This article uses the case of the Royal Bafokeng Nation to argue that royalties and dividends from mineral resources, if managed well, can provide direct benefits to the surrounding community even while the state collects its share of mining revenues through taxation. The key to this model is the effective management of the resource income flowing into community coffers. Where some of this income may fund urgent interventions in the community, a portion of the income can also be used to establish an intergenerational wealth fund to meet the needs of future generations. As a depleting resource, minerals like gold and platinum are not a sustainable source of income, and must be replaced over time by more regenerative income streams. These strategies and dynamics are manifest in the Royal Bafokeng Nation?s status as both community and quasi-municipality, a labour hosting and a labour sending community, a mine operator and a mine owner. The Royal Bafokeng Nation also owns one of South Africa?s largest community-based investment companies, which channels revenue derived from platinum deposits into a broad investment portfolio that in turn funds an aggressive social development program for 150,000 people living in twenty-nine rural villages.

Dr David Greenwood opened the first technical session of the conference by highlighting the diverse nature of the papers in this session but drawing attention to the common theme that each solved a particular problem. PAPER 1.1 Tony Elliott introduced his paper on deep mix-in-place soil/cement stabilisation by stressing its simplicity. The engineering solution adopted at Elland was detailed in his paper and had formed the key to success of the project. The process itself is not widely used or known in the UK, although it has the potential to achieve significant benefits, subject to proper engineering control being exercised. It was explained that although the concept was not new, development of the technique for soil modification was relatively recent. The alternatives to mechanical mixing are injection, which is very dependent on soil type, site geometry, etc, and jet grouting; both processes are soil-responsive, and not easily monitored or programmed, difficulties which can largely be overcome by mixing. To achieve this at depths to say 30m requires high-powered, high torque machines and has resulted in significant equipment development.

Orebodies are defined in economic terms in that they must satisfy conditions determined by costs of mining, extraction and marketing before being so described. Despite this they have an essential chemical character as specialized products resulting from geochemical differentiation, and it is surprising that so little basic geochemical research has been carried out with respect to ore occurrence and that prospecting methods based on geochemical principles are not more widely applied.Many exploration geologists associate geochemistry with analytical techniques applied to the detection of dispersed traces of metals from actual orebodies. Geochemical research, applied to economic geology, goes far beyond this limited field and the purpose of this paper is to discuss aspects of such research and its use in formulating exploration principles.THE GEOCHEMICAL BACKGROUND TO MINERAL OCCURRENCE AND EXPLORATIONThe three aspects of economic mineral deposits to which geochemical research can be of use in determining ore guides are genesis, control of deposition and mode of dispersion from orebodies after emplacement. "In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

El presente texto describe la forma de realizar la extracción y recuperación de cobre y zinc a través del empleo del hipoclorito como agente oxidante y del amoniaco como agente acomplejante de los cationes metálicos. Entre las ventajas de su utilización respecto a la lixiviación tenemos: que las soluciones obtenidas son más limpias y los interferentes como el hierro, manganeso y aluminio se precipitan como óxidos hidratados en este medio, facilitando los procesos posteriores de recuperación de metales. Asímismo, se evita la etapa de extracción por solventes, obteniéndose de ese modo un precipitado metálico o de electrodeposición directa desde las soluciones de lixiviación final. En ese sentido, la extracción y recuperación a partir de minerales complejos con altos contenidos de carbonatos mezclados íntimamente con sulfuros secundarios en condiciones normales es la alternativa técnica económica viable.

It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

The first test pile for the carrier pier and south wharf at NAVSTA Puget Sound was driven on December 27, 1989, and the final pile was tested on February 26, 1990. Implementation and modification of the test pile program were done by the owners (WESTDIV and ROICC-Everett), the engineers (ABAM and Hart Crowser), and the contractor and his subcontractor (General Manson Joint Venture and GRL). The site is located as shown on Figure 1. SUMMARY OF THE SOIL CONDITIONS A soil profile along the pier is shown as Figure 2. The soil units can be generalized as follows: ? Upper Silts - Fill, sandy silt, and clayey silt extending from the mudline to an elevation of about -80 feet; ? Intermediate Sand - A medium dense to very dense silty sand unit which is about 30 feet thick near the shore, but thins and disappears offshore; ? Lower Silts - Sandy silts and clayey silts in a medium stiff to stiff condition; ? Deep Sand - A very dense overconsolidated sandy soil encountered at an elevation of about -145 feet.

The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.

The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

Researchers from the National Institute for Occupational Safety and Health (NIOSH)1 and engineers from Placer Dome, Inc.2, conducted an underground rockfill span test at the Turquoise Ridge Mine near Golconda, Nevada, USA with the purpose of improving safety and increasing productivity by using a bulk mining method instead of drift and fill. A rockfill sill was constructed by mining and backfilling six adjacent, parallel drifts and then undercutting the sill with a 13.7 m (45 ft) wide and 30.5 m (100 ft) long room. Displacement measurements from vertical borehole extensometers installed in the mine roof and rockfill indicated that the sill remained stable with a maximum vertical deformation of less than 5 mm (0.2 in). These results were confirmed by visual observations and calculations from a validated three-dimensional numeric model of the sill. The numeric model was also used to simulate load on the sill produced by dislodged roof material in the shape of a 11.0 m- (36 ft-) high triangular prism with base measurements equal to those of the sill. Failure in the bottom third of the sill occurred with this additional load.

The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. This paper discusses in situ studies conducted at an Illinois Basin room-and-pillar coal mine to evaluate the performances of three different types of bolts under similar geologic conditions. The bolt types considered were the fully grouted passive rebar (FGPR), the resin-assisted mechanical anchor (RMAB), and the fully grouted tension rebar (FGTR). During the evaluations, the three types of bolts were installed in a single entry covering a span of three contiguous pillars with almost identical geologic conditions. The performances of the three types of bolts were investigated by instrumentting the bolts prior to installation as primary supports on cycle. Additional data on roof behavior was collected with extensometers and shear meters placed near the instrumented bolts. Excluding some time lapse right after installation, the performance evaluation of the three bolt systems was based on the data collected for over a year. Based on this study, it was found that the axial loads measured in the different bolt types did not show any identifiable patterns under the prevailing geological conditions at the mine. Therefore, the assumption that active bolts must be superior to passive ones is not always valid. Even though the studied mine did not have any thinly laminated, weak rocks in the immediate roof, the passive bolts performed as well as the active systems.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center's new system uses PC's for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

It has been long known that manganese nodules occur more or less in some part of marginal seas in West Pacific Ocean. On the other hand, it is difficult to understand their distribution and the genesis as those nodule samples were collected mostly by dredge from the deep basins generally has much higher sedimentation rate than the open ocean. For example, the sedimentation rate in the South China Sea is about three orders of magnitudes than that in region of the Clarion-Clipperton Fracture Zone. In June of 2013, a small seamount (named as Jiaolong Seamount), consisting of southern part and northern part with a distance of about 3 km each other, was visited by DSV Jiaolong/RV XiangYangHong 9. It is discovered that abundant manganese nodules exist only on the surface sediment in the southern part with a water depth of about 3800 m to 3300m, on the platforms nearby an obvious crater where volcanic rocks exposed on the wall. There are no any nodules be observed on the sediment in the northern part of the seamount (about 100 m deeper than the southern part) and surrounding deep basin (approximately 4000 m in water depth). It is speculated that a source of core for manganese nodule and a dynamic sedimentation environment, are two major governors for the growth and distribution of manganese nodule in the marginal seas.

A physical modelling study has been carried out to simulate the slag-metal dispersion induced by a high-strength bottom gas injection. Water and kerosene were utilized to simulate metal and slag respectively. A water model of CLU (Creusot-Loire Uddeholm) vessel was used with three different nozzle orientations, namely, off-centre, triangular off-centre and centre. The gas flow rates changed from 0.00599m3/sec to 0.01081m3/sec. Height of heavy and light phases was kept fixed at 0.23 m and 0.02 m respectively. The dispersed phase holdup was determined at various axial and radial distances, gas flow rates, and tuyere configurations. The observations revealed that at a fixed gas injection rate, as the vertical distance increased in the centerline, straight off-centre orientation resulted in greater dispersed phase hold up values than those of the centre configuration and the triangular off-centre orientation. The dispersed phase holdup was found to increase with gas injection rate and decreased with axial distance. The variation of the dispersed phase hold up with the dimensionless axial distance and the gas injection rate was correlated by using the Modified Froude Number. The experimental values of the dispersed phase holdup were found to be in good agreement with the correlated values obtained from the modelling equations. The findings of the present study may be utilized in the ferroalloy refining vessels in terms of designing tuyere locations for optimum processing conditions.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

Spiral concentrators are compact, cost-effective and generally efficient gravity concentration separators for a wide range of applications (for example: coal, beach sands, iron ore, chromite and tantalite). Large mineral processing plants consist of thousands of spiral concentrators resulting in large plant footprints (capital intensive) and the adjustment of splitters is time consuming, impractical and is in many cases neglected?high capacity (HC) spiral concentrators aim to address these shortcomings. As a result Exxaro Namakwa Sands is currently investigating high capacity spiral technology for the spiral circuit upgrade at the primary concentrator plants (PCPs). This article summarizes the rougher spiral performance evaluation that was conducted on different types of spiral concentrators (the traditional MG4 spiral concentrator and the high capacity (HC) spiral concentrator) under different feed conditions. In addition, the effect of slimes on the spiral concentrator performance was also investigated. Slimes rheology was linked to the poor concentrator performance at the higher slimes concentrations. The test campaign shows a sacrifice in recovery under design-feed conditions can be expected when using high capacity spiral concentrators in the rougher stage when compared to traditional spiral technology currently in use. Both spiral concentrators show a detrimental impact of slimes on the performance, but the high capacity spiral concentrator is more sensitive to the higher slimes conditions.
