This paper describes the process typically involved with obtaining permits for quarry blasting in urban, suburban, and rural areas, including: content of SEPA (State Environmental Policy Act) driven documentation; regulatory review and comment; public interaction; public hearing(s); periodic regulatory review(s); negotiated solutions; monitoring; and the role of public interaction, demonstration(s), and education in the process. Case studies will be presented of projects undertaken in the State of Washington that illustrate the approach and regulatory interaction as well as the importance of public interaction throughout the process. Reference will be made to the role of national and state regulations and local codes and ordinances that provide additional limitations on blasting practice. The paper will also present regional blast monitoring data that are used in the permitting process and the layout and design of blast monitoring systems typically required as conditions of the quarrying permit. Our presentation will include tools, which we have developed to assist with explaining blast related phenomenon to both regulators and the public.

Keywords: Magnetostriction, magnetic properties, Pd(Fe,Co,Ni) single crystals Fe-Pd, Co-Pd and Ni-Pd alloy systems show appreciable magnetostrictive strains that are of interest for sensor applications. These systems exhibit congruent melting minima. In this work the magnetic and magnetostrictive behavior of congruent melting Fe-Pd, Co-Pd, and Ni-Pd compositions have been examined. The alloys examined include Fe-54.9 at.-% Pd, Ni-45.4 at.-% Pd, and Co-45 at.-% Pd. The paper describes the growth of bulk single crystals of these alloys using Czochralski technique. X-ray diffractometer was used to obtain rocking curves that were used to determine the [001] crystal direction. Magnetostriction in [001] direction was measured using strain gages. Magnetic properties were measured using a vibrating sample magnetometer. Ni-Pd showed the highest magnetostriction values among the congruent melting compositions. Magnetic and magnetostrictive behaviors of these alloy single crystals are presented.

During the last twenty years computers have be-come widely used to assist with the simulation and design of large scale, primary ventilation systems. However, to date there are few computer programs available to help with the modeling of auxiliary ventilation in dead-end headings or tunnels. This paper presents the results of the first year of a research and programming study dedicated to the development of a user-friendly duct simulation tool. Included is a literature review that summarises publications on duct leakage and resistance, on previous programs developed for the simulation of airflow in ducts, and case studies on extended ductlines in mines and tunnels. The methodology behind the development of Ductsim, a Windows based simulation program is presented.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. In order to evaluate the impact of air quality control on mine design, a few examples are given of cases in wh.ich ventilation has affected the economics of the total design problem. Principles for the drainage of gas contaminants are shown, and the contamination control problems created by differential pressures in complicated booster fan installations are discussed. The paper also deals with the use of advanced mathematics for solving some of the ventilation problems likely to be encountered.

The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

Nitrogenase activity (C2H2 reduction) was found to be associated with the following grasses in the field: Agropyron dasystachyum, Agropyron smithii, Aristida purpurea, Oryzopsis hymenoides and Stipa comata. Uptake of fixed nitrogen was also demonstrated for these grasses. Two unidentified nitrogen fixing bacteria were isolated, one from Stipa comata and one from Aristida purpurea. Cynodon dactylon and Agropyron cristatum were successfully inoculated with the unknown isolate obtained from Stipa comata. The inoculated plants exhibited nitrogenase activity (C2 H2 reduction) whereas uninoculated controls gave negative results.

There are several methods available to estimate deflection and ultimate Capacity of laterally loaded piles. In this investigation an attempt has been made to verify the existing methods for prediction of ultimate lateral resistance and deflection with the laboratory and field test results reported in the literature. A 75 pile loading test data obtained from the literature was used to evaluate two methods designed to predict the ultimate lateral resistance of rigid piles and three methods designed to predict the lateral deflections of rigid piles and four methods designed to predict the lateral deflection of flexible piles subjected to lateral loads. The accuracy and precision of each method is quantified statistically. The statistical results of the overall analysis indicate that the mean values of the ratios of predicted to measured lateral capacities vary from 0.62 to 1.14 with an average of 0.88. However, the settlement predictions were much more widely scattered than the ultimate load predictions and in general all the methods have a tendency to under predict the deflections. A new method is proposed by modifying the Broms's method to estimate the lateral deflections of free headed rigid and flexible piles separately. The proposed modified methods were found to be reasonably good in comparison to existing methods and to overestimate deflections.

The problem of preferred orientation has been considered in quantitative phase analysis by X-ray diffraction techniques. The average intensity of a diffraction peak can be obtained by integration over the whole pole figure, or by random rotation of the specimen in the X-ray beam, or by a combination of both. For rod or wire, where the pole figure shows rotational symmetry, the intensity is measured along a radius of the pole figure. Where no symmetry is present, rotational symmetry is imparted by rapid rotation of the sheet around its surface normal during measurement. These methods are applied to the determination of aus-tenite in an Fe-31 pct Ni rod and Fe-28 pct Ni sheet. X-RAY diffraction techniques are frequently used for quantitatively determining the relative amounts of two or more phases present in a structure.1,2 Briefly, the method requires a measurement of the intensity of a Bragg reflection for each phase. The method is based on the principle that the intensity of a Bragg reflection, IA, is directly proportional to the volume fraction of the given phase present, CA: T KRACA/2µ [1] where K is a constant independent of the diffracting phase, RA can be calculated and depends on the Bragg angle ? and the particular reflection measured, and µ is the linear absorption coefficient of the mixture.' For a mixture of two phases A and B, IA = RAcA [2] IA/IB=RAcA/Rbcb and CA+ CB = 1 [3] This allows the volume fraction of a phase to be calculated directly from the measured integrated intensities of the two phases present. This method is frequently used for quantitatively determining retained austenite in steels, but can be used for the quantitative determination of in titanium alloys, as well as phases in other alloy systems. The intensities are generally measured by diffracting only from planes whose normals are perpendicular to the specimen surface, with the implicit assumption being made that this intensity is typical of reflections from planes whose normals lie at other angles to the surface. If the specimen contains a texture or preferred orientation of the crys- tallographic planes by virtue of previous mechanical working, however, this measured intensity is correct only if the intensity level fortuitously is one times random. Examination of pole figures for actual rolled sheet shows that the intensity level at the center of the figure is seldom at the random level, and can very easily differ by a factor of five or more, leading to a commensurate error in the calculated amount of the phases. Textures have been commonly found in materials which are cold-rolled or recrystallized after cold rolling. This problem is becoming of greater importance since structural materials in use today, such as the high-strength stainless steels, frequently are further strengthened by cold rolling, and hence contain textures. Although high-strength carbon-containing alloy steels generally do not contain textures, some of the newer thermomechani-cal treatments will impart a texture even in these cases. In the case of hexagonal metals, such as titanium, probably every wrought sample will show some anisotropy. Since the standard X-ray techniques are inapplicable in all these cases, there is a clear need for some method of taking this anisotropy into account. The specific problem is to obtain the integrated intensity of a Bragg reflection for each phase, averaged over all orientations of the sample with respect to the X-ray beam. Drill cores from uranium roll-front deposits, hosted in lower Cretaceous strata, were examined from the proposed Dewey Burdock in-situ uranium recovery site in the northern part of the Edgemont uranium district, South Dakota. Uraninite (UO2), coffinite U(SiO4)0.9(OH)0.4, and doloresite (H8V6O16) occur as pore-occluding cements within the Fall River Formation in the Dewey area. In contrast, within the Lakota Formation in the Burdock area, uranium (with very little vanadium) is absorbed onto woody fragments and amorphous carbonaceous material in pressure-solution seams. Both areas have typical uranium roll-front mineralogy with 0.5 wt. % pyrite in the reduced solid phase and no pyrite in the oxidized solid phase. The groundwater at the ore zone is not oxygenated, so the uranium is relatively insoluble. Uranium in solution in ground waters is <10µg/L at Dewey and <22 µg/L at Burdock. Micromineralogic and geochemical data are being used to understand water/rock interactions, uranium distribution and movement, and as input factors for predictive reactive transport models.

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold either loose or in concrete products to build roads, houses, buildings, and other structures. Smaller quantities are used in agriculture, cement manufacture, and industries employing chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. The aggregates industry is the largest mining industry in the United States in terms of production by weight, volume and by number of active operations.

Filtration is widely used as a terminal refining step for metals, particularly for the casting of aluminum alloys, but still more knowledge is required to understand how several factors affect the efficiency of removal of inclusions. In this study, both, initial and long term filtration efficiencies of a ceramic foam filter have been obtained from the computed trajectories of solid particles suspended in molten aluminum. The complex structure of the foam filters is represented by a unit cell which is formed by a pair of pores with average dimensions. The fluid flow field was determined from the numerical solution of the Navier-Stokes equation, and periodic fully developed flow was assumed at the inlet of the calculation domain, as a boundary condition. This flow field corresponds to laminar flow as that found in ceramic filters operating under normal conditions. Computed initial filtration efficiencies showed that filtration efficiency decreases sharply with fluid velocity for particles larger than 30 µm, but smaller particles are better trapped at higher fluid velocities. Finally, it was found that long term filtration efficiency for particles of 8 µm decreased with time, in spite that perfect particle-wall attachment was assumed. Filter aging was considered in this study, and it was found that the distorted flow field, around the already trapped small inclusions prevented further collection.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt&nbsp;per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

The value of mineral production in Alabama continued to increase and reached a new high of $260 million, 3 percent above the previous high established in 1967. Record high values were reported for bentonite, crushed marble, lime, miscellaneous clay, portland cement, salt, sand and gravel, and scrap mica. The value of coal, total cement, petroleum, and stone accounted for 87 percent of the State&apos;s total value of mineral production. Alabama ranked second among the States in the production of bauxite and scrap mica and third in kaolin, masonry cement, and native asphalt.

Opportunities to promote enhanced eco-efficiency (i.e. the simultaneous improvement in economic and environmental performance) for the minerals industry exist across the whole value chain. However, given the current operational models of major companies within the industry, and their focus on refining of primary ore bodies, it is important to understand where such opportunities might lie within minerals beneficiation, as it is here that major environmental pressures are felt. This paper examines the combination of unit technologies in a minerals beneficiation train, and explores the inter-relationship between energy input and water consumption for a given mineralogy and product recovery, as these are two critical environmental issues which affect the overall viability of many minerals plants. In particular, we review constitutive relationships for each of the sub-processes of comminution, flotation, and tailings dewatering, and suggest how these might be integrated into a unified hybrid model, with particle size distribution as the key design variable. Such a model can then be used to explore the trade-offs between different performance objectives (be these technical, economic or environmental) as part of a multiple-objectives optimisation exercise. In this way, it may become practical to envision situations in which concentrate grade and recovery are sacrificed, marginally, in order to reduce energy demand in comminution, and improve overall water recovery. In addition, this work provides a useful baseline against which to analyse the potential for dry processing. This becomes more relevant as the industry commits to advancing the sustainable development agenda in the face of the increasing life -cycle costs and impacts of minerals processing operations, coupled to declining ore body grades, and the desire to maximise recovery of minor and trace elements. Some specific observations for copper are offered, supported by operational data from Zambian copper mines.

There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.
