For the first time in years, the spring budgets of federal and provincial governments have not brought down major new proposals affecting the tax burdens of the mining industry in Canada. It seems appropriate to use this unaccustomed period of tranquility to set out an extremely abbreviated summary of the principal features of the federal and provincial income and mining tax rules affecting the mining industry.

Mining at Phoenix is currently done by surface operation in the Fortitude and Bonanza Pits, at a combined rate of approximately 110,000 tons per day. A portion of the ore bodies targeted by these pits was mined previously by underground mining methods, dating back to the mid to late 1800?s. Most of the underground workings (voids) are located in the west central area of the Bonanza Pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This paper presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. "In the study of ball-mill grinding at the Intermountain Experiment Station of the United States Bureau of Mines at Salt Lake City, Utah, it was desirable to measure the work input to a ball mill at the mill itself so that consideration of motor efficiency and transmission losses would be eliminated.The device adopted is essentially that used by Prof. H. E. T. Haultain4 in measuring work input to rolls. The mechanism was changed only so as to adapt it to a ball mill.Figure 1 is a diagrammatic sketch of the apparatus.The pulley which rotates the mill is loose on the mill shaft and is equipped with ball bearings. This pulley is connected by means of three tangential springs to the driving plate, which is solid on the mill shaft. Power applied to the loose pulley is transmitted to the driving plate, and hence to the mill, by the three springs; the greater the resistance of the mill, the greater the spring extension. The extension of the springs is transmitted by the steel extension tape to the differential integrating meter.The integrating meter is operated by two friction wheels in contact with the integrator disk which revolves at a definite ratio of speed to that of the mill. The friction wheels are held in contact with the disk by the spring suspension of the integrator and are connected to a differential gear cage, the revolutions of which are recorded on a counter such as is used in gas meters. Due to the differential gears the c e is stationary when the two friction wheels revolve at the same speed in opposite directions; this condition exists when the integrator is centered on the disk and corresponds to no load or to a zero spring extension. As the lead is applied, the springs extend and move the integrator from the center or zero point, resulting in a difference of speed between the two friction wheels. Due to the revolution of the differential cage this change in. speed is transmitted to the counter. The integrator and extension tape system is kept taut by means of a light spring attached to the integrator, the spring having just enough tension to assure that the integrator returns to zero when the load becomes zero."

Block caving, unlike most other conventional forms of mining relies principally on the natural forces within the rock mass to fragment and transport the ore. Obviously, not every orebody can be satisfactorily mined by block caving. In the early stages of mine planning an attempt should be made to assess the benefits of the block caving system relative to others, and develop a reasonable mining concept that may be used to provide preliminary information to mine planners and financial specialists. It is the intention of this paper to outline some basic geotechnical parameters that are essential to: 1) Assessing the feasibility of block caving an orebody and 2) Providing semidetailed information relative to mine design based on drill hole and other data.

Due to the increasing environmental and public concerns over cyanidation, there has been a large amount of research into viable alternative lixiviants. Despite these studies, there is little published data directly comparing the kinetics of gold leaching for each of these alternatives: most of the literature is concerned with gold extraction from ores. This paper presents a detailed kinetic study of gold leaching in cyanide, armmonia/thiosulfate and chloride/hypochlorite solutions. The gold leach rates were measured using a rotating electrochemical quartz crystal microbalance (REQCM). This instrument allows the mass of a gold sample to measured in?situ, with a sensitivity of less than 10 ng. From the results of these studies, it is possible to select experimental conditions where the leach rates of the alternative lixiviants are similar to that for the traditional cyanide system.

Binders are important raw materials in the iron ore pelletizing process. The bentonite, most usual, has been used in plants of this process since the forties due to its good performance in the agglomeration of ultrafine ore, although the silicon content in bentonite impairs the total iron content of the pellet, reducing its market value. This article studies the bentonite consumption reduction and improvement of the chemical quality of pellets by the addition of an organic binder in the productive process of Vale Vargem Grande pelletizing plant. By evaluation of variables as, drop test of green pellet, green pellet, dry pellet and fired pellet compressive strength tests, tumble index, percentage fraction of lower than 5 mm and total iron content in fired pellets, it was possible to approve the technical availability of the organic binder auxiliary in Vargem Grande pelletizing process. Nonetheless the positive influence of total iron content increase due to the reduction of bentonite consumption, it could also verify no impact on the physical quality of the pellets under the same production rhythm, approving once again the use of organic binders in pelletizing process.

"Canada has a per capita GDP second only to Japan among the G7 countries and a positive trade balance which ranks third among the world's major economies. International trade represents a very large part of the national economy and as a proportion of GDP is larger than that of all the other G7 countries with the exception of Germany. On the negative side the Canadian current account deficit relative to the size of the economy is significantly worse than that of all major industrial countries, due mainly to the cost of servicing an immense foreign debt and to a large and worsening negative trade balance in manufacturing.The outflow of money may be reduced by increasing the productivity and competitiveness of those sectors of the economy in which Canada already has a leading competitive position and which have the potential for further growth. The mining industry is uniquely qualified in this respect in that Canada is the western world's largest producer of metals and mineral products and has the geology and the exploration skill to replenish reserves assuming that an adequate level of investment is maintained. In 1989 the minerals industry contributed $8 billion to the country's balance of payments and with the exception of forestry is the only sector of the economy which has shown consistently increasing foreign earnings over the long term.In recent years there has been a decline in exploration in Canada and a significant increase in countries such as Chile. The demand for hard currency to finance the development of the newly emerging capitalist economies of the CIS and Eastern Europe is also driving these countries to seek foreign investment to allow them to exploit their natural wealth more efficiently. Canada is therefore facing growing international competition for risk capital and in the future its trade surplus will probably decline in the face of lower cost foreign production.Canada rightly exercises a high level of environmental control on its mining operations; however a significant deterrent to investment is the fundamentally unjust application of the many provincial and federal environmental laws, under which a mining company, even if it takes every measure to protect the environment, runs the risk of eternal and unlimited future liability. If this situation is not rectified the effect will be an increase in global pollution as mines in countries with more lax application of law and regulations controlling environmental damage replace those of Canada. Tax benefits and incentives are a more efficient means than arbitrary regulations in minimizing environmental damage."

An important aspect of blasting is rock movement and final muck configuration. Computer modeling of this process has been done in 2D for many years, revealing insights into the blasting process and enabling some design optimization. Since blasting is inherently a 3D process, 2D modeling misses the 3D aspects of blasting results and can lead to inaccurate conclusions. Software development environments in many fields are evolving in 3D, enabled by steadily increasing computer speed, memory, and software efficiency. These same environments are also available for modeling of many physical processes, including rock blasting. This paper documents the development of 3D blast movement modeling techniques that utilize 3D computational mechanics and modern computing environments to predict explosive induced movement of hundreds of thousands of distinct cubic elements representing the rock mass. Blast induced ore travel and final location can now be predicted with reasonable accuracy and acceptable run times. The importance of Energy Partitioning was documented and demonstrated by GEM-2D (Geologic Element Motion) at the ISEE conference in 2024. This software is titled GEM-3D and includes this Energy Partitioning capability. This paper documents a GEM-3D example of ore movement during rock blasting and demonstrates ore dilution as well as the final location of different rock types as influenced by the blast.
