This paper was prepared at the request of Capt. A. F. Lucas, Chair man of the Institute's Committee on Petroleum and Gas; as a pre1iminary.discussion of the fuel oils which are used in the Southwest, giving their composition, uses, prices, etc. Should it afterward be found desirable, these observations may be extended over a larger area. In this connection, I suggest that samples of all kinds of fuel oils, including various tars, from all over the country, be collected and sent to some testing laboratory for examination. We would be glad to extend the facilities of the laboratory of the Bureau of Economic Geology and Technology, at the University of Texas, for this purpose, and to do the work free of all expenses. After such examinations are made and the results classified and studied, it would be possible to suggest specifications under which fuel oils should be purchased, and to arrive at some conclusions respecting the uniformity of such specifications, with due allowance for climatic and other more or less local conditions. While such specifications do not now depart from a common standard anything like as much as specifications for illuminating oils do, yet there are discrepancies which should not exist. Some of these discrepancies are of lessening importance, due to the pronounced tendency to distill every crude oil that can be distilled with profit, and to send residues into the market for fuel oil. Residues from the refineries are of a more uniform chemical composition and physical nature than many of the crude oils that go direct into the fuel market. The lower flash-point oils are disappearing from the fuel trade and in place of them we are getting oils that do not flash below 220" F., nor burn under 320" F. In the Southwest, it has not been long since we had fuel oils that flashed as low as 110" F., and the average flash point over a considerable period was 151" F. Now we are using oil that flashes at about 30" lower than the former burning point, which was 258" F. In other words, the flash point has risen, on the average, 100"; and the burning point about 75".

Most Blasting Programs are developed focussing on the environmental impact with respect to blast vibration and airblast. Compliance with existing regulations or policies limiting the immissions are generally achieved through constrains in the blast design, or monitoring programs. Efficient monitoring programs combine compliance monitoring and blast assessment. Signals, which are obtained in the area of direct influence of the seismic source, can contain valuable information about the blast design parameters. Techniques to analyze blast vibration signals have advanced and can assist in understanding the contribution of individual blast parameters to blast vibration and airblast. Advanced signal analysis encompasses magnitude analysis, Fast Fourier Transforms (FFT) and frequency scans in the frequency domain, as well as filtering in the time domain. Through examples, the advanced signal analysis techniques and their limitations are described and discussed, showing the impact of blast timing, timing accuracy, charge configuration and the geology dependent transmission behavior. Optimization criteria and pragmatic monitoring programs can be developed on the basis of the most influential blast parameters. In addition, however, safety and the cost efficiency of the blasting program are essential to the success of an operation. That is where advanced signal analysis techniques can interface with blast planning, computer assisted modeling and information systems. A valuable process can be developed to ensure compliance with existing regulations and efficient risk management for mining operations, while tracking cost and supporting operational decisions. A conceptual blasting information system is presented.

Zimbabwe Alloys and Zimasco represent more then ninety per cent of Zimbabwe?s ferrochrome smelting capacity, while Maranatha and Oliken contribute the difference. Very limited investment in the sector (even for the expansion of existing smelters) has been experienced over many years, despite the fact that about 95% of the world?s chrome ore resources are in the Bushveld Igneous Complex of South Africa and the Great Dyke of Zimbabwe. The Bushveld has a greater quantity but a lower grade than the Great Dyke. A ten per cent increase in Zimbabwean ferrochromium production has been recorded in the past ten years, showing an almost stagnant capacity investment.

Introduction Competitive analysis is the collection and evaluation of data on a product, a product line or on an entire industry. Much of the focus of competitive analysis centers on production volume and the price targets of the competitors. In actual practice capacity may be used in place of production volume. Similarly, unit production costs and individual producing units - mines, mills, smelters, refineries - may be the targets of the analysis. The purpose of competitive analysis is to provide information for strategic planning. The analysis will locate the position of the company in the industry and define the competitive margin -- or lack of a margin - between the company and other producers. The analysis can show the current situation and may be expanded to examine the outlook for the future. The forecast option is particularly valuable because it will show the opportunities for new project development or the expansion of current production. Similarly, the forecast will show the potential threat from new entrants, and may provide early warning to reconsider operations that may become uncompetitive in the future. Production cost analysis is a clearly understood means to evaluate producers and estimate the outlook for their profitability. The cumulative cost for the industry outlines the supply structure and defines the marginal cost of production used in developing price forecast as explained in the sub- sequent section of this paper. Competitive analysis is particularly important to the mining industry, notably to metal producers. The final product is typically a purified metal conforming to standards, and interchangable with the output of other producers, i.e. a fungible commodity. Brand loyalty is questionable in the mineral industry. Consumers will show a preference for specific brands, but this preference will be limited to a premium of several percent over the general market price. Price and assurance of supply are the keys to marketing success. Assurance of supply depends on geopolitical considerations and production capabilities. Price will be closely related to cost of production and a thorough competitive analysis should describe the cost structure of the industry. This snapshot will locate one's own position and provide an immediate and readily understandable evaluation of the hazards and opportunities inherent in this position. In the following section we shall discuss elements, methods and sources for competitive evaluation. ELEMENTS OF COMPETITIVE ANALYSIS The practice of systematic collection and analysis of data on competition is hardly a new concept; see, for example, Wall (1) or Porter (2). However, most discussions have been in the context of conventional industrial or manufacturing industries, with a focus on product lines and brand marketing. These considerations are not irrelevant to mining but they do have only a limited application. The key to success in the mining industry is minimizing the cost of production. However, this simple concept becomes complex when we consider relevant costs and the planning horizon. Production costs include the factors consumed in production, namely labor, fuel, energy, materials and supplies. The cost also includes purchased and contracted services such as freight, smelting and refining, sampling and sales required to convert ore to the finished metal. Royalties and ad valorem taxes paid on gross production are direct expenses, as is the cost of administration required by the production units. The sum of these outflows is the total cash cost, the expense that has to be paid in cash in order to continue production. Indirect costs incurred by a producer will commonly include allocated headquarters expenses, as well as the capital charges associated with equity investment and debt. Profit is not generally considered an indirect cost even though it represents the cost of using the owner's capital; similarly, income taxes represent the government's participation in the profits of the enterprise. IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

"INTRODUCTION Diesel locomotives have been used successfully in underground mines of Europe for 18 years, and much has been written on the technical details of the design of these machines and the safeguards provided by the manufacturers. The actual conditions under which' the Diesel locomotives are used have not been publicized as well and consequently are not well-known. In 1945 the writer observed numerous Diesel locomotives working underground in coal and metal mines of several European countries and was favorably impressed with the practical approach to the safe use of this- type of equipment.Recent statistics showing the number of Diesel locomotives in use are not available now because of the World War, but the extent to which this type of mine locomotive was used immediately before the war is indicated by table 1, which classifies the number of locomotives used in several countries according to the type of power, such as compressed air, Diesel, and electric.Mining conditions observed by the writer in the European countries are very different from those in most coal-mining districts of the United States. The surface plants are larger and are permanently constructed of brick or concrete; numerous coal beds are worked through one shaft; the crosscut rock tunnels or levels, driven to intersect the coal beds, are lined with brick or concrete blocks where needed instead of timber; the coal beds dip more steeply and are not as thick as in most fields of the United States."

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

THE Ross mine, a subsidiary operation of Hollinger Consolidated Gold Mines, Limited, is situated near the north end of lot 1, concession 2, Hislop township, Ontario. The property comprises the north half of lot 1, concession 2, and the south one-third of lot 1, concession 3. It is readily reached by a good motor road from the village of Ramore, 7.5 miles to the southeast on the Temiskaming and Northern Ontario railway. The-mine has been developed to a depth of 900 feet and the current daily production rate is about 260 tons. From the inception of operations in March, 1935, until December 31st, 1942, 455,720 tons of ore with a total value of $4,169,-316 have been milled. The silver to gold ratio of 1.48 to 1 is unusually high for Ontario gold mines. The deposit is interesting because the relationship between hydrothermal metamorphism and three successive stages of fracturing and mineralization is marked with considerable clarity. During the past seven years, detailed geological maps of the mine have been kept up to date, many thousands of feet of diamond-drill core have been logged, and numerous thin and polished ore sections have been studied. The present paper describes the structure and mineralogy of the orebodies.

Daily everyone depends on the great variety of glass products, so much so that glass is often taken for granted. In fact most people do not realize how versatile glass has become. Consider the various uses and then try to imagine a day in which we are not influenced by glass. Common uses include container ware, table ware, window glass, lead crystal, automobile glass, and fiber glass. Several less common, but important, uses include laboratory ware, pharmaceutical, TV bulbs, light bulbs, glass ceramics, optical glass, fiber optics, and laser glass. Corning, Inc., a leader in specialty products, uses nearly 1 000 different compositions to manufacture about 60 000 different products (Edwards and Copley, 1977). Glass is such a complex product that-definitions vary and exceptions can be found for most definitions. Glass is an inorganic amorphous (non-crystalline) solid. Most glasses are produced by melting of a mixture of oxide raw materials, and then cooled to room temperature. Soda-lime-silica composition.s account for about 90% of all glasses melted (Anon, 1973). The properties of the glass product come mainly from its chemical composition. All of the different glasses require melting a combination of raw materials and forming the molten material into the desired shape. Both the melting and the forming processes use sophisticated technology and these technologies require experts to manage these production systems. The manufacturing process is continuous and takes place in tonnage quantities, so adjustments in the batch to achieve the desired finished product requires a great deal of expertise. Raw materials are fed to the batch mixing area in very large quantities (tons in most cases). As a result, impurities in the range of 0.1% result in addition of that impurity within the molten glass in kilogram amounts. More than twenty different industrial minerals are consumed in the manufacture of various kinds of glass (O'Driscoll, 1990). This chapter describes the major and minor ingredients of the various glass batches. It discusses the roles of the various oxides in the glass batch and most importantly considers the mineral raw materials which supply the glass industry. Each of the raw materials is described in detail in other chapters so the geology and mineralogy sections are kept brief here. Container glass, by far, accounts for the most production; followed by flat glass, fiber glass, and specialty glass of which table ware accounts for the greatest tonnage. [Table 1] shows the general production data for 1987 through 1990. Statistics for many of the uses do not appear because production volumes are small compared to the major uses. The glass industry is organized in four categories: containers, flat glass, fiber glass and specialty glass. The US Department of Commerce, Bureau of Census, publishes production data about the glass industry in three different categories: 1) glass containers, 2) consumer, scientific, technical and industrial glassware, and 3) flat glass. The Bureau has very complete statistics about the glass industry in these three categories but they report production data in different units according to industry standards. Therefore, [Table 1] gives the production data in dissimilar units. The production of most glass articles follows similar steps. The raw materials are mixed and the resulting batch is fed into the furnace. In soda-lime-silica glasses melting begins between 600 and 900°C. At these temperatures CO, and other gasses are released which create bubbles in the molten glass. To remove the bubbles and insure complete melting the temperature is raised to between 1 500 and 1 600°C. This is the melting-refining stage during which the refining agents in the glass batch serve to aid in the release of gas bubbles, homogenize the melt, and prevent the formation of scum on the surface of the molten liquid. At the conclusion of the melting-refining stage the glass is too fluid for working and the melt is cooled to about 1 100°C to attain the proper viscosity for working and forming to begin. After the glass article has been made, it must undergo annealing (slowly and uniformly reheated and cooled) to remove thermal stresses that were created during the forming process.

Agnico-Eagle started sinking the Penna Shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240 m deep shaft. Exploration success led to the installation of a hoisting plant capable of extracting 4500 t of ore and 1800 t of waste per day from a depth of 2210 m. The introduction of a new rope selection factor, permitting a safety factor of 4.0, represented the breakthrough required for a cost-effective project. This paper describes the process taken to introduce the new rope selection factor and its impact on the original plant.

After the closure of collieries, they naturally start to fill up with water. As a result, hydraulic gradients develop between them and different hydraulic pressures are exerted onto peripheral areas or compartments within mines. This results in water flow between mines, or onto the surface. This flow is referred to as intermine flow. The collieries in the Witbank Coalfield have geometries such that there are several areas where this intermine flow is possible. Since the Department of Water Affairs and Forestry has declared intermine flow as one of its greatest concerns for granting closure to South African mines, much research into this phenomenon is required. The challenges in determining intermine flow are numerous, and attention has focused on identification of areas where these flows can take place. The quantification of these flows is problematic due to the uncertainties in exact geometric configurations and the variation in site-specific hydraulic properties of thecoal and overlying lithilogical layers. During this study, use has been made of numerical flow modelling and several analytic solutions to test the applicability of the flow models as well as to predict groundwater flow directions, filling times of voids and flow volumes. The numerical modelling methodology entailed a downscaling approach starting with a broad regional model covering the entire area, followed by modelling the interactions between interconnected mines, and finally looking in detail at the major areas of interaction.

"Abstract In Scandinavia the use of steel pipe piles in bridge foundations started in the mid-1980s and has increased steadily since. As the piles driven in soft soils are slender, they can fail by buckling. Buckling usually requires taking into account the second order effect in structural and geotechnical design.The purpose of this paper is to derive formulas for demonstrating the theory behind the formulas given in literature for the second order effect of initially bent piles.IntroductionIn Scandinavian countries solid bedrock usually lies at moderate depth. If the bridge site is in an area where the soil above the bedrock is soft, the bridge is usually founded on end-bearing piles resting on the bedrock.The main purpose of the piles is to transfer axial forces into bearing soil. Like columns, piles can lose their stability by buckling when surrounded by soft soil. When axial compression on a slender, initially straight, pile reaches a particular value called the critical load, the pile is subjected to lateral deflection and loses stability. The soil around the pile suffers a corresponding deformation. This soilstructure interaction increases the critical load compared to a pile without surrounding soil.It is very unlikely that piles are ideally straight. Initial curvature along with curvature and deviation caused by the installation of piles causes bending moments to the pile when normal force is applied. These lateral displacements increase when normal force increases. This increase of moment is called asecond order effect.Eurocode and literatureEurocode 7 includes guidelines for the design of piles (Eurocode 3, section 5 includes design of steel piles). However, there are no clear guidelines for considering the second order effects related to piles surrounded by soil. Eurocodes advise doing structural design of piles the same way as in the case of columns. With columns, the second order effect is taken into consideration by multiplying the first order moment with the factor shown below (SFS EN-1992-1-1, 2005):"

WITH the exception of pneumatic processes and ii few special beneficiation methods of comparatively limited application, all mechanical coal-cleaning and mineral- dressing processes involve the admixture of solid particles with a liquid, generally water. Upon completion of the beneficiation process the solids must be reclaimed from the water. With coarse particles separation of solids from water is accomplished readily by the simple expedient of screening, but recovery of fine solids presents a much more difficult problem. Thickening and dewatering are practiced so generally, both within the mineral industry and else- where, that they have been the subject of study through the years and a number of processes for making the solid-liquid separation have been developed. Dorr-type thickeners have been standard equipment for many years, and more recently driers employing centrifugal force have gained in popularity. 1 A cyclone device employed to thicken the loess suspension is a novel feature of the loess heavy-medium coal-cleaning process developed by the Netherlands State Mines in the thirties. The cyclone thickener was first mentioned by Driessen2 in 1939 in a paper describing the loess process and has been the subject of two more recent reports by the same author.3 The cyclone does not differ greatly from cyclone dust collectors used in this country for years, except that it is operated wet rather than dry. Advantages of the cyclone over other thickening devices are its simplicity of construction, high capacity, and the fact that, having no moving parts, it is simple and inexpensive to operate. The Bureau of Mines became interested in the cyclone after one of the present authors observed it in operation in the Netherlands in 1945. The first experimental work with the cyclone conducted by the Bureau of Mines was an investigation of the unit functioning as a heavy-medium cleaner for fine coal-a use for the cyclone that was conceived long after it had been perfected as a thickener. The results of this investigation were published last year.4 The present investigation deals exclusively with operation of the cyclone as a thickener. OBJECT AND SCOPE OF INVESTIGATION Although the cyclone thickener has been dealt with in three reports by Driessen, its use as a thickener was not the principal subject of any of these reports and therefore neither the cyclone itself nor its operation was described completely. The design of the cyclone was described only in a very general way, only limited operating results were given, and virtually nothing was disclosed about the influence of the various possible operating variables. Moreover, the Netherlanders apparently had employed the cyclone exclusively for thickening loess and had not employed it on coal slurries. "When confronted with the difficult decisions on advancing an exploration project to the feasibility and construction stages, it is important to know how various regions of the ore body will react in the milling and concentration processes. While bench scale test work is common and inexpensive, the results and information provided are somewhat limited due to the difficulty in accurately predicting the effects of recirculating middling streams or gradual changes in solution chemistry.Conventional Pilot Plants, processing 100 to 1,000 kg/hour of sample ore, provide the detailed engineering data required to develop a final process flowsheet and to size the equipment. They are, however, expensive to set-up and operate, and are really only viable for major projects that are well advancedIn the latter part of 1999, the Mineral Development Center at CVRD (MDC) purchased a new piece of mineral processing equipment which can run continuous flotation tests using drill core samples. To evaluate its performance, and to compare it with conventional testing methods, various types of flotation tests were carried out using two different types of copper ore. The limitations and advantages of open circuit and locked cycle bench tests, as well as the Mini Pilot Plant and the Conventional Pilot Plant were evaluated.Open circuit tests carried out at the bench scale only provide basic information. More complete and trustworthy information is obtained, in terms of the recirculation of flows and reaching a permanent and stable flotation regime, as the dynamics and complexity of the tests increases. The data obtained showed that the MPP’s metallurgical performance was equivalent to that of a conventional pilot plant."

A pilot plant campaign has been conducted by Sherritt Technologies in support of Eldorado Gold Corporation’s evaluation of pressure oxidation technology for the treatment of refractory gold concentrates from the Certej deposit in Romania. Four separate concentrates, containing 3.5 to 5.4 g/t Au, 13.0 to 14.5% S2- and 12.0 to 32.5 g/t Ag, were tested in the eight-day campaign. The major gold-bearing mineral was pyrite. Preliminary batch tests indicated that gold extraction from the oxidized concentrates in subsequent cyanide leaching was adversely affected by the presence of organic carbon in the pressure oxidation feed when chloride in solution was at an elevated level. As such, the process conditions that were tested during the pilot plant operation were selected to either counteract the negative impact of the organic carbon, or to deactivate it during pressure oxidation. Both process routes proved feasible, yielding gold extraction of 95 to 98% in cyanide leaching of the oxidized concentrates. Silver extraction was typically in the range of 80 to 90%, provided that the oxidized concentrates were also processed in a lime boil step prior to cyanide leaching.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) and the regulations promulgated for that "Act" have resulted in changes to surface mining operations in order to comply with the stringent federally enforced reclamation requirements for prime farmland. In many instances the operator has modified surface mining operations to meet the prime farmland requirements through changes to mining equipment operation, addition of new equipment targeted for reclamation or the use of totally different mining techniques. The major challenge to mine operators has been how to use existing mining equipment to meet the requirements of the "Act." Freeman United Coal Mining Company opened the first new large surface coal mine in Illinois following passage of the "Act." The Industry Mine, located near Macomb, Illinois started mining operations during March of 1982 and was required therefore, to meet all of the requirements of the "Act" including prime farmland restoration. At the Industry Mine a shovel and a cross-pit bucket wheel excavator (wheel) are used for overburden removal and the wheel is addition- ally utilized to assist in reclamation operations. The wheel mines the subsoil thereby elliminating scraper placement of that subsoil and the attendant compaction problems with scraper placed subsoil. The wheel is used to convey topsoil stock- piles from the highwall to the mined overburden in order to lessen scraper traffic and possible compaction on the graded overburden during top- soil removal and replacement. Close control of the operation of the wheel yields more uniform wheel spoil ridges which then require less grading prior to topsoil replacement.
