INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

THE technique of concentrating valuable minerals from lean ores by flotation depends upon the creation of a finite contact angle at the three-phase contact, mineral-water-air. If the mineral is completely wetted by the water phase, contact angle zero, there is no tendency for air bubbles to attach themselves to the mineral. However, when the contact angle is finite, the surface free energy of the system, water-air bubble-mineral particle, can be diminished by contact between the bubble and the particle, and if not too heavy the mineral will be levitated in the froth. With a few exceptions, all clean minerals are completely wetted by pure water. Thus the art of flotation consists in adding substances to the water to make a finite contact angle with the mineral to be floated, but to leave the other minerals with a zero contact angle. The contact angle concept and experimental measurements of contact angles have played important roles in flotation research for several decades.1-3 Nevertheless, there remain unanswered some basic questions as to the scientific significance of the contact angle and the nature of the processes by which flotation reagents affect contact angles.

The indicator cards shown herewith were taken by the writer in June, 1877, from the water-pressure blowing engine of the Longdale Iron Co., at Lucy Selina Furnace, Longdale, Virginia. A description of' this engine with figures, and some indicator cards, was published by Washington Jones, Esq., Superintendent of the I. P. Morris Co.,* in the Journal of the Franklin Institute for May, 1877, to which those desiring a full account are referred, but for convenience the principal dimensions, etc., are given below. The machine consists of a pair of horizontal direct-acting blowing engines, connected at right angles to a common fly-wheel shaft. The blowing cylinders are 4 ft. diameter by 5 ft. stroke; the water cylinders were 18 in. diameter by 5 ft. stroke as built. Both water and blowing cylinders are double acting. The water valves are balanced piston valves, 18 in. diameter, moved directly by eccentrics on the fly-wheel- shaft. The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.

The Savage River Mines concentrator treats magnetite ore at about 300 tonne/h, and produces feed for a pelletising plant. The plant incorporates two parallel grinding lines, each consisting of an autogenous mill, in closed circuit with a screen, a rougher mag- netic separator, a ball mill in closed circuit with parallel cyclones, and a finisher magnetic separator. Significant fluctuations in ore grade and grindability make it difficult to maintain pro- duct size in the narrow range desired, and to achieve maximum possible throughput at the same time, using the present largely manual control system. The present paper describes the develop- ment of a control system based on a mini- computer. It has been possible to implement a scheme of on-line estimation of product size which is sufficiently accurate for use in an automatic control system. The size estimation is essentially derived in terms of plant variables which control the ball mill cyclone cut size. Three control functions have so far been implemented and tested. These are control of the feed rate to the autogenous mill, control of water addition to the autogenous mill, and control of the ball mill sump level.

The iron ore province of Quebec and Baffin Island trends from the southern shore of Baffin Island northeasterly through the Labrador Trough to Matonipi Lake, approximately 185 miles northwest of Seven Islands, but future geologic field studies will very likely extend the limits of the province to include the ferruginous and associated rocks of the Lake Mistassini area. Recent improvements in the beneficiation of low-grade iron ore have stimulated widespread exploration for deposits amenable to concentration, particularly along the southwest extension of the Trough. GENERAL LITHOLOGY Pleistocene and recent deposits of clay, sand, gravel and erratic boulders cover roughly 60% of the land surface. All of the bedrock is of Precambrian age (Table I). Paragneisses and paraschists together with metasedimentary iron-formation, marble and quartzite are abundant and, for the most part, appear to be metamorphic equivalents of the relatively unmetamorphosed rocks of the Labrador Trough to the north beyond the "Grenville Front." Bodies of amphibolite are widely scattered. A large portion of the metamorphic rock shows some degree of permeation by granite material as well as alteration by hydrothermal solutions. The youngest bedrock consists of a complex containing slightly altered ultramafic to monozonitic intrusives.

At this time, when electricity in its various applications is attract- ing so much interest, and with such good reason, it has been suggested to me that, as the Aspen Mining and Smelting Company, of Aspen, Pitkin county, Colorado, was the first mining company in America to employ electrical power for hoisting, a record of what has been accomplished by this company would be of interest. Early in the year 1888 the question of power for the development of the ore-horizon lying below the level of the tunnel through which the property is worked, became one of importance. The conditions under which it was proposed to use power were as follows (See Fig. 1): The company's mines lie upon the northwestern slope of a mountain, the ascent of which is at an angle of 28' from the horizon. The ore, consisting of argentiferous galena and other silver-bearing mineral, is found at or near the plane of contact of a superincumbent mass of blue limestone, with an underlying bed of dolomite. It scarcely is possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects follow a fairly consistent pattern; most are large open pit mines with relatively low grade orebodies but huge reserves; the total price tag is in nine significant figures and half or more of the total cost is for infrastructure. West' notes that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures in the free world. He anticipates that by 1975 such investments will reach the $10-11 billion annual figure and that in the period 1972-76 total capital requirements can be expected to aggregate around $45 billion. West estimates that 75% of the total capital will come from internally generated funds. Conceivably, a substantially higher percentage could be attributable to external financing, especially if the trend of recent mineral development in Canada and Australia is any criterion, and including local sales of equity as a part of the package.

The southern Florida phosphate deposits that will be mined in the future contain significant amounts of dolomite. Because high MgO levels are undesirable in phosphoric acid production, several flotation schemes for the removal of the dolomite have been attempted. Alternatively, selective flocculation has been suggested as a potential process. A high MgO rock was simulated with a 30:10:60 mixture of apatite, dolomite and silica, respectively. Single mineral selectivity was observed in the apatite-silica and dolomite- silica systems using Polyacrylic acid (PAA) and Poly(ethylene oxide) (PEO) flocculants, respectively. However, no single mineral selectivity was observed in the apatite-dolomite system using PEO. Heteroflocculation, suspected to be the major reason for the loss of selectivity, was minimized by the addition of a site blocking agent (SBA), consisting of a lower- molecular-weight fraction of PEO. Process parameters such as size reduction schemes, flocculant/SBA dosage and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed-mineral tests was also achieved in the ternary mixed-mineral system, namely, the apatite-dolomite-silica system. In this report, surface chemical characterization of the samples and their flocculation behavior are discussed.

Detailed as-built project schedules are necessary to close out construction projects, benchmarking, forecasting, dispute resolution, and improving cost estimates of future projects. Manual procedures for developments of as-built documentation is time consuming, involves numerous interfaces and human interventions. This paper presents computational framework that encompasses automated site data acquisition and generates schedule updates utilizing commercially available project scheduling software. The work is carried out collaboratively with a Hydro Quebec team. The site data is captured employing mobile computing using iPad® type computers and Wi-Fi. The information is directly compiled in a centralized database server. The synchronization tool is a bi-directional application and is used on servers to communicate with iPad® computers deployed onsite. The captured data is stored in Microsoft SQL® relation database that consists of 63 entities. Computer software application has been developed in Microsoft Visual Basic® (vb.net) environment for extracting the collected site data, linking the database to the as planned schedule, and generating the actual, also known as as-built schedule. The development can be utilized in automated progress reporting, evaluating future bids, generating master schedules and a wide range of efficient EVM applications.

IN SPITE of its widely ramified interests in manufacturing, mines, lumber, railroads, and real estate, Phelps, Dodge & Co. remained primarily interested in exporting and importing, in buying and selling, and William E. Dodge, the directing-partner, consistently styled himself a merchant. After 1849 the profits of the company mounted steadily for seven years until they approached the half-million mark, but in 1857 another severe panic ended the long period of national prosperity that had begun some fifteen years before. Extravagance, indebtedness, and inflation again took their costly toll; or, as the New York Herald of June 27,1857, declared: Governmental spoliations, public defaulters, paper bubbles of all descriptions, a general scramble for western lands and town and city sites, millions of dollars, made or borrowed, expended in fine houses and gaudy furniture; hundreds of thousands in the silly rivalries of fashionable parvenues, in silks, laces, diamonds and every variety of costly frippery are.only a few among the many crying evils of the day. This work presents the development of an ionic equilibrium model and its use to simulate the distribution and concentration of chemical species (speciation) in sulfuric acid - cupric sulfate solutions in the 0-2 pH range, 0.1-10 gpl copper concentration range and 15-45°C temperature range. The model consists of a set of equations which represent the equilibrium relationships for the ionic reactions and the mass balances for the components present in the system. The effect of ionic strength was taken into account by correcting the equilibrium constant in concentrated solutions. Several species can be formed at different pH and temperature values, the principal being: HSO-4, SO42-, CuSO4(aq), Cu2+, and H+ in order of increasing solution acidity. Simulations show that concentrations are highly dependent on pH. The sulfuric acid speciates mainly as bisulfate ion (HS0-4) and hydrogen ion (H+) at pH values lower than 1. The model presented in this work can be applied to predict and analyze the solution composition in electrolytic copper processes such as electrowinning, electrorefining and electrodialysis, as well as the purification of various industrial solutions.

STATIC soil investigations with more or less heavy loads and extensive borings do not always have efficient results; also, they are very expensive. The new geophysical method of dynamic tests described herein is simple and cheap and avoids several disadvantages of the routine investigation, thus forming a useful supplement to the older methods and even at times replacing various static tests. The fundamental principle of dynamic soil tests consists in the appli-cation of artificial vibration. The technique employed is essentially geophysical in nature and in some respects is akin to seismic studies. Artificial vibration may be excited by centrifugal forces resulting from eccentrically supported rotating masses. The reactions of soil and structures caused by these vibrations may be measured. Their dynamic constants, such as amplitudes, phase speeds, damping, reflection, and interference effects, can be investigated. This geophysical method has been used for several years with increasing success. The results of these tests, summarized at the end of the paper, indicate that this method opens a new field for the practical engineer in investigating soils (capacity and formation), foundations, dams and structures, and especially buildings that must withstand earthquakes.

Determine what diameter piping is necessary to obtain sufficient water flow to spray nozzles used for dust suppression. Approach A simplified, diagrammatic method of calculating the flow of water through a proposed system consisting of a supply line and two banks of spray nuzzles is outlined. How It Works The pressure versus flowrate of the supply at the tapping point must be known or measured. The supply curve of typical city water at a 1 ¼ -inch pipe outlet is shown by the lowest curve in Figure 1. A supply curve for a typical pump fed from an open sump is shown by the middle curve. The combination of these, the supply curve of a pump fed by the city water supply is shown by adding the lower two curves to get the upper curve. A pump supply curve showing flowrate versus pressure is usually supplied by the manufacturer. The water supply line flow curve can be determined by measuring the time required to fill a 55 gallon barrel at various valve settings to determine flow, and by measuring corresponding pressures at the valve with a gauge.

Promote safer and more efficient mine operations by providing communications between personnel located anywhere in the mine. Approach A radio communications system was designed which takes advantage of existing mine wiring such as telephone lines or electric power cables. The existing wiring distributes radio signals throughout the mine, making communications possible between roving miners, vehicle operators, dispatchers, and other personnel. How It Works Research has shown that medium frequency (MF) signals (300 KHZ-3 MHZ) can couple onto and re-radiate from nearby conductors. This effect is known as parasitic coupling and re-radiation. In a mine, these conductors include electric power cables, control lines, telephone lines, trolley lines, as well as metal water and air pipes Since all underground mines require these conductors for normal operations, the necessary network already exists and expands automatically as the mine is developed. A radio communication system has been developed that uses the parasitic coupling and re-radiation characteristic of MF. Using this system, whole mine radio coverage can be achieved without the need to install or maintain communication lines. The system consists of mobile transceivers for roving personnel and vehicles, and fixed-location base radio stations and repeaters.

Chlorination process is an attractive and efficient method for the metal recovery from complex materials. The process that is performed at high temperatures, allows converting all the metals contained in the material into their respective chlorides which are further separated in a selective way. Aluminum metal matrix composites with discontinuous ceramic reinforcement of short fibers, whiskers, and particles have been gaining wide acceptance as an important engineering material in automotive, aerospace, and electronic industries. Since the ceramic reinforcements are still quite expensive and contribute significantly to the final cost of composite materials, the feasibility of their recovery from the manufacturing scrap and further recycling is a factor of increasing economic interest. In the present work, a theoretical and experimental study is given for the recovery of Al2O3 and SiC particles and short fibers from three commercially available aluminum-matrix composites produced by molten metal mixing route. The process consists of transforming the constituents of metallic alloy matrices in gaseous chlorides that are dragged by the gaseous stream, while the ceramic reinforcement remains as a solid residue in the reaction bed.

Gold mineralization belt of eastern China in the adjacent part of the northwestern Pacific rim is orientated NE to NNE and as-sociated with Mesozoic faults and igneous intrusives and Mesozoic to Cenozoic volcanism and subvolcanism extending more than 3000 km in length and 300 to 800 kni in width affected by the movement from the Pacific Plate subducted against the Asian Plate.The relative movement between the Pacific and the Asian plates give rise to two types of fracture zones, the tensional ones providing the space for the formation of fissure-filling type of auriferous quartz veins and the shear zones providing the space for the formation of hydrothermal replacement type of gold de-posits in Shandong Peninsula. The fissure filling type of quartz vein, is represented by Linglong gold deposit which is hosted in Mesozoic Linglong Granite and consists of hundreds of quartz veins filling fractures trending NE to NNE and the hydrothermal replacement type is represented by Sanshandao gold deposit which is hosted in crushed and hydrothermally altered Mesozoic Linglong Granite in contact with Archaean metamorphic complex of Jiaodong Group along a Mesozoic upthust fault zone trending NE.

PHOSPHATE rock like most other mineral substances is found in nature in varying degrees of purity. Of the impurities that are present some are constituents of the rock itself; others are inclusions of a foreign substance within the rock; while still others represent merely associated materials or minerals, either clinging to the rock or found in cavities and natural depressions, and hence largely removed in mining. Some of these impurities are distinctly deleterious to the processes of manufacture for which the phosphate is mined, while others, although neutral in action or nearly so, yet by their presence reduce the average grade of the rock and thus acid useless bulk to the shipment. It is the object of refined processes of mining to bring the product, as delivered from the mine, to the highest possible grade consistent with the market requirements and demands. This, however, is not accom-plished without actual loss in the form of discarded phosphate. It is evident, therefore, that the devising of methods for reducing this loss in mining, and yet maintaining the grade of the rock which the market requires, is one of the serious problems that the producers have to face.

The economics of precious metals -- depending upon who is involved --could be the economics of hope, of fear, indeed of profit and perhaps survival. For those investors seeking capital gains in a puzzling economy, precious metals involve the economics of hope. Those who are convinced that currency soon won't be worth the paper it's printed on turn to precious metals because of the economics of fear. Gold and silver have been a storehouse of wealth since biblical times. The economics of fear during the past 500 years on the Continent has caused almost every European family to make sure a private stockpile or hoard of gold, silver or coins is at hand in case the paper currency of their country undergoes the kind of disaster that came to the German Mark after World War I. Understandably, for mining companies involved in the production of precious metals, the elements of operations and management are directly concerned with the economics of profit -- and perhaps survival. To the American miner the price of precious metals in the marketplace is a matter of daily concern. After decades of selling silver to the US Government at 64.64 cents an ounce, producing silver mines suddenly became faced with prices breaking $5, $10 and $20 per ounce, and approaching $50 an ounce during the period 1978-1981. What should the miner expect one year in the future? Five years?
