A stepwise implementation of seven criteria for screening the physical, chemical and environmental suitability of submarine tailing disposal (STD) at coastal mines is presented. It is expected that similar criteria would be relevant to future deepwater mining. A reconnaissance level study of four preliminary criteria: mine location; coastal bathymetry; feasible outfall locations; and potential for chemical contamination can support or eliminate the prospects for STD. If supportive, detailed, and far more time-consuming hence costly surveys of: environmental background information including oceanography and waste discharge characteristics; projected impacts on other resource uses plus regulatory and community concerns will be essential for environmental protection and to secure the necessary approvals. This review of STD systems on which the proposed screening criteria were based was undertaken by a Cooperative Agreement of the U.S. Bureau of Mines, Alaska Field Operations Center with the University of British Columbia.

The Phosphate Recovery Corporation operates three flotation plants, Nos. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine suspended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. Three newly developed alumino-silicate refractory bricks for use in safety lining of aluminum electrolysis cells were compared to one commonly used bricks for the same application. It was shown that the increase in silica content and decrease in permeability led to a sensitive decrease in cryolite attack. Both parameters are of utmost importance in selecting bricks for these cells. The reasons for this observation were the formation of a more viscous liquid after the reaction between molten cryolite and the brick, and the reduction of the rate of penetration. Moreover, a novel mortar with high silica content was tested and has shown improved resistance to molten cryolite. The use of oxidizing atmosphere led to increased attack rate in the brick when compared to reducing condition. The opposite effect was observed in the mortars.

BOTANICAL methods of prospecting for metalliferous ores are based on the premise that deposits at depth may be reflected chemically in surface vegetation. For the past several years, on behalf of the Atomic Energy Commission, the U. S. Geological Survey has investigated on the Colorado Plateau the application of botanical methods to uranium prospecting. Results suggest that orebodies may be found under a considerable cover of barren sandstone through the absorption of uranium and associated trace elements by plants growing at the ground surface. Plant physiologists have demonstrated that uranium is a necessary nutrient for plant growth and therefore is present in all plants.' The amount present is small but measurable. The absorption of uranium by plants growing over ore deposits forms the basis, therefore, for a method of prospecting by plant analysis.

NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. BEFORE presenting the main topic, as indicated by the title, this paper will give some of the high-spot history of the anthracite industry. INTRODUCTION The earliest recorded use of anthracite was in the year 1762, when a company of Connecticut pioneers discovered anthracite near the present city of Wilkes-Barre, Pennsylvania. In the early days of the industry, the coal was used only in large pieces, the smaller pieces being discarded to waste piles. As the output of the industry increased during the nineteenth century, uses were developed for somewhat smaller sizes down to and including pea coal. Early in the twentieth century, sizes smaller than pea, such as No. I and No. 2 buckwheat, were developed and used. Accu¬mulations of piles from current mining operations were still increasing; that is, the smaller sizes were still being discarded. It was not until after World War I that preparation of the so-called steam sizes began commercially. This was largely No. 3 buckwheat, which is screened through a 3f 6-in. round-hole screen and over a 332-in. or a M 6-in. round-hole screen. USE OF SMALLER SIZES The earliest recorded experience in burning the small sizes of anthracite for steam production, other than in a previous small experiment, was in the year 1913, when a size known as "boiler fuel" was introduced-a mixture of rice and barley (No. 2 and No. 3 buckwheat). At that time, there was still no method known for burning the still smaller sizes. TABLE I.-Screen Sizes Used for Small Sizes of Anthracite [ ] At the present time, various sizes down to and including No. 5 buckwheat are being prepared (Table I) from current mining and bank-reclaiming operations. The sizes of No. 4 and No. 5 buckwheat and smaller are generally being used for steam production in large boilers. The Pennsylvania Power and Light Co., following World War I, used 680,000 tons of anthracite per year, burned largely on stokers for production of steam, whereas for the year 1943 it used 1,940,000 tons of stoker sizes and 400,000 tons of smaller sizes for grinding and burning in pulverized form. This company has taken a very large part in the research and development of ways and means of burning these smaller sizes of anthracite, including the grinding of the very small sizes. This paper is particularly concerned with the latter feature.

During the past three years there have been several parties prospecting for oil in the Stat6 of Queensland, and It was: gratifying to read the newspaper headlines last Christmasabout the discovery of oil in the Moohie Nol Well. This discovery was not only a welcome Christmas present for Australia but marked up another success for the seismicmethod in exploration for oil.The purpose of this paper is to discuss the operationaI aspects of seismic work in Queensland with-emphasis on shot-haledrilling. The paper is based upon the experience of one particular seismic survey which began in December of - 1959 and is still inoperation. This survey is being conducted by the Petty Geophysical Engineering - Company of San Antonios, Texas, and the Queensland area involved is in the general vicinity of Quilpie, Dlackall and Charleville.

All industrial processes are economically driven, resulting in the ever increasing need for process optimization in order to stay competitive and profitable. Numerous models has been published depicting the optimization of the raw material usage in an arc furnace, as well as the thermal and electrical efficiency; however, to obtain a holistic view of the cost-effectiveness of the process one needs to expand the model to include the cost of all the operational variables. This project therefore aimed to not only include the raw material feeds and power consumption as input variables, but also the labour, maintenance, and environmental costs to generate an all-inclusive financial balance. In the end, the model was able to mathematically optimize the ferrochrome (FeCr) production process through evaluating the effect of a specified combination of input parameters. It could therefore be used as a tool to aid in managerial decision-making; to appraise and correspondingly adjust certain operational variables in order to achieve a maximum return on investment. This paper fully describes the reasoning behind the choice of the essential model components, the assumptions made during the models development, the calculation approach, as well as the advantages, limitations, possible applications, and areas for expansion of the final model. Through running simulations with plant data, it was found that the accuracy of final model remained fairly constant when applied to stable furnace conditions, but was met with a number of limitations when applied to more complex situations. These limitations could, however, be overcome through further development and expansion of the existing model to include a larger number of process variables.

Thirty years ago it was possible to locate a quarry site for crushed rock for concrete aggregate by finding the nearest solid rock bluff accessible by road, But times have changed and the location of a quarry site to furnish crushed rock for concrete aggregate now has become rather complicated, Although both sand and gravel can be used for aggregate, this discussion will be confined to crushed rock in the regions around a metropolitan area. Let us assume that a consultant has been retained to advise on the desirability, and the possibility, of opening a new quarry within a given area. The problems are geological and ecological. Since the geological problems are simpler, they will be discussed first. Generally, the first step is to make a market study of competitive aggregate sources within the projected area. Assuming that the quality of aggregate to be sold by competitors as well as their mining costs will, within narrow limits, be the same, the problem becomes essentially a study of haulage costs from established quarries into the projected new area. Since haulage cannot be effected along straight lines and since each quarry operator may have different unit haulage costs, a map showing lines of increasing cost intersecting points on roads available for truck haulage radiating from competitive quarries can be rather complicated. Several years of operating experience of over 100 gold recovery operations on the West Coast has provided a database from which the basic operating costs of these types of operations can be characterised. Using figures generated from the averaging of plant operating costs throughout the region and financial modelling using Lotus spreadsheets has been developed to analyse both existing and proposed developments. This type of modelling has several uses: 1. Identification of the impact on profitability of changes in management practices, finance costs, operating costs and revenue streams. 2. Project evaluation and planning. 3. Profitability projections for development financing. 4. Troubleshooting with existing operations. 5. Valuation of existing operations and properties.

The results of calibration trials conducted on parachute stoppings under a recently completed NERD&DC grant are presented. Applications of parachute stoppings, for rapid regulation and control of ventilation networks are described including use in mine recoveries, sealing sections and rescue work. Parachute stoppings are one of a series of non-rigid ventilation control structures specifically designed for quick installation in emergency situations, for use in high production/rapid advance areas and areas suffering roof-floor convergence.

INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

In the excavation works of some deep foundation pits within the boundaries of Guang­dong Province of China, though some measures, such as steel sheet piles, diaphragm walls, etc. were taken to protect the walls, the construction of the excavation works was often accompanied by damage of buildings and public facilities, surface settelment. sand boil and collapse of piles. When these happened, only chemical grouting could be used as the most efficient measure for rushing to deal with or rescue the emergencies. Besides, the application of chemical grouting protection wall technique also palys a very important role under the geologic conditions of the coastal areas of Guangdong Province, when applied in the mucky oystershell layer wealthy in water and the deep mud layer, it can not only achieve good results, but also reduce the cost significantly. In this paper, we discuss the water-tight and earth retaining functions of chemical grouting protection wall in weak formation, and introduce the applicable ranges of chemical grouting protection wall in the excavation of deep foundation pits. Some technological principles and design considerations of the construction of chemical grouting protection wall are presented. Different types of protection wall are also introduced.

"As zinc consumption is gradually increasing all the time in the world, many zinc plants are looking for possible expansions. As the sulphuric acid market as well as the fertilizer market in many areas is saturated, the costs for the roasting-acid plant section of the zinc plant will create problems when making feasibility calculations for possible expansions. For solving the customers' situation, two proven zinc concentrate direct leaching technologies are available. A third one, which is possible, does not have any industrially proven applications in the zinc area.IntroductionTime to time, the zinc plants in the world scrutinize their operations with respect to their cost efficiency, the total zinc recovery and the near-by or far-away consumer markets, especially the for zinc and sulphuric acid. Their preliminary profitability calculations can show that a possible total expansion is not economical, when they are looking to expand the whole roasting/acid plant - leaching - solution purification - electrowinning - casting route, as the possible market price for the sulphuric acid is low or the sulphuric acid market is too far away. Based on these facts, their economical study often indicates that implementing a zinc concentrate direct leaching option could be more favourable. Regarding this situation, several aspects concerning three alternative direct leaching methods will be discussed, of which pressure leaching and the atmospheric leaching processes have several industrial applications in the zinc industry, as the ultrafine grinding - conventional leaching process at present has none. As iron is also dissolved during zinc concentrate direct leaching, iron removal processes generally used in the zinc industry are additionally discussed below."

In an effort to decrease noise-induced hearing loss (NIHL) in coal preparation plant employees, the National Institute for Occupational Safety and Health (NIOSH) is conduct­ing research to identify and control dominant noise sources in vibrating screen (VS) machines. To this end, acoustic measurements of the noise radiated by a dewatering VS were conducted at the Pittsburgh Research Laboratory (PRL) using microphone phased-array technology. These measurements allowed for the identification of the screen as the dominant source in the 250 Hz 1/3-octave band. The sidewalls are the major contributors in the 315 and 400 Hz bands, whereas the eccentric mechanisms and the electric motor are the dominant sources in the 800 and 1,000 Hz bands, respectively.

The current most common method of hydrogen production for fuel cell systems, including SOFC systems, is autothermal reforming. Autothermal reformers have a number of advantages including fast start up and load following and ease of control. However, there are a number of problems inherent with the addition of air into a system connected to the anode feed such as dilution of the fuel with nitrogen and the potential for oxygen to reach the anode chamber directly. Pure steam reforming, which does not involve air addition, provides a richer fuel mixture to the SOFC anode and is inherently safer than autothermal reforming. Although in theory pure steam reforming can be shown to provide these advantages, a number of technical problems need to be overcome before such a system can be practical. In particular, issues such as catalyst degradation due to poisoning and thermal sintering, coking, as well as fuel-steam mixing need to be addressed. Experimental results from a prototype reformer will be presented to illustrate a number of these points. This paper will compare differences in system efficiency, safety and complexity between autothermal/SOFC systems versus a steam reformer/SOFC system. A system simulation will be utilized that is able to account for material and energy balances for a SOFC power generator operating on diesel fuel. The requirements for improved catalysts will be discussed and an analysis of the potential benefits of sulfur tolerance and lower temperature activity will be considered.

Since coal plays a minor role in the Austrian energy mix the application of OxyFuel towards other fuels (biomass, waste fuels) is interesting to reduce greenhouse gas emissions from Austrian energy sector. The investigation of OxyFuel technology for alter¬native fuels is also interesting from a strategic point of view in order to generate knowledge for operation of capture ready cofiring and waste/sludge-incineration plants. OxyFuel uses a synthetic mixture of 02 and recycled exhaust gas where the 02 content may vary. This supplementary degree of freedom allows improved operation especially for low calorific fuels. Heavy fuel oil addition for low calorific combustibles can be omitted when using OxyFuel combustion. Application of alternative fuels (wood, waste wood, municipal waste, sewage sludge) in a 100-kW CFB plant is investigated in combination with process simulation.IntroductionOxyFuel combustion is discussed as one of the key technologies for the efficient separation of CO2 from combustion of fossil fuels (especially coal). Since coal plays only a minor role as primary energy source in Austria, the broadening of the scope towards OxyFuel of other fuels like biomass or waste fuels is necessary to reduce greenhouse gas emissions from Austrian energy sector. The investigation of OxyFuel technology for alternative fuels besides the large coal-oriented projects is interesting also from the strategic point of view. Fine coal cleaning by froth flotation has become common practice in the US with more than 73 kt/d (80,000 stpd) treated in this way. In spite of this large tonnage, developments in the automated control of coal flotation circuits have lagged significantly behind those for mineral systems. The primary reason is that instruments have not been available for the online measurement of carbon ash content or other critical variables in coal slurries. A second reason is that the influence operating variables have on coal flotation are not completely understood. During the last few years, some of the needed instrumentation has been developed, while an improved knowledge of the flotation process itself has occurred through mathematical modeling. As a result, certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, Dynafloat. After construction of a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables were analyzed. To develop combined grade and recovery control strategies, it was necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known, final, feasible grade/recovery operating conditions. Finally, an advanced strategy that uses an on-line model to identify disturbances and take control actions is proposed.

According to international projections and future energy scenarios, coal will continue to be a prominent fuel for the next 25 years. In fact, in many regions around the world, coal is expected to dominate the electricity sector until the year 2030. At the same time, with instability and volatility of oil prices, coal is also positioned as an alternative feed stock for conversion into liquid fuels. Energy economists maintain that coal liquefaction is viable at crude oil prices of $35 or more per barrel. Depending on technology and coal composition, 1 ton of coal can produce 1 to 4 barrels of oil. Increased coal production and the expanded utilization of coal also raise environmental concerns regarding greenhouse gases and the problem of handling CO2. Carbon sequestration research, currently conducted in many parts of the world, has demonstrated considerable potential for C-storage in unminable coal seams. Such geologic storage, when possible, can also be integrated into an enhanced coal bed methane recovery process Can coal fuel power plants and industrial facilities, provide diesel and other liquids and, at the same, also be used as a medium for permanently storing CO2? This presentation will provide a global perspective on these questions and stress on the need to reconsider, or even redefine, coal as the fuel for the future.
