Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

The long and often undefined period in the post-mining phase challenges geo-monitoring with its various responsibilities, like the detection of environmental changes, ground movements and water management. Modern methods of geo- and environmental monitoring observe numerous aspects using active and passive sensors with multispectral, hyperspectral and microwave sensors, with diverse spatial dimensions and spatiotemporal resolutions from satellites, Unmanned Aerial Vehicles (UAVs), in-situ sensors. Data integration, together with on-site knowledge and experience, provides the basis for comprehensive modeling, which improves the understanding of the environmental changes and their related causes, which is an essential step for public acceptance. In this paper, we aim to give a brief overview of various geo- and environmental monitoring methods.

Aspen, the flourishing mountain- and mining-town of Pitkin county, Colorado, is located in the valley of the Roaring Fork, 11 miles above Glenwood springs, where that stream empties its waters into Grand river, a tributary of the Colorado. The Roaring Fork heads on the western slope of the Sawatch range near Grizzly peak, and runs in a general northwesterly direction to its junction with the Grand river. Of its numerous tributaries, Castle creek joins it just below the town of Aspen, the town being built on an extensive flat hounded on the northeast by the Roaring Fork and on the west by Castle creek. The latter heads at the junction of the Sawatch and the Elk mountains and flows northward between the two chains, until it empties into Roaring Fork. Opposite the town of Aspen, Hunter creek, coming westward from the western slope of Mount Massive, joins the Roaring Fork. About a mile north of Aspen, the bed of Hunter creek is at least 300 feet higher than that of the Roaring Fork at Aspen. Hunter creek forms thus, at its mouth, one of the best water-powers in Colorado. A portion of it is now utilized for electric lighting in Aspen, while in the near future, the whole of this magnificent natural power will be applied, through electric transmission, for hoisting, pumping and ventilating at different mines of the district. The mountain opposite the town of Aspen, on the east side of Hunter creek (which near its mouth flows southerly), is called Smuggler mountain, from the famous mine at the foot of it. On the other, or western, side of Hunter's creek (see map, Fig. I), a higher mountain rises, on the slope of which the regular dip of the Triassie or Upper Carboniferous red sandstone strata, alternating with white layers of the same rock, can be clearly seen from town. In order to help assure an adequate domestic supply of minerals essential to the Nation's economy and and security by developing more efficient minerals extraction technologies, the Bureau of Mines Tuscaloosa Research Center examined the application of autogenous microgrinding to calcium carbonate minerals. Treatment of minus 8-mesh Alabama marble resulted in a product 80 pct minus 5 micrometers (µm) at a power consumption of 70 to 80 kwhr/ton, This study shows that coarse particles of calcium carbonate minerals are effective as the grinding media for the autogenous attrition grinding of these minerals. The minus 8- plus 30-mesh fraction is an effective grinding medium (sand) for particles smaller than 30 mesh. A 40-pct-solids slurry and a sand: marble ratio of 2.5 appeared to be near optimum. For residence times above 13 minutes, products were greater than 80 pet minus 5 µm and greater than 54 pct minus 2 µm. Power consumption was uniformly low, ranging from 50 to 100 kwhr/ton of product depending upon the feed rate. One marble sample from Georgia was shown to be the most persistent grinding medium, with losses of less than half those of the other materials tested.

Small Modular Reactors (SMRs) have been touted as having the potential to spearhead a nuclear renaissance. Proponents of this view cite the relative advantages of SMRs over larger nuclear plants as reason for their optimism. Some of these merits include potential economies of mass production deriving from modular factory production, enhanced safety features, the ability to locate reactors in remote areas, and reduced requirements for technical workforces to install and maintain SMRs. Despite the optimism surrounding SMRs, nuclear power is still a contentious issue for many Canadians. The growth of nuclear power remains adversely affected by concerns over issues such as: the health and safety consequences of nuclear power generation, environmental impacts, proliferation of nuclear materials, terrorism, and radioactive waste disposal (Organisation for Economic Co-operation and Development (OECD) and Nuclear Energy Agency (NEA), 2010). Personal values, past nuclear accidents, and lack of trust in the industry are other factors influencing attitudes toward nuclear energy (IAEA, 2005). In Canada, three main areas where SMRs could be used have been identified. These include: a. Traditional, on-grid power generation, especially in provinces looking for zero-emissions replacements for CO2-emitting coal plants. B. Remote off grid communities that currently rely on diesel or fuel oil power generation. There are 279 off-grid communities in Canada, many of them being Aboriginal communities (NRCan, ND). Notably, all communities in each of Canada’s three territories qualify as remote. C. Resource extraction sites, such as mining and oil and gas extraction sites. Many of Canada’s principal producing mines and active mineral exploration projects are located within close proximity of Aboriginal communities. Any proposed implementation of small nuclear plants would, require the support of the local population, which is largely Indigenous in the northern regions. The possible deployment of SMRs raises important issue relating to consultation and accommodation of Aboriginal concerns regarding potential SMR deployment. This is especially pertinent given Canada’s pending implementation of the provisions of UNDRIP. One of the provisions of UNDRIP that has attracted a lot of attention is the one on Free Prior and Informed Consent (FPIC). Drawing on previously published information, this paper discusses some of the challenges posed by FPIC for the deployment of SMRs. The next section outlines the provisions of FPIC and its implementation in the Canadian context. Section 3, details some of the challenges posed by FPIC to the deployment of SMRs, while Section 4 provides some concluding comments.

The dissolution of chalcopyrite has received a significant amount of attention. The predominant paradigm of investigation is that its rate of dissolution is limited or passivated by a surface coating or film of material. The common candidates for such a passivating coating are numerous: polysulfide coating, metal deficient layers, copper sulfide coating, bornite layers, jarosite precipitates, and elemental sulfur films. While this line of explanation, that is, the explanation based on passivation, seems to have won some form of consensus with researchers, there is another explanation for the results that can account for all the results observed. Crundwell (1988) proposed that the solid state properties of chalcopyrite, in particular, the semiconducting properties, are responsible for the observed behaviour of chalcopyrite. The purpose of this paper is to outline the semiconductor mechanism of dissolution, and to show how this mechanism accounts for all the observed phenomena recently reported in the literature. Part III of a four-part series on the history of steelmaking in the US, describes furnace developments, improvements during the last few decades, and the contribution of the AIME. THE invention of the dolomite machine was a great boon to the open-hearth furnaceman. By speeding up bottom making, it helped to increase tons per hour and decrease cost. The first homemade unit was built and operated before 1925 at the South Side works of Jones & Laughlin Steel Corp., Pittsburgh The first commercial machine, similar to those known today, was built for the Donner Steel Co., Buffalo, N. Y., in 1925. Heavy slab buckstays, 6 in. by 15 in., supplanted lighter I-beam buckstays as furnace framework in the middle 1920's. They greatly improved the rigidity of the furnace binding. Although the first sloping back wall had been in- stalled prior to 1920 on a small basic open-hearth foundry furnace at Columbus, Ohio, the impetus to install such back walls universally in ingots shops came after S. Naismith installed the first one on an open-hearth furnace at Illinois Steel Company's South works in June 1924. Before that event, back- wall life had already been improved somewhat by the use of chrome rock or metal-encased basic brick. Here again, these changes heralded major for- ward steps in furnace design, decreased costs, in- creased production, and improved safety and working conditions on the back standing of the furnace. Fuels Up to 1930, a number of different kinds of fuel were used to melt and refine steel in American open hearth furnaces. During World War I, powdered coal was used in a few plants as an open-hearth fuel, but because of the high sulfur and ash content in the coals, many operational difficulties arose. There were also dust, explosion, and accident hazards, so that after the War its use was discontinued. In some steel-manufacturing centers, natural gas was available as a fuel and gave good performance. In most steel-manufacturing centers, operators had to rely on producer gas made from bituminous coals in producer gas houses. Low-sulfur low-ash, high-fusion coals required for the manufacture of such gas were not readily available. The quality of producer gas was uncertain. The gas had to be pre-heated. Maintenance problems connected with the use of this fuel were serious. Tons per hour per month was unsatisfactory. Although petroleum had been first discovered by Edwin L. Drake at Titusville, Pa., in 1859, it was not until the early 1930's that heavy fuel oil residues for open-hearth use began to appear on the market. They were cheap; the calorific value was high, and it was not necessary to pass this fuel through the checkers to preheat it. Various plants began to use such oil as an open-hearth fuel. Others used it in combinations with tar, coke-oven, and/or blast-furnace gases. Because of its low calorific value, blast-furnace gas had to be preheated in the checkers. Consider a typical blast at a surface gold mine in North America. For example, the low-grade area of Bench 4000 at AMAX Gold's Sleeper Mine (Winnemucca, Nevada). Bench 4000 is 20 feet high (=6m) , and blast holes are drilled and sampled on a 14 foot by 14 foot square grid (a4m x 4m). A representative blast includes between 50 and 150 holes, encompassing 15,000 to 45,000 tons of material (w14,000 to 41,000 metric tons).

The Blue Mountain Tunnel is a part of the Sultan River Hydroelectric Project. The Sultan Project is in the Cascade Mountain Range, approximately 56 km (35 mi) northeast of Seattle, Washington. The geology is structurally complex, consisting of graywacke and argillite, with lesser amounts of metaigneous rocks. The tunnel, excavated with a tunnel boring machine (TBM), is 4.32 m (14 it) in diameter and 6.3 km (3.9 mi) long. The average 24 hour advance was 41 m (134 it) with a maximum of 71 m (234 it). The tunnel is essentially unlined except for 383 m (1,257 it) in a low cover area and in the rocktrap. Inspection of the tunnel after one year of operation showed it to be in good condition with only a minor amount of rock debris in the rocktrap.

Because of problems encountered with conventional timber supports, a system of concrete sausageshaped support pillars was tested. The pillars are 3 m long, 0,6 m wide, and between 70 and 80 cm high (the height of the stoping width). They consist of bags filled with a grout of cement (slagment and sand in the ratio of I :2, and are installed in a staggered pattern 6 m apart on dip and 2 m apart on strike. These support packs have proved successful, and, although they cost more than the timber supports formerly used (R4,63 per cent are supported as against R2,26 for the conventional timber pack), their use is felt to be justified when account is taken of the costs of lost production and low productivity due to the bad hangingwall conditions that occurred with the conventional system.

Multiple-pass hot-strip-rolling schedules of carbon steels and niobium-microalloyed ferrite-pearlite steels were simulated on a Gleeble 1500 thermomechanical test apparatus. The effects of finishing temperature, coiling temperature, and chemical composition on the as-deformed ferrite grain size and hardness of the steels were determined. Low finishing temperatures and low coiling temperatures both contributed to ferrite grain refinement. Good agreement was found for the microstructure and hardness of the steels between the as-ruled condition and the results obtained from rolling simulations. The progress of recrystalization and precipitation was followed from examinations of the flow-stress curves during the hot-rolling simulations. The flow-stress behaviour during the finishing passes was consistent with the resulting changes in final ferrite grain size. It was found that the no-recrystalization temperature, TNR, is raised by increased additions of niobium.

This paper will discuss the construction of nearly 165 m (540 ft) of 3.5. m (138 in) o.d. reinforced concrete pipe to replace an existing utilidor under the Duwamish River in Seattle, Wash. The project required that two 27.4 m (90 ft) deep shafts be installed for use as jacking and reception shafts during the tunneling operation, and permanent vaults once completed. Soil conditions to be excavated consisted of soft saturated sand and silt with a 21.3 m (70 ft) water head. This required the shafts to be constructed using ground freezing techniques and the tunnel installed by pipe jacking, using a Mechanical Earth Pressure Counter Balance (MEPCB) slurry shield. The original utilidor was constructed between 1924 and 1925, and has since been deliberately flooded because it is considered to be structurally unsound.

Almost all the countries of the south-west Pacific and the Australian states have recently completed or have commissioned mineral royalty reviews. The prime reasons for this widespread and consistent action is the desire of the governments of these entities to redress perceived effi- ciency and equity imbalances and to ensure that the revenue raising motive does not override the necessity to maintain mineral exploration and development incentives. Governments are tending to adopt royalty systems comprising a com- bination of base royalty and a profit component. Resource rent royalty and royalty holidays have been introduced and anomalies, such as royalty free gold production, still exist but appear to have uncertain futures. Tasmania ranks as the Australian state with the lowest aggregate royalty levy/production value ratio whilst Papua New Guinea has the highest royalty objective achievement level in the south-west Pacific region.

A joint project between the Fan Kou Mine, the Guangzhou Research Institute of Non-ferrous Metals, the Julius Kruttschnitt Mineral Research Centre, and the Changsha Design and Research Institute of Non-ferrous Metals has implemented grinding control on a circuit consisting of two primary mills and a single secondary mill at the Fan Kou mine in northern Guangdong province, PR China. This paper describes the initial design of the control system and the changes made during its implementation. The initial design was to obtain maximum throughput at a constant product size. This was changed so that the control provided a constant product density at a set feed rate. The set feed rate is reduced when necessary to prevent overloading of critical components in the circuit. The reasons for the changes in the control strategy are discussed.

Process control applications to the unit operations in both the Lead and Copper Smelters are reviewed. The basic aim of this control is to smooth plant inputs to produce an output of consistent quality in terms of chemical composition, temperature and physical properties. Most effort has been put into the process bottlenecks, namely in the process baghouse of the Lead Smelter and in the Copper Smelter reverberatory furnaces. The method of approach is discussed, firstly extensive plant measurement and data logging plus identification of factors which most affect the unit operation and secondly control of these factors to smooth out variations. This has been possible due to the development in-house of on-line instruments to measure the critical variables and the external use of computers for plant control. Some of these instrument developments are also briefly discussed.

Direct quantitative comparison of the results of concentrating operations on different ores is frequently desired but almost impossible to obtain if comparison has to be made by means of two quantities for each ore, as must be done at present. This paper represents the outgrowth of attempts to arrive at a single-number quantitative measure of the segregation between minerals or metals as the result of concentrating operations. The usual practice in estimating the effectiveness of concentrating operations, particularly those of ore dressing, has been to determine the recovery of the metal or mineral of interest and the grade of the concentrate. The difficulty in quantifying the effectiveness of concentration by the usual criteria may be illustrated by a few examples. Consider, for instance, two lead ores which yield by flotation the same recovery of lead, say 92 per cent., and the same grade of concentrate, say 60 per cent. Pb. If a substantial difference in the grade of the feed had existed, say if one ore contained 5 per cent. Pb and the other 10 per cent., it is clear that the concentrating operation was more effective in the case of the lower grade ore. It is difficult, however, in the light of these data to state how much more effective was the concentration of the lower grade ore. Consider again two lead ores containing 5 and 10 per cent. Pb and yielding concentrates containing 60 and 72 per cent. Pb respectively, with recoveries of 93 and 92 per cent. respectively; it is well-nigh impossiblc to tell from these figures which results represent the best separation of the minerals. It may be noted that in the usual method of estimating the effectiveness of the segregation of mineral values, no consideration is given to the rejection of the unwanted substances from the concentrate, except in the very indirect manner in which it enters into the grade of the concentrate. Consideration of the rejection of gangue from the concentrate, adequately weighted with recovery of the desired mineral in the concentrate, should supply an adequate criterion of concentration effectiveness.

WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

THE active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consoli¬dated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method for extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35° E.

In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project's major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.
