Reducing agents can be applied to leach metal values from natural and secondary resources such as laterite ores and deep sea manganese nodules and recycled materials such as spent batteries / catalysts which contain high-valent metal oxides of manganese, cobalt and iron. Selective leaching of some metals can be achieved by selecting conditions to control the saturated solubility and dissolution rates of metals from oxides or mixed metal/oxide matrices. The leaching results are rationalized on the basis of chemical species, Eh-pH diagrams and heterogeneous kinetic models. The role of reducing agents such as hydrogen peroxide, sulfur dioxide and iron(II) sulphate, in acid, alkali and in the presence of complexing ligands such as ammonia for the improvement of the leaching of metal oxides and metals is discussed. Previous studies on acid leaching of metals from nickel laterites, manganese nodules and spent catalysts/batteries in the absence or presence of reducing agents show that the rate controlling step involves the diffusion of protons through a thickening product layer on the particle being leached. It is shown that the leaching of nickel and cobalt from manganese nodules and zinc-carbon batteries in ammoniacal sulphur dioxide solutions also obey shrinking core kinetics.

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

The purpose and current practice of cable trusses in underground coal mines is briefly outlined and details of various cable truss designs are presented. The main part of the paper describes the in-situ performance of cable trusses installed as secondary supports in gateroads and recovery roads of longwall coalfaces. The performance analysis is based on the results of in-situ monitoring carried out at a number of sites at two underground coal mines within Australia. Truss performance has been assessed as load developed in relation to roof convergence, face position and time. Additionally, the influence of strata conditions, installation pattern/density, roadway layout and geometry have been taken into account. An analytical model has been developed to predict truss loads. The principal variables are listed and the basis of the model is described. Based upon behaviour observed in the field the model has been progressively upgraded and validated against measured performance. Guidelines on truss performance and factors which influence it are presented and the implications of these to the use of cable trusses is discussed. Possible methods for improving truss performance in certain strata conditions are outlined and some comments are made on the value of cable trussing compared to cable bolting in these Situations.

Technology is advancing at a rate that makes it extremely difficult for the mining industry to keep pace. Many advances occur within a given piece of technology and often this is missed by the disciplines that could have gained advantage by its implementation. Often this may have been simply an aspect of cost exceeding benefit. However, there are some technologies that potentially have such a far-reaching impact on the mining industry that the benefits simply outweigh the cost. The application of 3D laser scanning in the mining industry has the potential of taking the concept of 'Google maps?' underground. This presents an opportunity where the virtual world of underground can be traversed with relative ease and many aspects of measurements could be obtained without having to visit the working place again, potentially saving countless man-hours and still delivering precision work with significant savings in downtime, stoppages, and exposure to safety incidents. Anglo American Platinum maintains its competitive advantage though the review and application of appropriate technology. This paper describes the 3D laser scanning trial at one of Anglo American Platinum's new shafts, and goes on to show the benefits encountered through the application and the involvement of the various MRM disciplines.

IN ORDER to comprehend the help and information that may be expected from electrical prospecting, it is necessary to have at least a general knowledge of the methods and principles involved in preparing and interpreting results obtained in the field. Electrical prospecting is rather complicated, both in theory and practice, and in order to make a brief description clear to the practical mining man it has been necessary to idealize and generalize the problems, at the risk of having such simplification criticized by the theoretical man. This simplification must not be misinterpreted as showing a lack of theoretical knowledge. FIG. 1.-FLOW OF CURRENT IN AND AROUND A CONDUCTING BODY. For its operation, electrical prospecting mainly depends on-the fact that most metallic ores conduct an electric current much more readily than barren rocks. If an electric current flows through a block of ground within which a body of chalcopyrite is enclosed in country rock of schist, the current will find less resistance to its passage through the chalcopyrite than through the schist, even though the passage through the latter be much shorter. This is because the longer path through the chalcopyrite offers less resistance, owing to the superior electrical conductivity of the chalcopyrite (Fig. 1).

1. The investigation shows that the Sewanee coal bed is the most important bed in Grundy County arid is the only bed that has had any sustained production. There is no production, at the present time, from any of the other coal beds in the county. The Richland (Lower Sewanee or Coke Oven) coal bed has been prospected but has never been developed extensively. The Angel coal bed has been worked to a very small extent near Beersheba Springs, Tenn., for local consumption. The Battle Creek coal bed has been worked sporadically near Monteagle, Tenn. 2. Known measured and indicated reserves in the Sewaneee coal bed, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 15 millon short tons as of January 1, 1953. Of this total, 10 million tons represents coal 28 inches and more thick. Areas in the bed were omitted from the estimate where available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Ferrous fractions recovered from urban refuse were tested by the U.S. Bureau of Mines, U.S. Department of the Interior, to assess their character, composition, and response to detinning. This research was conducted as part of the Bureau's efforts to conserve mineral resources through recycling. Results from laboratory and pilot tests established the technical feasibility of detinning scrap recovered from household refuse. Detinned products containing less than 0.03 percent residual tin were produced. Concentrations of other residual elements were determined and compared with those in existing commercial scrap and with proposed specifications. Studies were extended to include evaluations under commercial conditions. Preliminary tests on 5-1/2 short tons of ferrous fractions revealed the need for adequate shredding to assure optimum metal-caustic contact and minimize retention of tin-bearing rinse solution in the final baled product. The washed metal product contained 0.06 percent residual tin. Subsequent melt tests showed a yield of 91.4 percent. Based on these studies, full-scale commercial demonstrations showed that detinned bales equivalent to No. 1 bundle quality could be produced in carload quantities. Up to 5 pounds of tin per gross ton of scrap is con-currently recovered during the detinning process.

"This paper outlines the scope and applications of 'COALMOD', the British Columbia Ministry of Energy, Mines and Petroleum Resources' computerized financial simulation model for coal mining developments. After a description of the computer system and language of implementation, the logic and scope of current model sub-routines are presented. This is followed by a presentation of examples on the current applications of the model to public policy evaluation, including benefit-cost analysis, fiscal analysis and evaluation of the effects of public infrastructure investments made in support of mining projects.IntroductionThis presentation has been developed in response to a number of requests from coal mining companies and various public agencies who have indicated interest in understanding our application of contemporary analytical techniques to public policy in the coal sector. "India is undergoing a massive electrification program using local coal to provide fuel for thermal generating plants. The Rajmahal mine in northern Bihar is scheduled to produce coal at the rate of 10 million tonnes per year by the end ofa sixty six month contract with MET-CHEM Canada Inc. for mine development. In order to control maintenance performance and warehouse inventory MET-CHEM is installing some proven computer-controlled programs and will provide extensive training to ensure that the systems are properly used. The programs are Maintenance Planning and Control System (MPCS) and Materials Management System (MMS), both of which were developed and used by Quebec Cartier Mining Company at its iron ore mine in northern Quebec. In addition, a Predictive Maintenance Program (PMP) using vibration analysis will be introduced . This paper discusses the three systems.IntroductionIndia is currently undergoing a massive countrywide industrialization and electrification program. Most of the power will be supplied by coal-fired thermal electric plants.One of the mines being developed as part of the over-all program is the Rajmahal Open Cast Coal project in the Godda District of Bihar, approximately 270 km north , and slightly west of Calcutta.The project is based on an agreement signed in January, 1989 between two government organizations - Canadian Commercial Corporation (Ccq and Coal India Limited (CIL). MET-CHEM Canada Inc. (MET-CHEM), an international consulting engineering organization which has worked in India since 1976, is CCCs Canadian executing agency for the project. METCHEM was the engineer-constructor and mining associate for the development of the 7.5 mtpy Kudremukh Iron Ore Project. This US$430 million project was completed on schedule and under the original budget estimate. The Rajmahal deposit is the responsibility of Eastern Coalfields Limited (ECL), a subsidiary of CIL. The project is to produce coal at the rate of 10.5 million tonnes per year in 1994."

PRESIDENT HERRES: If you will come to order, please, we will get started on this morning's program. This morning's program takes up the matter of mechanized mining, particularly mechanical loading. There has been considerable progress made in the West with mechanical loading, but we are interested particularly in what is being done in other fields. We are particularly fortunate in being able to have with us Mr. G. B. Southward, Mechanization Engineer of the American Mining Congress. Mr. Southward has devoted his time for the past several years entirely to a national study of mechanized mining. He is the author of the Year Book published by the American Mining Congress, which is the authority for progress and development on mechanical loading. Mr. Southward has come here from Washington, D. C., particularly for this meeting. We have asked him to speak on the national phases of mechanized mining, and particularly on what is being clone in the East, since we are familiar with what is being done in the western field. I take great pleasure in introducing Mr. Southward. (Applause.) MR. SOUTHWARD: Mr. President and Gentlemen: Before starting on this gaper, I would like to express to all of you and to your President my appreciation in being asked to come here. It is a privilege. This question of coal mine mechanization, as you all know, is a big one. It is too big a problem for any one company to handle and it is through such meetings as these, through the co-operation of the various companies throughout the United States, that we have been able to make the progress that we have made. As Mr. Herres has said, I am not going to try to tell you gentlemen anything that is going on out here, in the West. You already know that yourselves. But he has asked me to give a brief resume of the progress that mechanization has made in the eastern coal states.

THIS paper describes the method of mining a steeply pitching anthracite seam on a heavy pitch in the Orchard vein in No. 1 Tunnel of the Lehigh Coal and Navigation Co. The Orchard vein in the Nesquehoning district has a thickness of about 15 ft. on the level of the gangway, which is sufficient thickness for the gangway to be driven full width in coal. Above the gangway, the vein becomes thinner and near the surface is about 8 ft. thick. The coal is of good hard quality and carries a fairly good roof. The pitch of the vein is between 65° and 70°. Usually the breast-and-pillar method has been employed in the mining of the steeply pitching veins in this section. This method produced good results as far as the mining of the breast was concerned but the recovery of the pillar was difficult as to full extraction and expensive as regards costs. To recover these pillars after the breasts were driven, three methods were commonly employed; they were known as the pillar-breast method, pillar-skipping method, and pillar-chute method. The pillar-breast method consisted in putting a battery in one corner of the pillar (Fig. 1), coupling the manways A and B of the two adjacent breasts for two or three lengths ahead of the working face of the pillar being cut, and working the pillar as a breast. This method was used by the more skilled miners of the earlier days but has practically been abandoned. A slight variation of this method is used to some extent. In this case, the pillars are left wider than ordinarily and of sufficient width for the full-width breast to be driven in and a small pillar left on each side of the pillar breast between it and the regular breasts. With the completion of the "pillar breast," the ribs are drilled full of holes, loaded, and fired.

THIS discussion relates to the distribution of coal under the direction of the U. S. Fuel Administration beginning Apr. 1, 1918. At that time a definite method of ' controlling and directing distribution was put into effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel. Administration by Dr. Garfield about the. first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would- he necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving, them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S. Metallic sulfide minerals present in most gold ores, Morila gold ore included, often decompose under typical gold leaching conditions. The reactions and their products consume oxygen and sodium cyanide, consequently competing for oxygen and cyanide used in gold dissolution. The resultant effect is to reduce both the kinetics of gold dissolution and overall extraction efficiencies. The present paper discusses results obtained from plant data analysis and laboratory work investigating the problem of higher than expected consumption of sodium cyanide at Morila Mine Gold Plant. Cyanide consumption at the Morila Mine Gold Plant had been consistently running at 46 per cent higher than the expected value without any corresponding increase in gold recovery. In fact, plant data analysis showed an inverse relationship between cyanide consumption and grind, as well as cyanide consumption and gold recovery. Experimental and plant data analysis indicated that better control of the [CN-]/[O2] ratio is necessary for the efficient use of reagents and achievement of higher gold recoveries. Careful control of this ratio at a minimum of eight enabled the reduction of sodium cyanide consumption by 200 g/t, that is, from 650 g/t to 450 g/t. Coupling these experimental conditions with the addition of lead nitrate at 100 g/t improved the overall gold recovery to 93 per cent compared to the average plant recovery of 90.2 per cent over a six-month period. This improvement was also reflected in the leaching kinetics where 70 per cent gold extraction was achieved after four hours, as compared to 59 per cent in the absence of lead nitrate addition. Also of great importance is the fact that the combination of hydrogen peroxide and oxygen gave inferior performance relative to either of the two reagents used separately. This scenario presents an opportunity for excluding hydrogen peroxide, an expensive reagent, and focusing on improving the oxygen addition system to boost dissolved oxygen concentration in the plant.

Electrowinning is the prevalent technique for recovering silver from wastes generated in silver-tungsten electrical contact fabrication. Such scrap is placed in a permeable plastic basket, which constitutes the anode compartment, and is suspended in a larger cell where the cathode is mounted. A silver nitrate solution is used as the electrolyte and, upon application of an electric field, the silver migrates to the cathode where it deposits. At times, there is tungsten migration to the cathode compartment and consequent co-deposition with the silver. This W contamination, which may amount to several thousand mg/L (oz per gal), necessitates additional purification of the deposited Ag and its removal would, therefore, be advantageous. Eliminating the W impurity also extends the operating period of the cell with corresponding increases in the Ag output and savings in labor costs. The solution to this problem lies in the selective removal of the W from the AgNO3 electrolyte either by liquid-liquid or liquid-solid extraction. Although W extraction in the liquid-liquid mode with a quaternary amine or other reagents as extractants appears feasible, particularly in view of the low pH (about 1.5) of the system, this approach was not considered because it is essentially a batch-type process. It is a more elaborate industrial operation than extraction by ion exchange resins. Implementing the latter process consists of passing the electrolyte from the electrowinning cell through an ion exchange column which would extract the tungsten selectively and returning the tungsten-free stream to the cathode compartment. This process continues until the W extraction efficiency decreases (as a result of resin loading) below an acceptable value. The electrolyte is then directed through another, similar column while the W values are eluted off the first one and the resin is regenerated for another cycle. Thus, two columns in a parallel flow pattern provide the means for continuous processing of the electrolyte feedstock.

"CSIRO Minerals has developed an integrated particle size analysis system for deployment in the grinding circuits of minerals processing plants. The system includes a slurry sampling station, a de-aeration tank and an ultrasonic particle size analyser (UltraPS). The UltraPS analyser is based on ultrasonic attenuation and velocity spectrometry combined with gamma-ray transmission. The technology is applicable to the measurement of 0.1 to 1000 µm diameter particles directly in highly concentrated slurries without dilution. The analyser incorporates a gamma-ray transmission gauge utilising an ultra-low activity radioisotope source that is exempt from International Atomic Energy Agency (IAEA) and Australian licensing regulations.The UltraPS analyser consists of a submersible probe and an electronics package. The probe can be immersed directly in a minerals processing plant stream if the aeration level in the stream is low. For applications where a de-aerated slurry stream is not available, CSIRO has developed an integrated system that includes a sampling station, a de-aeration tank as well as the UltraPS analyser itself. A schematic drawing of the continuous flow gravity fed system is shown in the figure. A commercial sampling system is used to supply slurry at a rate of 2.5m3/hr to the deaeration tank. The aim of the de-aeration tank is to remove air in the slurry to a level where meaningful particle size measurements can be performed. The tank volume is about 0.2m3, thus giving the slurry flowing through the tank a mean residence time in the tank of approximately five minutes. Tests at a number of concentrators have shown that five minutes is sufficient time for slurry to de-aerate to a level where ultrasonic measurements can be made. The tank incorporates an ultrasonic level detection sensor and flow to the deaeration tank is adjusted based on the level of slurry within the tank. The UltraPS probe is mounted through a flanged section of duct, which is bolted to the bottom of the de-aeration tank."

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

"This paper discusses the author’s work on international law norms of consultation with Indigenous communities and examines unexpected corporate stakeholder impacts on these norms. Customary international law, which governs the area, does not traditionally refer to corporate conduct. This paper surveys several sources on developing international law on consultation obligations; it also discusses the impacts these norms can have on corporate stakeholders in the mining industry. Finally, it asks how interactions of corporate stakeholders in this area can indirectly impact future law and suggests implications for different business models in the mining sector.RÉSUMÉ Le présent article traite du travail de l’auteur sur les normes de consultation avec les communautés autochtones contenues dans le droit international et examine les impacts inattendus des parties prenantes sur ces normes. Le droit coutumier international, qui gouverne ce domaine, ne réfère traditionnellement pas à la conduite des sociétés. L’article analyse plusieurs sources traitant du développement de nouvelles lois internationales sur l’obligation de consulter; il traite aussi des impacts que ces normes peuvent avoir sur les parties prenantes dans l’industrie minière. This paper begins with a summary of the development of the sheathed explosive charge from it's conception by the Bureau of Mines in 1981 through the evaluation of its safety, culminating in revisions to the Code of Federal Regulations (CFR), Title 30, Parts 15 and 75 which provide for its approval as a permissible explosive and safe use in underground coal mines. In 1989, Austin Powder Company decided to market a sheathed charge and proceeded to develop a commercial version which they call the Rock*Buster. The Rock*Buster was tested by the Bureau of Mines and subsequently approved as a permissible sheathed explosive unit by the Mine Safety and Health Administration (MSHA). Marketing of the Rock*Buster began in the Spring of 1990. In May 1990, the Rock*Buster was first used in an underground coal mine, Jim Walter Resources' (JWR) No. 4 Mine in Brookwood, AL. Trials with Austin's units were impressive. Representatives from MSHA, the State of Alabama, JWR, the United Mine Workers, and other local mining companies observed the charge break large boulders on the surface. Later, the charges were used underground to break large rocks from a roof fall that were obstructing ventilation. During its first week on the job, the Rock*Buster reduced the downtime experienced on JWR's longwall sections by quickly taking care of problem roof falls which halt operations.
