On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

The solvent extraction of Cu from acidic leach solutions is carried out using oxime extractants. The mechanism can be described as liquid ion exchange, where a labile H+ in the oxime replaces Cu++ ion from the pregnant leach solution. The process is reversible and, at high acidity, the copper is stripped back to the aqueous phase. As the extraction proceeds, the acidity of the aqueous phase increases and the equilibrium may shift against the extraction reaction. This phenomenon may become significant in leach solutions with high copper concentration, where large amounts of acid are transferred from the solvent into the aqueous phase. An efficient way to increase the recovery of copper consists of splitting the extraction into two circuits, and either neutralizing with lime or extracting the excess acid of the intermediate raffinate. In the second case, the acid can extracted using a solvent, which can be stripped with a base, e.g., NaOH or ammonia. A third option is direct neutralization with soluble basic salt, e.g., Na2CO3, within a single extraction battery. The choice of the preferred process depends on the specific process demands and on the relative availability and price of the raw materials and by-products price.

The Andover-Sulphur Hill mines are 12 miles northeast of Andover and 5 miles southeast of Newton, in Sussex County, N.J. The property is situated on the Lehigh Valley and Hudson River Railroad and half a mile east of U.S. Highway 206. It is connected with the main highway by a hard-surfaced county road. (See fig. 1.) Howard J. Hewitt of Lafayette, N.J., has under lease the Sulphur Hill tract, consisting of 28 acres, and has an option on the Tar Hill tract of 106 acres. The Tar Hill property adjoins the Sulphur Hill on the northeast. (See fig. 2.) The Andover-Sulphur Hill property is owned by the Lenape Corp. of Andover, N.J., while the Tar Hill tract is owned by the Crane Iron Co. of Phillipsburg, N.J. These mines produced iron ore during a period of about 100 years but have not been operated since 1880. Zinc and lead sulfides occur mixed with iron ores in the lower workings of the old mines. A diamond-drilling program was recommended to determine the extent of the sulfide mineralization in depth and also to explore further the iron-ore deposits on the property. The project was started October 6, 1942, and finished November 25, 1942.

No early records of coal in Iowa have been found, although it is very probable that coal along the Mississippi, in the northeastern corner of the state, was seen very early. The United States Census of 1840 showed a production of 400 tons, mined of course in 1839, and the earliest mining, was in Jefferson and Fairfield Counties where the coal was hauled by wagons to shops in the Mississippi River towns years before any railroad was built in the state. In 1840 mines were opened in Van Buren County, near Farmington and Douds, and in Scott County, near Jamestown, all of the product being used locally.' In 1844 D. D. Owen reported seeing mines in the tongue of land between the Rock and Mississippi Rivers, in one of them the coal being 5 to 6 ft. thick, and several other seams south of this locality? In the, late forties a number of small mines were opened in various parts of the state, and in following years in practically every county having coal. The Mystic seam was first opened in 1857 in Appanoose County, since then consistently one of the large producing areas in the state. Consumption was local until the Milwaukee Railroad was built through the county in 1887.1

All branches of our profession may look back 'with pride upon the patriotic service rendered by engineers during the war. That war has been won. The mortal danger which it threatened has been averted. But the effects of the torture inflicted by it still remain, a fever in the blood of the body politic. Fever begets delirium and, unless its course be checked, has a tendency to produce convulsions. The only safe course is to take immediate steps to allay the fever. The seat of the present trouble is industrialism; as production is at the foundation of civilization, a diseased condition there carries pain and consequent unrest into every member of the organism. Who shall supply the cure? Quack doctors, nostrums in hand, rush forward from all directions promising to perform miracles. But sane men know that no miracles, though invoked by star gazers of purest intention, will prevent or accelerate the orderly operations of the laws of nature and of human life. Delirium must be controlled by the firm, gentle hand of intelligent, sympathetic authority. Fever must be allayed first by removal of all poisons from the system, then by consistent ministration of cooling, quieting restoratives, then by simple, wholesome nourishment. Nature will, under such treatment, supply the permanent cure.

An in-situ experimental programme was carried out to improve the understanding of the rockmass and pillar behaviour in moderately deep hard-rock mines. The experiments were carried out at Impala Platinum mines and consisted of precise levelling measurements in the footwall of the reef, stress measurements in pillars, convergence measurements in the stope, and petroscope observations in pillars. The results were analyzed using a computer program in an attempt to quantify the characteristic behaviour of the rockmass as well as the pillars. The measured off-reef displacement data were found to co11fonn to the trends obtained from elastic modelling and the correlation could be improved by modelling the small pillars with reduced modulus to simulate yielding' of the pillars. The stress strain curve obtained from analyzing the in situ results, showed that a 6x 3 xl m pillar yields without significant load shedding at peak stress levels of approximately 208 MPa. The closure measurements confirmed that the mechanism of yielding is mainly that of pillars punching into the foundations. Slight to moderate sidewall fracturing and slabbing might be contributing to yielding, but to a much lesser degree than the former mechanism, as the petroscope observation revealed the existence of an intact region beyond 0,6m from the pillar sides.

"Sherritt Gordon's experience with rubber mill liners began in 1964 at the Lynn Lake Farley Mine and continued at the Fox Mine in 1960, and the Ruttan Mine in 1973. This paper describes the history of the performance of rubber mill liners at the three mine operations.LYNN LAKE - FARLEY MINEThe Lynn Lake Farley Mine, which ceased production in 1976 due to exhausted ore reserves, was a 3500 T.P.D. copper-nickel operation; consisting of two parallel rod mills followed by three stages of ball mill grinding. A circuit modification in 1964 necessitated one of the tertiary ball mills to be used as a pyrrhotite regrind mill. This 8' x 5' Hardinge conical mill drawing 225 HP was initially installed with steel liners and lifters. After several months of operation a routine inspection revealed severe channeling and washing behind the liners which was threatening to erode the ball mill shell. It was thought that the highly acidic condition in the mill, due to grinding 100 º6 pyrrhotite, was accelerating the wear of the steel liners. At this time it was decided to reline the mill with rubber liners to see if the wear problem could be relieved, and in December 1964 a set of Skega rubber liners were installed."

This mine is operated at 4000 to 4500 tons daily through a single shaft, with one rock hoist and one senice hoist. Latest shaft construction is concrete with wooden dividers. Economics of drifters and air-leg drills are compared, as well as costs of shrinkage and sub-level stoping. Economy of large haulage equipment and underground crushing is shown. THE property of Kerr-Addison Gold Mines is located in the Larder Lake district of Ontario about 3 miles from the Quebec boundary on the highway between Kirkland Lake and Noranda. It is roughly 320 miles due north of Toronto and 365 miles north of Buffalo, N. Y. The property was staked in 1906 and after several development efforts finally came into continuous production at 500 tons per day in 1937. In 1939 the daily tonnage -was increased to 1200 and in 1941 to 2100 tons. At the end of the war, because of the shortage of labor, tonnage was down to 1100 tons per day, rising to 2200 in February 1947. A further plant expansion inaugurated in 1946 was completed by December 1948, bringing the capacity of the mine and mill to a production rate of 4000 tons per day. Current production, with 880 men employed, is 4400 tons per day. Changes in mining methods and equipment, required by the recently completed expansion program, have yielded interesting comparative results, some of which are described in this paper. Hoisting of ore and waste from the mine, as well as all service facilities for handling men and supplies underground, are provided for in a single vertical five-compartment shaft. Ore and waste are hoisted in 12½-ton skips in balance by a 14-ft diam hoist with drums 115 in. wide, grooved for 2?-in. wire ropes. This hoist, with a total rope pull of 85,000 lb, was designed to operate at a speed of 2600 ft per min to a depth of 4000 ft, hoisting 15 tons of ore in each skip. It is amplidyne-controlled and powered with dual drive dc motors of 2250-hp each, through flexible couplings to two pinion shafts, one on each side of the main gear. Each motor has a peak load rating of 4500-hp at point of greatest duty. Direct current power to the hoist motors is supplied from a motor generator set consisting of a 5000-hp synchronous motor driving two 1750-kw dc generators. The loading pockets used so far are at depths of 1500 and 2725 ft respectively. Consequently the present hoisting speed is 2000 ft per min and the skips capacity only 12½ tons. Now that the shaft has been deepened the new pockets at 3934 ft will be increasingly used so that the speed and the skip size will be increased up to original specifications as required. Some difficulty in meeting the required hoisting cycle is expected because of the shape of the skips. As now in use the cross-sectional dimensions of the inside of the skip are 4 ft 6 in. x 3 ft 8 in. To hold 121/2 tons, therefore, they are 14 ft 10 in. deep. Since the skips are the conventional overturning or Kim-berley type, considerable hoisting time is lost in retardation in entering the headframe dump and in acceleration when leaving. It is expected that to obtain the specified tonnage from this hoist when the skip size is increased to 15 tons it may be necessary to resort to bottom dump skips. This type of skip could reduce considerably the present excessive acceleration and retardation times. Analyses of the skip-hoisting operation are made monthly, and every effort is made to reduce controllable delays. For a nine-month period in 1951 such an analysis shows that the hoist was in operation 92.5 pct of the available time, which was allotted as shown in Table I. Overall hoisting costs, cage and skip, for the year 1951, averaged $0.168 per ton of ore milled. "Banded iron formation rocks associated with massive sulfide lenses in the Broken Hill Pb-Zn-Cu-Ag deposit in the Namaqualand Metamorphic Complex, South Africa, were investigated with respect to the geochemistry of manganiferous silicate-rich bands. Two common varieties of these are: amphibole- and garnet-rich iron formation bands. The results reveal that the former are enriched in Fe, Mg, Cu, Co and S. The garnet-rich bands are enriched in Mn, Ca, P, Pb and Ba with significant detrital contamination of Ti, AI, Zr, Cr, Y, V, Ni and Nd.The silicate-rich bands have compositions, in terms of, Si/AI, SilFe, FelMn, LalCe and Co/Zn, comparable to submarine chemical sediments which precipitated from hydrothermal fluids. The garnetand amphibole-rich bands are interpreted as ""evolved"" and ""immature"" hydrothermal sediments, respectively. The latter resulted from rapid precipitation after exhalation, whereas the former had a longer residence within sea water. The silicate-rich bands both exhibit increasing Mn/(Mn+Fe) fractions, which are consistent with a variation expected from proximal to distal depositional settings. The prevalence of garnet-rich bands over amphibole-rich bands is interpreted as the result of injection of hydrothermal fluids from a single vent situated along the northwest margin of the Broken Hill deposit."

During the examination of a gold-property in Georgia, last summer, I had occasion to study the effect of different chemicals upon the ore; the object being to find a more economical method of extraction than chlorination, as practiced there, had proved to be. Some of my notes and results may be of interest to others. The country-rock consists of mica-schist, hornblende-schist and black slate. The vein-matter is quartzite and schist, containing some stringers of quartz, the whole forming a body from 20 to 50 ft. wide. All of the rocks in the vicinity have become disintegrated to a depth of from 50 to 75 ft., forming the so-called saprolite. I found the workings to represent two distinct classes : I. Open-cut surface-ore: very soft,oxidized and disintegrated; containing much alumina, silica and iron. Average value, $4 per ton. 11. Ore from lower levels : quartzites and schist; very hard ; containing much silica and manganese, some alumina, and from 2 to 10 per cent. of pyrites. Average value, $8 per ton. Class I. was soon dismissed. The only way to make it pay would have been by the use of steam-shovels and a large crushing-plant. The tendency to slime would be the principal difficulty.

This paper presents the design and installation of an underground ventilation remote monitoring and control system at the Waste Isolation Pilot Plant. This facility is designed to demonstrate safe underground disposal of U.S. defense generated transuranic nuclear waste. To improve the operability of the ventilation system, an underground remote monitoring and control system was designed and installed. The system consists of 15 air velocity sensors and 8 differential pressure sensors strategically located throughout the underground facility providing real-time data regarding the status of the ventilation system. In addition, a control system was installed on the main underground air regulators. The regulator control system gives indication of the regulator position and can be controlled either locally or remotely. The sensor output is displayed locally and at a central surface location through the site-wide Central Monitoring System (CMS). The CMS operator can review all sensor data and can remotely operate the main underground regulators. Furthermore, the Virtual Address Extension (VAX) network allows the ventilation engineer to retrieve real-time ventilation data on his personal computer located in his workstation. This paper describes the types of sensors selected, the installation of the instrumentation, and the initial operation of the remote monitoring system.

A long dyke will be constructed in a lake with rockfill placed by end dumping method. Its crest will be at elevation 521.5 m compared to the nominal lake level at 520 m. In the first portion, its height will vary from 1.5 m on a 35.1 m thick tailings layer to 18.3 m on about 0.5 m of tailings. In the second portion, the dyke will be built on native silty clay and will vary from 18.3 to 15.2 m in height. The tailings consist in stratified layers of fine-grained soils showing lateral and vertical segregation. The tailings are compressible and may develop excess pore water pressure on loading. The tailings overlie a thin layer of relatively soft native silty clay. The till beneath the silty clay is considered incompressible compared to the material above. After construction, as the tailings and silty clay consolidate, pore water pressures will dissipate and dyke stability will improve. Since dyke stability will increase with time, the primary concern is its stability during construction. As a result of construction activities, three potential modes of failure were identified and recommendations were provided regarding the measures that should be undertaken to increase dyke stability during construction.

The extent and the rate of reduction of slags produced from the smelting of recycled lead batteries were investigated under laboratory conditions using graphite as reductant. Simultaneous reduction of PbO, Fe2O3, Sb2O3 and As2O3 occurred at temperatures of 1180 and 1200°C, with Sb and As reporting to the metal phase while the PbO content of the slag was above 2 wt%. Fuming of As from the metal occurred at lower concentrations of lead in the slag. Discard slags with low levels of As, Pb and Sb were produced. Arsenic levels were reduced to less than accurately measurable by ICP analysis, and Sb levels in the final slags were in the range of 0.1 to 0.2 wt%. The kinetic data obtained were analysed and compared with other measurements on lead oxide containing slags. The results showing a dependence of the reduction rate on the oxidation state and the basicity are consistent with other studies on well characterised industrial and. synthetic lead slags. These results indicate that when carbonaceous reductants are used, the rate of interfacial reactions play an important role in enabling the production of environmentally acceptable discard slags.

THE presence of gas in coal mines necessitates the use of costly ventila-tion arrangements and the use of expensive mining methods. On the other hand, the gas itself in many instances is of considerable intrinsic value, and its separate recovery might conceivably be a profitable under-taking. This paper is concerned with a study of the movement of gas in coal strata with the object of determining the laws governing gas move-ment and thus making at least a preliminary step toward the solution of the more practical problem of its control or recovery. Naturally, so important a subject has received much attention from scientists and engineers. In most cases, however, the studies have been concerned with the origin1?, the amount2, the composition3 and the method of retention4 of the gas in coal; or, from the more practical side, have been concerned with the phenomena and conditions associated with outbursts5 or explosions and their control. Numerous studies also have been made of the permeability of coal to gas6, of gas pressures measured in coal seams, etc. The authors are unaware, however, of any attempt to present a consistent or complete picture of the laws governing the movement of gas through the coal.

THE Chitina mining district of Alaska is located at the headwaters of the Chitina and Copper Rivers. At present, the only producing min-ing properties are the mines of the Kennecott Copper Corpn. and the Mother Lode Coalition Co., which are situated 196 miles from Cordova the port of entry. The first claims, later acquired by the Kennecott Mines Co. and afterwards transferred to the Kennecott Copper Corpn., were discovered in 1900. The Copper River & Northwestern Ry., which connects the mines with tide water at Cordova, was completed in the spring of 1911. Contemporary with the construction of the railroad, aerial tram equipment was brought to the mines by pack train and a tramway, 3 miles, long, connecting Bonanza mine with the proposed railroad terminal, was finished, enabling shipments of high-grade ore to be made immediately on the completion of the railroad. A mill to treat the lower grade ore was begun the same year. The Kennecott company's holdings consist of 111 mineral claims. The Mother Lode Coalition Mines Co., which is controlled by the Kennecott Copper Corpn., owns 73 claims adjoining the Kennecott holdings. All data on operations and geology refer equally well to the Mother Lode property.

At True Hill in southwestern New Brunswick, low-grade porphyry-style Bi-8n-Mo greisen mineralization is associated with the cupola of an epizonal granite porphyry (granite) that also exhibits three episodes of brecciation. The first episode of brecciation is an in situ, 8 m to 10 m wide transitional zone of net-veined to coarse-grained "blocky" endogranitic mesobreccia that is chloritized and greisenized and hosts weak disseminated minerali.zation. In a zone closer to the host rockgranite contact, angular fine- to coarse-grained endogranitic mesobreccia with greisenized matrix is superimposed on the earlier transitional breccia. The latest episode is fault-controlled and consists of quartz- and chalcedony-hosted sub-angular to rounded fine-grained "pebble" mesobreccias that crosscut and brecciate the other breccia types, as well as the adjacent altered metasedimentary country rocks. The first two episodes of brecciation are magmatic-hydrothermal in origin related to hydrofracturing of the granite carapace and are accompanied by greisenization and mineralization, whereas the post-mineralization, silica-hosted, "pebble" mesobreccias related to hydromagmatic, low-temperature fluid circulation and/or boiling along faults near the contact. These magrnatichydrothermal and hydromagrnatic mesobreccias are similar to those associated with W-Mo-Bi porphyry-greisen mineralization at the Mount Pleasant deposit.

A B S T R A C T The Los Pijiguaos bauxite is one of the largest accumulations of trihydrate alumina ore recently discovered; it is a plateau type, with no overburden, relatively soft tertiary quartz-bearing bauxite developed on a pre-Cambrian Rapakivi Granite batholith. The deposits are found in the northwestern rim of the Guiana Shield, State of Bolivar, Venezuela, and were discovered in 1976 after a grass-roots exploration campaign. Target areas were mainly selected on the basis of geological and geo¬morpholigcal criteria, guided by correlation with known deposits elsewhere in the Guiana Shield. The vertical. lateritic profile consists of an upper concretionary zone, followed by a mottled zone, a palid zone and finally the weathered rock merging into fresh granite. The upper concretionary zone displays a cellular, pisolitic or spongy texture and contains the following minerals: gibbsite (60-90%),quartz (5-10%), hematite (5-10%), goethite (under 5%), boehmite (traces), kaolinite (traces). The gibbsite content decreases sharply downward from the lower limit of the concretionary zone and the kaolinite and quartz content increases in the underlying mottled zone. The mottled and palid zones display a pseudo rapakivi texture and quartz, kaolinite and mica are the. essential minerals.

Seepage runs (stream flow measurements in a short time at many points in a basin,) and stream flow records are used to locate losing areas in stream basins in the Missouri Ozarks. The terrane consists of dolomitic limestone and sandstone of Ordovician and Cambrian age. Side-looking radar imagery emphasizes variations in topography and reveals two types of drainage basin topography, rough and smooth (deeply dissected and slightly dissected basins). In the deeply dissected basins (rough ones), main streams and tributaries generally gain. In the slightly dissected basins (smooth ones), the streams lose a part or all of their flow. Logan Creek, a tributary of Black River in the southeastern Ozarks, loses much of its storm runoff and all of its dry weather flow. East and West Forks of the Black River, north of Logan Creek, gain water through most of their main stems. On radar imagery Logan Creek basin has a light uniform tone and smooth texture in contrast to the darker tone and rough texture of the East and West Forks. The contrast is due to the difference in degree of dissection. Therefore, radar imagery may be useful in suggesting gaining or losing streams (or reaches of streams).

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

Results of the common research work of ALUTERV-FKI and RI in field of ore dressing are presented here. Although monohydrate types of bauxites consist of finely dispersed minerals, however, in some cases certain contaminants (carbonates mainly), can be reduced by physical methods before Bayer process. Electronmicroscopy combined with computerized data processing is proven to determine the possibility of beneficiation and to control the different stages of ore dressing. Test results gained by Hungarian and Yougoslavian bauxite samples, contaminated by calcite, dolomite, siderite and pyrite, are discussed. Basic operations were: grinding (mostly dry) and classification, magnetic separation (mostly wet) and selective agglomeration. Only simple processes, having high efficiency and mostly dry ore dressing technique may meet the requirement of economical criteria. 1. Bauxite deposits may often lay far from the traditional ore processing plants, and in such cases the ore reaches the plants after long transportation.
