Session 2, Deep Foundation without Soil Excavation, has attracted no fewer than 22 papers dealing with subjects from soil improvement by grouting, injection, and deep mixing techniques through vibroflotation and special piles, including aspects pertaining to conventional driven and bored piles. In the short time available, it is not possible to both do justice to the papers and provide a critical review of the state-of-the-art. Instead, to meet the objective of making the next half hour worthwhile to the audience, I have chosen to comment on a few special points brought forward in the papers and thereafter to discuss more in detail a couple of aspects I have deemed to be of general interest. Four papers deal with jet-grouting, injection, and deep mixing techniques: DOMSKI, J. J. Reinforcement of subsoil under the foundations of historical buildings in Cracow using deep injection technique. RESTELLI, A. B, BERTERO, M., and LODIGIANI, E. Deep mixing technology to improve the bearing capacity of a very soft clayey soil under an earth embankment.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

Laboratory investigations have produced flotation concentrates contain- ing 91 to more than 92 percent titania, with fair recoveries, from the Christy property, Hot Spring County, Ark. The titanium-bearing ore on the Christy property occurs in a quartz-clay- iron oxide mineralization, which contains, on the average, about 6.0 percent TiO2, chiefly as the mineral brockite; brookite and rutile are different crys- talline forms of titanium dioxide. Recent work by the Bureau of Mines has shown that titanium chloride can be produced readily from the rutile-type mineral by reduction with coke fol- lowed by low-temperature chlorination. Metallic titanium is in turn derived etallic from the chloride by the Kroll process .

Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

As a kind of collector, Xanthates are generally used to make sulfide minerals hydrophobic in flotation process. Xanthate adsorption on a galena surface has been widely studied experimentally. In this paper, DFT methods were employed to investigate the local adsorption interactions about the collectors,such as ethyl xanthate (CH3CH2OCS2?, EO) and ethyl trithiocarbonate (CH3CH2SCS2?, ES), absorbing on two different PbS clusters. From the results, it can be easily found that, on the edge or at the apex, both collectors, with two S atoms bidentate coordinating on the clusters, have surprising interaction energies, while on the surface, its interaction is relatively weak in the form of monodentate ligand. NBO analysis results reveal that there is at least a covalence bond with sulfur atom about 10% and lead atom about 90% when the absorbed lead is on the lattice edge or at apex, but, if the absorbed lead is on the lattice surface, no covalence band would be found. Meanwhile, the S-Pb bond, formed by the absorbed Xanthate and galena lattice, seems to have much more covalence characteristic than that formed in the PbS lattice inner. Furthermore, those data also imply that the difference of the collecting effect between the EO and the ES may be not notable, because of the similar distance and the interaction energy for the same interaction mode.

The Bear Butte Creek watershed, in the northern Black Hills of South Dakota, shows the effects of past mining activities in the form of dissolved metals and arsenic in stream water. Bear Butte Creek, during normal flow periods, loses all of its discharge to sinkholes that recharge the Madison Limestone aquifer. This work focused on the geochemical transport and fate of arsenic and on understanding ground-water flow conditions in the Madison aquifer through development of a three-dimensional ground-water flow model that was coupled to a geographic information system (GIS). Stream sampling and discharge measurements helped determine sinkhole losses and loading rates. Column laboratory tests provided data on arsenic adsorption and the mixing of stream water with aquifer water, which also was simulated with the geochemical models, pHREEQE and NETPATH. The models and GIS can be updated with new information and will be useful in managing the water quality of the Madison aquifer.

Blast furnace coal injection tests conducted by the Bureau of Mines in cooperation with a consortium of 22 steel companies in 1963-1964 are described. These tests were part of a program of extensive investigation of auxiliary fuel injection in the Bureau's experimental blast furnace located at Bruceton, PA. Seventeen coal tests are described on various coals ranging from anthracite to subbituminous. Factors affecting maximum rates of injection were studied. These included coal size, coal type, and oxygen enrichment. The effect of high sulfur content coal and the means to control metal sulfur were investigated. An epilogue briefly describing the commercial experience with coal injection from 1960 to the present has been included.

In a tunnelling site in Japan, it was found that detonators failed to initiate with their shells and primary explosive intact. Their capacitors, however, were discharged due to some damage on the application-specific integrated circuits (ASICs). These detonators are distinctly different from other commonly observed failures, where the shells are rather crashed due to excessive dynamic pressure received from neighbouring blastholes which fired earlier. Such incident has not been reported elsewhere. Detonator failures during a blast are deemed not safe and can cause disruption on the project productivity. It is therefore desirable to understand the origin of such event. Various measurements were conducted to diagnose the problem, but the root cause had yet to be identified. This paper applies a discovery from a 60-year-prior-laboratory experiment and formulates a theory that could explain the observed detonator failure and predicts the measurements and observations.

Crystallography. - The subject of Crystallography includes the description of the characters of crystals in general; of the various forms of crystals and their division into classes and systems; of the methods of studying crystals, including the determination of the mathematical relations of their faces, and the measurement of the angles between them; finally, a description of compound or twin crystals, of irregularities in crystals, of crystal- line aggregates, and of pseudomorphous crystals. 6. Definition of a Crystal.- A crystal * is the regular polyhedral form, bounded by smooth surfaces, which is assumed by a chemical compound, under the action of its intermolecular forces, when passing, under suitable conditions, from the state of a liquid or gas to that of a solid. As expressed in the foregoing definition, a crystal is characterized, first, by its definite internal molecular structure, and, second, by its external form. A crystal is the normal form of a mineral species, as of all solid chemical com- pounds; but the conditions suitable for the formation of a crystal of ideal perfection in symmetry of form and smoothness of surface are never fully realized. Further, many species usually occur not in distinct crystals, but in massive form, and in some exceptional cases the definite molecular structure is absent. 7. Molecular Structure in General.- By definite molecular structure is meant the special arrangement which the physical units, called molecules, assume under the action of the forces exerted between them during the formation of the solid. Some remarks are given in a later article (p. 22 et seq.) in regard to the kinds of molecular arrangement theoretically possible, and their relation to the symmetry of the different systems and classes of crystals.

An initial evaluation of the flow of cobalt-containing materials in the United States was prepared. The following aspects of materials flow were included: cobalt released as a result of mining and processing other metals and minerals; scrap generation and subsequent recycling or cobalt recovery; and cobalt losses resulting from the generation of wastes, dissipative uses, and disposal of used products. Where possible, estimates were made to quantify the amount of cobalt lost from the materials flow. More than 2,000 metric tons (mt) of cobalt are released annually from mining and mineral processing in the United States, including 480 mt of cobalt in coal produced in the United States. Metallurgical industries examined in this study have well-established recycling or cobalt recovery practices. The petroleum industry recycles spent catalysts, and some chemical catalysts are also recycled. Losses generated during cobalt chemical and powder processing were estimated at 50 to 80 mt of cobalt annually. Losses from alloy processing and the manufacture of parts and products were estimated to be 360 mt. These industrial losses are greatly outweighed by an estimated 2,780 mt of cobalt' consumed in the United States each year to make products that will ultimately be disposed of.

A study has been undertaken to establish the relationships between the O&K wedge test cutting resistances and the geotechnical parameters of rock materials in the context of bucket-wheel excavator operation. Prediction equations were formed to estimate the cutting resistance from the geotechnical parameters by multiple regression analysis. An examination is made of some of the consequences of a magmatic gas phase developed during a late stage of differentiation of an acidic magma. Elements possessing halides with high partial pressures (Sn, Mo, W) may be removed from the magma by distillation into gas bubbles in the manner suggested by Fenner (1933). The common chalcophile elements are not affected by this mechanism, but form sulphides which may become attached to rising gas bubbles by one of three distinct mechanisms. The gas bubbles may then carry the sulphides upwards and concentrate them in some favourable locus, giving rise to an ore-forming fluid. The process would operate selectively upon different sulphides and is capable of providing an explanation of the paragenetic succession observed in ore deposits as well as other important geological criteria of ore genesis.INTRODUCTIONThere is a widespread belief among contemporary geologists that a large and important class of ore deposits is genetically related in some way·to acidic igneous rocks. This class includes the tin-tungsten-molybdenum-bismuth type of mineralization as well as a variety of sulphide deposits.A basic problem confronting explanation of the genesis of these deposits is the manner in which trace elements which were originally widely dispersed in granitic magmas were segregated therefrom and concentrated into economic mineral deposits.The principles underlying the formation of one group of minerals deposits (pegmatites) related to granitic magmas ate reasonably well understood, largely due to the labours of Goldschmidt and his school. However, many geologists have noted that there appears to be some sort of fundamental discontinuity between pegmatite formation and the origin of the more common hypogene ores, particularly sulphides.Accordingly it has been suggested that these ores...

Internal-friction peaks caused by diffusion of oxygen and nitrogen have been observed in ytterbium. They are thought to be caused by the redistribution, under stress, of strain dipoles around an interstitial oxygen or nitrogen and a neighboring substitutional impurity. With the use of a simple geometrical model, diffusion coefficients for oxygen and nitrogen between special interstitial sites have been calculated. a) APPLICATION OF INTERNAL FRICTION TO MEASUREMENT OF DIFFUSION RATES IN DISSOLVED INTERSTITIAL ATOMS In bcc metals, the interstitial atoms occupy the centers of cube faces (0, 1/2, 1/2), or their equivalents, the center of the cube edges (0, 0, 1/2). An interstitial atom in this position causes an aniso-tropic distortion in the lattice. When stress is applied, mechanical relaxation can take place by the movements of the interstitial atoms. This relaxation has been used to obtain information concerning the movements of the interstitial atoms in the bcc metals. Data for these alloys have been compiled by Stanley and Wert. Other researchers have extended the investigation of interstitial diffusion to the close-packed metals. Gupta and weinig2 found an oxygen peak in a titanium, the height of which is linearly dependent on the oxygen concentration. They assumed, therefore, that they were dealing with movement of atomic ally dispersed oxygen in titanium. KG and wang3 determined that the diffusion coefficients of carbon in fcc steels and in nickel obtained by internal-friction methods were consistent with those obtained by macrodiffusion methods at much higher temperatures. Bisogni found oxygen and nitrogen peaks in hafnium by use of which he deduced the diffusion coefficient of these gases in hafnium. He observed further that the half-widths of these peaks corresponded almost exactly with those of a single-relaxation process; he assumed it to be caused by movement of atomically dispersed oxygen and nitrogen. From these studies, the deduction can be drawn that, in general, diffusion data can also be obtained for the interstitial diffusion in close-packed metals (or more precisely, in slightly impure close-packed metals). One group of such metals for which little data exist for the diffusion of dissolved oxygen and nitrogen is the rare earths. They have great affinity for gases, which enter solution interstitially. INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

A colloquium on 'Developments in the Mechanization of Mining Operations' was held in, conjunction with the 1984 Electra Mining Exhibition, at the Milpark Holiday Inn in Johannesburg on 19th September, 1984. An attendance of close on 200 delegates was testimony to the popularity of the subject. The delegates included a number of visitors from abroad, including senior members of the management of foreign companies and a member of the Council of the Institution of Mining and Metallurgy, United Kingdom. Both the local and foreign press was also represented.

[The Bureau of Mines initiated an extensive research on coal-mine ventilation factors in 1922, large- scale tests being conducted in its experimental nine near Bruceton, Pa., over a period of two years. A comprehensive report an this work is in course of preparation, but in order to place the practical results before the mining fraternity immediately and in condenses form, the more important features will be presented in a number of short papers. The present report is the first of a series dealing with the resistance of coal-mine entries to the flow of air and considers only entries in which there are no obstructions other than the natural roughness of the ribs, roof, and floor.]
