INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

In situ leaching technology requires information about how injected fluids flow in the rock in relation to the localization of the valuable minerals to be leached. In oxidative leaching of sulfide copper ores, flow channels can be determined by the observation of residual iron oxides. In contrast oxide copper ores do not leave a detectable residue after leaching. Method is developed that allows a selective labeling of the leach residue with fluorescent compounds. The fluorescent zones can be detected in corings after the leaching operation.

Seepage forces computed by a finite-element flow program are combined with gravity forces in an elastic-plastic stress-analysis program to determine the stability of mine-waste slopes. Computer output provides a cross-sectional plot of the dam or embankment showing the safety factors for each element. The combined finite-element program called SEEP-SLOPE was used to analyze several trial embankments and the 1972 Buffalo Creek Dam failure Safety factors computed by the finite-element method (FEM) were compared with those computed by Bishop limiting-equilibrium method. For individual slip circles, there was little correlation between the factors of safety computed by the two methods. Both predict failure, but FEM shows a different mode of failure plus development of potential failure zones not indicated by conventional methods. Besides having a better theoretical basis than the Bishop method, FEM requires no assumptions regarding the location or geometry of the failure surface. As a result, the program will show progressive development of a failure zone, and areas can be pinpointed where remedial measures should be taken. In addition, nonhomogeneous cross sections can be analyzed, and zones of potential piping can be defined.

This paper describes a case history involving the use of the Equivalent Driving Energy concept for evaluating timber piles that failed to achieve the termination criterion traditionally based on final driving resistance and minimum pile depth. It was assumed that a pile would be acceptable if the overall energy delivered during pile driving was at least equal to that of an ideal pile that achieved the design pile capacity established during an initial load test. The equivalent driving energy was determined by integrating the cumulative driving resistance profile over the embedded length of the pile within the founding soil strata. The required equivalent driving energy was calibrated using representative restrike PDA capacities of production piles as piling progressed. This approach enabled piles that failed to meet the original acceptance criterion to be re-evaluated, resulting in a significant reduction in the number of rejected piles that would otherwise have to be replaced.

In November 1980 a combined airborne electro-magnetic (INPUT.) and magnetometer survey was conducted by Questor Surveys Limited in the State Line Area, Colorado-Wyoming. The survey was the result of discussions over a prolonged period between the authors and various investigators of the State kimberlite occurrences. As a result of these discussions and literature studies, it was decided that airborne geophysical methods would be potentially useful in the exploration for new kimberlite occurrences. The survey was designed by Paterson, Grant and Watson Limited and conducted by Questor Surveys Limited over an area in which more than 15 kimberlite bodies were known and on some of which ground geophysical surveys had been conducted. The survey was designed primarily to determine the airborne electromagnetic and magnetic responses of the known occurrences and to deter- mine whether these responses would be detectable under similar conditions in other parts of the State Line District and elsewhere.

This paper presents a methodology for long-range studies of petroleum supply, to meet projected demands, that involves modifications of procedures used previously. This paper continues a series of papers on this general topic in the AIME, the most elaborate recent one being that by Warren Davis given in February 1958. The procedures considered here begin with the assumption that the governmental framework of regulations and taxes remains fixed- but that price changes. After .these procedures have been reviewed, the effects of changing certain governmental controls, will be considered in order to judge their potential effects on future supply. This is an essential step because controls cannot be expected to' remain static in a situation changing as much as the petroleum. industry and because such changes are within-the scope of alternative ways of adjusting to impending problems. The first procedure begins with: a) trends in drilling success, b) relation between field income from oil and gas and footage drilled, c) declines in capacity from production, d) trends in capacity of new and producing wells, e) all monetary values are in constant 1958 dollars, and f) target amounts of domestic crude petroleum production. 'From these components projections are obtained of: 1) numbers of future producing wells required, 2) footage drilled, 3) new wells drilled, 4) crude oil found, 5) capacity of producing wells, 6) completion costs, 7) finding costs, 8) production costs, and 9) average wellhead crude oil price consistent with the footage-field income relationship.

[ ] A period of heavy rains caused the river Adda to flood parts of the Valtellina, one of the Alpine valleys of Northern Italy. The exceptionally high waters put under considerable strain the whole system of embankments and levees controlling the river and protecting the adjacent towns and lands. In some places the water breached and washed away the embankments, submerging large tracts of cultivated land, buildings, roads and railway tracks. The town of Talamona, in the lower Valtellina, was hit particularly hard: in its proximity the river overrun and then washed away 300 m (1,000 ft) of embankment (see vicinity map, fig. 2), depositing large amounts of riverbed debris onto over 400 hectares (1,000 acres) of fertile land.

At the 1971 Annual Meeting we presented a paper on the results s obtained by wet magnetic separation on very fine, slightly magnetic material . Considerable interest was shown in a corollary subject, namely; on the type of magnetic con¬struction of the Magnetic Engineering Associates (MEA) high-intensity magnetic separator (HIMS). it is the purpose of this paper to describe the principles of this separator and to give answers to many of the questions directed at us both in session and privately since the March 1971 meeting of the AIME. It is well-known that passage of a direct electric current through a wire shaped in the form of a loop results in a magnetic field being created in the volume enclosed within the loop. The magnetic field is proportional to the amperes of electric current passing through the wire. If the wire is in the form of a solenoid consisting of 11 turns, the magnetic field is n times larger. Hence the expression ampere-turns commonly associated with magnetic separators. If a particle, free to rotate and of higher magnetic susceptibility than the medium, is placed in a magnetic field, it will orient itself within that field, and it will move within the field in such a way as to go into a more intense part of the field. The traction on the particle is proportional to its inherent magnetic property which depends on its magnetic susceptibility and its volume, to the mag¬nitude of the field at the spot where the particle is situated, and to the magnitude of the field gradient at that spot. Of the three factors that control traction on a particle in a magnetic field, the magnet designer can effectively control two, the magnetic field and the field gradient. In a wet magnetic separator such as the HIMS magnetic separator, there is another force exerting traction on the particle, and that is the force of the fluid (liquid) on the particle. It is, therefore, essential to examine the relationship of the fluid to the magnetic field. First, assume the water in which magnetic and non-magnetic particles are suspended to be stagnant. In the absence of magnetic field, the only forces acting on the particles are those due to gravitation on the particles and on the fluid displaced. This is the subject, so important in gravity concentration, discussed in elementary texts of mineral engineering'.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. Bentonite deposits are known to occur in Texas within the Jackson group of formations. This group represents the uppermost Eocene age sediments found in the coastal plain area of Texas. It outcrops across this area of the state in a narrow band of some 4 to 20 miles width. The outcrop pattern roughly parallels the present Gulf of Mexico shore line and is some 100 miles inland from the Texas shore, Fig 1. The principal bentonite deposits are found in the areas where this outcrop pattern cuts across the south-central Texas counties of Karnes, Gonzales, and Fayette. In these deposits, the better quality bentonite is found in the lower or bottom layers of the volcanic ash deposits in which they occur. Some of these better quality benton-ite~ develop very light colors upon firing and therefore justify their being classified as "white firing." The deposits in Karnes and Gonzales Counties apparently occur in commercial quantity, whereas the white firing strata so far uncovered in Fayette County have been too thin to be classified as yet as "commercial." A study of the ceramic properties of the weathered ash in Gonzales and Karnes Counties was reported in 1941.' Commercial development of the deposit in Gonzales County, 7 miles east of Gonzales, Texas. was started earlier by the Max B. Miller Co. for the purpose of marketing the material as a bleaching clay, and this operation has developed to very sizable proportions. In recent years, this company has offered a specially selected grade of the Gonzales material as a suspending agent in glaze slips. The white firing property especially adapts the material to use in white cover coat enamels. The strata in the deposit are practically horizontal and consist from top to bottom of approximately 2 ft of soil overburden, 10 ft of brown bentonite, 2 ft of coarse white bentonite, and 4 ft of waxy white bentonite overlying a he grained sandstone. The & being made in the quarry is approximately one-half mile in length. Only the bottom 4 ft of waxy bentonite is being recovered, the upper layers being stripped and wasted, Fig 2. It may appear somewhat surprising that the very bottom strata appears to have been the one most completely altered. To confirm this, samples from top to bottom of the various strata were studied microscopically by R. F. Shurtz. Professor of Ceramic Engineering, University of Texas. His interpretation is to the effect that the lower part of the seam was deposited at a much earlier date than the top, and that the lower part was chemically altered to a considerable extent before the upper part of the seam was laid down. The conclusion to be derived from these examinations may be stated briefly to he that the alteration in these strata or parts of strata has proceeded independently of the alteration in other parts of the strata during a considerable geological period. The presence of gypsum and iron stain throughout all of the strata indicates that alteration is now proceeding more or less uniformly throughout. It is contended that the alteration of the original ash to montmorillonite is not a result of the presently operating processes. A deposit which occurs approximately 7 miles southeast of Falls City and just south of the village of Casta-howa, has been explored and leased by J. R. Martin, of San Antonio. Mr. Martin has conducted mining and marketing operations in bentonite for a period of many years and asserts that the white firing strata found in this deposit occurs in commercial quantities. His pit, which is shown in Fig 3, exposes 2 ft of soil overburden, approximately 5 ft of white bentonite having coarse texture, and approximately 5 ft of waxy white bentonite which in turn overlies a brown sandy clay. Here, as in the Gonzales deposit, the most completely altered portion is found at the bottom of the seam, as per following report of microscopic examination by Mr. Shurtz. Sample No. 1: This sample was taken from the top stratum which is one foot thick. It is grayish in color and it contains visible fossilized plants. The color is probably the result of fine carbonaceous material in the rock. Under the microscope the sample is seen to consist of glass and feldspar; the amount of glass predominating. Both these substances are slightly altered. No montmorillonite or other clay mineral can be identified definitely; however, the products of the slight alteration mentioned are probably montmorillonite or mineral gel. Sample No. 2: This sample was taken from the stratum second from the top. This stratum is fourteen inches thick. The sample is light gray. It shows numerous veinlets of greenish translucent material ranging from one-eighth inches wide down to the limit of visibility with the unaided eye. It has the smooth, sub-conchoidal fracture characteristic of some bentonites. Microscopically the sample consists mainly of aggregates of clay minerals. Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. And the mine operations at Vernal reached the 1 million hours benchmark without a lost time accident. This million hour achievement has been 19 years in the making. This achievement reflects the mine’s strong attitude towards safety, the company said. Safety is an integral part of its culture and requires diligence and considerable work. Attention to even the smallest of details cannot be allowed to slip. This is a record Simplot Phosphates said it hopes to improve on every day.

ABSTRACT: Some residential areas of the iron basin of Lorraine (in the North-East of France) are affected by noxious gas emissions (under oxygenated, carbon dioxide loaded and radon loaded gas mixtures). Site investigations showed that the gas flow was mainly due to natural thermal air circulation between old mines and the external atmosphere. The main hazards associated with this flow of gas and its potential accumulation in confined volumes within buildings are asphyxiation and intoxication. A further study is in progress in order to better understand the origin of the gas generation within the old iron mine workings. Following the first hypothesis, the carbon dioxide emission is mainly due to the specific hydro-geo-chemical process associating the pyrite oxidation with the acid dissolution of carbonates. ZUSAMMENFASSUNG: Einige Wohngebiete der Eisenmulde Lothringen (im Nordöst Frankreich) werden von Ausgasung gesundsheitsschädlichen sauerstoffarmen Mischungen, die mit Kohlendioxid und Radon beladen sind, betroffen. Untersuchungen am Ort haben gezeigt, wie diese Gasstroemung von natürlichem thermischen Luftumlauf zwischen den alten Bergwerken und der externen Atmosphäre ausgelöst wird. Erstickung und Vergiftung sind die wichtigste Risiken, die mit dieser Gasströmung und ihrer möglichen Speicherung in begrenzten Lokalen zusammenhängen. Eine weitere Untersuchung wird durchgefuehrt so dass man die Herkunft der Gaserzeugung in den alten Grubenräume besser versteht. Der ersten Hypothese folgend, Ausgasung von Kohlensäure liegt vor allem an dem hydro-geo-chemischen Prozess, der Pyritrösten mit der säuren Auflösung von Karbonate verbindet SCHLÜSSELWÖRTER: Gas, Ausgasung, Bergwerk, Strömung, Pyrit RESUME: Certaines agglomérations du bassin ferrifère lorrain (au Nord-Est de la France) sont affectées par des émanations de mélanges gazeux sous-oxygénés et chargés en certains gaz nocifs (dioxyde de carbone, radon…). Les investigations effectuées in situ ont montré que les écoulements gazeux à l’origine de ces émanations sont liées au phénomène de tirage naturel entre les anciens travaux miniers et la surface. Les principaux risques engendrés par ces émanations de gaz et son accumulation possible dans des endroits confinés sont l’asphyxie et l’intoxication. Une étude est en cours afin d’expliquer l’origine de la modification de l’air au sein des vieux travaux miniers. Les émissions de dioxyde de carbone seraient dues à des processus hydro-geo-chimiques associant l’oxydation de la pyrite et la dissolution de carbonates. New Continuous Personal Dust Monitors (CPDM) submitted to NIOSH for approval to sample coal mine dust must accurately measure respirable coal mine dust in mine environments. There are two steps in the process which may be done in any order. The manufacturer is required to submit the results of a comparative underground coal mine dust sampling study, where the candidate CPDM is compared to an approved coal mine dust sampling device (currently the Coal Mine Dust Personal Sampling Unit (CMDPSU)). This testing shall follow the guidelines outlined below and shall demonstrate through weighted regression analysis that the mean coefficient of variation with bias correction is equal to or less than 12.8%. The other step involves laboratory testing to determine the electronic and environmental stability. This testing must be conducted by a private, commercial, academic or other laboratory approved by NIOSH.

El presente texto describe la exploración, geología, controles estructurales, mineralización y los tipos de alteración hidrotermal del yacimiento minero Cuajone, situado al sur de la Cordillera Occidental de los Andes y en el flanco Andino de Moquegua. En 1937, se inicia su exploración a través de una campaña exploratorla de la empresa Cerro de Pasco, donde se determina la zona como un proyecto potencial de cobre porfirítico de baja ley. Posteriormente en 1942, se inicia la primera campaña de perforación diamantina exploratoria y en 1969, se inicia la etapa de construcción y desbroce de material para preparar la mina. De otro lado, se ha desarrollado un modelo de la evolución del yacimiento desde las rocas preminerales del Grupo Toquepala, de las cuales la andesita basáltica fue una gran receptora de la mineralización de cobre originada por la intrusión de un primer pulso de latita porfirítica.
