G-ResourcesÆ Martabe Mine in North Sumatra, Indonesia, is a US$700 M world-class and world-scale operation in a country which, with a few notable smaller scale exceptions, has had no significant hard rock mining development in more than ten years.The mine was commissioned in the middle part of 2012 and poured first gold on 24 July. At full production Martabe will produce 250 000 oz/a of gold and 2 - 3 Moz/a of silver at cash costs in the lowest quartile. The mine location is on the west coast of North Sumatra, which experiences annual rainfall of 4 m with no notable dry season, adjacent to seismically active fault zones, and relatively close to a rural community of 31 000 people with no significant industrial experience.The management team has successfully forged strong links with the various government departments and levels in Jakarta, North Sumatra Province and the local Regencies; developed long-term relationships with the various community groups within the local district of Batangtoru to build a sustainable social licence; has dealt with the physical and environmental challenges presented by the project location, and has successfully raised more than US$900 M over a period of three years for the original acquisition then the development of the project.Whilst in its infancy of operation, the mine is set up to deliver a long-term sustainable future for the company, the shareholders, and the people of Batangtoru and all stakeholders generally. The quality of the project execution and commitment by the company will ensure that maximum value can be delivered from Martabe, not just for the current mine life but from the significant exploration potential that exists on the large tenement area that the company has access to for 30 plus years.This paper will deal with the physical challenges associated with the design, the Indonesian government regulatory requirements for mine development, the social aspects of building a world-class project in a developing area, the in-country commitment necessary for any project development anywhere in the world and the successful funding arrangements for the mine development.CITATION:Albert, P G, Siahaan, L H D and Duffy, T J V, 2012. The stirred mill is regarded as one of the most efficient devices for micronising materials and has come to be actively used for preparation of fine particles. Recently, the demand for ultrafine particles was increased in many kinds of industries. In this paper, autogenous grinding to get submicron particles based on mutual friction feed material has been carried out using a stirred mill. The mill used was made of stainless steel and its volume was about 5.5 litres, and has 12 impeller blades. Sample used was limestone. In the present work, two operating parameters such as stirring speed and feed size of limestone were considered. The ground products were sieved in the size range from feed size to 325 mesh (45 lun), and from 45 to 0.17 pm the size distributions were measured by a laser diffraction and scattering method. The progress of grinding was evaluated by the increasing amount of submicron particles in products. As a result, the rotational speed of impeller with the minimum energy consumption to produce submicron particles was observed. It was found that the autogenous grinding with a stirred mill is an effective method for producing submicronized limestone.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.

The current National commitment to expanding the human presence into the solar system will clearly require major facilities in Earth orbit or possibly on the moon. Such facilities will need large amounts of materials for structural modules, life support, propulsion, and shielding. The heavy transportation costs in fuel required to lift materials from the Earth's surface make a terrestrial-based space system inherently inefficient. A more cost-effective approach would be to provide as much of the required materials as possible from other bodies in space not having the high cost of Earth launch. This paper identifies potential targets for space-based resource utilization, constraints on exploitation, and relative benefits of various sources.

THE equilibrium between titanium in liquid iron and titanium oxides has been studied by Hadley and Derge.' They have shown that a minimum occurs in the oxygen content of the metal between 0.1 and 1.0 pct Ti, but its exact level was not fixed. The oxide phase in this minimum range was principally TiO, containing some iron oxide. On the other hand, for concentrations above 5 pct Ti the oxide phase was TiO and the oxygen content of the metal increased rapidly with increasing titanium content. From their observations and the free energy of Ti0 and TiOz reported by Kelley and ah,' it is possible to derive approximate values for the activity coefficients of titanium and oxygen in liquid iron-titanium alloys and the conditions for equilibrium in steel deoxidation. Neglecting possible departures from the stoichio-metric composition, the condition of equilibrium with Ti0 may be expressed as follows: TiO= Ti_ + C) log K = log NTl + log [% O] + log yTi + log fQ Here as a matter of convenience the titanium concentration is expressed in mol fraction while that of oxygen is in weight percent. The activity coefficients are yTi and fo. The value of log fo approaches zero as the concentration of titanium approaches zero, while that of log yTi approaches a limiting value of In Fig. 1 the sum of log NTi + log [% 0] is plotted for mol fractions of titanium between 0.05 and 0.50. The smooth extrapolation gives a value of —4.15 which corresponds to log K — log y:i . We therefore have the equation: According to the data of Kelley and Mah,' the free energy of formation of Ti0 at 1900°K is -82,400 cal. The free energy of solution of half a mol of oxygen in iron, taking 1 pct 0 as the standard state, is -29,300 cal. From these we write: From these equations the activity coefficient of titanium at infinite dilution in iron is found to have a value of 0.011 or log y°. = -1.96. This is only an approximate value but is certainly better than the estimated 0.05 in Basic Open Hearth Steelmaking To obtain approximate values for the activity coefficient at intermediate concentrations, it is as- sumed that log yTi(l is constant and equal to -1.96. This corresponds to a value of E;: = 3 In yTi/aNTi = 9.0 which is not unreasonable We now have the value for the activity of titanium and the percentage of oxygen in equilibrium with TiO. It is therefore a simple matter to calculate the activity coefficient of oxygen which is shown in Fig. 2. The effect of titanium is rather large, being comparable to that of vanadium, but not so large as has been reported for aluminum. The slope of the line at low concentrations corresponds to E: = aln yo/ aNTi=-0.37. At concentrations below 1 pct Ti the deoxidation constant and oxygen content for equilibrium with TiO, can be calculated from the foregoing data and the free energy of formation of TiO,, which according to Kelley and Mah is -144,600 cal at 1900°K. The free energy of solution of oxygen has been given; that of Ti to form a dilute solution with 1 pct Ti as the standard state is RT ln (0.5585 y:i/47.9) = -34,800 cal. From these data we find (for concentrations in wt pct): TiO, = Ti + 2 -0; hFTgO0= + 51,200 cal log if =-5.89 The interaction coefficients, concentrations being expressed as wt pct, are e;: = alogfTi/a[% Ti] = +0.048 and e:' = a logfo,/a[ojTi] = -0.187. We will conclude by pinpinting where the market is on the current price cycle, and where we believe the mid-term direction is headed.

The mechanism of catastrophic oxidation of chromium and 446 stainless steel is examined. Data are presented to show that accelerated oxidation of these two materials, as caused by lead oxide, can occur in the absence of a liquid layer contrary to presently accepted theory. An alternate theory is proposed in which the rate of accelerated oxidation is a function of the rate at which lead oxide destroys the protective oxide formed on the base metal. An example of the application of the theory is given for the catastrophic oxidation of chromium in the presence of lead oxide. WHEN stainless iron-, nickel-, or cobalt-base alloys are heated in air to moderate temperatures in the presence of certain metallic oxides, oxidation will proceed at an accelerated rate. This phenomenon, often called "catastrophic oxidation", is most pronounced for the stainless steels. With these alloys the condition is so severe that large masses of oxide will form on the surface of the alloy in 1 hr or less at temperatures of 1200o to 1700oF. While a number of oxides are known to cause this effect, PbO, V2O5, and Moo3 are the most familiar, having been the subject of one or more investigations which have appeared in the literature.1-7 In presenting the results of these investigations, many of the authors have offered possible explanations to account for the more rapid rate of oxidation observed; however, the liquid layer theory as proposed by Rathenau and Meijering 2 has been the most commonly accepted mechanism. The liquid layer theory proposes that a low-melting oxide layer is formed on the surface of the alloy as the result of the interaction of the alloy oxide and the contaminating oxide. When the temperature of oxidation is above the melting point of the oxide on the surface, a liquid layer will form and oxidation will proceed at an accelerated rate. At temperatures below the melting point of the surface oxide, oxidation will proceed more slowly in the normal manner. It is argued that the rates of diffusion of oxygen and metal ions through the liquid layer are extremely rapid thereby accounting for the high rate of oxidation. Various experimental data have been presented to show that the temperature at which accelerated oxidation first becomes apparent coincides with the melting point of the eutectic oxide which would be present on the surface. Some exceptions have been observed, e.g., silver will oxidize in the presence of Moo3 at temperatures below the lowest melting eutectic; on the other hand, stainless steel will not be catastrophically oxidized at 1500oF in a molten bath of PbO and SiO2. In reviewing the various theories which have been used to explain catastrophic oxidation, Kubaschewski and Hopkins 8 favor the liquid layer theory, but note that, ".. .as experimental observations are not altogether in agreement with this theory (liquid layer theory), one should consider it a necessary but not a sufficient condition." In contemplating the liquid layer theory, it appears that sufficient evidence has not been presented to establish the theory beyond question. As a means of further clarification, a program of research was undertaken to determine in greater detail the mechanism of accelerated oxidation as caused by lead oxide. The first part of the program deals with a comparison of the oxidation of both AISI 446 stainless steel and chromium metal in the presence of lead oxide, vs the oxidation of these two materials in air alone. These comparisons are made at a number of different temperatures, most of which are below the melting point of the surface oxides. The second part of the program is concerned with a presentation of an alternate theory of accelerated oxidation exemplified by the system Cr-PbO-Air. PROCEDURE AND RESULTS Several experimental methods are commonly used to follow the progress of oxidation. One of these, the weight-gain method, was chosen for this work. This procedure requires that a specimen of the alloy be weighed, oxidized for a given period of time at an elevated temperature, and reweighed—the difference between the two weights being noted. The weight gain of the specimen represents the amount of oxygen acquired from the atmosphere to transform a portion of the specimen to oxide. In those cases where there is a tendency for the specimen or oxide to volatilize at the testing temperature, additional data must be collected so that a correction factor can be determined. This factor must be applied to the weight change in order to ascertain the actual amount of oxidation which has taken place. The specimens used for this work were 1 1/2 in.

The rate of reaction between different carbonaceous reducing agents and silicon monoxide gas was studied by the use of a technique developed in Norway by Tuset and Raaness. Argon carrier gas was used to pass a known fixed concentration of silicon monoxide gas through an I1 cm3 sample of precalcined reducing agent at 1650°c. Silicon monoxide gas was generated by the heating of a mixture of silica and silicon carbide, and the progress of the reaction was followed by monitoring the carbon monoxide in the off-gas with an infrared spectrometer. The reactivity of silicon monoxide gas towards a number of carbonaceous reducing agents (charcoal, Iscor coke, Lurgi char, and petroleum coke) was shown to be similar to results obtained with the carbon dioxide reactivity test. The silicon monoxide reactivity test was able to indicate the extent to which fines were generated when the reducing agent was converted to silicon carbide. Of the reducing agents studied, Lurgi char appeared to be the most suitable for the production of ferrosilicon because it has a high reactivity towards silicon monoxide gas and high strength when converted to silicon carbide. So that industry could be given some indication of the suitability of certain reducing agents for the production of ferrosilicon and silicon metal, a reactivity scale similar to that of Tuset and Raaness was constructed that compares the volume of silicon monoxide gas required by a reducing agent to reach a carbon monoxide content of 10 per cent in the off-gas during the conversion of the reducing agent to silicon carbide. This scale assists in the selection of those reducing agents that require less silicon monoxide gas for conversion to silicon carbide, and that give savings in material and power costs because less silicon monoxide gas need be generated in the furnace.

The Manus Spreading Ridge is located within the EEZ of Papua New Guinea and lies in the Manus Basin ENE of the PNG Island and N of the Island New Britain. The divergent backarc spreading system is caused by the subduction of the Solomon plate in the South under the Bismarck plate in the North along the lineament of the New Britain trench. The rate of divergence is relatively high compared to other back arc spreading systems and amounts up to 12 cm/year [3]. Since submarine volcanism and associated hydrothermal circulation as important parts of the oceanic heat transfer system are also dependent on the rate of spreading, hydrothermal fluid venting and respective deposition of polymetallic sulfides can be expected there. In late 1985 first indications for hydrothermal activity were observed on a swell within the central rift valley of the Manus Spreading Centre during a photographic survey of the seafloor by an expedition of the Hawaii Institute of Geophysics with the American RV Moana Wave [1]. Detailed geological investigations including successful sampling were first carried out in June 1990 within the scope of the OLGA II research project (conducted by Prof. Tufar, Marburg) using the German RV Sonne equipped with a deep-sea television sledge and Tvcontrolled grab systems. Simultaneously a research cruise with the Russian RV Akademic Mstivlav Keldysh took place using the manned submersible Mir; the findings of the OLGA II cruise were immediately used for planning and organization of the Mir dives [3]. The massive sulphide samples which we used for our geochemical and mineralogical studies originate from the hydrothermal fields 1 and 2 and are from grab stations of the OLGA II expedition [4].

Using alternating tension-compression straining, the hardening of magnesium oxide single crystals was studied up to large stresses and strains. At 0.25 pct plastic strain amplitude, the hardening curve is approximately linear with slope 25,000 psi from the shear yield stress, 7 to 8000 psi, to 35,000psi. Above this stress, the slope decreases. The strain hardening behavior of MgO is considered qualitatively similar to that of metal single crystals. The relatively high stress attainable by strain hardening is associated apparently with the high yield stress on the cross-slip system, (001) <110>. Cleavage fracture during testing is uncommon. It is argued that the centers of high internal stress at glide band intersections, at which cracks tend to nucleate, are dispersed by cyclic strain. Special features of the glide band structure produced by cyclic strain and revealed by dislocation etch pits, support this view. Strain hardened MgO has mechanical properties greatly superior to the as-received material: yield stress, greater than 100,000 psi; elongation to fracture about 1 pct. A material is said to strain harden if the yield stress increases with an increment of plastic strain. This definition is usually applied for straining done in one direction, but is also applicable when the strain direction is periodically reversed, Fig. 1. For certain metal single crystals, data are available which permit a comparison of the hardening behavior for cyclic straining and for tension straining.&apos;-4 With certain qualifications, these data show that the same processes of hardening are operative in each type of test.5 Despite this fact, the importance of the technique is not immediately evident, although tension-compression studies of the common metals appear to suggest some deficiencies in theories of strain hardening developed exclusively on the basis of tensile tests. However, a recent observation suggests that the cyclic straining method may be very useful for studying semibrittle crystals in which large plastic strains are not accessible in unidirectional testing. The observation is that zinc crystals, when strained in tension-compression at -52°C, do not fail by cleavage at low stress (-500 psi)6 as they do in tension, but harden to a limiting stress of more than 5000 psi over a total plastic strain of about 600 pct.2 An important characteristic of the behavior of zinc crystals is the high stress, relative to the yield stress, attainable by strain hardening. By comparison, the hardening of aluminum single crystals tested by an identical technique saturates at 1100 psi. This difference is best explained by the cross-slip hypothesis of dynamic recovery.7,8 In zinc, cross slip is difficult because of the high yield stress for glide on planes other than the basal plane in the < 1120 > zone. The present work was undertaken in order to test whether these methods and ideas are applicable to other materials. Magnesium oxide single crystals, in common with most crystals of the rock-salt structure, deform plastically but fail by cleavage after a small strain when tested in tension. It was hoped that larger strains would be attained using tension-compression. There is, in addition, evidence 8a which shows that slip on the probable cross system, (001) < 110>, is difficult in magnesium oxide; it may therefore be possible to attain high stresses by strain hardening. 1) EXPERIMENTAL PROCEDURE Experimental methods used in this study were based in part on techniques reported in papers of Stokes, Johnston, and Li.&apos; MgO blocks, purchased from Norton Co., were used without further annealing. Specimens were cleaved to dimensions approximately 0.125 in. sq and 1 in. in length. The gage section, formed by chemical polishing, was sprinkled with 280 mesh silicon carbide particles in order to introduce fresh dislocations. The crystals were then cemented into cylindrical aluminum adapters and clamped in an Instron testing machine. One of two alternating straining programs was used. In the first, total cross-head travel was established and increased in steps after various numbers of cycles. In the second, a capacitance gage was used to directly measure the elongation of the specimen and the crosshead was controlled so as to keep the plastic strain amplitude constant. The straining was always symmetrical with respect to the initial, zero strain condition. While both procedures produce strain hardening, only the latter permits a measure of the total plastic strain so that hardening curves may be drawn. Constant plastic strain amplitude tests were done

"The electrokinetic and flotation behaviors of ilmenite using lead ions as the activator and sodium oleate as the collector were studied. The results of microflotation show that the flotability of ilmenite can be improved by lead ions obviously. The isoelectric point of ilmenite increases from 5.32 to 7.7 after the addition of lead ions because of the adsorption of Pb2+ and Pb(OH)+. The results of zeta potential measurements and the collector adsorption density calculation show that the adsorption of sodium oleate on the ilmenite surface via chemisorptions in addition to electrostatic interactions. Besides, the adsorption density calculation results show that as the addition of lead ions as the activator, the adsorption amounts of collector are greater than those without activation which is in aggrement with the flotation behaviors. INTRODUCTION Ilmenite, as an oxide mineral of formula FeTiO3, is usually used as the main resource of the extraction of titanium (Bulatovic and Wyslouzil, 1999). There are many researches showing that the conventional methods, such as gravity separation, magnetic separation and flotation, do not work efficiently as expected (Mehdilo et al., 2015; Zhu et al., 2011). Nowadays, to produce ilmenite concentration feasibly and efficiently, these separation methods above are combined for a reason that the raw ilmenite ores are characteristic of poor, fine and complicated. Moreover, surface modification, such as surface dissolution method, microwave irradiation and oxidation roasting, is applied to improve the flotability of ilmenite currently (Welham and Llewellyn, 1998; Zhang and Ostrovski, 2002). Generally, fatty acid salts are used as the collector for the flotation of oxide minerals and sodium oleate is usually used as the collector for the flotation of imenite ores (Fuerstenau and Pradip, 2005). The mechanism, such as individual ion electrostatic adsorption, chemical adsorption, ion–molecule dimeric complex adsorption, and the coadsorption of ion and molecule, have not been discussed systematically using sodium oleate as the collector in the flotation of ilmenite (Somasundaran, 1983). Under the activation circumstance using the lead ion as the activator and sodium oleate as the collector, the interaction mechanism seems to be still unclear. In the present study, the interaction mechanism between ilmenite and sodium oleate using lead ion as the activator are studied by microflotation, zeta potential measurements and adsorption density calculation. EXPERIMENTAL Materials and reagents Pure ilmenite minerals were obtained from Panzhihua, Sichuan province, China. The minerals were ground in a porcelain mill with an agate ball. Following that, the prosucts were sieved, and the samples of -0.074+0.038 mm size fraction were used for the microflotation experiments. The results of XRF show that the content of titanium element is 30.58%, showing that the purity of ilmenite is above 90%. On the basis of the results of XRF, it is determined that the purity of ilmenite is very high and meets the needs of microflotation"

Cerâmicas argilosas foram processadas com adição de até 30% em peso de resíduos de pedra ornamental e queimadas a 900, 950, 1000 e 1050°C. Esta adição contribuiu para ajustar a plasticidade do corpo da argila e aumentar a densidade seca aparente, que ocasiona um empacotamento mais elevado das partículas. A cerâmica adicionada diminuiu sua retração linear com a quantidade de resíduos e evita assim alterações dimensionais excessivas nos produtos finais. Outra vantagem foi a diminuição na absorção de água com resíduos adicionados. As resistências à flexão e à compressão sofreram uma diminuição associada à adição de resíduos. Isto foi atribuído à grande quantidade de quartzo nos resíduos, que gera rachaduras e enfraquece o produto final. No entanto, até 30% em peso de adição a resistência mecânica, de acordo com a norma ASTM, é ainda satisfatória para utilização como cerâmica de pavimentação.

Although hydrogen has been intensively studied in its relation to steel quality, the methods of sampling and determinations are still open to question. It is true that various procedures have been proposed but actually there has not been sufficient agreement to establish a common base from which to work. As a result, it is difficult, to say the least, to correlate the reported results of some of the investigators in this field. The present symposium, premised on methods rather than effects, should prove of considerable value. For the purpose of this discussion two methods of sampling and analysis will be considered. First, sampling of molten steel in the ingot mold by use of an evacuated tube and cylinder using conventional methods of analysis for the gases collected; second, analysis by vacuum extraction involving the use of heating equipment and the determination of the amount of hydrogen evolved from solid steel samples by measurement at reduced pressures. Both methods have been used at Duquesne Steel Works and it is believed that either may be used with considerable benefit if the limitations of each method are recognized. Evacuated Tube and Cylinder Sampling devices for gases in molten steel suggested by various investigators range from very cumbersome and complicated devices to the relatively simple evacuated tube and cylinder used by Soler for deter- mining the CO content of the bath. This latter device was adopted (Fig. I) and modified to meet conditions at Duquesne Works. The principal modifications were in placing the cylinder at the side of the tube and the use of a sleeve on the immersion end of the tube. The first modification was made so that the cylinder could be readily detached and taken to the laboratory; the second, because of the difficulty encountered in obtaining an airtight seal after sampling and because of our practice of re-using the tube. Rigid control of the method of sampling and of the handling of the sample according to plan are of primary importance in hydrogen determinations. This applies to both the sampling of molten steel and the determination of the hydrogen content of cold steel samples. Except for a few preliminary samples taken from spoons, all work on molten steels using the evacuated tube was confined to the sampling and analysis of molten steel during the pour. As mentioned, uniformity of sampling was a basic consideration. As a result, every effort was made to follow definite sampling techniques and procedures. These included control of the depth below the surface from which the sample was taken, the timing between the shutoff and taking of the sample, as well as maintenance and care of the equipment. The distance below the surface at which the sample was taken was readily controlled bv means of a crosspiece and centering device attached to the tube. Before direct or wet smelting of copper concentrate was adopted at the McGill smelter, in November 1932, actual furnace smelting tests had indicated the possibility of smelting between 400 and 500 dry tons of wet concentrate per furnace day. Under calcine smelting practice, solid charge up to 116; tons per furnace day had been smelted. It was realized that in order to smelt wet tonnage in equivalent amount per furnace day, a higher combustion rate and higher temperatures would be necessary within the furnace. The reverberatory furnace considered in the following history of wet-smelting developments is a unit rz7 ft. long and 28 ft. 8 in. wide, inside dimensions (Fig. I). This furnace was in operation through all the years from 1934 to date. During 1933, the first complete year of direct or wet smelting, the plant was on a curtailed copper-production basis and the available concentrate tonnage to be smelted was limited. The average coal-firing rate in the reverberatory for that year was 124 tons per furnace day. This rate was lower than the average for years immediately preceding under calcine smelting practice. With this coal-firing rate, an average of 391 tons of new metal-bearing material (N.M.B.M.) was smelted per furnace day. The following year, 1934, the coal-firing rate was increased to 139 tons and the smelting rate increased to 448 tons N.M.B.M. per fur- nace day. In succeeding years production required that either more tonnage be smelted in the one furnace or an additional furnace be placed in operation. With this situation confronting the smelting department, it was determined to continue the program of increasing the coal-firing rate and also to intensify the temperature in the smelting zone of the furnace. In order to accoinplish this, various improvements were made to aid combustion within the furnace. The burners were enlarged, increased primary air was supplied to the burners, and changes were made in the furnace to enlarge and streamline the outlet, thus increasing the furnace draft. The coal-firing rate was increased yearly until 1937 when the firing rate averaged 210 tons per furnace day. Thereafter the firing rate fluctuated according to character of charge and production requirements. In general, however, with the same character of charge the smelting rate increased in almost direct proportion to the increases in firing rate. Table I shows the average coal-firing rate, smelting rate, and other pertinent data for the direct-smelting years of 1933 to 1939 inclusive, the first fivc months of 1940 and May 1940. These figures show that the water evaporated in the waste-heat boilers was in almost direct proportion to the coal-firing rate. In making comparisons in the table, it should be borne in mind that the figures, except for May 1940, are yearly averages. THE purpose of this study is to investigate the effect of agitation upon the flotation of chal-cocite. It is believed that the concentration of collector which is required to produce a water-repellent surface upon the mineral is determined among other things by the rate of collector diffusion through an impeding film of more or less stagnant fluid. Its thickness depends upon the intensity of agitation. In the first part of this study a method is developed for determining the thickness of the fluid film upon a polished surface of synthetic chalcocite. The film thickness is then determined as precisely as possible under three readily reproducible condi-tions of agitation intensity. These determinations serve as a quantitative evaluation of agitation. In Part 2 it is demonstrated that in solutions of lime at PH 10.5 and in the absence of air or dissolved oxygen the concentration of collector required to develop water-repellency upon the surface in any given time is a function of the fluid film thickness, and that after about 10 min the relation becomes linear. This points to the possibility that the collector ions may be involved in a diffusional process through the fluid film. In Part 3 it is shown that where air is present more collector is required to produce water-repellency than for the case in which air is excluded. Next, it is shown that for the latter case the most minute amount of sodium sulphide suffices to preclude development of water-repellency. Both oxygen and sulphide are in a sense, therefore, depres- sants for chalcocite in a lime solution at PH 10.5. When oxygen and sulphide are present simultaneously there is a region of minimum critical collector concentration for water-repellency which is very markedly lower than the concentration where oxygen alone or where sulphide alone is present. Moreover, this minimum appears to be identical with the collector concentration which is required where sulphide and oxygen are both excluded. This would appear to indicate that in certain ranges of concentration of oxygen and sulphide, each cancels the effect of the other. The range of concentration of solution for this effect in solutions saturated with oxygen is a function of the agitation intensity. Thus we are led to believe that a chemical reaction involving sulphide and oxygen occurs at the surface of the chalcocite. Part 4 of this study is a further development of this idea and some of its consequences from an electrochemical standpoint, while in Part 5 the disappearance of sulphide from pulps of several minerals is noted with an indication that both dissolved oxygen and the mineral are necessary, the reaction being catalytic or pseudocatalytic. Part 1. I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners&apos; custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal
