He felt that holding the convention during the 4th was not good policy, and that dates prior to or following the 4th would make for better attendance. John A. The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. THE problem of producing a uniform, medium-fine sand for glass-furnace feed has been of interest to the glass-container industry for many years. In the present investigation of the problem, conducted by the Bureau of Mines in cooperation with the Owens-Illinois Glass Co., Alton, Ill., a satisfactory method of producing such sand was developed. The investigation involved continuous-grinding studies of glass sand with flint and porcelain pebbles, steel balls and rods, and a simultaneous study of classification. The most satisfactory procedure consisted of grinding in a pebble or ball mill followed by a double classification: hydraulic classification to separate the oversize for return to the grinding unit and mechanical classification to remove fines and impurities from the ground sand. The proper application of this flowsheet usually yielded a graded sand containing less iron than the feed even when grinding was done in a steel-lined ball mill. The amount of sand ground into the so-called "dusting" sizes was, in all cases, less than 10 pct. Experiments were made which showed that this very fine sand could be beneficiated to a usable material. Background The advantages in utilizing a uniform, medium-fine sand as a feed for glass furnaces has motivated a considerable amount of research on the ,problem of producing such sand by glass producers and others. For the glass producer, the faster melting rate of such a graded sand offers the possibilities of reduced fuel costs and increased furnace capacity. In addition, there is the likelihood of improving the quality of the melt and thereby reducing the number of seeds (air bubbles) and stones (unrnelted grains) in the finished ware. Although the melting rate of a glass batch depends on other factors in addition to the grain size of the sand, there is experimental evidence to show that grain size influences the melting rate considerably. Potts, Brookover, and Burch' found that when the raw materials (sand, soda ash, and limestone) were always matched in- size, there was a great decrease in the melting time as the grain size of the materials was decreased. They found, too, that when the grain sizes of the soda ash and Limestone were held constant at 40 to 60 mesh, the minimum melting time occurred when 40 to 60 mesh sand was used. The increase in melting time with decrease in grain size beyond 40 to 60 mesh was due, they postulated, to accelerated demixing or separation of batch during melting as the grain size of the sand decreased in relation to the grain size of the other materials. An earlier investigatora found that the highest rate of melting and purifying ordinary glass was obtained when medium-size sand (0.385 to 0.120 mm, correspondingly roughly to 40 to 120 mesh) was used. Although batches containing smaller-size sand were found to fuse more rapidly, the time required to remove air bubbles from such melts actually increased the total duration of the process. Coarsegrained sand, it was stated, increased greatly the times of both melting and purifying. Although the laboratory data are difficult to confirm on a plant scale, observations by the Owens-Illinois Glass Co. indicate a higher furnace capacity of better-quality ware when a medium-fine sand is used in the batch. During the recent war, the glass producer was inclined to overlook a considerable variation in raw materials in the interest of higher production. For instance, table I shows the wide range in the amounts of various screen fractions in sand supplied by one producer to the Terre Haute plant of Owens-Illinois. In 1985 BMR assessed Australia's economic demonstrated resources of mineral sands as follows: rutile 8.0 Mt, ilmenite 41.4 Mt, zircon 11.5 Mt, and monazite 229 000 tonnes. These resources are located along the east coast of Australia, in the southwest corner of Western Australia, and in the Eneabba region, north of Perth, WA. However, over 40% of Australia's rutile and zircon resources, particularly those on the east coast, are presently not available for mining because of environmental considerations. As well, east coast ilmenite has been considered unsuitable for use by sulphate route pigment producers because of its relatively high chrome content. World demonstrated resources of rutile and zircon are estimated by BMR as 29 Mt and 38 Mt respectively. Demonstrated resources of ilmenite amount to about 1 billion tonnes. These occur predominantly in hard rock deposits in Norway, Canada, USSR and China, as well as alluvial deposits in Australia, South Africa and India. Quantitative data for world monazite resources is sparse. However, world production of rare earth oxides is now mainly from bastnaesite, a hard rock resource. Australia is presently the world's principal producer of rutile and zircon, and also provides a major share of the world's ilmenite. With the expected increase in Australia's rate of output of these commodities, combined with restrictions on mining along parts of the east coast, its position could diminish substantially over the next 25 years.

"It is quite likely that more than a handful of junior exploration companies will receive some startling news from their accountants this spring when 1989s tax returns are being prepared. These companies could find that, for the first time ever, they will have to write a cheque to the federal government on account of a new federal capital tax which became effective July I, 1989IntroductionMany mining companies which have never had to pay a federal income tax are finding that they indeed have a tax liability for 1989. Non-producing companies, such as junior exploration companies, almost automatically assume that they don't have to pay any income tax. But, a new tax imposed under the Income Tax Act catches especially the company that has no income.Effective July 1, 1989, a federal capital tax (some call it a corporation minimum tax) is payable by any corporate carrying on business in Canada where the corporation has ""taxable capital"" exceeding $10 million. As a result of the popular use of flow-through shares in recent years, many junior exploration companies are finding that their balance sheets show capital stock over $10 million, and that they are consequently caught by the new tax. Further, some of these companies are finding, to their chagrin, that the tax for 1989 was due on February 28, 1990, and that non-deductible interest is ticking away on unpaid taxes."

The Peirce-Smith converters are traditionally carrying out the converting process of a copper matte in the smelters of Codelco-Chile. However, its production increment is very limited due to the investment magnitude associated to the fulfillment of the environmental regulation. The objective of this paper is to present the Codelco continuous converting process technological advance when converting mattes and/or white metal into blister copper in a Teniente converter unit as an alternative to increment the corporative anode copper production. In 1994, Codelco-Chile started evaluating its ?home made technology? as an alternative to the traditional batch-type converting process. By the year 2001, the Caletones smelter converted liquid white metal to blister copper in a rearranged PS converter continuously. Then, during the 2001-2003 period, several pilot and industrial scale tests were done in a Teniente converter unit at Codelco Norte smelter, evaluating the continuous converting process, i.e., processing liquid mattes (62-68% Cu) to blister copper, demonstrating its technical feasibility with: (i) both constant production of gas flow and SO2 concentration, (ii) production of liquid slag, and (iii) production of a clean blister copper, suitable for the refining process. The promising results have led Codelco-Chile to plan for the 2006 period, a next advanced stage for the continuous converting process evaluation by carrying out a new campaign of tests in a Teniente converter unit at the Codelco Norte smelter.

I T is generally accepted that no method of coal cleaning except froth flotation is effective in cleaning dust. In the majority of coals mined in the United States the dust sizes contain a high percentage of impurities, hence the removal of the dust from the coarse sizes lowers the impurity content of these sizes. Dedusted coal is desired as a means of providing a better feed to cleaning plants because of increased efficiency in both dry and wet plants. In dry-cleaning plants, a dedusted feed makes for a pervious and uni¬form bed. With a dusty feed the fines tend to segregate in the feed stream and pass en masse over the air separators, causing a lack of uniform aeration and fluidity of the bed necessary to efficient cleaning. In wet-cleaning plants deducting of the feed often decreases the sludge problem to the point of eliminating the necessity of wasting wash water. It may be advantageous to eliminate sludge-settling equipment in favor of dedusting equipment, to provide the advantages of a dedusted feed to the wet-washing process. Dedusting advantages may include: (1) the removal of fusain, especially advantageous in plants washing coal intended for metallurgical coke; (2) prevention of the gradual build-up of solids in the wash water, with a consequent variation in the washing ability of the system; (3) prevention of the loss of dust to the sludge ponds, providing instead a fuel for local consumption or special markets.

Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

Analytical calculations have been carried out on the effect of casing perforations on the productivity of wells, and formulas have been derived for general types of perforation patterns. The numerical calculations, however, show that the resultant well productivity is essentially independent of the perforation pattern, but is determined mainly by the total perforation density. Thus, for example, for a density of three perforations per foot of casing, the well productivity will be cut to one third of that of the uncased well for a perforation radius of 1/8 in., and to approximately one half for a perforation radius of 1/4 in., regardless of the detailed manner in which the perforations are distributed over the casing surface. The analytical theory is also extended to include wells completed with slotted liners. It is shown that the reduction in productivity due to such liners will be relatively small as compared with that due to perforated casings. The increasingly important role being played by productivity factors of wells in determining well potentials and in the general evaluation of producing formations lends interest to the analysis of all the various factors that may infuence the productivity of a well. In recent papers1 the results have been given of theoretical studies made to determine the effect on the productivity factor of a well of the gas-oil ratio of the production and the connate water within the sand. These have served to show that both of these factors may, under suitable conditions, materially reduce the effective productivity factors below those that would be anticipated on the assumption that the wells produce homogeneous fluids. In this paper will be presented the results of the analysis of an entirely different factor influencing the productivity of a well. This refers to that resulting from the increased use of the method of completing wells by setting casing opposite all of the productive strata and then gun-perforating the particular zones of immediate interest. The practical success of this method of completion would appear to be an answer to the question as to whether it seriously reduces the well productivity or materially cuts down the ultimate oil recovery that may be derived from the producing section. Nevertheless, it is of interest to examine just how great the effect of the restricted flow channels, represented by the gun perforations, may be in increasing the over-all effective sand resistance. Of course, to the extent that the well potentials are severely restricted by proration regulations, minor reductions in well productivities are even less serious than if the wells were to be allowed to produce wide open. On the other hand, even under these circumstances there may be at least the academic interest in such calculations in being able to correct and evaluate the effect of the perforations in order to carry

Y.-I do not care to discuss Mr. Taggart's paper in the light of theory, as that has been very well done by Prof. Bell,1 but I should like to criticize some of his conclusions, in the light of actual operating practice at plants all over the country. 1. Mr. Taggart's first conclusion is that in crushing average ore, the character of the gangue has little effect on the efficiency of the mill. This, I believe, is not in accordance with the usual practice, since in crushing a hard ore the capacity will be much reduced below what it would be with a softer ore, while the power consumed will be practically independent of the character of the ore, being proportional only, to the load of ore and balls in the mill. 2. Mr. Taggart's second criticism is that the Hardinge mill is not suitable for grinding soft, tough material. In answer to this I might mention that the mill is being used for grinding tough, dnctile material, such as metallic aluminum, and also for grinding licorice root. 3. He says that the ball-mill works more efficiently on material of intermediate size, say 1/2 to 3/4 in., than on either coarser or finer feed.. This is true as to coarser feed. For the most efficient work, I believe that a ball-mill should be fed with material not coarser than 1 1/2 in.; it' will handle material up to 3 and even 4 in., but the reduction from 3 or 4 in. to 1 1/2 in. can be done much more cheaply and efficiently by rolls or disk crushers than in the ball-mill. 4. As to Mr. Taggart's fourth conclusion, that a greater ratio of reduction can be expected with feed of an intermediate size than with a coarse feed, I have not enough information to express an opinion. 5. His next conclusion is that steel balls are much more efficient crushing media than pebbles. Steel balls are undoubtedly more efficient for crushing coarse feed. On fine material they are also more efficient as to tons per horsepower crushed to 10-mesh, but on fine material I think it will be found that flint pebbles are cheaper than cast-iron balls, per ton of ore, although there will be a saving in power per ton by using cast iron instead of flint. The increased cost of crushing with cast iron will be due to the higher cost of iron at the present time. 6. Mr. Taggart's sixth conclusion coincides with present practice, that steel balls will grind as fine or finer than pebbles when working on the same feed.

THE study of the creep of metals under conditions of prolonged loading has received the attention of many investigators for several years and almost innumerable papers have been published on the various aspects of the subject. As it appeared that much could still be learned from a study of single crystals, the present work was carried out to study the effects of temperature and conditions of loading upon the properties and deformation in tension of single crystals of alpha brass containing about 70 per cent copper and 30 per cent zinc. In particular, it was hoped to obtain information from tests below and above the recrystallization temperature of the material, so that properties such as elastic limit, yield point or critical stress, and manner of deformation might be compared for tensile tests at an ordinary loading rate and for prolonged. loading. Accordingly, short-time tensile tests and creep tests were made at room temperature, 300º, 500° and 700°F. The two latter temperatures are above the lowest possible recrystallization temperature of polycrystalline 70-30 brass. PREVIOUS WORK Clarke and White1 have made creep tests of some copper-zinc alloys, including 70-30 brass, and copper-zinc-tin alloys at temperatures both below and above the recrystallization temperature of the materials considered. Hanson and Wheeler have studied the flow and fracture of single crystals of aluminum for short-time and prolonged tensile loading over a range of temperature extending from room temperature to 400°F., their experiments being made without consideration of the orientations of the test specimens. Extensive creep and fracture tests on single crystals of lead at room temperature have been made by Betty3 and by Baker, Betty & Moore.4 Results of the last-named investigation were published while the present work was in progress. Millers examined the elastic limit of zinc single crystals at and above room temperature by means of creep tests, while Miller and Milligan6 reported the results of tests designed to show the influence of temperature on elastic limit of single crystals of aluminum, silver and zinc. The behavior, of iron crystals under static tensile loading at room temperature was reported by Gensamer and Mehl7 while the present investigation was in progress. Their specimens exhibited a well-defined yield point, below which no appreciable creep could be detected. The manner of yielding proved interesting, as the shape of the creep-time curve for the iron crystals differed from the common type of creep curves. Elongation did not begin immediately, or at least was initially very slow. The rate of elongation then increased continuously and finally decreased to zero. This S-shaped type of elongation-time

Devido à obsolescência do sistema de ar soprado da CTE#1, alto custo de operação e risco para a segurança operacional, este trabalho apresenta o estudo do problema em questão, a metodologia utilizada para desativação do ar soprado da CTE-1 e a redução de custo.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

Stimulated emission from Nd+3 in yttrium uanadate fYVOJ is reported. Single crystals of YVO4:Nd, obtained from Linde Col-p., have improved substantially in the last several months. Pulsed thresholds of YVO, laser rods are now approximately 2 to 3 5, cowparable to tliose for YAG:Nd. Yttrium uanadate crystalli~es irz a space group similar to zircon. All rare-earth vanadates have this structure. Rare-earth ions sucll as Nd+3 which substitutes for Y+3, aye situated irz a strong tetragonal crystal field which lacks inversion symmetry. This condition increases the p'robability of the parity-forbidden f — f transitions. Yttrium anadate has strong absorption bands beyond -1000A. These are clue to Y-O, V-O charge transfer and molecular transitions. Under 2537 and 3660A irradiation pure YVO, fluroresces u bright yel-LOLO. This fli&orescence is corrzpletely quenched in YV04:Ncl crystals. This and other evidence of energy trut~sjer from the lattice is repovted. Optzcul atz 1user pvope 1-ties o! YI'U4:E[t are brieJy described. THIS paper describes some of the optical and laser properties of Nd+3- and Eu+3-doped yttrium orthovana-date (YVO4). It reports laser action for the first time in this low-symmetry host. For some time we have pursued a research program concerning laser hosts' wherein the rare-earth (RE) ion is situated at a site of low crystal symmetry so as to increase the probability of radiative transitions. Single crystals of doped and undoped YV04 are grown from iridium crucibles in an oxyhydrogen gas-fired furnace by a modified Czochralski technique.' This material crystallizes in a D4li tetragonal space group of the zircon (ZrSiO,) type.3 All RE vanadates have the same structure and form solid solutions with YVO4. Therefore, it will be possible to investigate a variety of cross-pumped laser systems, as in the case of yttrium aluminum garnet (YAG).4 At present, ~d'~-doped YAG is one of the most efficient solid-state lasers.5 Accordingly, most of the material to follow will compare the properties of YV04 to those of YAG. Fig. 1 shows the relative transmission of YAG and two types of YVO4. "Pure" YVO4 has a normal absorption edge and is colorless. A second type has a broad absorption peaking near 4200A and is yellow. Rubin and Van uitert6 suggest the yellow material is slightly reduced. Samples of each type are being investigated by electron spin resonance,7 but these studies are so far inconclusive. The pulsed laser threshold is much lower in the yellow material than in the colorless. Therefore, the absorption at 3500 to 5000.4 transfers energy to the Ndi3 ions. Photons of wave length between 2000 and 4500A cause undoped YVO4 to fluoresce at 4800, 5250, 5460, 5540, and 5750A. This emission, previously reported by Brixner and Abramsom,8 is partially quenched by EU'~ and completely quenched by Ndt3 at room temperature due to energy transfer from the lattice to the RE ions. At low temperatures, some lattice fluorescence is present. This implies that the energy-transfer process is in part phonon-assisted. Although the YVO, single crystals used in this work were prepared from Y2O3 containing less than 0.01 pct rare-earth impurities, there is aopossibility that emission lines between 4800 and 5750A are due to dysprosium, terbium, and so forth. However, these lines are not observed in other compounds, prepared from Y2O3, such as YP04, Y2MoO6, and so forth. Furthermore, extensive absorption measurements on our "pure" YV04 single crystals between 0.4 and 5.0 failed to reveal any characteristic rare-earth lines. Fig. 2 compares the absorption spectra of Ndt3-doped YAG and YVO4from 0.6 to 1.0 . The Ndt3 absorptions are labeled according to free ion, R-S coupling. These term designationsQ are appropriate for YAG:Nd. They appear to be inappropriate for YV04:Nd. In YVO, neodymium must substitute for yttrium. The yttrium site is situated In a strong tetragonal field, where point symmetry is (42m) or possibly lower.1° However, the reduced splitting of the Stark components of the YV0,:Nd spectrum implies that the NdT3 ion is in a cubic site. The only plausible explanation for this discrepancy is that the Ndt3 ion is in a low-symmetry site, lacking inversion symmetry, so that a substantial admixture of 4f and 5d wave functions occurs. In this case, R-S coupling is not valid and J is no longer a good quantum number." Consistent with this view, the 4~ metastable level of YV04:Nd has an oscillator strength larger and a

Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.
