon atoms in the film and the berylliuni ion sites in the substrate. This correspondence is in agreement with previous work on the deposition of silicon on sapphire.1-3 silicon on spinel: and tungsten on sapphire. The high resistivity, thermal conductivity, and radiation resistance of beryllium oxide make it an important substrate material for the deposition of thin films of silicon or other semiconductors. The importance of semiconductor-insulator composites to the field of integrated microelectronics has been well-documented in the case of silicon on sapphire.'-' The successful growth of large-area single-crystal silicon on an insulator, sapphire, was first reported in 1963.1,2 Since that time studies have been made of the crystallographic relationships between the deposited film and the sapphire substrate. On the basis of the observed relationships, a model has been proposed relative to the crystallographic requirements for epitaxy between the semiconductor film and the metal oxide substrate.3 It is proposed in this model that epitaxy is the result of a match between atoms of the deposited film and the metal ion sites of the substrate plane. This match is not limited to a 1 to 1 correspondence between sites in the two lattices. Sub- sequent studies of the deposition of silicon on spinel4 and tungsten on sapphire5 have yielded data which support this model. On the basis of this previous work it was felt that silicon on BeO should also fit this model. In the present study, the choice of substrate orientation was limited to the natural faces of synthetic BeO crystals. Of the faces available, the (0001) plane seemed the most favorable for epitaxial growth. EXPERIMENTAL PROCEDURE Silicon films were deposited from silane and silicon tetrachloride in the apparatus shown in Fig. 1. The hydrogen ambient gas was purified by passage either through a DEOXO unit, molecular sieves, and a liquid nitrogen cold trap, or through a heated Pd-Ag thimble. The gas was then mixed with the silicon source materiai and passed over the substrate which lies on a spacer above an inductively heated silicon pedestal. The following deposition conditions were used: a hydrogen flow rate of 3 liters per min with silane and silicon tetrachloride concentrations of 0.2 mole pct and a pedestal temperature of 1175" * 5°C as observed with an optical pyrometer assuming an emissivity of 1.0. Deposition was preceded by a 15- to 30-min hydrogen-etch period conducted at a temperature of 1275°C (obs). Adherent silicon films from 2 to 10 u were grown on the various BeO faces. The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

Scientific and technical research is becoming an expensive business, and needs to be managed as well as directed. Regardless of whether it operates under public or private auspices, a research-and development organization should not tolerate inefficiency or irrelevance. Its true worth is ultimately decided by the impact it makes on its environment. Doing the right things is preferable to merely doing things in the right way. Clear definition and the setting of goals form the crux of the Management by Objectives (MBO) system. This system provides the research establishment with a profound sense of purpose and direction, which is essential for effective planning and control. Performance standards, in association with costs and manpower, value assessment, feedback, and improvement, tend to follow naturally once the principle of a results-oriented management system is adopted. MBO is a participative management system, leading to decentralization and self-control of the individual rather than imposed control. If wisely implemented with the necessary respect for creative work, it can enhance the job satisfaction of the research worker as well as the overall productivity ofthe research establishment.

This paper outlines the legal standards and methods for protecting underground coal mines in the United States from explosions of methane gas and coal dust. It will discuss inspection and monitoring of mine atmospheres, dilution of methane through ventilation, methane drainage prior to, during and post-mining, as well as explosion prevention through rock dusting and sealing of mined-out areas. Recent research findings of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory on the magnitude of pressures obtained during methane explosions from modeling and full-scale explosion tests at the NIOSH Lake Lynn Experimental Mine will be presented. This work is currently being applied to modeling the structural response of explosion-proof mine seals to pressures from gas explosions. Also, new research will be presented on the inertization of float coal dust in mines through the addition of inert stone dust and on the application of the Coal Dust Explosibility Meter (CDEM), a handheld device developed by NIOSH to directly measure the explosibility of a coal dust - limestone dust mixture based on optical reflectivity.

During the past two to three years, there have been some significant Improvements to the quality of the support systems being used on South African gold mines, and the Implementation of these new developments, together with more worker awareness has been instrumental in reducing rock-related accidents, particularly in deep mines. This paper provides guidelines to mine and group personnel on how to monitor the ongoing Implementation of new technologies and so ensure the benefits that will accrue in terms of mine safety and profitability. Particular attention is given to the establishment of auditing procedures that will enable management to assess the benefits obtained from new technologies, as well as providing Improved maintenance procedures and procedures for the optimum utilization of seismic data. The areas that receive most attention include support systems for stopes and tunnels, such as hydraulic props, backfill, and rockburst-resistant tunnel support; stope and regional support layouts; mine standards; and staffing of the rock-engineering department. Techniques for the optimisation of open pit design and development are now accepted as standard practice in the mining industry. These techniques are used to analyse the impacts on project profitability of factors such as product price, slope design criteria and equipment selection. A fundamental assumption used in this type of analysis is that dump and stockpile designs and sequencing are predetermined. The cost of haulage for a typical truck shovel mining operation is in the range of 25 - 50 per cent of mine operating costs. Substantial cost savings can be achieved by optimisation of dump design and location of associated road and ramp systems.Factors which affect both the operation and total cost of dumping include; Ramp gradients and location, road design, dump placement and shape, dumping height, slope design (interim and final), slope stability, environmental requirements and equipment selection. This paper discusses these factors and their effects on the total mining operation and project value. Reference is made to case studies in which some of these factors have had a significant impact.

The inherently sluggish nature of the reactions involving sulfide minerals, particularly molybdenite, in aqueous solutions under ambient flotation conditions make their investigation complicated and difficult. Since the physicochemical nature of sulfides is known to be controlled by electrochemical reactions, a number of attempts have been made in the past to study sulfide mineral-collector interactions through rest potential and electrode polarization measurements. The purpose of the present investigation was to study the interaction of potassium diethyldithiophosphate (KDTP) with molybdenite. In the present investigation of the interaction of KDTP at the molydenite surface, molybdenite electrode rest potential measurements and electrode polarization behavior were experimentally determined under various solution conditions. The standard reduction potential for the equilibrium between dithiophosphate ions (DTP-) and bis(diethoxythiophosphoryl)disulfide (DTP) [(DTP). + 2e :i7-± 2DTP- (1)] can be evaluated from the electrode rest potential measurements on a platinum electrode in deoxygenated KDTP solutions saturated with freshly prepared (DTP)2. Mine geologists have access to an economic mineral deposit, production parameters and secure exploitation title. They are well placed to understand ore formation and should contribute to the effective exploration of company mine property. Application of their special skills has been curbed by pre-occupation with production duties and by company re-engineering, including staff reductions. Contributions to exploration have been diminished and personal development inhibited. Modified management is required. Participation in mineral system studies and in exploration research comprise part of the basis for the re-emergence of mine geologists on the exploration scene. Changes in investment strategies in the minerals industry may create new employment opportunities. With regard to estimation of resources and reserves, the competence of practitioners who are incapable of disclosing their methods in transparent terms is under question. Ethical standards are also under public scrutiny because of some notable malpractice. Independent auditing may hecome more intrusive. While understandable in a market context, it reflects poorly on the profession. More substantial effort in public communications can improve the credihility ofthe industry and equip practising mine ceolouists for snider responsihility.

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

WE are approaching the depletion of our principal source of iron ore-the Great Lakes deposits, which have provided 85% of the nation's requirements for the past fifty years. This situation presents a threat to our standard of living and our position as a world power. Fortunately, in the Great Lakes region there are still tremendous quantities of potential iron ore in the form of the low iron, high silica rock called taconite. The economical extraction of iron from taconite will insure our future steel supply if no new deposits available to the United States even in time of war are discovered. In the new process presented here, the iron is reduced directly by a simple method and then separated from the silica. The product is "feed," not to the blast furnace, but to the steel plant. This process requires very much less plant, less physical and chemical treatment, and less fuel and auxiliary materials than the conventional ore concentration-blast furnace method. In my opinion, this new, fundamentally different approach offers a better hope for the solution of the iron ore problem.

Bacterial leaching of copper and uranium is practiced under acidic conditions in environments furnishing sulfur and iron. However, many mineral deposits do not have these conditions; the chalcocite and native copper deposits in Michigan's Upper Peninsula are examples. Species of bacteria and fungi isolated previously from samples taken at the White Pine Copper Co. tailings pond and mine, were screened for solubilization of copper from chalcocite ore and flotation concentrate and from native copper jig concentrate. Certain Penicillium species solubilized significant amounts of copper under neutral to slightly acidic conditions in a carbon and nitrogen-enriched medium. Leaching apparently was accomplished by release of metabolites which chelated with the copper. The copper yield was highly dependent upon the medium composition and the concentration of copper in the source material. The standardized procedures which were developed in an attempt to maximize copper yield in leaching times of three to five days are described. This preliminary research indicates a biological leaching process for copper which is different from those in use, but whether it can be applied economically remains to be determined.

Australia had an active uranium mining industry in the 1950s with uranium oxide being supplied under contract to the atomic energy authorities of the U.K. and U.S.A. In the 1960s, when these con- tracts concluded, domestic production ceased, apart from Rum Jungle, whose production until 1971 was stockpiled. By the 1970s, the demand for uranium from the electrical utility industry had risen sharply and the effects on Australia were notable. The Mary Kath- leen mine re-opened in 1976 but, more significantly, exploration activity suddenly expanded with the re- sult that several world-standard deposits were locat- ed. Western world requirements for uranium based on increasing energy consumption and a changing energy mix, will warrant the development of Aust- ralia's resources. By 1985 our mines could be pro- ducing 9,500 tonnes of uranium oxide yearly and by 1995 the export value from uranium could reach that from wool. In terms of benefit to the community the economic rewards are considerable but, in terms of providing energy to the world, Australia's uranium is vital.

Transition in the underground coal industry, begun with the passage of the Federal Coal Mine Health and Safety Act of 1969, should be completed midway in the 1972-80 period. Surprisingly, many of the far reaching effects of this act have been, for the most part, beneficial to the industry from the standpoint of health, safety and basic operating standards. Production has dwindled, but the next few years will see production declines level out. Average declines of approximately 27% have been recorded since passage of the 1969 act, with costs increasing an average of $1.50 per ton throughout the industry. Nationwide averages presently are in the range of 14 tons per man-shift, and by 1980 this may be further reduced to a 10-ton per man-shift average for the industry. But in spite of the many temporary set-backs affecting the industry, the marketing opportunities are clearly visible. Due primarily to the energy squeeze facing the U.S. over the near term, the 'underground coal operator is and will be enjoying unusual leverage in selling his product.

The content of this paper will identify recent developments in walking dragline technology including utilisation of planetary swing dnves, high voltage generators, unique bucket configurations and increased machine capacity resulting from changes to front-end geometry. The benefits to mine operators for increased performance, reduced cost, improved availabilities, simplified maintenance, and ease of operation will be identified and discussed. The feasibility and application of the technology as a retrofit on existing equipment will also be covered in the presentation. All the technology being presented has been recently commissioned into operating Australian mining operations and will be presented from a practical, as well as theoretical perspective.When the Marion 8000-Series Dragline was introduced in the early-1970s, it quickly became the industry standard for high productivity and availability. Features like outboard bearing propel, four-chord deep section boom and the over/under fairlead have proven their superiority in thousands of hours of round-the-clock operations in a variety of tough digging conditions worldwide. Marion has currently sold 31 of these 8000-Series Draglines into the Australian mining community.

A wide range of different cablebolt systems are available and in use in hard rock and coal mines around the world. The birdcaged cablebolt was initially used in UK coal mines in conjunction with rockbolts in the late 1980's. More recently other cablebolt configurations have been used. Innovations in cablebolt design in the UK have been driven by a demand to find a system as effective as the birdcaged cable, but which can be installed more rapidly and offer immediate support. A laboratory short encapsulation pull test (LSEPT) has been developed for both rockbolt and tendon systems which measures bond strength and stiffness in rock and assesses the full range of potential failure modes. This test is now used along with conventional 'gun barrel' and shear tests to provide full assessment of bolt and tendon performance. This test may be incorporated into a new performance based British Standard for rockbolts and long tendon systems. This paper describes the performance of some of these systems as being applied to UK and South African coal mines.

Rotary Percussion drilling has shown great improvement over rotary drilling, when hard roof is encountered. In addition, Rotary Percussion drills have eliminated the need for air drills in many applications. Improved drilling rates have been achieved but roof bolting is still a bottleneck in many operations and the demand for further improvement will continue. Drilling rates beyond current performance is limited by the capabilities of existing drill steels and bits to resist increased horsepower input. The most apparent immediate solution to improved drilling is to increase the strength and rigidity of the drill steels. Drilling experience indicates that a l-1/2" diameter or 1-5/8" diameter hole can be drilled as rapidly or 'more rapidly than the standard 1-3/8" diameter hole. Greater torque and thrust capacities can be achieved through the use of larger O. D. and I. D, steels, however, this is only possible if the larger hole sizes can be made allowable. Large diameter anchorage shells can be made available at a slight extra cost.

In the absence of any of the Auditing Committee, the treasurer's report, which had previously been examined by them was read. He asked for a motion of approval. It was made, granted and approved. The Resolution Committee was called on to make its report. Mr. Shirl McArthur read the following report: (1) "WHEREAS, the Pneumoconiosis or Black Lung provisions of the Federal Coal Mine Health and Safety Act which have been construed and administered largely as a welfare program rather than as just compensation for occupational disease has resulted in enormous expenditures and commitments from the Federal Treasury, WHEREAS, the imposition of the full cost of future welfare oriented black lung awards on coal operators without regard to workmen's compensation standards and without due process in granting benefits is grossly unfair and discriminatory to the coal operator and places an undue burden on the present cost of coal,
