Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of' these parties on projects and conclude with a number of points as guidelines for potential project developers.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. Although many investigations of the deformation behaviour of rocks have been carried out, most of them are carried out in compression. In all rock engineering practice it is usually assumed that the deformation of rocks in tension is the same as that in compression. However, data from numerous researchers have shown that this assumption is not correct for some rocks. A new loading frame for testing rocks in compression and direct tension has recently been developed by the authors, with the capacity to conduct both compression and tensile tests on the same rock sample. The results obtained show that the ratios between the average Young?s modulus in compression (ECA) and in direct tension (ETA) are 1, 1.16, 2 and 6 respectively in four rock types tested. For Poisson?s ratios, analogous relations were obtained. It was observed that, in all cases, the tangent Young?s modulus intension reduces with an increase in the applied tensile stress, while the behaviour of Poisson?s ratio is similar, but shows greater variability. The difference between the Young?s modulus of rocks in tension and that in compression could lead, large errors in calculating induced stresses around underground openings, as well as in determining the Brazilian tensile strength of rocks. This may have a significant influence in rock engineering and therefore more investigation is necessary into the tensile deformation behaviour of rocks and its influence.

The purpose of this paper is to describe certain features of the uranium deposits of the South San Juan Basin, and to suggest a mode of origin for the deposits which is consistent with the data. A series of photographs is included at the end of the paper to illustrate the nature of the ore bodies. Since the general geology of the Grants Region is well described in the literature, it will be only briefly reviewed, and the time will be spent instead on the morphology, spatial relations, and geochemistry of the ore deposits. Part of this material is original, but data and ideas have been taken from a variety of sources, including the literature and the personnel of the USGS, the AEC, and many of the operating companies of the South San Juan Basin. I gratefully acknowledge these sources. The accuracy of the data and the conclusions presented here are my own responsibility, however.

Unplanned dilution and ore loss directly influence not only the productivity of underground stopes, but also the profitability of the entire mining process. Stope dilution is a result of complex interactions between a number of factors, and cannot be predicted prior to mining. In this study, unplanned dilution and ore loss prediction models were established using multiple linear and nonlinear regression analysis (MLRA and MNRA), as well as an artificial neural network (ANN) method based on 1067 datasets with ten causative factors from three underground longhole stoping mines in Western Australia. Models were established for individual mines, as well as a general model that includes all of the mine data-sets. The correlation coefficient (R) was used to evaluate the methods, and the values for MLRA, MNRA, and ANN compared with the general model were 0.419, 0.438, and 0.719, respectively. Considering that the current unplanned dilution and ore loss prediction for the mines investigated yielded an R of 0.088, the ANN model results are noteworthy. The proposed ANN model can be used directly as a practical tool to predict unplanned dilution and ore loss in mines, which will not only enhance productivity, but will also be beneficial for stope planning and design.

Controlling the level of impurities in copper refinery electrolytes is essential to achieving acceptable cathode purity. Purge of electrolyte is not an entirely satisfactory solution since the cost of neutralization, waste disposal, and replacement acid can be appreciable. The APU® process utilizes ion exchange resin to sorb sulphuric acid while rejecting metal salt impurities. Extensively employed for recovery of waste pickling and anodizing acids since 1977, the system is now being used at several refineries for removal of contaminants such as antimony, bismuth, iron, and nickel. The purified acid, which is recovered from the resin by water elution, is recycled back to the refinery tank-house, while the metals are typically recovered from the de-acidified by-product solution by precipitation.

Extraction of minerals can be achieved by a variety of technologies; one of them is ion exchange. There are several ion exchange configurations and mechanical set-ups available, but only one technology will provide more process performance and flexibility compared to the other. The multiple column Continuous Countercurrent Ion Exchange (CCIX) technology provides the highest form of process flexibility with also the highest mineral recovery feasible through ion exchange. In comparison with a fixed bed system, the PuriTech CCIX system offers the benefits of continuous counter-current contact mode. This way the resin capacity is fully exploited leading to reduction in resin inventory and, at the same time, in chemicals and water consumption, and product dilution. For any set of operating conditions the mass transfer zone has a characteristic length (MTZL). The MTZL can be expressed in duration, column length, or volume, but is the measure of the quantity of resin in the system that is doing "work" at any given moment in the process. The objective of continuous ion exchange processing is to eliminate all resin volume from the process equipment that is not within a mass transfer zone. In most commercial ion exchange processes for the recovery of metals, CCIX engineering can eliminate as much as 20 - 80 % of the ion exchange resin inventory. Consumptions of water and chemicals are typically brought down around 40% or more. For each type of resin the selectivity/affinity towards a particular metal depends on the basic process conditions such as pH, concentrations of other competing metals in solution. By changing the pH in the ion exchange process phase, the selectivity of the resin can be changed. By doing this, a split elution, or extraction of metals separately can be achieved and the effect of other competing metals (cross-contamination) can be reduced. For example the DOW resin XUS43578 is commonly used for the recovery of copper or nickel/cobalt separation.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

This paper presents a numerical simulation method to predict rock fragmentation and to verify a fracture mechanism by bench blasting. The rock fragmentation, which has been used as a means of the index to estimate the effect of bench blasting, affects the expenses for loading, conveyance and crushing of blasting muck piles. The developed numerical simulation method is based on the finite element method and fracture mechanics and includes the re-meshing procedure to express the fracture process of the rock mass. This paper discusses a procedure for a determination of size distributions of the results, which were calculated by numerical simulation, including the tines.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

Energy efficiency is currently a significant area of interest due to the Eskom power situation, which led to severe power impacts to the PGM, and indeed whole SA primary industries, in early 2008. Anglo Platinum has focused on energy efficiency for a number of years, especially in the concentrator operational area. New comminution technologies have been aggressively developed, which have shown real metallurgical efficiency gains as well as significant energy efficiency and saving potential for Anglo Platinum?s total electrical consumption as the company expands into a growing PGM demand market. This paper illustrates this programme?s activities, potential and considerable achievements to date.

The separation of hematite by hysteretic repulsion was first brought to the attention of the public in 1922, by W. M. Mordeyl. Three years later another paper2 was published and after another four years a third paper3 appeared in the South African publications. Certain data were lacking in these papers. In order to continue the work intelligently a knowledge of the shapes of the hysteresis curves for certain minerals was very necessary. This information was not available until the present year4. It was known that reduction of certain ores rendered them amenable to this process of separation but definite data in the form of curves showing exactly the effect of such treatment were lacking. Probably our best source of information on the separation of minerals by the use of alternating-current magnetic fields today is the reports from the U. S. Bureau of Mines5"7. It is not the purpose of this paper to tell the reader in detail how to make a commercial separator. Experimental models have recently been made? and the results obtained have been so good that it is the opinion of the authors that the public will soon take an active interest in the subject and its development. The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described, but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type. Specular hematite is usually considered nonmagnetic; that is, it is very feebly magnetic as compared to some other minerals. If specular hematite is placed in a steady magnetic field there is no apparent attraction. At the moment of closing the switch, however, some particles may be seen to move. INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."
