"This paper compares Canadian provincial mining safety regulations addressing hoist safety, automatic hoisting, and shaft obstruction. The regulations are quite similar among provinces, with only slight differences. Risk-mitigation strategies used in other industries are discussed, including their applicability to mine hoists. The specific case of software safety is introduced through examples. The mitigation of software failure is based on the use of the software lifecycle as recommended by the International Electrotechnical Commission (IEC) 61508 standard. Finally, ways to improve hoist safety are proposed.RÉSUMÉ Le présent article compare entre elles les diverses réglementations provinciales canadiennes concernant la sécurité des machines d'extraction, le levage automatisé et les obstructions dans les puits. Les réglementations sont assez semblables entre les provinces, mais elles comportent de légères différences. Les stratégies d’atténuation des risques utilisées dans d’autres industries sont abordées, incluant la possibilité de les appliquer aux treuils de mines. Le cas spécifique de sûreté des logiciels est abordé par des exemples. L’atténuation de la défaillance des logiciels est basée sur l’utilisation du cycle de vie du logiciel, comme cela est recommandé par la norme 61508 de la Commission électrotechnique internationale (CEI). BRINSMADE, Puebla, Puebla., Mexico (communication to the Secretary *) :-Though I heartily approve of several minor points emphasized by Dr. Raymond (such as the general desirability of local administration, rather than Federal, and the evils inseparable from the Federal Apex Law), I feel obliged to dissent from his four final propositions. As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

The contribution of the various outby sources to the contamination of the panel intake air has been the subject of a relatively small number of studies. In this paper, after a brief review of past studies, results from recent experiments on rates of contamination of intake air by outby dust sources are presented. Present study indicates that each outby source by itself may not be a major contributor. The loading point in the continuous miner section did not appear to be of major concern from contamination point of view. Belt entry including transfer point contributes significantly to the intake air dust level, though reentrainment was not a major source of dust. In longwall panels, the stageloader-crusher was the most dominant source. The panel-to-main belt transfer point was not a major source. Taken collectively, the contribution of all outby sources can be significant. In one longwall section, at the beginning of the longwall face, the contribution of all the outby sources and the headgate cut-out operation was observed to be about 80% of the permissible exposure limit (2 mg/m3). In modem high production longwalls, the application of effective dust control measures to reduce the dust generated from the outby sources is essential to achieve compliance with the dust standards.

The Western Mining Corporation mining lease on the Bendigo Goldfield measures 5krri x 18km with more than 20 anticlinal folds parallelling th long north-south boundaries. Numerous closely spaced shafts and extensive underground workings on the reef lines along the folds flooded with groundwater following the progressive abandonment of the field. Preliminary water sampling and assessment demonstrated that a major dewatering programme and acceptable disposal methods were necessary to dewater interconnected old workings in areas of interest prior to any underground work taking place. A field wide geohydolic investigation was undertaken to establish geohydraulic parameters, groundwater recharge rates and water qualities. Data from the field investigation together with estimates of the volume geometry of the submerged workings as obtained from old mine plans, production history, and limited pump testing results were used with an appropriate analytical model to obtain estimates of water discharge rates required to reach various dewatering targets. Water disposal options were limited by relatively high salinities, arsenic levels, contained hydrogen sulphide, and the mine locations within the urban areas surrounding Bendigo. Direct disposal to the surface drainage system could not be considered, treatment to acceptable discharge standards was not economically feasible, and it was necessary to adopt a strategy of collection, containment, and evaporation.

An electrolytic zinc plant with a capacity of 90,000 tons/year went on stream in Kokkola, Finland, in late 1969. It is a standard electrolytic zinc process plant; however, it has been subjected to several process improvements and enlargements during its time of operation. A fluidized bed roaster treats 500 tons/day of zinc concentrates which also contain mercury. Since the mercury evaporates completely in the roasting process, a mercury removal unit has been added to prevent, contamination of sulphuric acid produced in the neighbouring acid plant. The same unit also removes selenium from the roaster gases. In a separate unit, about 6 tons a year of metallic 99.999% mercury is recovered. The neutral leaching, originally a batch process, has been converted to a continuous operation, and a residue treatment system comprising hot acid leaching and jarosite precipitation has been added. Purification comprises a "hot arsenic-zinc dust" step and a cadmium removal step with zinc dust, both operated batchwise. Purification residues are used to make about 200 tons/ year of 99.99570 cadmium in a process developed by Outokumpu Oy. The electrolytic precipitation of zinc carried out at medium current density gives zinc of 99. 995% purity.

INTRODUCTION A medium sized mine like the Mamut is not considered a standard size porphyry copper mine. If the infrastructure such as roads, bridges, port facilities, power supply, etc. is inadequate, construction cost per ton of copper produced will be unavoidably high. At the Mamut mine, all efforts had been concentrated to minimize construction cost and overcome an adverse natural environment. Consequently, it was inevitable that the amount of equipment and other arrangements were far from ideal. Some of the construction work was carried out by Japanese contractors, but most was done by local contractors, especially the buildings, installation of machines, roads, and tailings disposal dam, etc. All construction works, including a test run of an 18 000 t/d capacity mill, were completed in September 1975. The total development cost was about 100 million including interest converted into principal during the construction period. HISTORY The Mamut copper mineralization was discovered in mid-1965 by the United Nations' Labuk Valley Project. Following this discovery, further exploratory works, including geochemical survey, pitting, and shallow diamond drilling, which were carried out by the Geological Survey of Malaysia, revealed the existence of a disseminated copper mineralization of porphyry type. The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

THE correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. "Apatite is an important host mineral in igneous and metamorphic rocks for production of phosphate fertilizers and phosphoric acid, and a potential source of rare earth elements (REE) production. For dissolution of REEs, sulfuric acid is better leaching reagent to develop the economical viable process for recovering of rare earth elements from apatite ore. However, the efficiency of rare earth elements dissolution in H2SO4 is about 30 % due to the formation of calcium phosphate or calcium sulfate as precipitate. On the other hands, phosphorus is mainly produced from phosphate ore. However, when treating rare earth elements containing phosphate ore, rare earth elements were discharged. Hence, development of novel apatite ore treatment process is required for effective utilization of natural resources. In this study, apatite deposit associated with REE was treated with sulfuric acid leaching and two stage precipitation by oxalic acid (C2H2O4) and magnesium chloride (MgCl2) for recovering REE and phosphorus, individually. Results showed that it can be seen the vast majority of La (87.5%), Ce (87.3 %), Pr (86.1 %), Nd (85.2 %) and Y (90.9 %) were dissolved in 1 mol/L diluted H2SO4 solution from the apatite ore. As average leaching rate of REE, over 85% of REE were leached by the condition. In the first stage precipitation using the obtained pregnant leach solution from leaching, over 90% of REE was precipitated by oxalic acid addition after controlling pH to 1 by NH4OH solution. After pH changed to 8.5, over 90% of phosphorus was recovered as precipitate by magnesium chloride addition in second stage precipitation"

Northparkes Mines is a joint venture between Rio Tinto and the Sumitomo group and is operated by Rio Tinto to produce copper concentrate from ore sourced from open cut and underground. Underground ore is mined with an owner operator workforce using the block cave method from the E26 deposit, with the first lift of the cave now completed. Development of the Lift 2 block cave commenced in March 2001 using a contract workforce. The Lift 2 Project required the mining of 14 700 m of decline and lateral development to establish a new mining horizon at the 9450 level and to develop two new conveyor declines. Also included in the scope was the excavation of a Crusher chamber to house the jaw-gyratory crusher. This paper describes the excavation of the hydroset chamber and orepass that sit immediately underneath the Lift 2 Crusher chamber. It includes risk assessment, planning, development of method statements and standard operating procedures, through to the excavation of the orepass and the installation of ground support in seismically active ground. There was a major ground failure in the backs of the conveyor feeder chamber during its excavation, which affected the excavation of the orepass due to its proximity to the breakthrough site.

This research concerns the mineralogical study of the physico-chemical reactions taking place at the pozzolan-binder interface. Lime binder/ pozzolan mixtures have been prepared for different natural zeolites. Analcime, phillipsite, chabazite, erionite, mordenite and clinoptilolite were mixed with portlandite and water, after which the progress in the reaction was quantitatively determined by thermogravimetrical analyses from three to 180 days. A first and important step was the thorough characterisation of the raw materials by quantitative X-ray diffraction (XRD), X-ray fluorescence (XRF), scanning electron microscope energy- dispersive X-ray (SEM-EDX) measurements of the zeolite minerals, Brunauer-Emmet-Teller (BET) specific surface area measurements, grain-size analyses and cation exchange capacity measurements. Beside these zeolite samples with varying Si/Al ratios, two clinoptilolite samples exchanged to the calcium, potassium and sodium form were studied and the difference in their short- and long-term reactivity was assessed. Also the difference in reactivity between identical clinoptilolite samples ground to different grain sizes, obviously having different specific surface areas, was determined experimentally. The results indicate that the external surface area only influences the short-term reactivity, whereas the cation content has effect on both long- and short-term. Na-exchanged samples combine clearly more portlandite in the first few days, whereas the reaction slows down afterwards compared to K- and Ca-exchanged samples. The early reactivity of the unexchanged zeolite samples could be explained by these two parameters, but their long-term reactivity seemed to be related to their Si/Al ratio. Samples with zeolites rich in Si reacted faster then their Al-rich counterparts.

The United States Potash Company was the original discoverer and first producer of under-ground mined potash ore in North America and commenced active production of potash in 1931. In July 1956, the company merged with United States Borax & Chemical Corporation and is now a Division of that corporation. The mine is located twenty-two miles east of the city of Carlsbad and the refinery is located sixteen miles south of the mine, The mine was placed where the ore was found and the refinery placed where there was sufficient water for a dissolving and re-crystallization plant. For twenty-three of the last twenty-six years, the potash ore was mined with the room and pillar method, taking approximately sixty percent extraction and leaving forty percent in pillars. These pillars are generally fifty-eight feet by fifty-eight feet square. Three years ago, it was decided that removal of as large an extraction as possible from these pillars should be commenced.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. "The preparation of high-quality synthetic ruitle from electric furnace titanium slag was systematically investigated by activation roasting followed by acid leaching process. The results showed that impurities such as Ca and Mg in titanium slag can be effectively removed and TiO2 grade of the product was markedly improved by the process. High-quality synthetic rutile containing 88.54% TiO2, 0.42% (CaO+MgO) was obtained under the conditions that roasted with 7.5%(wt) H3PO4 at 1000 oC for 2h, followed by two-stage leaching in boiling dilute sulfuric acid for 2h. Mechanism studies showed that anosovite solid solution and silicate minerals were reacted with phosphoric acid in the roasting process. As a result, titanium components in titanium slag turned into rutile (TiO2) and impurities were transformed into acid-soluble phosphate and quartz.IntroductionWith the gradual depletion of natural rutile and the rapid development of titanium industry in China, the natural rutile reserves cannot satisfy the requirement for production of titanium pigment and titanium sponge. Ilmenite is, therefore, becoming main raw material for titanium industry. However, because of its low TiO2 grade, it generally requires preconcentration to titanium-rich material such as titanium slag or synthetic rutile [1-3].Ilmenite resources are extremely rich in Pan-xi area of China, which account for 90.54% of total ilmenite reserves in China [4]. The titanium slag produced by electric smelting of ilmenite concentrate has high contents of Ca and Mg, and is not suitable as a raw material for chloride process and titanium sponge production. Therefore, upgrading titanium slag to prepare raw material suitable for chloride process and titanium sponge production has important significance for the development of China's titanium industry."

The number of seismograph field crews employed in the active survey of potential oil territories is still on the increase, owing to the ever pending threat of a shortage in the supply of crude oil. It is to be expected that for years to come the seismograph will be responsible for discovering many new oil fields, both in wildcat territories and in deeper formations, and that the seismographic campaign will go on unabated. Yet improvements in instrumental design, in the field and interpretative techniques, are brought about year after year, and lead to the reshooting of areas many times surveyed previously. Notwithstanding the experience gained by the past eight years of active work in reflection seismographic surveys, the results given by this method of mapping deep formations have in many instances been at variance with the information subsequently obtained by the drill. To overcome this shortcoming, geophysicists have used closer spacing of the shot points and closer control of the depth points. The method discussed here is being used actively in the Mid-Continent region and endeavors to reduce the interpretation work to a mere mechanical technique, leaving as little as possible to the opinion of the interpreter. The New Method Field Technique.—In sectionized territory where country roads are available every mile, shot points are preferably located every 1/4 mile when six detectors are available or every % mile when eight detectors are at hand. The disposition of individual spreads is represented on Fig. I; in each case a shot point is located at the section corners. Fig. 2a represents the layout of a spread between shot points, the vibration detectors being preferably equidistantly located. For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Triboelectric Separation - Beneficiation of Coal The performance of triboelectric separators is highly sensitive to the selectivity of the particle charging process. This paper presents a quantitative study on triboelectric coal beneficiation. The performance of different charging media was studied. Stainless steel was identified as having a work function between that of coal and silicate gangue and found to be the optimum charging medium for coal beneficiation. Recent results from separation tests were performed where silicate gangue was separated from crude coal using a parallel plate free-fall separator are illustrated.

INTRODUCTION The City of Phoenix, Arizona is located in the Phoenix Basin watershed which is prone to flash flooding several times each year. The runoff from these storms moves from the mountains in the north to the Salt River in the south. An extension of Interstate Highway 10 (1-10) will pass through the city east to west to form an Inner Loop through the downtown business district. PROJECT DESCRIPTION The I-10 Inner Loop extension will be a depressed roadway which would intercept the surface drainage of the Phoenix Basin and separate the watershed into two regions. To prevent flooding of the depressed roadway, runoff storm water collected from the northern half of the drainage area will be conveyed beneath the roadway to its natural outlet at the Salt River. A conveyance system composed of pressure tunnels beneath the city, shown in Figure 1, was proposed to achieve this goal . Table A presents the prominent features of each of the tunnels. This paper will describe geologic and engineering parameters specific to Phoenix which were used in the design of a series of tunnels to convey storm water from the I-10 Inner Loop to the Salt River. The design of tunnel initial and final support is described along with support and construction methods used by the Contractor.
