INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. As is well known, the standard Al-Cu 206 cast alloys have extremely low iron contents, usually less than 0.15 wt. %. Recently it is found that the iron contents of the 206 cast alloys can be extended up to 0.5 wt. % through the precise control of the iron-rich intermetallic phases. In the present work, the tensile fracture surfaces of the 206 cast alloys with various iron contents are systematically analyzed to understand the failure mechanisms. Results show that higher iron contents can reduce the tensile properties (especially the ductility) of the alloys mainly due to the increasing volume percent and size of the iron-rich intermetallics. Tensile failure mainly occurs at the iron-rich intermetallics/matrix interfaces for the platelet ß-Fe, but by the self-disassociation for the Chinese script a-Fe and Alm(FeMn). Cracking is easier to initiate and propagate along the longitudinal axis of the platelet intermetallics, but it can be deflected along the branches/arms of the Chinese script iron-rich phases, making the alloy more resistant to the propagation of the cracks, and thus the Chinese script iron-rich intermetallics are less harmful than platelet ß-Fe. In addition, it was also found that the Chinese script a-Fe has even a less damaging effect compared to the Chinese script Alm(FeMn) due to the relatively small size and compact morphology.

"Continuous pressure filtration is a modern process for the mechanical dewatering of flotation concentrates of coal and similar coal slurries. This method will give a lower moisture content than classical vacuum filtration, the improvement lying in the range 5% to 15%. Eighteen coal slurries have been examined in this survey. They are representative of a wide spectrum of filtered slurries. IntroductionDuring the last five years, a number of coal slurries have been tested either in the laboratory or with a pilot plant. The test pressure ranged from one to six bar. The results have been evaluated by mean s of a computer. Determination of the filter capacity and the resulting moisture content and energy consumption has been made with respect to the continuous pressure filter, Amafilter construction-type KDF (Fig. I) . Standard sizes of these filters are 60 m2, 90 m2 and 120 m2.The continuous pressure filter is a horizontal filter with a level tank. Six filter axles are mounted on a rotating main shaft, each with a particular number of elements attached. The elements rotate on their axes and move along a circular trajectory. Periodically the elements submerge into and emerge out of the slurry. A constant air pressure is maintained above the suspension, thus providing the pressure gradient necessary for filtration. The filtrate together with the dewatering air flows through the elements into the hollow axle and out of the filter."

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.

In its April 1991 issue, MINING ENGINEERING published a salary survey form asking for information relating to engineering and management jobs in the minerals industry. 1038 of these forms were filled out and returned, most of them being received in the magazine's offices at SME headquarters before the end of June 1991. An SME volunteer took on the task of tabulating and analyzing data from the forms, but the press of other business interfered with this work, and publication has been delayed until this issue of MINING ENGINEERING. Appreciation is extended to SME members who took the time to fill out and return the salary survey forms, and our apologies go to MINING ENGINEERING'S readers for the delay in publication. Of the total number of forms received, more than 97% were from SME members. The geographic distribution of the respondents closely mirrored that of SME membership as a whole, about 50% being from the Society's Western Region, 19% from the Central Region, and 23% from the Eastern Region. About 8% were from outside the US. Average salaries for each of the four geographic areas ranged between $55,000 and $60,000, with the highest average in Eastern Region (Fig. 1). Respondents were asked to answer a number of questions formulated to determine if there are significant differences in salaries based on the type of organization for which they work. As indicated by Table 1, salary averages at mining companies do not vary markedly with the size of the company: • Large companies, defined as those having more than $1 billion in annual sales, accounted for just over 16% of the returns. Their average salary was $61,840 per year.

Planar solid oxide fuel cells (SOFCs) offer great promise as stationary power generation devices, primarily due to their flexibility in terms of fuels, high energy conversion efficiency (when both electricity and heat are captured), and their relatively low fabrication costs. However, the anode performance can be compromised by such factors as exposure to certain sulfur-containing fuels and the deposition of coke when using hydrocarbon fuels. In terms of the cathode, its performance is limited primarily by the slow kinetics of the oxygen reduction reaction, while its lifetime can be negatively affected by factors related to the corrosion of currently used stainless steel interconnect materials. This talk will present an overview of these challenges and some possible solutions to these problems. The presentation will also focus on how electrochemical methods can be used to evaluate and improve the performance of SOFC anodes, cathodes, and interconnect materials. In addition, recent promising research efforts directed towards performance enhancement of SOFCs through the use of nanoscale electrocatalysts will be discussed.

THE INJURY and related employment experience of the coking industry in the United States for 1953 contained in this bulletin are presented under three general sections, as follows: (A) General injury experience: Tables 1 to 9: Contain current and comparable statistics on operating data, number, frequency, and severity of injuries, and major accident agencies involved in the cause of injuries. Data are tabulated for the industry as a whole, for each type of oven, and for the States in which coke is manufactured. (B) Selected injury experience: Tables 10 to 15: Contain comparable injury data covering 5- and 10-year periods on the number and severity of injuries and major accident agencies. (C) Historic injury experience: Tables 1.6 to 19: Contain data on the number and rates of injury occurrence and related employment statistics on the industry from the earliest records through 1953.

Drilled shafts and precast concrete piles were installed for the foundation of several structures in a reconfiguration project of a refinery in Minatitlan, Veracruz, in the Gulf of Mexico. The soils are alluvial deposits of flat land from the Coatzacoalcos River, which are embedded with layers of sand, soft clay, and peat. As part of a QC/QA program, load tests, both static and dynamic, axial and lateral, were performed. In this paper results of 32 axial tests are presented, in which typical load-displacement curves were measured at the top of the foundation elements; from the interpretation of these plots, data were recorded for ultimate side shear and in some cases for end bearing capacities, which are compared with the theoretical results of the final stage of the foundation design. The comparison shows that under allowable loads, side shear determines the bearing capacity of piles, even when the tip is embedded in a hard layer. Underestimation of the side shear is evident; therefore design criteria, as well as the methods used for obtaining soil parameters, should be reviewed.

The rapid increase in the amount of steel produced by the basic open-hearth process is an index of its ability to produce high-grade steel from raw materials of the most, varied physical character and chemical analysis. This inherent adaptability of the process has resulted in a lack of care in the selection of raw materials, so that in far too many cases charges are used of a chemical and physical character not justified by local economic conditions. A practice, or series of practices, should be used that will result in the greatest economy for the plant as a whole; therefore, the operations of blast furnace and open hearth must be considered together. In this paper, an effort has been made to show those variations in both open-hearth practice and cost that follow changes in the analysis of the pig iron arid it may be said that the theoretical costs shown are worthy of careful study and consideration. Carbon, manganese, silicon, phosphorus, and sulfur constitute the principal metalloids in basic pig iron and play the leading role in the production of steel by the basic open-hearth process. The percentages of each of these metalloids, with the exception of carbon, is a variable that has its genesis in the economic relation of the blast-furnace plant to its ore and fuel supplies. As the amount of carbon in the iron is a saturation function of the temperature at which it is produced, the variation in the amount carried is, for any given locality and grade of iron, practically negligible and is so considered in the eight heats discussed in this paper. The melting and refining reactions in an open-hearth furnace, either acid or basic, are essentially oxidizing and vary greatly with the type and age of the furnace, as well as the character of the fuel employed. Agriculture in the United States today is becoming more and more a business, rather than a way of life. In the light of this, it behooves the farm-supply industries that provide the American farmer with his tools of production--feed, fertilizer, machinery, and the like--to give even greater attention than they have in the past to meeting the needs of the farmer-businessmen they are serving. Increasing competition among the companies that make up these industries merely accentuates this need for better service. An opportunity for such improved service, not yet fully realized, exists in the fertilizer industry today. That opportunity lies in the increased transportation of fertilizer ingredients by water. However, before the benefits inherent in this increased water movement of fertilizers can be fully realized, certain obstacles must be met and overcome. It is the purpose of this paper to outline the nature and magnitude of this opportunity, to point out some of the roadblocks and the steps that can be, or are being, taken to remove them, and to indicate some of the rewards that would logically stem from success in these efforts.

Federal regulations require that methane liberated at the face be diluted and removed to maintain methane gas concentrations below 1 pct (CFR) in working places and intake air courses. The delivery and distribution of intake air at the face is critical for effective face ventilation. Improved techniques for monitoring the movement of intake air to the face are needed. A test system was developed and a computer program written for using a three-axis ultrasonic anemometer to measure airflow in a simulated mine entry. Results of tests conducted in the entry showed that the anemometer is a valuable tool for measuring mine airflow conditions near the face.

Factors leading to the decision to use Joy Continuous Miners for pillar extraction in the Burwood Colliery are outlined. A detailed description is given of the Joy 1-CM-2 Continuous Miner, including the power supply to the machine, and the method of cutting coalfrom a face. Modifications found necessary in practice are dealt with.The Joy 10 S.C. shuttle car used in conjunction with the Miner, and alterations made to this unit, are then described, together with Ancillary units for the whole installation such as transformers, motor generator set, air compressor,_ cables for power supply and water supply for dust suppression.Special arrangements were necessary to transport the Miner and Shuttle Cars through the tunnel to the Victoria Tunnel seam, and the method of overcoming the transport difficulties is discussed. Manning of the Continuous Miner unit, and final preparation andsubsequent working of the pillars is outlined. Special attention must be given to maintenance of the machines.It is concluded that the combination of Joy Continuous Miner and Shuttle Car is an excellent method for removing pillars in the Burwood Colliery.INTRODUCTIONThis paper deals with the Burwood Colliery in the RH.P. Group in which some units are engaged in the mechanical extraction of pillars with Joy Continuous Miners.In 1941, an amendment to the Coal Mines Regulation Act of N.S.W. forbade the extraction of pillars by mechanical means unless with the express permission of the Minister for Mines. As this permission was not forthcoming, no mechanical extraction of pillars took place in Australia until 1954 As it was doubtful during most of this period whether mechanical extraction would ever come about, coal generally was won with a view to maximum extraction in the first workings, thus giving rise to centre gannon bord panels and 45° angle cut throughs as shown in Fig. 1.

About 100 tests of flammability were carried out with H2, CH4, and CO in mixtures with air using the Federal Bureau of Mines 12-ft-diameter spherical pressure vessel as an explosion test chamber. The LeChatelier approximation gave slightly conservative estimates of the limits of downward flame propagation (onset of significant pressure rise) using the following measured values for the individual gases, in percent: H2, 8.5; CH4, 5.25; CO, 13.0. No justification could be offered for using the LeChatelier law for upward flame propagation limits and indeed reported data suggest that calculated values would not be conservative. The observed upward limit for methane-air mixtures (4.85 pct) was less than the widely accepted lean limit for this fuel; those for lean hydrogen-air mixtures and carbon monoxide-air mixtures did not differ from the lowest accepted values. Diffusional effects on the propagation of single, binary, and ternary fuel mixtures are discussed.

Since early 1970?s skirt suction foundations (skirted foundation / bucket foundation) have been used as support for large fixed substructures or anchors for floating structures in offshore hydrocarbon development projects. In recent years skirt suction foundations are recognized as one of the solutions in foundations applicable to bridge substructures installed in waters, because skirt foundations have a wide variety of functions such as control of settlement during service life, less impact to environments during operation at installation site. This paper introduces general features of skirt suction foundations, and then discusses design practice of them for the application to bridge substructures, with reference to experiments in both laboratory and field.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Increasingly new interceptors or new Combined Sewer Overflow (CSO) projects require connections to existing tunnels. More often than not, the existing facilities are old, in poor or questionable conditions, without proper construction records or as-built drawings. Many cannot be easily inspected unless major construction effort provides flow by-pass for safe access. This paper provides general guidelines on how to approach the problem of assessing the condition of old tunnels, how to plan and design the connection with limited physical assessment, how to develop the scope of work for the bid documents and how to provide geotechnical guidelines and designs for the bid documents.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Understanding multiphase particulate systems is essential for the further advancement of mineral processing technology. Characterisation, analysis, and simulation of these complex systems provide a fundamental basis for the development of improved mineral processing technology. One of the more recent tools that can be used to help provide a foundation for improved mineral processing technology is high resolution cone beam X-ray micro computed tomography (CT). During the past ten years point-projection X-ray micro CT systems have been used for 3D visualisation and quantitative analysis of multiphase particulate systems. Analysis of packed particle beds containing as many as 30 000 particles can be accomplished in less than three hours with special software to establish the 3D characteristics of each particle in the population and the spatial organisation of the packed particle bed. Now, due to advances in X-ray optics, the resolution afforded with point-projection micro CT systems has been improved by at least an order of magnitude using a lens-based X-ray micro CT system. The development of software tools for the 3D characterisation, analysis, and simulation of packed particle beds using high resolution X-ray micro tomography (HRXMT) is discussed including examples of application in the areas of comminution (particle damage and preferential grain boundary fracture), exposure/liberation analysis (liberation-limited separation efficiency, including coal washability), and filtration/heap leaching (pore network structure of packed particle beds and simulated flow using the LB method of computational fluid dynamics).
