When planning for the required amount of storage capacity at a proposed open-pit coal mine or determining when additional storage capacity should be added to an existing operation, the decision must be based on a breakeven- analysis relating the discounted cost of capital for storage capacity to the marginal costs incurred for additional crew call-outs on weekends and demurrage charges. The model developed in this paper uses simulation techniques applied to two coal mines in the Powder-River Basin to determine how much storage capacity is needed and when it is needed. The paper also generalizes the simulation model so that it can be applied to any type of open-pit mining operation. Two important results of the model are (1) all of the mines in the Powder River Basin have excessive amounts of storage capacity, and (2) management is provided with estimates of the total number of hours that crews will have to work on the weekends as annual tonnage increases, and the levels of demurrage costs incurred.

Thls report summarizes work done under Bureau of Mines contract H0357100, "Development of a Crimp Connector for Trailing Cable Splices." The purpose of this effort was to establish optimum connector design conditions to meet flex cycle, pullout and electrical resistance criteria on phase power conductors. Field testing of "optimum design" connectors is briefly discussed. One of the primary objectives of contract H0357100 was to enable one to design better performing phase conductor connectors. Illustrating the practical significance of this 1s a discussion on the development of a new splice kit for trailing cables. The connectors in this kit were designed in accordance with the design methods described in the contract final report. Kit components, test data, and a connector installation tool are also discussed. The successful effort on the phase connector has resulted in contract H0377042, entitled "Design and Testing of Joining Sleeves for Trailing Cable Ground and Pilot Wires." The purpose of this contract (currently in effect) is to improve ground-conductor and pilot-wire performance. Significant findings to date are discussed.

Better quality at lower cost is today's formula for remaining competitive in a world market. For an integrated steel company, high quality low cost steel production must originate before the blast furnace. In 1979, when U.S. Steel initiated a Quality Management Program throughout its steelmaking operations, efforts began at the coal, ore and flux mines. The objective was to improve the quality and reduce the variability of the critical parameters for steelmaking raw materials, to get the blast furnaces, and subsequently the melt shops, under optimum control. The general details of U.S. Steel's Quality Management Program are discussed and how it was used to promote the desired improvements in steelmaking raw materials. Some of the outstanding results obtained by the cooperative efforts between the mines and the steel plants are reported. The lessons learned by U.S. Steel were through upgrading existing operations and facilities. These principles should now be applied to new projects and the benefits of good quality management should commence from the time new projects are Commissioned.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.

Much has been said about the methodology of geomechanical design in underground excavations. However, the geological, hydrogeological and geotechnical complexities encountered at the production horizons in the Athabasca Basin commanded for a novel approach in the geomechanical assessment and design of underground openings. Rock mechanics engineers at Cameco McArthur River have been able to establish a practical methodology that goes beyond known conceptual approaches. In this paper, the author describes the original challenges and unique approach in the geomechanical assessment for drifts and chambers development. The example of the successful development of the 510-8225N Chamber will also be presented.

To define the technical competence and capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. Hydraulically actuated splitters, capable of generating both radial and axial loads on a predrilled hole, were designed and fabricated. Through paired variable testing and drifting simulation, reduced-scale splitter performance was evaluated in concrete. Testing proved that the rock splitter is capable of excavating within the highly confined drift set-ting and that it offers a distinct advantage over splitters that can generate radial loads only.

THE gold medal of the Mining and Metallurgical Society of America was presented, on Jan. 10, 1922, to Charles Warren Goodale, "for signal services in furthering the welfare and safety of workers in the mining and metallurigical industries of America." The presentation was made by Dr. J. E. Spurr, presi-dent of the Society for the year 1921, at the annual meeting held in New York City. Dr. Van H. Manning, formerly director of the U. S. Bureau of Mines, made the first address. Toward the close of his brief speech, he said, "It has happily been suggested, ?Let us balance our praise of war heroes by pausing to honor a hero of peace.' We have with us tonight a man who has been a leader and inspirer of thousands of his contemporaries. . . . His zeal in the great work of increasing the safety of men engaged in mining and metallurgical operations has become an obsession with him. . . . That lie has been success-ful is evidenced by the great work, of which I have personal and intimate knowledge, done by him in con-nection with the Anaconda Copper Mining Co. and its subsidiaries." Dr. J. F. Kemp gave a brief sketch of Mr. Goodale's career, in the course of which he said, in speaking of .the consolidation of the Boston and Montana, the Anaconda, and smaller companies, "at the same time electric current was introduced for haulage in the mines and on the surface for the running of air compressors and the hoisting of the cage. . . . We can see that there was great danger to the miner and that safety first became a very important feature of the work. . . .

Ground-water contamination from uranium operations could be avoided with proper site analysis techniques. Contamination from tailings disposal sites is carried downgradient within permeable hydrostratigraphic units which can be located and delineated with a combination of drill holes and borehole geophysical logs. Engineering safeguards can be designed into a disposal site by determining if permeable hydrostratigraphic units exist which will dominate the flow system and provide seepage paths for contaminates. It is more cost-effective to accurately assess seepage potential with geophysical logs before contamination becomes a problem than to be faced with a major clean-up effort after contamination has occurred. If a uranium waste impoundment already has a ground-water contamination problem, then borehole geophysical logs may be used to delineate the contaminated zones which need to be cleaned up. It is less expensive to withdraw the contaminated plume from only within the affected zones rather than attempt to dewater the entire area. Consequently, the geophysical logs are invaluable in assessing which zones should be pumped and where packers should be set for construction of piezometers to allow monitoring of water-quality changes. A surface geophysical technique is being tested and developed for monitoring of seepage frum uranium tailings impoundments. Geoelectric soundings and profiles from direct current resistivity surveys can locate anomalous areas for the placement of drill holes to better assess seepage. This reconnaissance technique should eliminate random hit-or-miss drilling at sites where monitoring is required. Tests and experiments are being done on developing the capabilities of this technique to incorporate complex resistivity data to assess cultural impedence noise which complicates simple resistivity data.

Blasting was conducted for the Army Corps of Engineers (Corps) in the Columbia River near Saint Helens, Oregon during 2009 and 2010 to deepen the navigation channel as a final phase of a dredging project to accommodate larger container ships. The Columbia River Channel Improvement Project (CRCI) required 4 months to blast and dredge 300,000 yd3 (229,366 m3) of basalt from the bottom of the channel to allow Post-Panamax vessels with drafts up to 50 ft (15.2 m) access to the Ports along the River. Explosives charges were limited to 90 lbs (40.8 kg) per delay for the protection of fish and marine life in the area. A fish mortality study and marine mammal monitoring program was also required by the Corps. Underwater overpressure monitoring was required for each blast and peak overpressures measured 10 ft (3.1 m) above the river bottom 140 ft (42.7 m) from the closest blast hole were not to exceed 70 psi (483 kPa) with a cautionary level of 40 psi (276 kPa). Specifications required sampling rates of 500k S/s and PCB Peizotronics tourmaline pressure sensors. The Corps granted permission to co-locate additional ceramic-type sensors at different sampling rates to design redundant monitoring systems 140 and 300 ft (42.7 and 91.4 m) from blasting and develop a site-specific overpressure attenuation model for the project. This paper presents the correlations of overpressure with cube-root scaled distance factors, a comparison of measurements using three different pressure sensor systems, and a discussion of blast design influence on overpressure measurements.

For over 40 years the Institute of Innovative Technology EMAG has specialized in the development of systems and equipment for laboratory and on-line monitoring of coal quality parameters, as well as the implementation of these systems and devices in mines and power stations. Some of these systems, based on advanced radiation detection techniques such as ?-ray backscattering (ALFA-06 and ALFA -06/T systems) or dual energy ?-ray transmission measurement (ALFA-06/2E ash meter), and also the ALFA-06/3E system applying microwave technology for the measurement of moisture, have had numerous applications in Poland. At present, over 100 systems and devices are used in Polish hard and brown coal mines. For over 10 years, EMAG has been specializing in the development of systems and devices, based on natural gamma measurement technology. An on-line ash meter, RODOS and RODOS Ex, based on measurement of natural gamma radioactivity of coal, has been developed and put into operation. This technique has been also used in developing the portable ash meter WALKER and laboratory analyzer GAMMA NATURA. The paper briefly presents features of the above-mentioned devices, their limits and their obtained accuracy, but in particular refers to the laboratory analyzer, GAMMA NATURA, as the first such device in the world, and presents the results of ash and moisture content measurement in hard, brown coals and potassium salts. The possible applications and advantages of the device in coal mines are discussed. The paper also presents the implementation results of the portable ash meter, WALKER, and the on-line ash meter, RODOS, that is used underground in coal mines.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. The concept of a reusable underground nuclear test facility, named HEDEF, has been under study for some time. This rock chamber would have to be engineered to sustain the repeated mechanical and thermal shocks of internal explosions. In this paper, we summarize preconceptual studies performed in support of HEDEF, including -simple dynamic calculations for internally loaded tunnels, -outline of proof-of-concept tests of proposed reinforcement, - and initial dynamic testing of reinforcement components in an underground high explosive (HE) test.

The City of Atlanta Water Department required the construction of a two sludge tanks and a wet well at the existing Chattahoochee Water Treatment Plant. Western Summit won a design build contract to build the project and proceeded to evaluate the wet well size options, and construction procedures. The final design required the construction of a 1 million gallon tank. The proximity of the underground tank to adjacent roads and existing plant structures ruled out laying back the excavation. As a result a tied back sheet pile retaining wall was initially proposed.

One of the difficulties encountered in the preparation of titanium specimens for transmission electron microscopy is the formation of a surface hydride phase during the thinning operation at ambient temperatures. This necessarily destroys contrast, obscures features of interest, and often leads to misleading results. By cooling the polishing solution to temperatures below 0°C this problem has been overcome in the past.' However, since the cooling procedure is somewhat inconvenient, a technique was developed at this laboratory for thinning titanium at room temperature. The material examined was A-70 grade commercial-purity titanium purchased from the Crucible Steel Co. of America. The mechanical and thermal treatments, described elsewhere,* yielded a recrystallized grain size of 4 to 5 p. A slice, 0.5 mm thick and 1.5 mm wide, was cut from a bulk specimen2 using a diamond cut-off wheel. The sample was then coated with paraffin wax. Two concentric holes, about 0.03 in. in diam, one at each broad face, were scribed through the wax to the surface of the metal. Subsequent polishing for several minutes resulted in a preferentially thinned or "dimpled" region. Thereafter, the wax was removed and the entire specimen polished to the point of breakthrough at the base of the dimple. Polishing was effected chemically in a solution comprised of 30 pct HF and 70 pct HN03 by volume, kept at room temperature (20" to 25OC). The specimens were mounted in a stereo holder and examined at 100 kv in a Philips l00 B Electron Microscope. A micrograph from a foil prepared in this way is shown in Fig. 1. Several points are noteworthy. This electron micrograph shows neither evidence for the formation of a hydride phase due to specimen preparation nor, moreover, any obvious surface contamination in electron-transparent areas of a freshly prepared foil. Localized variations in foil thickness observed in some specimens seem to be a characteristic of this chemical polish but do not seriously detract from foil quality. With care, the lifetime of a good specimen exceeded 2 hr in the beam. On the other hand, the exposure of a sample to air at atmospheric pressure, when still warm from the beam, clearly resulted in the deterioration of a formerly clean area just previously in the field of view. An example in Fig. 2 of a contaminated region reveals features, and "spots", not unlike those observed in much purer material by Yamane and Ueda. Consequently, one can conclude that: 1) titanium can be thinned satisfactorily in a solution at room temperature for transmission electron microscopy; 2) large-scale precipitates, >50A in diam, are absent in commercial-purity, recrystallized, furnace-cooled, A-70 titanium containing about 3800 wt ppm interstitials and the same amount of iron; 3) care must be taken not to attribute surface contaminants to precipitates. The diamond drilling of certain characters of unstable rock formation, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as a caving " of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving—with resultant difficulties, such as decreased speed of sinking and increased consumption of diamonds—would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the out~ide of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole. Many ideas, tools, technologies, and methodologies are believed to have staked their claims on the future of mining. For example, automation is strongly positioned as the platform within which mining will be practiced. A subset of automation ? intelligent mining ? will add some smart interactions between machines, technologies, the rock, and the environment. The future also calls for an improved approach to sustainability and corporate social responsibility. Mines of the future are dreamed of to be more ethical and more balanced. They will boast optimized designs, integrated value and supply chains, produce less waste, recycle and reuse, and will require less energy to operate. Then, what about the people that will operate this optimized ecosystem? How is the education system teaching the operators of the mines of the future? What kind of a future should mining education foresee to prepare the workers appropriately? In recent years, the shortage of skilled labor for mines around the world has created a tough competition to attract, retain, and train the very people without whom mining will cease to exist. In Australia, Canada, and the United States in particular, the war for talent has resulted in higher-than-usual labour costs. Such costs have dented the unit costs of many mining businesses. Concomitantly, mining contractors? and consultants? prices have increased to reflect the escalation of labour costs across the value chain. From labourers to engineers, from juniors to seasoned professionals, the increase in compensation is unprecedented. Yet, the shortage is still hurting the industry, and the high calibre candidates continue to be rare gems. The industry has been implementing aggressive solutions that include the increased hiring of skilled immigrants, the training and recruitment of minorities, and the retaining of near-retirement experienced employees. Public relation campaigns about the benefits of embracing careers in mining are also common. The CIM has also devoted a ?M4S? section to its pan-Canada meetings to educate the public, especially the youth, about the importance of the mining industry for Canada. Moreover, mining associations and universities are enticing students? enrolment through scholarships and financial support. Still, the balance between quantity and quality of workers can be discussed. This paper intends to discuss the present state of mining education as an essential part of the future of mining. The authors brush the picture of the education of miners, technicians, and engineers, against the backdrop of the technology-advanced mines of the future.

GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life, Member¬ship and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or dis¬ability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possi¬ble to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

Methods for determining permeability presented by W. D. Kruger3 in a paper entitled "Determining Areal Permeability Distribution by Calculation" have considerable merit. They can be expected to contribute significantly to analysis of flow in heterogeneous systems. Some rather subtle yet important conditions must be met, however, to assure that the computed permeabilities are correct. The conditions which insure a unique permeability distribution may have been overlooked in the method as proposed and presented in the subject paper. The subtlety of the special requirements may permit good agreement between computed and measured pressures in the reservoir; but the computed permeability may still be in error. The general theory and discussion of the requirements for a unique determination of the permeability distribution are presented elsewhere in more detail.7'8 Accordingly, only major features will be presented here in the notation of Kruger. GENERAL DESCRIPTION OF REQUIREMENTS A brief mention of the route to be followed in showing the special requirements may be helpful. The equation to be solved is a quasilinear, first-order, partial differential equation in the unknown permeability. This equation can be solved through an extension of Lagrange's method by reduction to a system of subsidiary ordinary differential equations. Through consideration of the identity of one of the Lagrange subsidiary differential equations with the stream function, a special interrelationship can be shown. The interrelationship has special significance with respect to the boundary condition. If the boundary function satisfies part of the subsidiary differential equation, no unique solution for the permeability distribution exists. In the physical problem this requirement for uniqueness indicates that the permeability measurements used as a boundary condition can not be along a stream tube. The boundary condition must be along a line, or series of lines, which completely traverse the region and pass through every stream tube.

A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.
