The type of population encountered in the sampling of coal, ores and other products of natural phenomena is one in which the variance within a cluster of elements generally increases steadily as the size of the cluster increases. To enable estimation of variances of stratified random or systematic sampling for such populations one must model the serial correlation function or alternatively, the variogram function. The author has postulated a specific symmetry of the serial correlation function which leads to expressions with rich theoretical and practical implications. These expressions provide a spatial correlation function which explains power law relationships often observed in studies of dispersion variances. They also enable straightforward calculations of sampling variances. The importance of the role of finite population size in the equations leads one to examine previously held concepts of ælargeÆ and æsmallÆ sample populations. The model based on the symmetry postulate is a fractal model with the serial correlation function of a hypothetically infinite population being of the same form as that developed by Mandelbrot for discrete fractional noise. Techniques used in fractal mathematics apply, including box counting and fitting of a dimension function. The paper establishes a framework for the understanding of this fractal theory and demonstrates how to calculate sampling variances from the model variogram using simulated data fitting the model.

According to the Directive 93/15/EEC, given on 5th of April 1993, all the commercial explosives placed on the market and transfered in European Union and EFTA countries have to be certified and contain the CE-marking. Before the products can be awarded by the CE-marking they have to fulfil the Essential Safety Requirements (ESR) of Appendix 1 of the Directive. From the beginning of last year the commercial explosives could not have been be sold in Europian Union countries without the CE-marking. The legitimacy of the Directive 93/15/EEC encompasses High Explosives, Detonating Cords, Safety Fuses, Gun Propellants and Detonators. At the moment in Europe, there are seven Notified Bodies (NB) working in the field of commercial explosives. They are in Spain (LOM), Germany (BAM), France (INERES), England (HSL), Netherlands (TNO-PML), Sweden (SP) and in Finland (PvTT). The Swedish SP has qualifications only for the detonators and the Finnish PvTT for High explosives, Detonating cords, Safety Fuses and Gun Propellants, but not for the detonators. The role of the NB is to work as a third independent body between the client and the manufacturer testing, studying and certifying explosives by the commission of the manufacturer. The Notified Bodies are operating independently competing the clients, the explosives manufactures.

Future mining systems will possess the ability to cut from crosscut to crosscut where advances could exceed 30.5 m (100ft). However, limitations arise when ventilating such mining systems. In deep advance mining, there will be no workers at the face to manually advance ventilation tubing or curtain. Additionally, traditional methods provide no means for maintaining face ventilation after the miner backs out. Problems such as these have suggested the need for innovative ventilation methods compatible with deep advance mining systems. The Bureau of Mines is currently considering a number of innovative ventilation schemes. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Previous testing in large metal-nonmetal mine entries showed that jet fans provided adequate face ventilation for deep advances in large headings. Current testing will determine the application of jet fans in ventilating smaller coal mine entries. Another approach considered compatible with deep advance mining will use either exhausting or blowing tubing that can be remotely extended from crosscut to crosscut. During the mining cycle, such a device would extend automatically as the miner sumps into the face. The Bureau of Mines is considering several different operating designs using this tubing.

Grouting has been used in underground mining for more than 20 years. Chemical grouting is often used as a remedial measure when the implemented ground-control program is unable to completely prevent structural failures or when there is a need for preventing a structural member from unraveling. The utilization of polyurethane grout is restricted by its limited range of physical and mechanical properties. To overcome some of the drawbacks of polyurethane, research is being conducted on a newly developed polyester based grout. The polyester resin, identified by Sandvik as Strata Grip, provides a number of features, including variable gel times and a much-reduced chemical hazard. Equally important are the mechanical properties of the product. The strength and deformability of any chemical grout must be compatible with the intended purpose of grouting and the expected deformation of the rock that is to be grouted The assessment of the mechanical properties of polyester grout is the focus of this work. Field experiences and laboratory research defined the properties of an effective grouting material. Experimental results indicate that the polyester grout meets or exceeds the recommended properties for many injection applications. Furthermore, the results suggest that the ability to adjust mechanical properties via resin formulation has the potential to expand the applicability of chemical grouting in ground control.

Long-hole drilling technology has rapidly advanced this decade beginning with rotary drilling/pump down camera surveying and culminating in down-hole motor drilling with cableless electronic surveying over the past two years. With the latter system, a high level of directional control is achievable in boreholes up to 1000m long. Past long-hole drilling across the industry has seen a mixture of success and failure. With these experiences, new and improved techniques and equipment have evolved. A number of long-hole drilling options are available as variations on the basic rotary and down-hole motor methods. They involve different levels of cost and equipment and vary in their suitability in different geological environments and definition of targets. Long-hole drilling is mainly target applied, either in defining geological structures in greater detail, or proving important mining areas such as longwall blocks, to be free of structures. Successful drilling hinges on a combination of drilling expertise, quality and appropriateness of equipment, understanding of geological conditions and good colliery support. Drilling expertise forms part of sound interpretation through keeping relevant records, understanding the reasons for changes in drilling conditions and implementing specific tests such as coring. The final interpretation builds upon all other available geological information. There is still scope for research into improved techniques and equipment. The use of long boreholes for geophysical surveys has high potential.

THE ferrosilicon grinding unit at the Central Mill of the Eagle-Picher Mining & Smelting Co. near Picher, Okla., was completed in March 1947. The object of the plant was to grind pigs of ferrosilicon, having a size of approximately 1 ½ by 4 by 12 in. and an analysis of 85 pct Fe and 15 pct Si, to approximately 100 mesh by crushing and wet grinding in a ball-mill classifier circuit. The minus-loo mesh ferrosilicon had formerly been purchased, and was used as medium in the heavy media process for treatment of lead-zinc ores. From the standpoint of dollars and cents, the cost of minus-100 mesh ferrosilicon was roughly $40.00 per ton more than pigs of the corresponding alloy delivered to the mill. Estimated wet grinding costs were considerably below this figure. The possible saving in cost of make-up medium for the cone plant was particularly attractive since, at that time, the plant losses averaged over four tons of minus-100 mesh ferrosilicon per day. Aside from the probable saving on the grinding charge, the need for such a unit was twofold. First, periodic fluctuations in the differential between the top and bottom densities of the cone were thought to be detrimental to metallurgy. There was little doubt that an intermediate differential existed at which the heavy media separation was most efficient, representing a compromise between concentrate grade and tailing loss. Furthermore, if a finer, but considerably cleaner, medium could be obtained, there was the possibility that the differential could be decreased without increasing the viscosity, or conversely, the viscosity of the medium decreased without increasing the differential. Preliminary to experimental work aimed at pegging the cone differential and circulating medium viscosity at whatever values were found to be most efficient, it was essential to have control over both the non-magnetic content of the medium and the particle size of the contained ferrosilicon. The latter was possible by means of a grinding unit at the mill. Second, whereas the ferrosilicon alloys are made by a number of manufacturers, only two, to our knowledge, grind it in any quantity for use in heavy media plants. For all practical purposes, the Central Mill was limited to one source of supply, a particularly vulnerable position. In case the supply was cut off, it was thought that pigs of the 85 pct Fe, 15 pct Si alloy could be obtained elsewhere, providing means of grinding them was available. There was no published information available covering wet grinding of ferrosilicon. Dry grinding in batch mills and in continuous mills with air classification was being practiced, but the cost of grinding was excessive and the dust condition objectionable. It appeared that primary and secondary crushing was no particular problem, providing heavy duty equipment was used;

A new copper-molybdenum flotation technology developed for a certain coppermolybdenum ore is introduced. We achieved copper-molybdenum bulk flotation in lowalkali conditions. Locked-circuit test results showed that the bulk concentrate contained 21.05% Cu and 1.10% Mo, with copper recovery of 87.37% and molybdenum recovery of 77.07%. For the copper–molybdenum separation process of the bulk concentrate, we use a new depressant, BK511, to replace the traditional sodium hydrosulfide. We achieved copper–molybdenum separation through one rougher, nine cleaner, and two scavenger processes. The results of locked-circuit tests showed that the molybdenum concentrate contained 46.19% Mo and 0.75% Cu, with molybdenum recovery of 93.80%; the copper concentrate contained 21.50% Cu and 0.069% Mo, with copper recovery of 99.92%. This new technology overcomes disadvantages of using large amounts of lime, sodium hydrosulfide, and other reagents in traditional copper–molybdenum flotation.

An innovative process for the separation of carbonaceous minerals from bulk ores is presented. In this process, the surface of carbonate minerals is reacted with acid used to nucleate CO2 bubbles at the particle solution interface. Entraining the liberated CO2 gas at the surface via coating agent renders the particle more buoyant providing for a selective separation from non-carbonate containing masses. Different surfactants were tested to stabilise the bubbles and float the particles. In this paper, separation of dolomite from apatite using PVA (polyvinyl alcohol) as a coating agent, is discussed. A subsystem-based approach to the characteristic curves for a multiple fan ventilation system is presented. The ventilation variables and their relationships associated with a fan branch are considered as a subsystem of the multiple fan system. For each subsystem, the solution curve is generated by replacing the fan with a hypothetical pressure source or, alternatively, by adding a hypothetical pressure source without removing the fan. The projection of the solution curve onto the coordinate planes results in two classes of subsystem characteristic curves: pressure-vs.-quantity and quantity-vs.-quantity. The subsystem characteristic curves are described and illustrated through example ventilation systems. These curves are also discussed using the network equations of a general multiple-fan system.

Due to the availability of user-friendly microcomputer based packages, the use of simulation is increasing.. Users have however encountered problems inherent to the structure of sequential-modular simulators. These are the difficulties associated with estimating parameters for arbitrary' models and the solution of design and optimization problems. The implementation of an optimization routine in the simulator MicroSim has facilitated the solution of such problems. The literature indicates that more efficient numerical techniques for solving optimization problems than those presently used in MicroSim are available. These techniques, together with user-interfaces which allow such problems to be specified easily by users, will result in the development of simulators much more powerful than existing ones.

"Abiquiu Dam is a rolled earth fill dam with impermeable core located on the Rio Chama in New Mexico. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. During the 1960’s and 1970’s, the grout curtain was extended 1,000 ft. into both abutments and sections of the foundation beneath the embankment were regrouted. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during multiple phases of supplementary grouting and during verification drilling following the 1970’s grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. The fluid losses in the embankment may be related to seasonal shutdown layers in the embankment or benches in the abutment foundations. In addition, it is likely that the impervious core was fractured from grout pressures during installation of grout pipe through the embankment.INTRODUCTIONAbiquiu Dam is located on the Rio Chama in New Mexico and consists of a rolled earth fill dam with impermeable core, controlled outlet works, and an uncontrolled rock-cut spillway. The dam was authorized for flood control and sediment retention and was designed as a dry dam, holding flood pools for relatively short durations. The foundation is comprised of Permian and Triassic age, interbedded mudstones and sandstones that were deposited in an active braided stream system. Sandstones are moderately fractured and have variable aperture and infilling. Generally speaking, joints are near vertical. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. In 1966-1968, the grout curtain was extended 500-ft into the left abutment and the foundation beneath a 560 ft. section of the embankment was re-grouted. In 1978-1980, the grout curtain was extended 1,000 ft. into the right abutment, an additional 500 ft into the left abutment and the foundation beneath the right 520-ft section of the embankment was re-grouted. The alignments of these grout programs are shown in Figure 1. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during both phases of supplementary grouting and during verification drilling following the 1978-80 grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

The experimental system for mine venti1ation control in Staszic colliery has two - level structure. In the lower - measuring 1evel the existing computer - based early fire detection system has been used completed with a number of additional sensors needed for ventilation parameters monitoring. The higher 1evel is a secondary computer equipped with a suitab1e dedicated software performing data processing according to the control a1gorithm. Direct control of air flow in a selected mine district is performed by means of a remotely controlled automatic regulator. Apart from functional tests of the system and its elements some research work has been carrying out in the colliery based on observations of transient effects caused by changes in air flow distribution.

DEPOSITS of high-silica kaolinite clays occur at many places in central Pennsylvania. These white clays were formed apparently by weathering of argillaceous quartzite and limestone. Their geology, distribution and use have been reported by Leighton.1 The larger deposits have been mined from time to time, and the clay, after washing to remove coarse sand, has found use as rubber filler, foundry clay, and in white cements. In general, the clay from these deposits contains too much grit (quartz) to be useful as paper filler, and the silica content is too high to make it useful as china clay for ceramic ware. Gravity methods for the separation of quartz from these clays have failed because of the extremely fine size of the quartz grains, but by the methods of froth flotation described in this paper these sandy kaolins can be made to yield a purified kaolinite that has a chemical composition close to that of good-grade Georgia kaolins, and is free enough from grit to be used as a paper filler. As by-products of the separation, a fine (-325-mesh) sand assaying 95.5 per cent Si02, and a very fine (-3-micron) clay are produced. The possible ceramic uses of these products are being investigated at The Pennsylvania State College. EXPERIMENTAL PROCEDURE The Sample.-The clay sample used in these tests was obtained from a small mine near Tyrone, Pa. It had already been washed to remove coarse sand, and represented the finished product of this small mine and washery. Microscopic examination showed that the clay was composed almost entirely of the minerals quartz and kaolinite, and that the quartz was present mostly in particles larger than one micron, while the kaolinite particles generally were less than 20 microns in size. The kaolinite and quartz particles were physically separable by blunging the clay in water with a suitable dispersant. Preparation of Flotation Feed.-By the addition of NaOH in an amount equal to 3 lb. per ton of solids, the clay was completely dispersed in water. Flotation feed was prepared by allowing a dispersed suspension (10 per cent solids) of the clay to stand for the period of time required for a 2.5-micron particle of quartz to settle from the top of the container to the bottom. After this settling period the suspension was decanted from the settled solids. The settled solids were redispersed in water and the separation was repeated once. The two fine fractions were then combined. Thus the clay was divided into a fine and a coarse fraction by size separation at approximately 2.5 microns.* The fine fraction was found to have a considerably lower sand content than the raw clay (Table I), and was not treated further. The coarse fraction formed the flotation feed for all the tests described in this paper.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,

The purpose of this paper is to investigate commonly used methods for mitigating the effects of shrapnel from linear shape charges (LSC) used in the demolition industry. Primarily the problem is not that shrapnel poses a threat to human bystanders, but rather it can affect the other charges in the demolition or damage to structures in close proximity to the charges. This research aims to determine what methods have success at stopping shrapnel, what methods do not, and to promote an awareness of the dangers of using the LSC without any protection. The project was carried out at the Experimental Mine site at the Missouri University of Science and Technology. This research is an undergraduate research project to fulfill the requirements for the Explosives Engineering minor program at MST.

The Yallourn Open Cut Mine has recently commenced mining operations in the new East Field which will supply the 1450MW Yallourn W Power Station for the rest of its 30 year design life. The authors describe the design and implementation process followed during the rehabilitation of the areas disturbed by works associated with mining in the East Field. One area of the East Field, the old external overburden dump, has been of particular interest and is discussed in detail. A discussion on the fire protection considerations is included as these are critical and often misunderstood as being contrary to good rehabilitation design practice. Finally, the development of a master plan for the rehabilitation of the Yallourn Open Cut in general, incorporating the East Field work, is discussed.

The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.
