THE American copper mining industry is threatened with disintegration and destruction. This threat is not one which may only materialize in the distant future. The destruction has already commenced. At present, many domestic mines have already closed down. .Others are operating on a greatly curtailed basis. Those operating are doing so only at tremendous loss-because the selling price of copper is below the cost of production and rapidly diminishing financial resources and credit clearly forecast the early suspension of operations in most of the industry. Unemployment in the mining districts is increasing by leaps and bounds. While this condition is due in some measure to the present unsatisfactory state of business in general, the copper industry, unlike other lines of business, sees no possibility of recovery without definite aid. The fundamental, underlying cause of present conditions in the American copper mining industry is the unprecedented rise in foreign production, and the basic change which has taken place in the world copper industry in the last three years. The American industry had begun to feel this change early in 1929 long before the general collapse of business in the fall of that year. While the distress in the industry is undoubtedly aggravated by the present economic depression, it nevertheless would have arrived and. have been present at this time, regardless of general business conditions.

The stratigraphic sequence west of Mount Isa contains the Judenan Beds, Eastern Creek Volcanics, and May Downs gneiss. It is an incomplete sequence as major north-south faults divide the area into four separatezones containing portions of these different units. The first three zones, which occur directly to the west of the Mount Isa Fault, consist of quartzites and quartz-mica schists which are uncorrelatable between zones but have been grouped together as the Judenan Beds. The most western zone contains an incomplete section of Eastern Creek Volcanics which rests conformably on a unit believed to be equivalent to the Mount Guide Quartzite; this is again underlain by the May Downs gneiss. A detailed description of the rock types is presented, but only a broad stratigraphic correlation is possible with the very much thicker sequence to the east of Mount Isa.The age of sedimentation is believed to be Lower Proterozoic and it may not occur in the type of geosynclinal basin envisaged by previous authors.This sequence is intruded by many small basic intrusions and also the Sybella Granite with its associated microgranite and pegmatites. The Sybella Granite consists of both a massive and a foliated phase; the latteris generally restricted to the margin of the main granite mass.Four regional metamorphic zones have been identified on the basis of their pelitic mineral assemblages; these are a chlorite, biotite, biotite-cordierite, and a sillimanite zone; separating each are prominent north-south faults.This metamorphism is a regional metamorphism which accompanies the first generation folding of the area and is not associated with the emplacement of the Sybella Granite. A very localized retrogressive metamorphism is also found in some areas of second generation folding.

The Sheep Creek deposit near White Sulfur Springs, Montana, is a middle Proterozoic stratabound and strataform sediment- hosted massive sulfide containing 4.5 million tonnes (5.0 million tons) averaging 2.5% copper, and 0.1% cobalt in the upper sulfide zone (USZ) and 1.8 million tonnes (2.0 million tons) averaging 6% copper in the lower sulfide zone (LSZ). Mineralization is hosted in lower Newland shales and debris flow conglomerates in the graben controlled Helena Embayment of the Belt Basin. USZ mineralization is characteristically high in Cu, Co, Ni, Ba, As, Pb, and Ag. Mineralogically it consists of barite, pyrite, chalcopyrite, and tennantite with minor amounts of marcasite and various cobalt minerals. By contrast, the LSZ is higher in Cu, Ni, and Au and lower in Co, As, Pb, and Ag. Mineralogy of the LSZ consists of dolomite, pyrite, and chalcopyrite. In both zones significant amounts of cobalt, nickel, arsenic and copper are incorporated in pyrite rims. Tennantite controls the abundance of numerous trace elements in the ores. Fluid incluison data from hydrothermal USZ barite suggests that mineralization took place at temperatures in excess of 250°C, under relatively oxidizing conditions (f02 = 10-32+1) from moderately saline (1.1-3.5m), metal rich brines. The absence of barite in the LSZ suggests mineralization under more reduced conditions (f02 = 10.38+2). Mineralization was initiated following basin subsidence in excess of 400m. Contemporaneous with movement along a growth fault(s) was upward migration of hot metal-bearing fluids which permeated the loosely consolidated sediments and may have vented on the sea floor. The differences in the two zones may be explained by the effects of variations in local basin morphology and solution chemistry.

Kuala Lumpur, Malaysia is underlain by karstic limestone. Firm clays, mudstones and siltstoncs of the Kenny Hill Formation overlie the limestone for about two thirds of the city. The remaining third has deep deposits of very soft alluvium, or tin mining slimes, overlying the limestone. It is only recently that large buildings have been constructed in the area. Arup Jururunding have been concerned with several projects located on the limestone, although space here only permits the description of four sites in detail. The experience has allowed the development of a design approach for the foundations. The aim is to make the architectural scheme compatible with the geology. This is not always possible, and examples are given of both situations. The case histories give examples of compensated foundations, and piled foundations include steel H-piles, precast concrete piles, micropiles, bored piles with rock sockets, and barrettes up to 90m deep.

This paper presents the conceptual design of a magnetically-levitated skip for use in an underground mine. A skip is used to move rock from an underground mine to its surface processing facility. Conventionally the skip is raised and lowered by cables, similar to an elevator. In a magnetically-levitated skip, the cable is replaced with a linear induction or synchronous motor to provide propulsion and levitation. Removal of the cables in a magnetically-levitated skip provides many advantages over a conventional system including the ability: to negotiate corners, to travel vertically in the shaft as well as horizontally to the mining face, and to move a very large volume of material using multiple skips in a small shaft. A magnetically-levitated skip is a safer, more environmentally-friendly, productive alternative to conventional skipping. It has the further advantage to decrease haulage distances for underground vehicles.

Marathon PGM Corporation?s PGM-Cu Project in Northwestern Ontario (Figure 1.0) serves as a case study to describe the process involved in advancing a deposit from grass roots exploration to the completion of several feasibility studies and the parallel commencement of environmental permitting. Through the following examination of historical exploration activities, it is clear that these activities are directly related to economic stimulus, mostly measured by downturns in the mineral industry. Other factors that influence the success of exploration advancing to feasibility and new mine development includes the ownership of the mineral claims, which also changes under these economic influences and the crucial role of interactions between the Company, the Crown and First Nations. The Marathon PGM-Cu deposit is hosted within the Eastern Gabbro Series of the Proterozoic Coldwell Complex, which intrudes and bisects the much older Archean Schreiber-Hemlo Greenstone Belt. The sub-circular complex has a diameter of 25 km and a surface area of 580 km2 and is the largest alkaline intrusive complex in North America (Walker et al., 1993). Mineralization at the Marathon PGM-Cu deposit is part of a very large magmatic system that consists of at least three cross-cutting intrusive olivine gabbro units that comprise the Eastern Gabbro Series of the Coldwell Complex (Figure 3.2.4-3). In order of intrusion, the three gabbroic units consist of (1) Layered Gabbro Series, (2) Layered Magnetite Olivine Cumulate (LMOC) and (3) Two Duck Lake (TDL) Gabbro. The relative size and abundance of the gabbroic units decrease in the order Layered Gabbro Series>TDL Gabbro>>LMOC. Late quartz syenite and augite syenite dikes cut all of the gabbros but form a minor component of the intrusive assemblage.

The Ray Consolidated Copper Co.'s mining property is located on Mineral Creek, 6 miles north of Kelvin, at Ray, Pinal County, Ariz. (Fig. 1). The mining claims now owned by the company consist of 126 lode claims, comprising 2,144.9 acres, containing at the beginning of operations 82,904,368 tons of 2.19 per cent. copper ore. General Characteristics of the Orebody The main orebody is a disseminated deposit in schist and porphyry formed by secondary enrichment. Its existence was proved by churn drilling, and it is at present one of the largest proved copper deposits in the world. The orebody itself covers 205 acres with an average thickness of 121 ft., and occupies a definite belt which has a northwest direction. Its length is approximately 5,000 ft. The width varies, being about 2,000 ft. at the west end and 2,500 ft. at the east, narrowing down irregularly from both ends to a few feet in the center. The thickness of the body varies greatly along the line of lode, ranging from a few feet up to 470 ft. thick. The ore horizon is not constant, but varies, following in a broad sense the topography. The body in general dips slightly to the northeast, and is broken up by numerous small faults and fractures. The ore-bearing formations, consisting of mineralized schist and mineralized granite porphyry, stand fairly well and offer no difficulty in mining operations. The bulk of the ore is chalcocite disseminated in schist. In places cupriferous pyrite is closely associated with the chalcocite. The mineralized gr'anite-porphyry forhations are contiguous to the ore-bearing schist. • Overlying the orebody is an oxidized zone of leached iron-stained schist, averaging 252 ft. in thickness, termed "capping." The principal factors influencing the total percent elongation of a lead-tin eutectic and several low-alloy steels which exhibit superplasticity were investigated. These factors are: a) Strain-rate sensitivity of the stress (m). b) Specimen geometry; in particular, diameter-to-length ratio (d0/l0), and surface irregularity (e.g. notches). A feature of the tensile deformation of a superplastic alloy is the early appearance of a neck which continues to extend throughout the test. As a result the total elongation is directly related to the diameter-to-gage-length ratio. The strain-rate sensitivity of the stress varies during extension, mainly because of microstruc-tural changes. A satisfactory correlation exists between the minimum strain-rate sensitivity and total elongation, as indicated in the equation shown below. Notches cause a considerable reduction in total elongation and their effect is greatest at high values of strain-rate sensitivity. An initial notch depth exists below which there is no appreciable effect on elongation. An equation relating elongation to strain-rate sensitivity and specimen geometry is proposed, THE total percent elongation of a tensile specimen is usually regarded as a measure of superplasticity. However, little attention has been given to the fact that total elongation is also a function of specimen diameter and gage length, even though the importance of geometry has long been recognized in the tensile testing of materials in which elongations are relatively small.* In the present study, the effect on superplas- tic extension of the ratio of specimen diameter to length was investigated and an analysis was made of strain distribution along the gage length. Superplastic alloys are characterized by having a flow stress sensitive to strain rate but relatively insensitive to strain.2"' In an earlier study,5 it was found that the strain-rate sensitivity of several low-alloy steels changed during the test and that the minimum value correlated best with total elongation. In the present study, the variation of strain-rate sensitivity during the straining of a lead-tin alloy was investigated. EXPERIMENTAL PROCEDURE Lead-tin eutectic alloy (32 pct Pb 68 pct Sn), made from high-purity lead and tin, was cast in the form of 1-in. diam rod. The rod was cold-rolled in stages to 0.25 in. diam and then swaged to 0.125 in. diam. Samples were cut from the rod at various stages of the mechanical working process. Tensile test specimens were then made by attaching threaded steel ends to the rods by an epoxy-base thermosetting adhesive which required a setting treatment of 2 days at room temperature. The rods were seated in the steel ends in holes approximately 0.01 in. oversize. The test pieces thus made were of various diameters and gage lengths. These were stored at a temperature of about -70°C (-94°F) until required for testing. The distribution of strain along the gage length of a specimen was determined at various stages of the tensile test. The lead-tin alloy was superplastic at room temperature and direct observations during testing were simple. The gage length was divided by reference marks into five initially equal units. These reference marks were made with ink and were reinforced during the test when the initial marks became faint. Photographs were taken, at intervals, of the deforming specimen and measurements of the elongation in each of the gage units were made on these photographs. Tests were also done on several superplastic low-alloy steels whose properties were described earlier.5 The chemical compositions of these steels are given in Table I. A diagram of the notched tensile specimen used in the steel tests is shown in Fig. 1. The specimens were tested at 900°C (1650°F) in a furnace through which a mixture of He + 2 pct H was continuously circulated.5 RESULTS Strain Distribution. Approximately 20 tests on lead-tin alloy specimens were conducted to determine the strain distribution during the test. An example is shown in Fig. 2 of the strain distribution in the gage

Titanium was physically vapor-deposited by electron beam high rate evaporation. Rates of 50,000 and 85,000Å per min at deposition temperatures of 480°, 535°, and 595°C were used. Deposited thickness ranged front 0.004 to 0.010 in. The evaporated titanium had a high degree of basal Plane texture. The specimens were tested in tension at temperatures ranging from 78° to 520°K. From the data, the yield stress, thermal component of the yield stress, and work hardening characteristics were found as a function of temperature, deposition rate, and deposition temperature. It was found that Taylor's equation, best fit the work hardening data with m = 1/2. MANY investigations have been made on the tensile deformation characteristics of commercial- and high-purity titanium.1"7 The data obtained from these experiments emphasize the fact that the mechanical properties are generally related to the method of production. The correlation of mechanical properties to production history arises from the dependence of impurity concentration on the extraction and melting technique used. Additional effects are derived from crystallographic texturing which can result from fabrication history. Lee and Backofen8 and other investigators9 have shown that crystallographic texturing in titanium sheet has a significant effect on the deformation characteristics. Bunshah and Juntz10 prepared high-purity titanium by high rate physical evaporation techniques. These authors found the deposited material to have a columnar structure with grain sizes ranging from 12 to 104 µ, depending upon the substrate temperature. The room-temperature strengths of the coarse-grained distillate were similar to arc-melted, rolled. and annealed crystal bar titanium. Commercial-purity titanium was also produced experimentally in our laboratory using high rate physical vapor deposition techniques. The commercially pure material has a finer structure than the high-purity distillate,10 and is highly textured. Since the method of preparation and degree of texturing affect the mechanical properties, a research program was initiated to determine the temperature dependence of the yield stress and work hardening characteristics as a function of high rate deposition parameters. This paper relates the results of the investigation. EXPERIMENTAL A) Material Preparation. The titanium was received in the form of commercial-grade 0.096-in.-diam wire which has a composition of 0.016 pct C, 0.0037 pct N, 0.110 pct 0, 0.011 pct H, 0.05 pct Mn, 0.051 pct Fe. balance Ti. The wire was continuously fed into a vacuum evaporation unit as shown schematically in Fig. 1. The deposition chamber was evacuated, purged with argon, and reevacuated to a pressure of 10-5 Torr which was maintained during deposition. A focused electron beam was used to evaporate the titanium from a water-cooled copper crucible. The titanium vapor was condensed onto a preheated titanium substrate. The temperature of the substrate was controlled within ±5°C for the deposition temperatures of 480°, 535°, and 595°C. Control of the input power enabled the use of two deposition rates. 50,000 and 85,000Å per min. The evaporated titanium had a final analysis similar to that of the input titanium, within experimental limits. B) Testing. The evaporated titanium was physically stripped from the titanium substrate and machined into tensile specimens with 1-in. gage lengths. In addition, tensile specimens of as received annealed 35-A titanium sheet with a 20 µ grain size and 45 pct cold-rolled 35-A were also prepared. All specimens were tested in tension in an Instron at a strain rate of 3.3 x 10"4 in. per in. per sec. Proportional limit has been used as a measure of yield strength. Tests were conducted at 78°, 220°, 300°, and 520°K. Metallography, X-ray diffraction, and electron microscopy were used to correlate structure with the deposition parameters and mechanical properties. Room-temperature X-ray measurements were made to determine the phases present. Pole figures and a scans were made to determine deposition texture. Smelting of Cu anode slimes involves the use of a slag to hold the oxidised Cu, but some Ag is also inevitably oxidised to the slag. The solubility of Ag in sodium silicate slags at 1 100 and 1 150 degrees C has now been determined over a very wide range of oxygen partial pressures. Silver was found to be present in the slags both as neutral atoms and as AgO(0.5). The activity coefficient for atomic Ag was a very strong function of slag composition and temperature, whereas that for AgO(0.5) was much less affected by slag composition and was almost independent of temperature over the limited range examined. The results reveal that the dissolved Ag cannot be fully recovered by reduction of the slag with very reducing gases

The Salt River range vanadium deposits are situated 3 to 6 miles east and southeast of Afton, Lincoln County, Wyo. The vanadium occurs in a continuous bedded shale zone of the Phosphoria formation extending from the vicinity of Afton into southeastern Idaho. The Bureau of Mines explored several of these vanadiferous-shale deposits between December 1942 and December 1943 and conducted metallurgical tests on the ores. The areas investigated were west Swift Creek, the Dry Creek, and the Cottonwood Creek. The vanadiferous-shale beds have been folded sharply into a series of tightly compressed, eroded anticlines and synclines, which form the Salt River range. The vanadium occurs in a series of narrow shale or mudstone beds contained within the phosphatic-shale member of the Phosphoria formation. Exploration by the Bureau of Mines consisted of surface trenching and underground work over 18 miles of outcrop of vanadiferous shale with an average assay value of 0.866 percent V2O5.

"Construction of a new tailings dam was required to increase tailings storage capacity at a trona mine near Green River, Wyoming. The new dam was founded on overburden soils underlain by both fractured and competent bedrock. The stored tailings and water had high salt content, resulting in salty seepage water. To reduce the impact of the salty water on groundwater and the Green River, the design of the new tailings dam included a 257,260 SF (23,900 m2) seepage cutoff extending into competent rock.An extensive subsurface characterization was performed prior to completing the design and suitable seepage cutoff methods were evaluated. The approach selected was a full replacement panel using hydromill and clamshell for construction and self-hardening slurry (SHS) for the wall material. Laboratory testing was performed and ongoing monitoring has continued to evaluate the hydraulic conductivity and seepage cutoff performance in the briny environment.The paper includes project background, the collaborative approach and outcomes of the QA/QC program, and the monitoring results for the seepage cutoff wall.PROJECT BACKGROUNDCiner Wyoming, LLC (formerly OCI Wyoming, LLC) owns and operates the Big Island Mine facility near Green River, Wyoming. This underground trona mine has produced soda ash since 1962. The Greater Green River Basin covers much of southwestern Wyoming and extends into northeastern Utah and northwestern Colorado. The Ciner facility is located in the Green River Basin, which is part of the Wyoming Basin physiographic province. The Green River runs to the west and the south of the Ciner facility.Beginning in the early 1990s, Ciner primarily disposed tailings underground in mined-out panels. However, in recent years, underground storage has become limited and some disposal has transitioned to the ground surface. Long-term planning revealed a need to expand Ciner’s surface tailings disposal capabilities. Pond 2, a previously permitted disposal area, was identified as the most viable location for a storage facility. The Pond 2 site is directly north of the Ciner plant facilities, northwest of the active Upper Delta tailings storage facility, and northeast of the Green River (Fig 1)."

The Soilex Pile combines a slender shaft, for quick and easy installation, with an enlarged pile toe, for high capacity. The key component is the Expander Body, which is inflated by injecting cement grout when in position. The latest development in the Soilex Pile System results in a reduction of the total cost of Soilex Piles, in many cases values that are competitive with pre­cast concrete piles and displacement piles. Soilex Piles can now be installed on top of a bearing soil layer, instead of 3 to 4 m into that soil as previously required, further minimising the ground disturbance. Soilex Piles achieve high capacity in relatively loose soils, with ultimate loads typically between 1000 and 2000 kN in a sand with CPT qc = 5 to 10 MPa or SPT N= 10 to 20. It is possible to pre-load and proof-load all piles with dynamic testing up to 2000 kN or using built-in jacks, thereby verifying the capacity. The vibratory installation method, which is extremely quick and causes very little soil disturbance and noise, is exemplified by two case histories.

Traditional risk quantification methods provide little information on the sources of risk, and tend to produce static over-conservative evaluations, which do not account for changes in the performance of the project. Capital investment decisions for large mining projects require more complex risk evaluation models that include the value of flexibility and the different risk levels associated with uncertainty on project variables (price, grade, dilution, and production rates, among many other). In this context, real option valuation (ROV) methods have proven potential to quantify the risk associated with such variables and integrate alternative scenarios and management strategies into the evaluation process. In this paper, a risk quantification model is developed that successfully quantifies the risk associated with dilution, as a function of production rate. This model is then validated in a case study on the Chuquicamata Underground Mine project. Keywords real options, risk management, risk quantification, dilution, minine planning.

Anthracite has been mined from the Narragansett Basin of Rode Island and Massachusetts sporadically, and with limited success, for more than 170 years. Beginning in 1974, interest in the coal of the Basin was renewed because of increasing prices and supply uncertainties involving petroleum products. During 1974-77 the Bureau of Mines analyzed 28 samples of Basin coals and conducted washing tests on 20 of them. Results, reported herein, indicate that the coals are low-sulfur, moderate- to high-ash anthracites and semianthracites, suitable for physical preparation to a product generally containing less than 10 percent ash. Additional exploration, sampling and testing will be required to permit appraisal of the potential value of the Narragansett Basin coal resources.

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.
