Recovery of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.l During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. Equipment Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 1/2-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 Ib. steam pressure. The solution is circulated through the steam chest by a pump of antimoniallead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.

IN recent years considerable publicity has been given to the problem of atmospheric pollution by fuel-burning equipment. Legislation has been stimulated and smoke ordinances have been enacted, the provisions of which show a definite trend toward stricter control of the emissions not only from the stacks of industrial fuel users but also from the chimneys of domestic consumers. As a result of war conditions, some slackening in the enforcement of these ordinances may be noted, but this is only a temporary expediency caused by the changes necessary in the distribution of the nation's fuel supplies and difficulties in securing the necessary equipment. Previous trends may be expected to continue in the postwar period. Largely because of the consumer demand for automatic heat, but partly because of the legislation against smoke emission, there has been a marked increase in the use of domestic underfeed stokers with the past decade. When correctly adjusted and operated, these units reduce the smoke emission materially, so that even the high-volatile bituminous coals may be burned with little or no emission of objectionable smoke. Unfortunately, however, the use of the domestic underfeed stoker introduces another problem; namely, fly-ash. PRODUCTION OF FLY-ASH The term "fly-ash" is a misnomer, since the fly material is generally a mixture of small carbonaceous particles varying from green coal to coke, and inorganic particles ranging from fluffy ash to small particles of fused clinker. For want of a more comprehensive name, however, the term fly-ash is used throughout this paper to include all the fly material. Even with hand-fired furnaces a certain amount of fly-ash is produced, which necessitates periodic cleaning of the boiler flues or furnace radiator, the smoke pipe, and occasionally the chimney itself. With stoker operations the amount of fly-ash is increased many fold, because of the higher velocity of air travel through the fuel bed. Frequently the amount of this fly-ash attains such proportions as to constitute a definite nuisance to the householder and his neighbors and distracts very materially from the otherwise automatic or semi-automatic performance of the stoker. INTRODUCTION This symposium at Cu 2019 has been organised to honour and celebrate the career and achievements of Dr Phillip John Mackey, an internationally recognised expert in the production of non-ferrous metals, especially copper and nickel smelting and refining. Phillip was born in Epping, a suburb of Sydney, New South Wales, Australia on 19 April 1941 and is one of 4 children of Gilbert and Philomena (nee Bartlett) Mackey. After completing Primary School in Epping, he attended Marist Brothers High School in Eastwood, Sydney and graduated in 1957 as the Dux of the School. Phillip’s father, being on the staff of the Sydney Technical College, in Ultimo, Sydney had the opportunity in the early 1950s to meet the late Professor Sir Rupert Myers, Foundation Professor of the School of Metallurgy at the New South Wales University of Technology (later called the University of New South Wales or UNSW). Gilbert Mackey was impressed by the new young Professor of Metallurgy and encouraged his son to study metallurgy - at the time an expanding industry in post-war Australia. EDUCATION AT THE UNIVERSITY OF NEW SOUTH WALES Phillip commenced at UNSW in 1958, graduating with honours in 1963. His undergraduate education and training included a few years of part-time study while working at British Motor Corporation on sheet metal forming of car bodies. At University Phillip developed his talent for teamwork. He was a contributing writer to the University newspaper, Secretary of the UNSW Students’ Union and was active in the UNSW Metallurgical Society and co-editor in 1963 of “Metallurgical Review,” the annual journal of the UNSW Metallurgical Society. His diverse interests and curiosity about the world around him were likely nourished while at University. Upon completing his Bachelor’s degree, Phillip was awarded a Commonwealth of Australia Postgraduate Research Scholarship. He began his PhD in 1964 on the thesis topic “Studies in Heat Transfer between Dispersed Liquid Metals and Gaseous Atmospheres” working under the supervision of then Associate Professor Noel Warner, an outstanding Professor at the University. Professor Warner is now an Emeritus Professor at the University of Birmingham and is internationally respected for his pioneering theoretical and practical work on established and innovative smelting processes.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. A preliminary indication of the repeatability of a simplified alternative method (MN DNR method) was assessed and results from the MN DNR method were compared to those from the ASTM method. To provide an indication of repeatability, six samples from three different rock types were subjected to dissolution testing for periods of 20 to 68 weeks. Drainage pH values at the end of the tests were within 0.5 units in all cases and within 0.05 units in four cases. The percent difference from the mean for overall sulfate rates from paired cells ranged from 0.04 to 1756, with a median of 6.3%. Nine samples from four rock types were subjected to both MN DNR and ASTM tests for periods of 20 to 132 weeks. The difference in final drainage pH values forsix of the samples was less than 0.1 unit, and these values were less than pH 3.65 or greater than pH 8.0. The final drainage pH difference for the last three samples ranged from 0.15 to 0.4, and these values were ill the pH range of 6.2 to 7.2. The sulfate release rates for the periods of record for the MN DNR method were 70 to 150% of those for the ASTM method, with a median value of 110%. Sulfate and calcium release from the two methods was not substantially different. The MN DNR method typically produced higher magnesium release.

There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.

The paper describes a mineral potential mapping of gold and other base metals in Mahneshan area, Iran, using geographical information system (GIS), in which, the method of weights of evidence is used to combine spatial data obtained from different sources to make prediction for mineral potential. This is a quantitative tool for mineral resource mapping that can be used to delineate and predict favorable areas for further exploration by using the characteristics of known and similar mineral deposits. In accord with the descriptive model for gold and other base metal deposits, the spatial distribution of 20 known mineral occurrences was used. In addition, digital evidential maps were used in this study. The maps include maps of lithological units, faults and first derivative of total aeromagnetic data, remotely-sensing data of alteration and also geochemical evidential maps produced on the basis of the results of chemical analyses of samples taken from the stream sediments in the area, and analysed for Cu, Pb, Zn, Sb, As, Ag, Au, Ba and Hg elements. The binary maps were produced and then combined with the model of weights of evidence using 20 known mineral occurrences to obtain a final map of the favourable areas for further exploration of gold and other base metals in the study area. The final map is a predictive GIS model of the mineral deposits in the area. An interesting matter about the final predictive GIS model is that the faults are mainly located in favorable areas which possesses the most probability of mineralisation. Therefore, the faults in these areas have priority for further exploration of gold and others base metals.

The exploration industry generally has a low opinion of the quality of the service supplied to it by government departments. In particular, the academic research-related emphasis of the Bureau of Mineral Resources (BMR) and the relatively low level of explora- tion assistance offered by several Mines Departments are of concern. In a number of areas of geoscience research, the industry perceives a mixup of priorities and a lack of understanding on the part of governments as to its needs. While government's sights are, and should be, set on the future needs of the community at large, the industry doubts that government budget allocations to the BMR and Mines Departments are either large enough or being cost-effectively spent. This is certainly the case for such areas as exploration assist- ance, provision of basic exploration data, and applied geoscientific research. On balance, the exploration industry's perceptions are misguided in a number of respects because of a lack of communication with government. However, this reinforces the need for changes in the manner in which govern- ment departments communicate with industry and, in particular, the criteria upon which research priorities are based. At a time of contracting oil and mineral exploration expenditure, and near-record levels of geoscientist unemployment, the government's role is critical and should be open to question.

Throughout the world nuclear power re- actors are being designed and constructed as the energy source for stationary power plants. They are built to power submarines, surface ships, and long-range aircraft and to provide small package power plants that can be set up with relative ease in outlying areas. Regardless of type, most of these plants are designed to operate at the highest permissible temperatures and with the greatest possible burn-up of fuel. On paper it is now possible to design a nuclear power plant that will out-perform all existing types of power-generating plants, and at costs which are attractive. Such plants, however, are not now being built, nor will they ever be built, unless major engineering advances are made in the realm of reactor materials. The reason for this is straight- forward enough. Although it is known that huge quantities of energy can be generated in nuclear fuels within short periods of time, as yet there are no construction materials capable of withstanding the severe conditions that would exist within a power reactor operating with ultrahigh output.

These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. The members of this committee were: C. Minot Weld, Chairman, R. C. Allen, Arthur S. Dwight, J. W. Furness, D. F. Hewett, Reno H. Sales, Theodore Swann and Scott Turner. ARTHUR S. The trapezoidal tapered ring method has made significant progress in recent years for shielded-TBM projects, excavating tunnels with high overburden, strict water tightness criteria, and multiple curve alignments. The selection of compatible tapered rings is critical for successful advancement of the tunnel, assuring efficient installation of rings, as well as prevention of ring damage and excessive leakage. Using experience from the Arrowhead Tunnels Project, this paper describes guidelines for ring selection in tunnel curves, geometric analyses that comply with criteria principals, and provides techniques developed to determine the appropriate relative key position.

The essential features of the zinc concentrate roasting installation at the Risdon Works by the Electrolytic Zinc Company of Australasia Ltd. are given.The problem of maintenance of ignition in down-draught zinc concentrate flash roasters is discussed, and a solution offered.A successful and economical method of using by-product oxygen for raising the roasting efficiency of hearth roasters is described. Three methods of utilizing oxygen for the same purpose in flash roasting are detailed, and their relative merit, considered.INTRODUCTIONThe zinc sulphide concentrate used at the Risdon Works is roasted autogenously for removal of sulphur in two hearth roasters, and four flash roasters. The hearth roasters are of modified Skinner type with eleven hearths. They were designed, and are used, for roasting mixtures of relatively low sulphide content. Their design and operation have been described elsewhere (Forster, 1949).The flash roasters are down-draughted furnaces with cross-section and rabbling equipment based on the hearth roaster design, and the process is similar to that developed by the Consolidated Mining and Smelting Company of Canada Ltd. (Cominco) at Trail, B.C. (Stimmel, Hannay, and McBean, 1936).These furnaces are 20 ft. in diameter. They have three drying hearths through which hot gas is drawn from the combustion chamber by the burner fan. The combustion chamber is 2'1 ft. high above the collecting hearth (27 ft. in No. 4 unit), and the discharge hearth below it is 6 ft. high, so that a large gas offtake is possible. Four rabble arms for each hearth are carried on a central column. Dried, ground concentrate, and the air for roasting it, are fed to a burner...

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

The Hidden Valley process plant has recently undertaken a program to relieve process flow bottlenecks and improve process automation. An environment of cost reduction and restrained capital necessitated solutions that primarily utilised existing equipment and internal resources. Removing bottlenecks relieved pressure from a strained circuit that was unable to maintain consistent performance. Improved process automation firstly stabilised the process, then allowed the circuit to sustainably operate at the expanded capacity limits. These allowed implementation of an operating approach that focused process operators towards identifying and resolving process disturbances in advance. Plant recovery and throughput have markedly improved as a result.CITATION:Burns, F and Peachey, G, 2014. Continuous Improvement The Council of the AusIMM should expedite the introduction of a continuous professional education policy along the lines of that to be proposed to you by David Pollard today. The Education and Accreditation Committee must continually review the training needs of the next generations of mining industry professionals. It should continue to demand and encourage the creation of the schools for the training of such people. The AusIMM could even put greater onus upon university researchers to accredit university post graduate degrees.

This report describes the development of skip and guide desings for vertical shafts in deep vein mines. Skip and guide systems for bottom dump skips are identified as being used in current practice. Mine visits were made to obtain current information on the needs and problems of operating mines. Methods of structural and mechanical analysis of skip bodies and bails are outlined. A dynamic computer model was written to find the dynamic interaction between skips and guides for guides with geometric misalinements. A materials evaluation section identifies currentavailable and applicable materials that can be used effectively for new skip construction. Guide materials are also presented. Analysis includes the economies resulting from streamlined buntons and from low skip payload ratios. Selection of materials is based on strength, abra¬sion and corrosion resistance. Design requirements related to the shaft environment are presented. Consideration for the selection of guides and buntons is also given. Conceptual design includes the concept of cylindrical skips, center-seeking guide rollers, and asymmetric bail design to decrease dynamic interaction. An outline for field tests is presented. Future research areas are: testing, guide geometry measure¬ment, advanced suspension, dynamics, and structural configurations.

THE PURCHASE of silver by the United States Government under the provisions of the Pittman Act is practically completed. Producers of silver in this country will now have to market their silver in competition with the rest of the world. It therefore becomes of interest to study such data as are available and endeavor to obtain such suggestions as may be afforded therefrom as to the probable future market position of the metal. Conditions influencing the marketing of silver are numerous and complex. It is a commodity entering. into the arts and manufactures, and therefore influenced by the condition of various lines of business which make use of it; it is currency-being used by all countries for subsidiary coins and even as the founda-tion of the system by a very few; and it serves as a frequent basis for speculation. The various factors involved can easily set up so many cross-currents in the flow of the metal that predictions in regard to the market position of silver can never be safely made, although it may be possible to form some idea of prob-able trends over a sufficiently long period. Of course price is determined, as is the case with all commodities, by the inexorable workings of the law of supply and demand.
