Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

Many existing computer planning programs for the mining industry focus either on big mining enterprises with a high production rate or on smaller operations for high value minerals. Big mining enterprises, like the hardcoal company `Ruhrkohle AG' in Germany have their own R&D departments which develop powerful computer programs for planning purposes, partly in co-operation with mining universities. However, there is a remarkable number of small- scale mining operations which are either not able to buy expensive hard- and software or don't have the skills for the operation of extensive software programs. Partly there is also a trend in using rule of thumb calculations rather than computer programs which need a lot of - partly unavailable - data. For this reason a computer program was developed which does not need expensive hardware and software and which can help the planning engineer in the selection of a limited number of possibilities. Until this time the planning engineer established two or three different cases and calculated the results with a pocket calculator. This could last some hours or even some days. Now he or she can use the computer program with a normal PC to compare the cases. All activities are menu-driven. The basis for all, calculations are fixed and variable costs as well as average performance for special activities. The paper gives an example for a possible planning situation in fluorspar mining (originally this program was developed for the fluorspar enterprise Lengenfeld in Germany). It shows the initial situation, the main structure of the program, the input logic and the results. Benefits, limits and possible extensions of the program are discussed.

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of construction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospecting for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organization there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the responsibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment. LOCATING THE SUPPLY The initial step in prospecting for mineral aggregates is the locating of suitable, adequate and economic sources of supply for the project in mind. Commercial plants in the vicinity should be investigated and a survey made of the existing structures that have been built of aggregates from these sources. If the structures are rather old and show no signs of deterioration, it is fairly good evidence that the aggregate is satisfactory. "Similar to the ethanol program, initiated more than 30 years ago, the recently created biodiesel program in Brazil is expected to rely on private initiative based on agribusiness for vegetable oil production. Campos dos Goytacazes is a large county in the northern of the state of Rio de Janeiro with land still available for oily vegetables plantation in addition to the land traditionally occupied by sugar cane plantation, which is used to produce ethanol. In order to extend the biodiesel program to Campos dos Goytacazes, the State University of Northern Rio de Janeiro (UENF) is conducting a technical project for the development of the infrastructure for biodiesel production. In this work, the infrastructure based on versatile equipment for biodiesel esterification built in the Center for Alternative Energy of the UENF is presented.IntroductionBiofuels are gaining worldwide attention as a possible economical solution for the prediction of declining reserves of petroleum and related increase in price of barrel. However, nowadays, a more relevant question is the climate changes caused by burning fossil fuels. This is especially the case of coal and petroleum based fuels, mainly gasoline and diesel that propel the majority of vehicles and generate a large amount of CO2 emissions responsible for global warming. This combination of economical an environmental problems is already providing a strong motivation to substitute conventional fossil fuels by renewable biofuels. More than just the interest of the market financial forces, government legislation is imposing a new order that obliges the use of biofuel. Many countries including the USA, the European Community, Japan and Brazil are committed to gradually substitute biofuels into their fleet of vehicles."

Organisms living at hydrothermal vents are adapted to catastrophic disturbances in their environment caused by processes such as tectonic activity and mineralization that shift the locus of fluid flux and volcanic eruptions that pave over active systems and reset the hydrothermal cycle. The scientific community appreciates this risk of natural, local loss of species, genetic, and habitat diversity. The risks of more profound loss of diversity and ecosystem function and health as a consequence of additive commercial activities in hydrothermal systems are unknown, and are not the same across all deep-sea hydrothermal systems. Vent communities differ from one ocean basin to another, as do the geological settings and geochemical dynamics of vent systems. Communities on the East Pacific Rise represent one end-member in the catalog of hydrothermal vent communities. In these systems, the life cycle of a hydrothermal field is on approximately the same time scale as the lifespan of the species that live there. From studies of the 1991 and subsequent eruptions at 9N on the East Pacific Rise, we understand the rapidity with which new vents are colonized when nearby brood stocks are available to repopulate the system. Almost instantaneously, microbial biofilms and mats form, followed quickly by invasion of mobile opportunistic organisms (especially crabs, copepods). In a matter of a few months, a predictable succession of sessile organisms recruits, grows, and reproduces. Within two to three years, the system returns to levels of species diversity that begin to match those of the pre-eruption condition. Vents on the Mid-Atlantic Ridge (MAR) represent a different end-member, with catastrophic disturbance rare relative to the life span of the organisms that make up the bulk of the biomass. We have no experience with an eruptive event or other major transformation of venting activity on the MAR and thus have no knowledge or insight regarding the time it would take for the biological diversity to return to pre-cataclysmic levels.

Equations are derived to allow for different mean velocities of axial flow for different sizes of particles in fully mixed ball mills. The equations are modified to allow for the exit classification that occurs in grate-discharge autogenous and semiautogenous tumbling mills. An approximate treatment is given that applies for other forms of residence time distribution, provided that the mill contents are close to fully mixed.

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

The applicability of Bieniawski and Hoek-Brown empirical strength criteria has been assessed for different groups of coal and various types of intact rocks by using a vast number of published triaxial test data from various places. Analysis of individual data sets revealed that the traditional forms of the criteria do not have a perfect agreement with the data. A strong negative correlation has been observed between B in Bieniawski's criterion and m in Hoek and Brown's criterion with uniaxial compressive strength of materials. Both criteria have been modified and empirical relationships have been introduced for coal as follows:m = 62.903 - 34.213 (log pc) 0.9772B = 10.152 - 4.709 (log pc )0.8889Similar relationships have been developed for different rock types as well.A comparison between the applicability of each of the above approaches with the conventional criteria reveals a very significant advantage for new approaches and a supremacy for the Bieniawski criterion in all cases particularly in the case of coal.The modified Bieniawski criterion fits coal as well as different types of rocks with excellent accuracy.The modified Hoek-Brown criterion gives a good result for rocks but does not fit coal data quite well. In other words, Hoek-Brown criterion is not an suitable one for coal.

This paper demonstrates the method of approach for the optimization of such filters. This does not only incorporate the proven and simple recently developed equations for the calculation of the solids throughput, the residual moisture and gas throughput, but also introduces equations for the calculation of the specific product costs for both vacuum and hyperbaric filtration under consideration of the influences exerted by the filter compressor and a possible thermal drying. An easy-to-use method is offered which incorporates a special graphic representation concerning the plotting of the target parameters in dependence of the pressure difference with which the optimal process pressure difference can be established, independent of the specific cake permeability or product fineness. Finally, the optimization method is exemplarily demonstrated for a concrete application.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. High resolution airborne magnetic and radiometric data have been shown to optimize exploration for epithermal gold deposits in the vicinity of Charters Towers, northeastern Queensland. The radiometric data allow extrapolation of poorly outcropping geology to provide a cost-effective mapping technique, even at exploration scales (eg. 1:25,000). At a regional scale (eg. 1:100,000) the magnetic data reflect the regional tectonics and divide the area into domains for the application of different genetic models. For example: 1. the Ravenswood Batholith is characterized by multiple intrusions dating from Ordovician to Permian age. The polarity of the magnetic anomalies implies an age for the intrusions and indicates a deposit style for exploration. 2. extensional and wrench tectonics along the northern margin of the Drummond Basin are interpreted from the magnetic data and indicate favourable blocks for detailed exploration. Genetic exploration models may be tested in favourable environments by the recognition of geophysical signatures. These signatures reflect structural, lithological and alteration patterns arising from controls on ore deposits and can be applied at regional or detailed scales.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRL's Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRL's Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the seal's ultimate design strength. Six-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

Prediction of acid rock drainage (ARD) for low-sulphide, low-neutralisation potential (LSLNP) mine wastes is methodologically different from that for normal sulphidic mining wastes. In this paper. LSLNP wastes are conveniently defined as those with S2 < 1% and ABA-NP2 < 20 kg CaCO3 eq/t. The distinctiveness of ARD prediction for LSLNP materials originates from their frequently low oxidation rates and is mainly attributable to two reasons. First, the utilisation efficiency of available carbonate neutralisation potential (CNP2) rapidly deteriorates when the sulphide oxidation rate per unit mass of waste drops below a certain level. Reducing the flushing rate of a waste has the same effect as increasing the oxidation rate. Second, silicate neutralisation becomes increasingly important as oxidation rates diminish, and can no longer be ignored in LSLNP materials as it often is for normal sulphidic mine wastes. In this paper, the effects of oxidation rate, pore gas CO2 partial pressure, and flushing rate on ARD prediction for LSLNP materials are theoretically demonstrated with the help of modelling using the computer program MINTEQA2. A new methodology for ARD prediction for LSLNP materials is presented in terms of a prediction procedure. Finally, a case study is given to validate some of theoretical aspects discussed and to illustrate the use of the newly proposed ARD prediction procedure.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical goldmine.

Mining of sulfide-based ore deposits typically creates a potential for release sulfate and acid to groundwater, and many operating mines are thus predicted to require long-term post-closure treatment of groundwater. Toward the goal of selecting an optimal treatment, this paper compares costs of four demonstrated technologies for long-term treatment of sulfate-contaminated groundwater: in situ biological reduction (ISR), in situ permeable reactive barrier (PRB) composed of compost and zero-valent iron (ZVI), and two ex situ æpump-and-treatÆ technologies ù ex situ biological reduction, and ex situ nanofiltration with lime precipitation. Costs for each technology are estimated for treatment of a model aquifer system containing sulfate-contaminated groundwater, with the goal of treating 1 m3/min of groundwater from 1500 mg/L sulfate to a target level of 500 mg/L. (Metal removal is typically achieved by these technologies, and thus excluded from this analysis.) Costs are estimated for each technology as a function of treatment duration (ten to 60 years) and, for PRB and ISR, required replacement frequency (ten to 60 years). Estimated costs include capital and operation and maintenance, using a seven per cent net discount rate. Results indicate that ex situ technologies (biological reduction and nanofiltration with lime precipitation) are the most expensive. In situ technologies may be much less expensive, with PRBs having by far the lowest potential cost, followed by ISR as the next least expensive. However, actual costs for the in situ technologies are very sensitive to poorly constrained parameters, particularly the ZVI content of the PRB, and the effective life of PRB and ISR systems. This large cost uncertainty supports delaying remedial actions where viable, and suggests that feasibility analyses are generally warranted for specific applications to focus on these sources of uncertainty.

INTRODUCTION Financing, or providing adequate capital at low cost for developing and bringing a natural resource property into production, is a fundamental requirement for profitable operation. Under the present economic environment the cost of financing any project is gaining more importance than ever. The fundamental keys for success in mining are "the Four M&apos;s": Mineral, Market, Management and Money. In recent years, with capital and operating costs skyrocketing, increased emphasis on obtaining adequate and low cost capital funds for bringing in a prospect is essential. For a small mining company there are limited sources for raising funds. In most cases these companies have neither a substantial asset base, nor any cash flow, and they are deemed as risky investments. The issue of shares of capital stock of such a company is probably the most common method of raising funds via the public purse. Alternatively, debt could be used and a source of such capital might be private investors or financial institutions. The company which intends to raise funds from the investing public by way of the sale of equity, subsequently lists those shares for trading on a stock exchange. Going and staying public commits a company to a multitude of complex laws, rules and reporting requirements. The governing bodies are the watch dogs for the public. The largest of such an organization of this kind in the world is the Securities and Exchange Commission (SEC) in the United States. In Canada, the Securities Laws come from within provincial jurisdiction. Most provinces have their own Securities Act, and Securities Commission. It is the Commission which administers the Act, and hence controls the distribution and trading of securities within the province. Extra provincial registration is required for trading and distribution in more than one province. In British Columbia, prior to a public offering, the approval of the Superintendent of Brokers (SOB) and of the VSE must be obtained. THE VANCOUVER AND TORONTO STOCK EXCHANGES There are five stock exchanges in Canada which supply a trading forum in which mining companies may operate. The stock exchanges are located in Montreal, Toronto, Winnipeg, Calgary, and Vancouver. Of the five stock exchanges, the Vancouver Stock Exchange (VSE) and the Toronto Stock Exchange (TSE) are the most heavily used for resource-based issues and are the focus of this paper. The objective of this section is to provide a brief background on the VSE and TSE. The Vancouver Stock Exchange The VSE is Canada&apos;s predominant stock exchange for financing resource-based, junior issues. Since 1907, the VSE has acted as a source of funds for mining, exploration and energy companies throughout Canada and the world. Currently, there are over 1400 companies listed on the VSE. During 1983, over 3.1 billion shares traded at a value exceeding CDN$3.96 million. The VSE has developed a reputation as one of the few exchanges where a speculative resource venture may obtain a listing and subsequent financing in a relatively short time, generally five to ten months. The SOB, the Investment Dealer&apos;s Association of Canada (IDA), and the VSE all regulate trading at the Exchange. Any irregularities in a company&apos;s stock dealings are investigated and trading may be halted by the VSE until a satisfactory explanation has been received from the suspended company. Companies can be suspended from trading or delisted for various reasons. One reason is misrepresentation of facts in documentation submitted to the SOB, VSE, or to the public, through news releases.
