INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

PRODUCTION at Aguilar started in 1936 and by 1942 the mine had reached a peak of 25,000 tons a month. Present production is only about 60 per cent of this capacity because of difficulties in railroad transportation and the rationing of fuel oil brought about by the war. In the early years, cut-and-fill stopes were tried, but square sets were found to be the most practical method in the southern section of the mine, where blocky, treacherous ground and greater mining widths are prevalent. Square sets and opencut mining were the rule until 1942, when it became increasingly difficult to get mine timber. The ore beds in the northern section of the mine were found amenable to cut-and-fill stoping as the rock was firmer and the veins narrower. At present 69 per cent of the ore comes from cut-and-fill stopes, 27 per cent from opencut, and only 4 per cent from square-set stopes. Massive galena and sphalerite with comparatively little quartzitic gangue constitutes the higher-grade ore. The gangue minerals that can be detected by eye in low-grade ore are rhodonite, wollastonite, and pyrrhotite. Wall rocks range from shale to quartzite, with occasionally a little limestone.

This program was to develop a new base line system for automated continuous room and pillar type mining. The primary requirement estab¬lished for this machine is that the machine be capable of mining and bolting simultaneously. Additionally, this machine was to provide temporary and permanent roof control, have a productive - full - face semi-automatic mining system, leave a clean entry outby the machine, provide maximum operator protection, provide effective dust suppression and provide air scrubbing to restrict respirable dust to permissible levels. The machine has effectively demonstrated the ability to mine and bolt simultaneously. Additional above ground operation, testing, and time studies are recommended to further verify the machines abilities. Design improvements are recommended for future generation AES machines. These relate to marginal design areas such as side loading on vent duct lift cylinders, etc., that will not impair additional testing of the existing machine.

The response of pure goethite and two natural iron ores to flotation with potassium octyl hydroxamate is presented. The ores contained 12.5% and 39.7% iron; concentrates containing 69.5% and 61.5% iron, respectively, were obtained with additions of 0.4 lb/ton hydroxamate. Selective flotation of iron oxides from associated gangue minerals has proven difficult in the past with standard collectors, such as sulfonates and fatty acids. As a result, recent work has been directed toward silica flotation with calcium activation after the iron oxide surfaces have been blinded with certain starches.& The results obtained with this technique are encouraging. This method, however, involves depressing a mineral that would normally float under the conditions employed. A preferable method would involve floating the iron oxide because quartz is naturally depressed until activated. Earlier work involved this approach, but in view of the results obtained, collectors that exhibit greater specificity for iron are needed. During an investigation of chrysocolla flotation with potassium octyl hydroxamate, a metal chelate former, it was observed that pyrite floated well with low additions of collector.3 This phenomenon suggests that hydroxamate has a rather strong affinity for iron, and that other iron-bearing minerals should also respond to flotation with octyl hydroxamate. The object of this paper is to determine this response. The investigation of Noapara glass sand deposit in Sylhet district of Bangladesh is performed to beneficiate the sand for the manufacture of colourless glass. For the ease and efficient removal of the colour bearing impurities, the physical and mineralogical investigations of the sand deposits is carried out first. The sand is then treated with the standard beneficiation procedures to reduce the impurity level to an acceptable level. It is found that the Noapara glass sands are of medium grained and moderately sorted. They contain 0.15 - 0.30 per cent Fe2O3 and 0.001 -0.008 per cent Cr2O3 as major colour bearing impurities. The heavy mineral fractions containing most of the impurities can be grouped into five types of associations:stable or ubiquitous minerals (tourmaline, zircon, rutile); metamorphic species (staurolite, kyanite); amphibole minerals (hornblende, tremolite); the micas (muscovite, biotite); and discrete minerals (magnetite, ilmenite, etc). It is also seen that, the use of mechanical separation process in combination with water washing, attrition, and magnetic separation can remove a maximum of only 70 per cent of total Fe2O3 present in the deposits. This is insufficient to produce the specified grade of sand to manufacture colourless glass. Among the various chemical treatment processes used, sodium dithionite method is found to be the most effective, although the discrete minerals are not removed. Using the specific reagent group during froth flotation, the iron and chromium contents are reduced to 0.03 and 0.001 per cent respectively which are very near to the specified colourless glass composition.

Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

FOR a high-purity iron-carbon alloy, the phases existing at equilibrium at temperatures slightly above the temperature of the metastable eutectoid are austenite and cementite (hyper-eutectoid) or austenite and ferrite (hypo-eutectoid) and those below the eutectoid temperature (carbdn content > 0.02 pct) are ferrite and cementite. Such an alloy, held in a carefully controlled and measured temperature gradient (about 1 cm per deg) which includes the eutectoid temperature, then quenched and examined metallographicall.y, provides a precise measure of the eutectoid temperature. The samples were hollow cylinders approximately 1.3 cm OD, 0.63 cm ID, and 2.5 cm long, which had been carburized to the desired carbon content at 1000°C with an appropriate hydrogen-methane mixture. In order to cool the samples to room temperature with a minimum change of carbon content and absence of cracks they were quenched in a Cerro Bend bath at 480°C, followed by a water quench to room temperature. Three cylinders were suspended in the furnace1 in a purified helium atmosphere, by a closed end, thin wall, silica tube which also served as a thermocouple well. The top and bottom cylinders served only as a means of making the temperature gradient along the center cylinder more uniform. The temperature was determined with a platinum-platinrhodium thermel calibrated by comparison with a thermel certified (* 0.5OC) by the National Bureau of Standards. THE technical- advantages of adding oxygen to air and producer gas, or using it as a reactive agent, producing 400 B.t.u. gas instead of. the present 150 B.t.u., with higher flame temperatures and a reducing flame possible, with a smaller volume of gases passing through a furnace, will result in quicker melting, sharp working, and the production of a higher quality steel. Probably electric-furnace quality steel can be produced in an open-hearth furnace using oxygen. A modern, standard, 100-ton open-hearth furnace, with all equipment, costs from $350,000 to $500,000; there are about 1000 open-hearth furnaces in this country. When considering the use of oxygen in the open-hearth furnace, it is necessary to study: (1) The use of oxygen in the present furnaces, such that modification of existing furnaces and equipment cost the minimum, although the full advantages of oxygen are not thus obtainable. (2) The use of oxygen in a furnace designed for its use, producing quality and quantity steel at the lowest possible cost. This entails the junking of approximately one-half the value in existing equipment-writing off $250,000,000. The basis of such an estimate is the present cost of manufacturing open-hearth steel. Objection may be taken to some of the unit prices here given, but while some companies obtain their ores for much less, the prices quoted are -market price. They are used to show the maximum economy obtained by oxygen at that point.

The Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed. The oxide ore is not segregated. General Metallurgy The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxidized. The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate , the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. Milling Practice Crushing (Fig. I).—There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. In front of each bin a substantial yard is maintained, which makes it possible to Stockpile 2500 tons of oxidized ore, 1000 tons of hard sulphide ore, and 1000 tons of gougy sulphide ore. Each of several members of the committee contributed a brief outline of the importance of this accident cause in his district. While these papers were brief, it would require too much time and space to give them in full, therefore we present an outline of each and summation of all. Report of M. D. JESSE L. JONES,* Pittsburgh, Pa. (written discussion?).-The most important criterion on which judgment of the quality of manganese bronze can be based is its freedom from lead. Not over 0.03 per cent. of lead should be present in a good grade of manganese bronze. While it is not questioned that manganese bronze with a high tensile strength and considerable ductility can be made .from materials that will give a lead content of possibly 2 to 3 per cent., there is no doubt that such material, while it may machine readily, will be found to withstand the impact test very poorly, and hence be unsuited for high-grade engineering work. When lead is present in considerable amounts, it forms in small pools in the alloy and the material has little strength at these points; in fact, such spots in the metal are equivalent to nicks in a test bar as far as their effect on tensile strength is concerned. A further objection to a high lead content is the ease with which it oxidizes and its consequent tendency to produce dross. A second characteristic of a high-grade manganese bronze is a low content of manganese. This should not exceed 0.05 per cent.; in fact, very many of the best grades of manganese bronze show, on analysis, only a trace of manganese or no manganese whatever. Manganese is a deoxidizer and its ready oxidation protects the other metals of the alloy; but if it is present in large amounts it will produce considerable manganese dioxide, which does not separate readily from the molten alloy and may produce black specks or drossy spots and render the obtaining of clean castings difficult. Aluminum should be present in a good grade of manganese bronze in only very small amounts. A content of 0.10 per cent. aluminum is ample. Larger amounts have a tendency to increase the shrinkage of the alloy, to give the ingots and castings a white, scruffy appearance, and to prevent the beautiful, golden, oxidization color characteristic of high-grade manganese bronze and a most excellent indication of quality. The work that the author of the paper has done is valuable from a con- servation standpoint, and it will supplement, in a marked degree, the advances that have been made by a number of manufacturers of manganese bronze in utilizing the turnings from this material. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate , the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. Milling Practice Crushing (Fig. I).—There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. Because jackleg rock drills are a potential source of hand vibration exposure, they can effectively produce Hand Arm Vibration (HAV) Syndrome in their operators. This will affect operator efficiency and mine productivity. As a result, a significant amount of work has focused on redesigning rock drill handles using new materials to minimize hand-transmitted vibration. In previous work developed by the authors (1991), a detailed study was undertaken to determine the effectiveness of using elastomer covered handles in place of the standard steel design. The results indicated that, for an elastomer-based handle design, the overall acceleration level experienced by the hand can be reduced by as much as a factor of three, relative to the steel handle. It was also shown that this reduction takes place predominantly in the frequency range above 500 Hz. This paper presents an investigation of the long-term effectiveness of an elastomer-cushioned handle under different conditions underground. In this study, sponsored by the Mining Industry Research Organization of Canada (MIROC), a number of cushioned handles were quantitatively and qualitatively tested in five operating mines. The vibration testing program has indicated that the cushioned handle can reduce overall vibration levels by as much as a factor of three. The qualitative assessment program of the cushioned handles by the drill operators has indicated some degree of preference for the cushioned handles over the steel handles, if certain design modifications are performed. This research program indicated that cushioned handles have the potential to become the dominant method with regard to vibration reduction and operator performance.

Three lithotypes of Phalen coal from Cape Breton County, Nova Scotia, Canada, were subjected to a modified Hardgrove grindability index (HGI) test. The testing scheme differed from conventional (ASTM D-409) Hardgrove testing by, in one case, repeating the test three times prior to removing the -200-mesh fine coal from the Hardgrove mill, and, in a second test, removing fines after each of three successive Hardgrove tests. Only the first stage of the latter testing scheme actually conforms to the standard HGI test. All processed samples were analyzed petrographically by a combined maceral/microlithotype analysis. The increase in the percentage of coal ground to -200 mesh increases through the 60- to 180-mesh fractions for each of the lithotypes for the following two apparent reasons. First, with progressive grinding, more of the oversize material is close to 200 mesh (75 µm), creating a "pool" of particles ready to be ground to -200 mesh, and, second, the removal of fines from the system at each step eases the grinding at the successive step. The fines retained system shows the influence of buffering of further grinding by the particles retained in the grinding mill. The Phalen lithotypes and the series of Central Appalachian coals, evaluated previously by Hower and Wild (1994), differ in that an increase in vitrite and a decrease in trimacerite is observed in successive -200-mesh fractions in two of the Phalen lithotypes. This is the opposite of the trend observed in the slightly lower-rank Central Appalachian coals.

In the second half of the 19th century, bimetallism progressively was replaced by gold standard. After World War I and the 1931-33 depression, gold was mainly reserved for official international transactions and internal use was restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses are now financed by Private and official credit, rarely by gold. This historical review covers evolution of: (1) internal and external private use, (2) internal official use, (3) external official use, (4) its role in the International Monetary Fund, and (5) use as unit of account. For this paper I have tried to take a longer perspective than is usually possible, and to look, even if very briefly, at the changing relationship of gold to the monetary system over the last 200 years or so. There are, I believe, some long-term trends, continuing down to the present day. These trends have seen gold replaced by some form of paper assets in one monetary function after another. These past trends may help us to understand where gold stands now, and possibly will throw some light on the future. Because it seems to me that gold in the past has performed various functions related closely or marginally to money, I have divided this rapid historical review into several sections: (1) the internal and external private use of gold, (2) the internal official use of gold, (3) the external official use of gold, (4) gold and the International Monetary Fund, and (5)gold as a unit of account.
