THE committee in charge of arrangements for the meeting of the Institute in September has com-pleted its program. The headquarters of the meeting will be at the Palace Hotel, San Francisco, and the registration committee will be at the hotel all day on Sunday, Sept. 24, and from 8 a.m. until noon on Monday. On Sunday afternoon, automobiles will be available for sightseeing trips around the city. Monday will be devoted to technical sessions. In the morning, there will be sessions on Mining and on Iron and Steel; in the afternoon, sessions on Mining and Milling. At these sessions, in addition to the papers mentioned in the tentative list printed in August, there will be presented three papers on the geology, mining and milling of the Comstock lode; one on the Aztec mine, Baldy, N. M.; one on the Colombian oil fields; and one on charcoal precipitation of cyanide solutions. The luncheon on that day will be Dutch Treat, for men only, at the Engineers Club. On Monday evening, there will be an informal buffet supper at the home of F. W. Bradley. On Tuesday morning, a party of 50 men will leave for Hetch Hetchy. During the four days of the trip, the party will see the Priest tunnel and earth dam under construction by steam-shovel and hydraulic-fill methods, the Big Creek shaft and tunnel, early intake power plant and tunnels and the Hetch Hetchy dam under construction. For those who remain in San Francisco, Tuesday will be "San Francisco Day." There will be motor trips to the Presidio, Cliff House, Golden Gate Park, and other points of interest, and shopping trips to Chinatown. On Wednesday, "University of California Day," the party will be guided through the university by members of the Mining Association, the affiliated stu-dent society, and will see the Greak Theatre and not-able buildings. Thursday will be "Leland Standford, Jr. University Day." Automobiles will leave the Palace Hotel at 10 a.m., and will return from the university at 4.30 p.m. Friday has been reserved for trips to the Selby Smelter, to Mt. Tamalpais, or to other points of interest. Arrangements will be made to visit the mines or gold dredges in California, if members desire to do so, but such trips must of necessity be considered special trips and arrangements will have to be made to suit the convenience of the individual or party. The Golf Committee will make arrangements for those who wish to play golf.

Location of Basins and Geologic Features of Occurrence: The major ground-water resources of California occur and are stored in the many large alluvium-filled valleys of the state. The deposits of Quaternary age which hold the ground water commonly are called valley fill. Meinzerl has discussed the characteristic features of this fill and showed that for western United States its distribution is concentrated chiefly in western Utah, Nevada, central Oregon, California, southern Arizona, and central New Mexico (see fig. 1). For California the principal ground-water basins are shown on fig. 2. Except for the Mojave Desert and the "Basin and Range" Valleys (fig. 2, Nos. 23 and 23A), which are not shown individually, the basins outlined on fig. 2 contain all the large reservoirs in valley fill within the state. The Sacramento and San Joaquin Valleys (fig. 2) together comprise the Great Central Valley of California, which has an area of about 18,000 square miles. The Sacramento Valley contains about 5000 square miles of valley lands, approxi- mately equal to the area of Connecticut; the San Joaquin Valley embraces about 13,000 square miles, equivalent to the areas of Massachusetts and Connecticut combined. Both the area and the ground-water use in the Central Valley is far greater than for all the other shaded alluvial basins of fig. 2 added together. Except for the Sacramento Valley, all the major ground-water basins of the state are south of Sacramento. The valley fill in these ground-water basins has been transported by streams and most of it has been laid down in alluvial fans, producing the typical alluvial-fan structure of aquifers radiating as tongues from a prismatic pile of coarse, permeable debris at the canyon mouths; these aquifers are encased down slope by poorly sorted materials consisting of a clayey matrix with imbedded pebbles and boulders, interbedded with flood-plain silt. In the deeper inland structural valleys, the alluvial deposits interfinger at depth in the valley bottoms with horizontally bedded lacustrine sand, silt, and clay. The San Joaquin Valley is a good example. In the coastal valleys exposed to the sea, such as the Los Angeles coastal plain, the alluvial fans pass coastward into lagoonal and thence to shallow marine deposits. In all these basins, the gravel is coarsest and most permeable near the apexes of the fans, but tongues or lenses of clean gravel and sand may extend for many miles down the fan. Thus, these water-bearing structures are in a position to absorb stream flow near the canyon mouths and to transmit it through the buried radiating conduits.

AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.

Every constructing engineer and designer knows how often it is desirable to provide a speed-adjustment between parts of a machine performing different functions, or between a prime mover and the devices to which it furnishes power, and how bulky and unsatisfactory are most of the methods by which the result is usually accomplished. Of course the step-pulley is the most simple and generally used. It requires, (1) parallelism of shafts; (2) a considerable distance between centers; and (3) a cessation of power during the change from one speed to another. Add to this the necessity for careful design in order to obtain equal belt-tension for all positions; the weight and hulk required for a wide range; and the operative's positive conviction that better results could be obtained at a speed intermediate between those furnished by two successive steps, and we begin to realize the mechanical shortcomings of this old and familiar friend. The hundred and one other devices, patented and otherwise, for accomplishing similar results, present other objections of varying importance, which need not be discussed here. Without pretending to overcome these entirely, and indeed without claiming absolute novelty, a recent invention of Mr. E. F. Gordon, of Dover, N. H., has seemed to the writer to offer such advantages in flexibility and range of application as to merit a more extended study and use than can be given in his own work, to which it is being applied as rapidly as opportunity permits. It is placed before the members of the Institute, not only to bring out an expression of opinion as to its limitations, but also with the hope that it will thus find opportunities for applications hitherto untried and outside the scope of operation of those at present interested in its development. Simply stated, the device consists of a narrow pulley with a deep V-groove, split by a plane passing through the bottom of the groove, one of the two symmetrical parts so formed being fixed to the shafts, and the second being capable of adjustment so as to bring the

THIS test was described in a privately circulated First Progress Report on Slacking Characteristics of Coal, by A. C. Fieldner and W. A. Selvig, May 1, 1928. The test was described in detail in U. S. Bureau of Mines Report of Investigation 3055, in November, 1930.1 The test, in brief, is conducted as follows: A sample of freshly mined coal consisting of 18 to 25 pieces approximating 1 ¼ cubes, and weighing 500 to 600 grams, is taken for the test. The sample is subjected to a "blank sieving" of carefully regulated degree, on an 8-in. circular sieve with 0.263-in. square openings; and the undersize and oversize weighed. The oversize is placed on a sheet-iron pan and dried for about 24 hr. in an A.S.T.M. air-drying oven maintained at 30° to 35° C. through which a current of warm air is drawn. The sample is then cooled to room temperature and immersed for one hour in water at the same temperature. The water is then drained off, the sample dried for 24 hr. as before, cooled, sieved as before, and the oversize and undersize weighed. The percentage weight of the undersize, is calculated and reported as the first cycle loss. This loss, corrected by subtracting the percentage loss in the blank sieving, is termed the slacking index. The sample may be subjected to further cycles of wetting, draining, air-drying, sieving and weighing. In a letter (August, 1932) W. A. Selvig approved making the blank sieving on a duplicate sample, rather than on the sample used for the test, where sufficient coal was available. This method is now employed in these laboratories. The accelerated weathering test has been employed in the labora-tories of the Research Council of Alberta, at Edmonton, since 1928, but not found entirely satisfactory as repeat determinations with samples taken from the same or adjacent mines frequently showed serious differ-ences. Differences must be expected as the coal may vary in the seam, and the selection of a typical set of lumps approximating 1 ¼ -in. cubes

Approximately 800 private consulting engineering firms in America specialize in geotechnical engineering. The gross income from these firms totals about $500 to $600 million per year. Sixty-five to seventy-five percent of this geotechnical work is per­formed by consulting engineers that belong to the Association of Soil and Foundation Engineers (ASFE). This paper presents statistics concerning the business activities and functions provided by ASFE member firms. The procedures used in typical projects are described. The paper concludes with a summary of major trends which are impacting the American geotechnical practice today.

On December 27, 1961, a fire and explosion destroyed the blasting agent mixing plant and an attached storage barn of the Whitaker-Atlas Supply Co., near Norton, Wise County, Va. Five residences, an office building, four trucks, and three automobiles were completely destroyed; a house trailer and several other trucks and automobiles were severely damaged; and other property damage, including much window breakage, occurred up to 3 miles or more airline distance away. Through the quick action of the fire marshal of the Norton Fire Department, Norton, Va., there were no fatalities and only five persons required hospitalization. This incident is of particular interest because of the widespread practice of mixing fuel oil (FO) with ammonium nitrate (AN) to prepare low-cost blasting agents, in many cases under conditions and circumstances not very different from those presented here. A representative of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activities conducted the investigation. Information in this report was obtained from representatives of the Whitaker-Atlas Supply Co., the Norton fire marshal, and others who were on the scene either shortly before or after the incident occurred. Representatives of the Manufacturing Chemists' Association, the Institute of Makers of Explosives, and individual ammonium nitrate producers participated in the inquiries and investigations.

"Abstract Deep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. Column-type solidification, however, has been thought to have little effect as a liquefaction countermeasure, because the shear deformation of unimproved soil between the columns cannot be reduced. In recent years, experimental results have been reported that imply that solidified columns can reduce the shear deformation of unimproved soil around them. A new arrangement has been proposed to mitigate lateral flow induced by liquefaction. In this study, a series of dynamic centrifuge model tests was conducted to verify the lateral flow resistance of stabilized columns. The results indicate that stabilized columns can reduce the lateral flow of liquefied ground if the column displacement and the column head rotation are restricted. This paper concludes that it is important to restrict the displacement and the rotation of the column head by surface improvement to mitigate the lateral flow of liquefied ground.INTRODUCTIONDeep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. The solidified body formed by the deep mixing method is usually block or lattice shape, composed of solidified columns that overlap each other horizontally. Lattice-type solidification has been shown to be effective as a liquefaction countermeasure despite the presence of unimproved soil inside the lattice wall, because the shear deformation of the interior soil is restrained by the wall (Suzuki et al., 1989). On the other hand, it has been thought that column-type solidification cannot reduce shear deformation of unimproved soil around columns, because the displacement of a solidified column is less restricted than that of a lattice wall. Column-type solidification has been reported to have little effect as a liquefaction countermeasure, but to be superior in terms of construction cost and applicability around existing underground structures (Koga et al., 1986). However, there are experimental results implying that solidified columns have reduced the shear deformation of unimproved soil and mitigated its liquefaction (Yasuda et al., 2003; Tanaka et al., 2003). Yamamoto et al. (2006) conducted dynamic analyses of ground improved with lattice- and column-type solidification. Their results showed that column-type solidification with an improvement ratio of more than 35% reduces excess pore water pressure generated by earthquakes. Furthermore, the new column arrangement shown in Figure 1(a) has been proposed to mitigate lateral flow induced by liquefaction. It was developed and has been verified using dynamic model testing in a 1 g field (Takahashi et al., 2010a; 2010b; 2013; Towhata et al., 2010). The stabilized columns in this configuration interrupt lateral flow in any direction, unlike those placed in square and triangular arrangements."

Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. The dressing of Bolivian tin ores has been done up to the present by classical. gravity methods, taking advantage of the high specific gravity of cassiterite compared with that of the accompanying gangue. For this purpose, jigs and shaking tables are used in the treatment of the various size fractions in which the ore is classified. Bolivian ores are mainly of the vein type and, to obtain a reasonable separation, crushing and several stages of grinding are necessary during the process to substantially liberate the cassiterite from the gangue. Gravity processes for cassiterite are effective for sizes down to 200 mesh. Below this size the efficiency of the gravity methods falls off very rapidly with increasing fineness of the mineral grains. The conventional treatment for this material is desliming followed by tabling on shaking tables various other types of machines have been designed for the gravity treatment of these fine particles but they have had limited success. Bolivian ores contain an appreciable amount of minus 200 mesh material constituted by "primary fines" caning from the mine itself, and "secondary fines" originated during the crushing and grinding necessary for liberation of the difficulty in the treatment of these fine particles is one of the causes why the recovery of tin in concentrates is only of around 50% in the mines owned by Corporacidn Minera de Bolivia, the State owned enterprise. A crescente demanda por aços galvanizados com alta lubricidade tem impulsionado o desenvolvimento de pós-tratamentos que, aplicados sobre a superfície dos revestimentos, reduzem o atrito entre o ferramental e a chapa durante o processo de estampagem de peças críticas na indústria automotiva. Diante disso, a Usiminas desenvolveu, em parceria com a Quaker, a aplicação do pós-tratamento tipo microfosfato denominado Primecoat Z Auto, com a função de melhorar a estampabilidade de aços galvanizados a quente do tipo GI (Zn puro). Nesse estudo foi avaliada a Razão Limite de Estampagem (RLE) de um aço GI destinado a produção de peças críticas, após aplicação desse pós-tratamento em escala de laboratório. Adicionalmente, foram caracterizadas a morfologia e a constituição química do microfosfato, e o desempenho do aço quanto à fosfatização, à pintura automotiva e à resistência a corrosão. Concluiu-se que o filme de pós-tratamento é amorfo, constituído por Zn, P, Al e Mg, promovendo um excelente ganho de lubricidade ao aço GI, sem interferir nos processos subsequentes de fosfatização e de pintura nas montadoras. Além disso, o material apresentou excelente desempenho quanto à resistência à corrosão.

This paper reviews the potential hazards posed by the toxic fumes produced by detonating explosives in surface mining and construction operations. Blasting operations produce both toxic and nontoxic gaseous products; the toxic being mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). The quantity of toxic gases produced by an explosive is affected by formulation, confinement, age of the explosive, and contamination of the explosive with water or drill cuttings, among others. Techniques to protect workers and the public from the potential hazards of explosive-related toxic fumes are discussed. These include: • Minimizing the quantity of toxic fumes produced. • Determining where the fumes may go so workers and neighbors can be moved out of harm’s way. • Preventing the fumes from moving towards workers and neighbors. • Monitoring the air near workers and neighbors so they can be relocated if fumes appear. • Ventilating structures or confined spaces until CO falls below a hazardous concentration.

The purpose of this study was to investigate the flotation behaviour of unburned carbon in a cyclonic-static microbubble flotation column (FCSMC). The ash sample, collected from a power station in Guangdong province of China, was characterized by size analysis, X-ray diffraction, contact angle measurements, and X-ray fluorescence. The effect of the column flotation operating variables on the removal of unburned carbon from the fly ash was systematically studied. The feasibility of separating unburned carbon and ash was determined from the removal rate of unburned carbon (RUC) and loss on ignition (LOI). Within the range studied, the optimum diesel oil dosage was 1200 g/t, abies oil dosage was 600 g/t, pulp density was 20 per cent, superficial gas velocity was 1.4 cm/s, and circulating pressure was 0.20 MPa. The results indicate that the FCSMC technique is effective in removing the unburned carbon from the fly ash, which can be attributed to the generation of microbubbles and the continuous cyclonic circulation method. Under the optimized conditions, a cleaning ash with 2.13 per cent LOI and 94.21 per cent RUC was obtained.

"It was identified that clay minerals adversely affect fine coal flotation through slime coatings. In the study, it was interesting to find that an anionic polymer dispersant, lignosulfonate, successfully mitigated the negative effect of clay minerals in coal flotation using fresh water, but in saline water, it exacerbated coal flotation.In order to understand the mechanisms underpinning the different behaviour of lignosulfonate in coal flotation using fresh and saline water, the adsorption isotherm, and dynamic light scattering (DLS) measurements were conducted in this study. While DLS monitored the molecular conformation change (swelling or shrinking) of the polymer in fresh and saline water, adsorption isotherms enabled polymer adsorbed amount on clay and coal mineral surfaces to be determined. It was found that lignosulfonate adsorbed on the coal and clay mineral surfaces providing effective electrostatic repulsions and resulting in a mitigation of clay minerals from coal surfaces in deionised water. In the presence of saline water, however, polymer molecular conformation changed. Polymer molecules were compressed and adsorbed in form of aggregates. The adsorption amount of lignosulfonate on clay minerals increased in saline water. A low dosage of lignosulfonate could not provide sufficient electrosteric repulsion to disperse clay minerals. The Eastern Townships and Asbestos Hill areas are the current asbestos-producing districts of Quebec. Mining in the two areas began in the /are 1870s and 1972 respectively. Production from the Eastern Townships is derived from rhe Serpentine Zone of ulrramafic rocks, specifically from basal serpentinized peridotite members of what are now considered to be allochrhonous ophiolitic material that was abducted onto the Early Ordovician continental margin. From south west to northeast, the rhree allochthonous asbestos-producing sections of the Serpentine Zone are designated the Asbestos Ophiolite Complex, the Thetford Mines Ophiolite Complex and the Pennington Dyke; the Pennington Dyke is considered to represent a segment of serpentinized Alpine peridotire that was fragmenred from a larger, more complete ophiolire complex. The Asbesros Hill deposir on the Ungava Peninsula lies in what apparenrly is an inrrusive sill found wirhin rhe Chukorar Group, the uppermosr group of Precambrian-aged Cape SmithWakeham Bay Belr of volcanic-sedimentary rocks.

"The Lorraine property is located in the northern Intermontane Belt, north-central British Columbia. The property is underlain by intrusive rocks of the Duckling Creek Syenite Complex, an Early Jurassic, alkaline phase of the Late Triassic-Early Cretaceous Hogem Batholith. Two significant zones of copper-gold mineralization have been explored to date; the Main zone (historical Upper and Lower deposits) and the recently discovered Extension zone. A combined geological resource was estimated in 1975 for the Main zone deposits at 10 million tonnes averaging 0.7% Cu, and from 0.1 g/t Au to 0.34 g/t Au. The Extension zone, still at an exploration stage, is estimated to be considerably smaller than the Main zone.Copper-gold mineralization at Lorraine Mountain exhibits characteristics suggestive of both magmatic and hydrothermal origins, and may be related to orthomagmatic-hydrothermal fluid flow contemporaneous with magmatism and development of migmatitic fabrics. A depth greater than the depth of formation of classical porphyries may explain many of the variations displayed by mineralization at Lorraine. These characteristics distinguish Lorraine from other members of the alkalic suite of porphyry Cu-Au deposits in the Canadian Cordillera.IntroductionThe Lorraine prospect is located in the Omineca Mountains, at the headwaters of Duckling Creek, 56 km northwest of Germansen Landing (Fig. 1). The property is centred at latitude 55°55'N, longitude l25°26'W on NTS mapsheet 93N/14W. The area is typified by mountains of moderate relief, with elevations ranging from 1150 m in the valleys to peaks of 2000 m. Valleys are U-shaped and blanketed by glacial till which give way to steep, talus covered slopes and sharp ridges. Outcrop is generally limited to elevations above 1600 m (Fig. 2)."
