This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

Pacific Northwest Laboratory (PNL) currently supports the U.S. Department of Energy's Office of Civilian Radioactive Waste Management in developing and evaluating analytical methods for assessing the suitability of sites for geologic disposal of high-level radioactive waste. The research includes consideration of hydrological, geomechanical , geochemical , and waste package components and the evaluation of the degree of coupling that can occur between two or more of these components. The PNL effort and those of other research groups investing potential waste sites in the U.S. and abroad are producing a suite of computer codes to analyze the long-term performace of the proposed repository sites. This paper summarizes the ongoing research in rock mechanics at PNL involving flow through jointed rock. The objective of this research is to develop a methodology for modeling the coupled mechanical-hydrological process of flow through joints and then attempt to validate a "simple" model using small -scale laboratory test data as a basis for judging whether the approach has merit. This paper discusses the laboratory tests being conducted to develop s joint behavioral constitutive model for the numerical method under development and the modeling approach being considered.

Geochemical returns from commercial analytical laboratories are often delayed because of postal and other bulk distribution inefficiencies. Consequently, minerals exploration programs are handicapped due to insufficient time for treatment, analysis, and diagnosis of the data. The minerals industry lacks a system for rapid transmission of geochemical data which allows immediate entry into statistical and plotting routines. Over the past three years, Houston International Minerals Corporation (HIMCO) has developed a computer-based system to receive, treat, and distribute geochemical data. In the past two years, Bondar-Clegg (Denver) and Chemex (Vancouver) have developed systems to transmit' data directly to HIMCO via the world-wide Boeing Computer Services (BCS) network. The main benefits to HIMCO have been ten less days for reporting turnaround, ten less days for keypunching, less data handling, accuracy. The benefits to the laboratories have been improved in-house data management, reporting, and HIMCO's increased geochemical activity.

The recently completed Lower Northwest Interceptor Program (LNWI) in Sacramento, California comprises, ten pairs of micro tunnels totaling 4,369 m (14,417 ft),three horizontal directionally drilled bores totaling 956 m (3,154 ft), and two large diameter tunnels under the Sacramento River totaling 1,198 m (3,953 ft). This paper briefly summarizes surface and subsurface conditions, and planning and design considerations. It then goes on to describe problems encounterd with each trenchless crossing, as well as lessons learned with respect to shaft construction, ground control at shafts during tunnel break-in and break-out, frac-out and heave, settlement, obstructions, coordination with permitting agencies, and application of geotechnical baseline reports.

The area will bustle once again with activity as commuters and visitors converge on the modern transit station at the edge of Seattle's International District. Buses coming from south Interstate 5 and Interstate 90 will enter the tunnel through this station. [ ] International District Station is an open-air station, 1,060 feet long and 82 feet wide (about 15,400 cubic yards of concrete were used to build the station). A concrete lid over the southern portion of the station staging area is held in place by 131 support piles. The station will include entrances on Jackson Street and King Street. Union Pacific Realty is planning to build an office and retail complex upon the lid. The station also has an international flair. Symbols of the Chinese zodiac will be etched into the station plaza floor. The station platform walls will be lined with large steel panels embellished with designs in origami?a Japanese folded paper art form. [ ]

Since the advent of explosives, people have been trying to mechanize the process of loading it into long, narrow holes. Automated loading frees manpower from the arduous task of charging granular, cartridged and slurry explosives. An unexpected bonus of the automation process has been the realization of some valuable side effects such as high throughputs which speed up the loading process and higher loading densities which enhance explosive performance and permit hole patterns to be expanded.

Interpretation of Leached Outcrops, by Roland Blanchard. Published by Nevada Bureau of Mines, University of Nevada, Reno, Nevada, 89507, 1968, 188 pages. Price $7.50 (R5.40). This book contains a summary of the author's knowledge of leached outcrops, derived from some 30 years' experience as a geologist operating mainly in the United States of America and Australia. Part 1 of the book provides a comprehensive coverage of the various processes and substances involved in the oxidation of many minerals, under different climatic conditions, to form the final leached products. In Part 2, details are given of the appearance and composition of the oxidation products of the following minerals: pyrite, pyrrhotite, arsenopyrite, cha1copyrite, cha1cocite, bornite, tetrahedrite, oxidized copper minerals, galena, cerussite, sphalerite, molybdenite, chromite, hematite, magnetite, manganite, pyrolusite, calcite, siderite, fluorite, salite and supergene silica. The illustrations, the black and white photographs and the colour plates of oxidation products are of a high standard. The material is presented in a logical order and in terms which are not over-technical; hence it is useful to persons other than trained geologists. Despite the advances in geophysical and geochemical prospecting, the location and interpretation of gossans remains an important method of discovering ore bodies, particularly so since the correct interpretation of a leached material can prevent the fruitless and expensive prospecting of an underlying body of uneconomic concentration. Therefore it is considered that this volume will be a valuable addition to the libraries of universities, exploration companies and geologists. It is of interest to note that the author, who died in 1966, presented a paper, under the same title as this book, to the Chemical, Metallurgical and Mining Society of South Africa in 1939. "Setting of concrete material is defined as the transitional period between states of true fluidity and true rigidity. Initial and final setting times are measured in the laboratory on the mortar sieved from the mix in a controlled environment where temperature and moisture values are constant. On the other hand, field applications are held in outdoor environments where environmental variations have direct impact on setting time values. In this study, initial setting time of class K concrete, usually used for bridge decks and concrete pavements, are investigated highlighting discrepancies between laboratory and field measurements. 72 mixes have been cast in variable environments and collected data from concrete mixes and the ambient conditions are reported. In light of the collected data, the effects of variable setting times on early age cracking of concrete material are studied and means to minimize such cracks are presented.BackgroundSetting of concrete material is defined as the transitional period between states of true fluidity and true rigidity [1]. Continuous hydration of the cement within the matrix transfers the mix from a state of setting to hardening. Initial and final Setting times are measured in a laboratory setting following ASTM C 403 specifications. Initial setting approximates the time at which the cement paste can no longer be plastic under compaction (or can be handled in a proper fashion), while the final setting approximates the time at which hardening occurs. The standard test described in ASTM C 403 is conducted on the mortar sieved from the mix (paste passing from 4.75 mm sieve opening). Initial and final settings are described as the elapsed time after the initial contact of water and cement till the mortar reaches a penetration resistances of 3.5 MPa (500 psi), and 27.6 MPa (4000 psi) respectively."

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

Although descriptions of the methods of analysis of explosives are to be found in many books on explosives, and in works on engineer- ing chemistry or chemical analysis, most of these descriptions are incomplete and lacking in details. The methods of analysis employed in the laboratories of most explosives factories are frequently treated as trade secrets, and very little information is published from such laboratories. This bulletin outlines the methods of analysis that are used by the Bureau of Mines in the examination of certain classes of explo- sives. The present form of most of these methods has been worked out in the bureau's explosives laboratory. The methods employed by Prof. C. E. Munroe were taken as a basis, and were elaborated to meet the demands incident to the treatment of complicated mix- tures and to the development of the explosives art. A subsequent bulletin will discuss the methods of analysis of "permissible" explosives, many of the latter being of decidedly complicated char- acter and requiring special treatment. This bulletin presents the methods of analysis of "ordinary" dynamite, and the ammonia, gelatin, low-freezing, and granular dynamites, and the common grades of black gunpowder and black blasting powder. The bulletin is published by the bureau for the information of all persons inter- ested in explosives and their safe and efficient use in mining work. As the term "ordinary" dynamite, though much used, has no conventional meaning, and may be used to cover a wide variety of compositions of matter, it may be noted that the standard dynamite used at the Pittsburgh testing station is a good example of the "ordinary" dynamite known in this country. THE economics of aerial survey and the technical processes by the aid of which vertical and oblique aerial photographs are turned into line maps showing the most profuse topographical detail such as contours, rivers, roads, plantations, habitations and cultivated lands do not concern us here. They have been ably and exhaustively described in the publications of the British War Office, handbooks on surveying methods and on photogrammetry and in the South African mining, engineering and geological press. Suffice it to mention that for geological interpretation vertical photographs are used on such scales as 1/5000 to 1/10,000, overlapping each other by 55 to 60 per cent in the direction of flight and some 10 to 20 per cent sideways on to the next sequence or strip. Through this duplication in the overlap the stereoscopic examination becomes possible. The standards by which monochrome aerial photographs are interpreted can be grouped under the following headings: 1. Continuity.-The continuity of topographic relief not obtainable on the ground owing to the smallness of man relative to that relief. Here lies the greatest value of aerial survey with relation to geology. An immediate alignment can often be made of drainages running in different directions on each side of a hill; saddles and gorges in the mountainsides; abrupt termination of outcrop or indubitable signs of faulting. Most conclusive evidence is thus often obtained about faults which may be perfectly visible at one place on the ground but cannot elsewhere be identified because of decreased throw. Similarly, dikes can often be followed notwithstanding frequent interruption and disappearance under the soil. Scattered outcrop in scrub-covered or bush-covered country can be compared with field work. The same applies to geological contacts. Once these have been 3stablished at a few points on the ground, the intervening stretches can be drawn in.

"In this paper, the chemical composition, the content and the leachability of heavy metals in dredged sludge are tested and analyzed. It is shown that the leachability of Pb and Cr exceeds the leaching toxicity standard, and so the dredged sludge is considered as hazardous waste and must be solidified. The effect of solidifying the dredged sludge by the hydraulic ash-slag cementitious composites is studied, and it indicates that the heavy metals can be well immobilized if the mass fraction of the dredged sludge is appropriate. The heavy metals are immobilized within the hydraulic ash-slag cementitious composites hydration products through either physical fixation, substitution, deposition or adsorption mechanisms.IntroductionDredged sludge is classified as a hazardous waste because it usually contains concentrated heavy metals and chlorinated organic compounds, as well as soluble salts, and is also composed of very fine particles. Moreover, inorganic pollutants are typically associated with soluble compounds, which are, therefore, highly leachable from dredged sludge when dredged sludge is contacted by a liquid medium[l1. Thus, dredged sludge must be stabilized in order to reduce its environmental impact on the final disposal site. The frequent means of dredged sludge disposal used include(!) Chemical stabilization (2) acidic extractionChemical stabilization is translating mobile heavy metals into low dissolution and low toxicity form through chemical reaction. The commonly chemical medicaments are sodium hydroxide, soldium sulfide, thiourea, EDTA. But Zhao et al [ZJ found sodium hydroxide is not fit for Pb stabilization, the other three are effective, but the chemical properties of sodium sulfide are not stable, thiourea and EDTA are very expensive, and so it is very difficult to apply them. Moreover, because of the complexity of heavy metal conformation and dredged sludge composition, it is very difficult to find a cheap and prevalent stabilization medicament in point[31 ."

The authors give a definition of the various types of corrosion that may affect a metallic conductor buried in the ground, namely: 1. The metallic conductor may be attacked by the surrounding soil. This phenomenon is purely local and is called by them soil corrosiveness. 2. The metallic conductor may connect two regions of the ground when the electrolytes have a different composition. An electrical current will then be generated and certain zones of the conductor will be oxidized. This is autogalvanic corrosion. 3. Stray current may flow in the ground and enter the conductor in certain sections and leave it in others, thus causing oxidization in certain zones; this is electrolytic corrosion. The soil corrosiveness has been studied extensively by the United States Bureau of Standards and the authors give a summary of the work carried out and results obtained along this line. In autogalvanic corrosion it has been shown, by the investigation of buried pipes, that the zones of corrosion are associated with the zones of egress of the electric current (anodic zones). The location of these zones can be determined by measuring at the surface of the ground the difference of potential that exists along the path of the pipe. This work is performed easily and quickly with the apparatus invented by the authors for the exploration of conductive orebodies. The problem of electrolytic corrosion is a difficult one because it is a question of stray current which may vary in direction and intemsity at every instant. Therefore the components of the electrical field must be known at a given station and compared with the components of the clectrical field at another station, at the same moment. This is achieved by a rccording apparatus that will register the variations of the intensity of the electrlc current along two rectangular directions, during several minutes

In 1910 the author was engaged in a qualitative study of the radioactivity of several chemical substances and a few minerals. In the course of the work he studied the mineral allanite (obtained from granite ledges at Topsham, Maine), and found it to be appreciably radio-active. Recently the fact was brought to his attention that the radio-activity of allanite is not well known, although Hon. R. J. Strutt in 1905 published a list of radio-active minerals with their analyses, including allanite from Amherst County, Virginia.' In the work done, a standard type of electroscope was used, and the readings were made with a telescope, fitted with a scale, by means of which the rate of discharge could be readily determined. The natural "leak" of the instrument was carefully determined, and all results corrected accordingly. The method of study was as follows: The material to be tested was finely powdered, and spread over the bottom of a small, inactive pan. The electroscope was then charged, and the pan placed in position. The door of the instrument was closed, and the rate of discharge carefully determined. All results were reduced to common form to permit of comparison. It is to be noted that the materials tested were not used in strictly comparable quantities, such as if 1 g. of each had been used, but about the same quantity of powder was used (in the cases of the solid substances), so that the results are qualitatively accurate. The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.
