IARC classified crystal-line silica as a Group 2A (probable) carcinogen in humans. Adverse classification by IARC, which is a non-regulatory agency, is very significant because many regulatory bodies follow or consider its findings. California included IARC findings in its listing of toxic materials under Proposition 65. OSHA considered IARC findings while promulgating its regulations on hazardous air contaminants. The impact of these scientific and regulatory trends in the mineral industry will be broad. Minerals and materials bearing silica at very low levels will be affected by the "IARC threshold of 0.1% crystalline silica. The regulatory track should follow that of talc and asbestos including the emotional aspects. Silica is much more common than talc or asbestos so, in the final analysis, it may have the farthest reaching impact on industry. Permissible levels set by California and OSHA have usually been lower than industry desires but higher than environmentalists desire. This pragmatic approach will blunt the impact somewhat.

W. I. Garms-—The authors state that when they added 11 tons of balls to the 45 pct volume ball load, the power needle did not budge. The question arises as to whether any increase in capacity accompanied the 11-ton addition. It is hardly conceivable that all of the balls making up the l l-ton addition were sterile. However, as the work done in the ball mill is not by kilo-watthours per se or balls per se but by kilowatthour-balls, it is possible that the kilowatthourballs in the mill before the ll-ton addition had a different amperage, voltage or robustage than those in the mill after the addition and that the overall outcome was that equal work was done before and after the addition. The authors can keep the efficiency that they got with the 45 pct volume 1-in. ball charge and get additional capacity by putting more kilowatthourballs to work in the form of the addition of 11 tons of 2-in. balls to the present ball charge, and subsequent makeup additions by weight of 20 pct 2-in. balls and 80 pct 1-in. balls. J. F. Myers (authors' reply)-—Mr. Garms points his finger at the 11 tons of "sterile" balls added to the Tri-cone mill. A fact so interesting to us that we felt it should be reported. Clearly, ball slippage at the existing mill speed prevented any further transfer of power from the shell to the ball mass. We agree that the kilowatthourballs would increase, were we charging rough 2-in. balls as suggested by Mr. Garms. The assumption is, of course, that we would get a corresponding increase in work done. Our reported data (CIME meeting, Vancouver, 1946) shows a gain of work accomplished of 7.6 pct as we decreased the ball size from 2 in. to 1% in. and a further gain of work accomplished of 2.1 pct when we went from 1 % in. to 1 in. The small ball results reported by H. R. Banks at Chapman Camp are also very convincing. In the case of 2-in. balls they would take the conventional ball path and start cascading. Natural gas from the south west Queensland gas fields is now available in north west Queensland to fuel the development of many Carpentaria Mineral Province projects. Like these projects, the south west Queensland gas project, developed under the operatorship of Santos Ltd, has its own æMining CycleÆ. While the project is entering its third expansion phase, it is at the same time actively extending its discovery phase, with large programs of gas exploration and reserves definition. This paper outlines the history of the south west Queensland gas project, with particular emphasis on the relationship of the project to north west Queensland.

In the experimental concentration of Vermont talc-magnesite ores, talc concentrates and tailings rich in magnesite were obtained. On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. After some comments about the talc industry, the magnesite that accrued as tailings will be considered. Then the flotation results will follow.

According to the classification of water conservation mining in shallow coal seams in China, when the ratio of the impermeable layer thickness to the mining height is less than 18, the mining belongs to the category of special water conservation, and the strip backfilling mining method is employed. This study is based on the geological conditions in northern Shaanxi. By analyzing the stability of the impermeable layer, the stability criterion of the impermeable layer was developed. The study also investigated the compositions and properties of the backfilling materials. The results show that reasonable subsidence of the impermeable layer is allowed during mining under the basic precondition (upward cracks and downward cracks are not connected).

Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

In 2006, a total of 280 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Metal mines were the smallest mining commodity sector, comprising 1.9% of all mining operations. ? Gold mines comprised 46.8% (n=131) of all metal mining operations. Other common types of metal mines were copper ore (n=34; 12.1%), and iron ore (n=33; 11.8%). ? Nevada had the largest number of metal mines (n=53; 18.9%), followed by Alaska (n=31; 11.1%).

The Canadian Rare Earth Elements Network (CREEN) was formally launched at the Rare Earth Symposium at The Metallurgy and Materials Society of CIM (MetSoc) Conference of Metallurgists in October 2013. CREEN is an industry-led, multi-stakeholder network focused on providing collaborative solutions that will advance Canada’s REE sector to produce a significant proportion of the global production of separated critical rare earth products by 2018. The Network is industry driven by companies with REE projects under development and supported by universities, engineering firms, national and commercial laboratories, and government. CREEN aims to accelerate the development and delivery of timely solutions to technical and economic issues specifically facing Canada’s emerging rare earth sector. It will facilitate partnerships with other national and international organizations to leverage existing research initiatives. It will also support training and education to ensure that the needed qualified human resources are available to achieve the sector’s goals. CREEN membership spans the full rare earth supply chain and technical support organizations, from prospective producers, advanced project developers, national and commercial laboratories, engineering consultants, university researchers, and other innovators. About half a million sucker-rod pumps are installed in oil wells in the U. S. alone. In Venezuela, too, the system is widely used; some 5,000, or 90 percent, of Cia. Shell de Venezuela's wells produce a total of 400,000 BOPD by this method. Most of the crude pumped is viscous, gassy and contains relatively small amounts of free water. API gravities vary from 90 to 16O; dead oil viscosities vary from 10 to 10,000 cp at the pump; and GOR's range from 100 to 2,000 cu ft/bbl. Pumps are set at depths ranging from a few hundred to 6,000 ft; the average setting depth is about 2,500 ft. From the literature, it appears that although recent years have seen significant progress toward understanding the rod pumping system as a whole, relatively little attention has been paid to those key items, the sucker-rod pump and the subsurface gas separator or gas anchor. Perhaps because of proration in the U. S., pump manufacturers have seemingly concerned themselves more with the durability of their product, achieved mainly through robust design and metallurgical know-how, than with its working efficiency. In 1963, CSV commenced a major rehabilitation and expansion of its heavy oil fields along the Bolivar Coast. The advent of the more efficient gravel-packed completion and of large-scale thermal recovery (mainly steam soak) operations resulted in well potentials *Now with B. I. P. M., The Hague, The Netherlands. greater than pump capacities. Hence, an urgent need arose to improve over-all pump efficiencies and to attack those special problems related to the production of both the extremely viscous and the hot, steam-laden crudes that formed an increasing proportion of the total stream. There followed a detailed investigation and testing program, carried out in close cooperation with a major pump manufacturer. This culminated in the introduction to the oil industry of a new line of sucker-rod pumps. Early Investigations and Experiments Field Tests Extensive field tests were carried out in three primary Bolivar Coast wells with an in-situ dead oil viscosity ranging from 400 to 6,000 cp. In these installations provision was made to (1) monitor bottom-hole pressures below, in and above the pump by means of pressure transducers, and record casing- and tubing-head pressures continuously; (2) measure accurately the annulus gas, as well as measure the tubing gas and liquid production from the well; (3) take special PVT samples of the well fluid; (4) measure power consumption of the prime mover; and (5) measure the rod loads at the polished rod. A typical test installation is illustrated in Fig. 1. It was established from the pressure transducers that with viscous oils, there is considerable flow resistance across the pump and gas anchor assembly. Drilling and blasting is a popular excavation technique in the drift of underground mine. Faster completion of drift reduces the gestation period and thus longer blast pulls are attempted with longer drill holes. This compels the blasters to initiate higher charge quantity with higher confinements and ultimately results into blast-induced cracks beyond the desired periphery line of excavation. Assessment of the extent of these crack networks is difficult and often neglected. Near-field ground vibration models are often used as damage predictors (Dey, 2007, Yang et.al 1993, Holmberg et. Al 1979) but not necessarily deals with the positions of the cracks. Qualitative measurement of actual damage extent often measured using some geophysical tools, namely, P-wave velocity (Tezuka, 1995), seismic imaging (Dey, 2011), bore hole pressure monitoring (Brent and Smith, 1996), electrical resistivity (Grady and Kipp, 1993), GPR (Adams et.al, 1993) etc. Ground Penetrating Radar (GPR) is a similar geo-physical tool, which uses Electro-magnetic (EM) pulse for characterizing the medium. Similar to other geo-physical tools, GPR also comprises of a transmitter and one/multiple receivers to generate the EM pulse and receive the same after reflection/refraction from the medium(s) respectively. After its development in 1970s, GPR gained increased popularity due to its application in many important fields, namely, identification of buried objects, geological characterization, identification of geological disturbances etc. Thus, it is felt that GPR technique can be used to detect the invisible cracks inside the rockmass from the rock surface (wall and roof) itself. Understanding the same, field experimentations are carried out in an underground manganese mine in Central India, which operates on the ‘cut and fill’ method of mining at a depth of around 300m from the surface. Wedge cut blasting is carried out in the horizontal drifts of the mine using suitable blast design. A 1.6 GHz antenna was used for the GPR scanning, in which GPR transmitter transmits signals predominantly of the said frequencies. The signals get reflected back from any type of interfaces between materials in the target area, with different dielectric properties and is received by the receiver part of the ‘trans-receiver’ antenna and memorized in the Data Acquisition Unit (DAU). The data acquired is processed using a software. Ground vibration monitoring of the blasts are also carried out to develop a vibration predictor. The numerical analysis of near-field vibration predictor model results into the estimated vibration levels at the point of identified cracks. Introduction

The "free form life," The Wall Street Jourlzal called it. That is what the young people are practicing who have dropped out after successfully completing a college education. The ones described were first-rate students who did not embark on careers but instead selected such nonintellectual jobs as delivering mail, short- order cooking and the like. We couldn't help thinking that it wasn't so long ago, that we had the ideal setup in mining for folks of this persuasion when most college grads were started out as muckers. Actually there isn't much new in this business of doing your own thing. Being a type that takes westerns seriously, we jumped at the chance to catch the rerun of the wide-screen flick "How the West Was Won." There was Jimmie Stewart playing the part of the mountain man, with a canoe full of furs going east down river. Coming west up river, is a settler with his daughters. This mountain man had on his fringed buckskins, his two-year growth of long hair and a tremendous thirst. He had been doing his thing and planned to keep right on doing it. However, one of the pretty settler girls had other ideas. The same fate probably awaits today's individualistic youths.

Michigan is becoming one of the important oil-producing States of the country. The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 19935.4/ The Bureau of Mines method of crude-oil analysis and classification-indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the t- me amount of kerosene and gas-oil combined, 7.2 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue or about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. It has been found that by superimposing symmetric alternating current over the process, the rate of nickel and cobalt leaching from metallized products with copper sulfate solutions increases by a factor of 1.5 to 2.0 and the apparent activation energy of the process investigated is reduced from 12 down to 6.6 kcal/mole. It appears especially attractive to use alternating current for anodic dissolution (oxidation) of metallic scrap of refractory metals and their alloys in ammonia electrolytes permits production of high-grade commercial products in the form of respective ammonium salts using a short and virtually reagent-free process flowsheet. Similar approaches can be applied also for electrochemical processing of nickel and copper scrap in sulfuric acid media with subsequent recovery of pure sulfate salts or electrolytic processing. Electrochemical technology for recycling of tungsten-cobalt (WC 15) and tungsten-rhenium (WR 20) alloys has been also investigated. In the former case, anodic oxidation of carbide alloy was carried out in nitric acid electrolyte with production of pure tungstic acid. The research conducted has indicated that the physicochemical effect of alternating current results in a lower activation energy of electrode reactions due to changes in the mechanisms of the electrode reactions themselves.

An industry survey has been conducted by the Queen's University Mining Engineering Department of 30 Canadian mining organizations to determine how effectively newly graduated mining engineers meet the needs of the industry. The principal objectives of the survey were to evaluate, and thus provide focus on change for, curricula being taught at Canadian mining engineering schools in service of the industry's needs; to provide feedback on current industry expectations; and to reinforce contacts with the industry as a means of providing future collaboration. A strong focus of the survey was placed upon industry's perception of the special attributes of engineering hires and applicability of student academic training to meet their industrial requirements. In providing this detailed summary of corporate responses, a clearer understanding of the mining industry's expectations of engineering training at Canadian colleges and universities has been gained.

Ground control is critical to the success of a safe and productive underground stone mining operation. The primary focus of the ground control engineer is the stability of the roof or back; development and benched pillar stability; stability of the sill pillar between vertically adjacent mining levels; and floor stability. Roof stability begins with the selection of a stable back horizon based on the presence of a thin shale parting, stylolite or other discontinuity from which the production shot can easily peel away, leaving a stable back stratum. Bed thickness, fracture spacing, jointing and the material properties of the roof strata control the room width; the decision whether to bolt the roof; the bolt length, type and diameter; and the spacing of the roof support. Horizontal stress controls the header and crosscut azimuth. The mine operator should avoid driving perpendicular to the maximum horizontal stress direction. Where this is unavoidable, narrowing the opening width, narrowing pillar centers, increasing the support density and using three-way intersections are alternatives to remediate shearing along the roof-rib interface. Stable pillar dimensions depend upon the interaction of the vertical stress resulting from overburden thickness and multiple-level interaction of overlying level or levels; the mining height during development and the final mining height after floor shots are taken during benching; the presence of faults, folds or joints passing through the pillar; and limestone lithology, recognizing that the presence of oolitic bands, shale partings, joints and bentonite beds creates zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone typically exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture-sensitive strata, weak stone bands or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. To illustrate these ground control issues, this paper presents four case histories that are a mix of ground failures and successful mining. The focus is on the geotechnical data required for roof, pillar and floor design and stability analysis.

Business Process Improvement (“BPI”) Change to Survive “It is not the strongest of species that survive, nor the most intelligent, but the one most responsive to change.” [Charles Darwin] “If you want to understand something, try to change it.” [Kurt Lewin, social scientist] Many companies have tried one or more process management initiatives. Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. This tool, named Change Acceleration Process (“CAP”), is designed to improve acceptance of change. Acceptance is the method by which the creative energies of the workforce can be fully tapped. Over time, every employee receives CAP training at least once, and in many instances three (3) or four (4) times, and will work on one or more High Performance Teams. Thus, BPI can achieve and maintain its goals.
