As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

Access to information is a key component for making improvements to any process. This is particularly true for all aspects of the iron mining and steelmaking process. The ability to make rapid control decisions can significantly influence process outcomes, including ensuring product specification, mining quality, transportation limits, upgrade factors, waste bypass and direct shipping, among many others. While traditional laboratory methods provide feedback for such processes, having access to analysis results in real-time can lead to positive reactive and predictive control decisions to be made rapidly, leading to significant improvements throughout the process. Scantech has been designing, manufacturing and supplying technological products to the minerals industry since 2002 to enable the availability of such realtime information to a mine or plant, with the benefits being enjoyed by a wide range of operators. This paper provides a summary of the available technologies used in the iron ore and steel industries, as well as providing a case study of their use at an Australian site, and a description of the potential benefits of a range of analysis equipment.

"South Africa possess the biggest fluorspar reserves in the world followed closely by China. In light of the current commodity downturn this paper explores the use of Dense Media Separation (DMS) as a coarse pre-concentration method for two fluorspar deposits located in South Africa in which the dominant gangue is carbonate present in the form of dolomite and calcite. Heavy Liquid Separation indicated that conventional pre-concentration of the drill core samples from both deposits would result in unacceptably high fluorite CaF2 losses. At a maximum CaF2 loss to floats of 5% the benefit of DMS would be economically marginal and difficult to justify as a conventional pre-concentrator. In light of cashflow constraints, a twin flowsheet was proposed for the sole purposes of upfront cash generation in which the majority (67-77%) of the CaF2 would report to a high grade flotation plant in 38-41% of the mass whilst the rejects would be stockpiled for flotation at a later stage. Considering the proposed twin flowsheet approach the high grade product split was achieved using DMS and this paper documents the challenges encountered and results achieved. INTRODUCTION Fluorspar is the commercial term for the mineral fluorite (calcium fluoride, CaF2). Worldwide production of fluorspar is dominated by four countries namely China, Mexico, Mongolia and South Africa. Although South Africa is the fourth largest producer, it has the largest fluorspar reserves closely followed by China (U.S. Geological Survey, 2017a). Fluorspar is broadly categorized into two grades namely acid grade also referred to as acidspar (>97% CaF2); and sub-acid grade (ceramic and metallurgical grade) commonly referred to as metspar (=97% CaF2). Acid grade fluorspar is used for the production of hydrofluoric acid (HF) which in turn is used for the manufacture of fluorocarbons and semi-conductors in the electronics industry; metal processing; the production of insecticides, herbicides and cleaning detergents, and the manufacture of uranium tetrafluoride used to concentrate the uranium isotope 235 for use as a nuclear fuel (British Geological Survey 2010; Miller 2001). Ceramic grade fluorspar (85-95% CaF2) is used in the ceramic industry as a flux and opacifier in the production of glass and enamels. Ceramic grade fluorspar is also used to make coatings for welding rods and as a flux in the steel industry. Metallurgical grade fluorspar (60-85% CaF2) is primarily used in the steel industry as flux to reduce the melting temperature and remove impurities in steel making. Similarly metallurgical grade fluorspar is also used as flux in cement production to reduce energy consumption (British Geological Survey 2010; Miller 2001)."

In New Brunswick, significant potash deposits are intimately associated with rocks of the Lower Carboniferous Windsor Group. To date, two deposits high in sylvinite, up to 20 m thick, have been confirmed at depths between 490 and 1,035 m below surface near Plumweseep and Salt Springs. These areas are currently under development by the Potash Company of America and the Denison-Potacan Potash Company respectively. A third area, near Lower Millstream, is also known to contain potash-bearing evaporites and is now being explored by BP Exploration Canada Ltd. All three areas are situated in the western half of the Moncion Subbasin and are within 25 km of Sussex. Numerous similarities in stratigraphy, thickness, mineralogy and structure suggest that deposition of evaporites throughout much of southern New Brunswick was contemporaneous and extended over a considerable area. One of the oldest mine supports in use today is timber cribbing. In many mining operations material, installation and maintenance costs for timber cribbings are substantial. Their performance characteristics also add to mining costs. During the 1970'6, the U.S. Bureau of Mines recognized many of the deficiencies of timber cribbing and very successfully initiated the development of steel-fiber- reinforced (SFR) concrete blocks. Since the early 1980's this SFR concrete cribbing has been manufactured as a high quality product which has found increasing acceptance by mine operators. The rapid acceptance of the SFR concrete block cribbing has proven that its use is eliminating many of the deficiencies of timber cribbing while providing superior load carrying capability. The use of SPR concrete blocks to build the cribbing is based on the same principle as wood. That is, stacking longitudinal, rectangular blocks in layers in a crisscross manner. The blocks are positioned at right angles to the blocks of the layer below. With this situation, the possibility of misalignment exists when the concrete blocks at the base are not placed exactly parallel or when the blocks of the base are subject to unequal settlement. Such misalignments creates localized, high stress areas which reduces the load capacity of the cribbing made from SFR concrete blocks. Recognizing the problem of misalignment, the Underground Supports Division of Commercial Shearing, Inc., conceived a circular, one-piece, steel-fiber-reinforced concrete cribbing which is being marketed under the name - Donut Cribbing. This concept eliminates the possibility of misalignment and provides 100% bearing between layers of stacked cribbing as well as other advantages. The purpose of this paper is to discuss the performance characteristics, installation speed and economical factors of each of the three cribbing types -- timber cribbing, SFR concrete block cribbing and SFR concrete Donut Cribbing.

Australian Coal Association Research Program (ACARP) project C25073 was proposed by industry stakeholders seeking a potential solution that improves underground air quality and reduces operational costs associated with technology used to control diesel particulate emissions in the underground coal mining environment.The need to protect workers from diesel particulate matter (DPM) has lead the underground coal mining industry to install disposable filter systems on their vehicles. While the disposable filters are efficient at removing significant amounts of DPM, the following major issues have arisen:- high cost of operations; disposable filters cost $A250–300 each and need to be changed at least once per shift resulting in an estimated cost of up to $A164 M/a, in filters alone, to the NSW underground coal mining industry- improper installation, damaged seals and lack of installing a new filter when the old filter is removed; workers are still being exposed to excessive amounts of DPM.The ACARP project successfully demonstrated significant DPM emissions reduction comparable to the incumbent disposable technology on a proof-of-concept wall-flow diesel particulate filter (DPF) system, as well as satisfactory system robustness when assessed using an industry representative test cycle representing operations of a load haul dump (LHD) vehicle typical of that used by the Australian underground coal industry. It was noted in testing that the technology increased modal NO2 formation, but was compliant over typical operational duty cycles.One of the key benefits with the use of a wall-flow DPF system is its tamper-proof design, mitigating the risk of operating unfiltered diesel plant in poorly ventilated areas. Elimination of the need for continual replacement of disposable filters provides significant operational savings estimated to be up to 80 per cent of the incumbent technology.In addition to the above, the project also delivered a number of significant contributions to the knowledgebase of the Australian and international coal industry with regard to the characterisation of operations and control of emissions.CITATION:Coplin, N, 2017. Low grade oxidized iron ores are usually not economic to utilize. However, the development of SLon magnetic separators and other new technologies make the process cost lower and lower. In this paper, several low-grade oxidized iron ore process flowsheets are introduced. The key procedure is that at the early stage, SLon magnetic separators are applied to discharge as more tails as possible with very low cost, only a small portion of rough concentrate going to the cleaning stage, showing the new technologies are profitable for such iron ores.

"Lithium is the lightest of the metals, with high reactivity and great electrochemical potential. It has a low thermal expansion coefficient and high caloric value, and it forms very light and resistant aluminium alloys. These properties make lithium an attractive element for use in battery manufacture and glass and ceramics production, in addition to its applications in the aeronautic industry. Today, two sources of raw material are economically viable for lithium production: pegmatite rocks and brine. The world production, in 2012, was approximately 150,000 tons of LCE (lithium carbonate equivalent), almost triple the production in 2000. The forecasted consumption for the current year, 2013, was approximately 162,000 tons of LCE, and for 2020, it could be as much as 280,000 tons of LCE, stimulated essentially by the growth of world production of electric (EV), hybrid (HEV) and hybrid plug-in vehicles (PHEV), the batteries of which are based on Li-ions. With the growth of world demand and increasing prices, lithium minerals such as spodumene, petalite and amblygonite, once considered uneconomical for the production of lithium carbonate, are regaining their economic value. New projects to produce lithium compounds based on mineral sources are being developed in many countries, aiming to produce battery-grade lithium carbonate (99.95% Li2CO3). Although Brazil has large lithium pegmatite reserves, the domestic production of lithium carbonate and hydroxide is very low, at approximately 600 tons of LCE, which represents 0.4% of the world production. The application of these products is mostly in the grease and ceramic industries. The national lithium market is under government protection due to its potential use for nuclear purposes. Thus, the industrialization activities and import and export of ores and lithium minerals, as well as organic and inorganic products, such as metallic lithium and lithium alloys, are controlled by the National Commission for Nuclear Energy (Comissão Nacional de Energia Nuclear - CNEN). The objectives of this work to quantify the real lithium demand in the Brazilian market, considering that a large amount of lithium is indirectly imported in the form of the Li-ion batteries used in equipment such as mobile phones, cameras, tablets, notebooks and e-bikes, and to compare this demand with the current national production of LCE. Finally, some technological alternatives will be discussed, with the aim of increasing the competitiveness of the lithium industry in Brazil."

The EMEM Awards of the Department of Minerals and Energy (DME) were formally launched on 3 March 2000 by Ms Susan Shabangu, Deputy Minister at the Department?s Mineralia Centre in Pretoria. The launch was attended by invited guests from the mining and aggregate industries ,representatives of the Patron Organisations (see below),non- government and scientific organizations, the media, other government departments involved with mining environmental management and members of staff of the DME both nationally and regionally.

The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. "In most mineral processing operations the term audit is usually reserved for the exercise of checking financial records and/ or safety practices. While these activities are time consuming, no one disputes their necessity or value. If we subject these areas to such careful scrutiny, why is it that we don't normally apply the same principles to critically examine process operation. After all, the operating efficiency of the plant impacts directly on the measures of profitability.A mineral processing plant is a complex system that has a number of distinct, but mutually dependent elements: process equipment, instrumentation, operating policies, maintenance policies, control strategies and people. To ensure maximum economic performance, in the dynamic environment that characterizes a concentrator, requires a periodic review of each of these areas. However, to be useful, the study must be based on sound metallurgical principles and be conducted in a highly focused manner. Experience teaches us that the exercise is very revealing and potentially very rewarding.This paper will discuss the process audit process and illustrate its potential value through illustration taken from plant studies.IntroductionThe last twenty years have seen tremendous technological and organizational changes sweep the minerals industry. Process control systems, on-stream analyzers, and gold recovery techniques barely conceived twenty years ago are now incorporated in virtually all new installations in an effort to maximize operating efficiencies. In conjunction with these developments, changes in the way plants are managed, down-sizing of technical staff, reduction in the size of operating crews, and the flattening out of the management structure have significantly reduced operating costs. As a result, plants are making more efficient use of our natural resources, minimizing the costs of production, and in turn maximizing operating profits. Or are they?"

For the use of those who prefer manila rope to wire rope for light hoisting and hauling, the Ingersoll-Rand Co. has brought out a new model Little Tugger Hoist which is designated No. 11. The square piston, reversible driving engine, automatic lubrication, inclosed gearing, rum release clutch and worm-operated band brake are essentially the same as in the No. 1 model which was introduced about two Years ago. The main differences are in the diameter and length of the drum, the width of the flanges and, necessarily, the main frame and overall dimensions. The new No. 11 Little Tugger has a hoisting drum 7 in. in diameter by 17 in. long with 5-in. flanges. This accommodates 300 ft. of 7/8 -in. manila, rope. The maximum capacity of this hoist is conservatively rated at 600 1b. The weight of the hoist itself is 358 lb. It is 21 ½ in. long, 31 ¼ in. wide and 23 in. high.

The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.
