Safety legislation has a long history and widespread application, but how can one test its effectiveness? One way is to examine safety statistics. Another way is to compare the legislation with principles of good safety practice. Mine safety legislation contains many features that are widely accepted, and these should be examined critically to determine their importance. HAVING had occasion while in Europe during the past summer to visit some of the foreign mints and assay offices connected with the same, I thought a brief description of the general process of coining employed, and such items connected with assaying as were new, might prove interesting to the Institute. The principal foreign mints are: the Royal Mint, London; and the mints in Paris, Brussels, Utrecht, Berlin, Vienna, Copenhagen, St. Petersburg, Stockholm, Madrid, Milan, Rome, and Constantinople. My time only permitted my visiting a few of the principal and largest given in the list, and for a description of the remainder I am indebted to the kindness of Mr. James M. Napier, who in company with the deputy master, and chemist of the Royal Mint, made a complete inspection of all the European Mints in 1870.

"Chairman - To start this discussion off, I wonder if Mr. Dave Livingstone or Mr. Jeffrey of Granisle Copper would give a description of the crushing plant at Granisle since it is somewhat different from the usual plant, W. N. Jeffrey - Granisle Copper The main difference between the Granisle crushing plant and many others is the Livingstone method of putting the screens under the crushers instead of above them. This method allows a more compact arrangement and eliminates the heavy superstructure required to take care of the screen vibration when the screens are mounted above the crushers. There is a small surge bin above the tertiary crusher which takes care of the variation in circulating loads.All three crushers are gyratory crushers. There is no grizzly ahead of the primary crusher but the fines are removed from the primary crusher discharge at the first screen and sent directly to the fine ore bins. INTRODUCTION Although the mining method described in this chapter is locally designated "modified Mitchell," there are so many features which are characteristic of square sets that the designation "modified square set" would describe the method equally well. The method was developed as a result of local operating experience with various mining methods, observing operations in mines in the southwest where Mitchell stoping had been thoroughly developed, and an exhaustive study of min¬ing methods literature. Since 1941, modified Mitchell stopes have con¬tributed over 50% of the total stope production and were largely responsible for supporting production dur¬ing the war years and period of declining manpower and increasing costs. GEOLOGY The community of Gilman is situated on Battle Mountain at an elevation of 2743 m (9000 ft) in the Battle Mountain mining district, about 45 km (28 miles) by highway north of Leadville, CO. The sur¬rounding area, including the Mount of the Holy Cross and Eagle River Canyon, is noted for its beauty and recreational facilities, both summer and winter. Massive sulfide ore bodies of the limestone replace¬ment type occur as chimneys and mantas or as blankets in strata dipping 0.19 rad (11°) northeasterly. A chimney is shaped like an inverted cone with shale, quartzite, and porphyry caprocks forming its base. This relatively impervious capping apparently blocked rising ore constituents which formed the chimneys and mantas. At the apex or lower extremity of the chimneys, the ore follows small fractures and bedding planes in under¬lying quartzite. Dimensions of chimneys vary, ranging up to 61 m (200 ft) vertically and 76 m (250 ft) horizontally near capping. The manta or blanket ore bodies vary in vertical cross section from one hundred to several thousand feet. One such manta was developed from its outcrop to its chimney source approximately 610 m (2000 ft) downdip. Another manta of substantial cross section and length did not follow shale but extended updip with limestone capping from its source at a lower horizon. All chimneys, however, make up to the shale¬quartzite-porphyry capping. Chimney ore minerals are mainly pyrite and chalco¬pyrite with accessory copper and silver minerals, surrounded by, and in places overlain with, marmatite, pyrite, and galena. Manganosiderite extends into the ore. It may or may not be impregnated with sufficient marmatite and galena to be of commercial grade. Ore may be massive, coarsely crystalline, or sandy, some¬times rubbly. Generally speaking, chimney ore masses are incompetent and of variable grade. Caprock is heavy and caves readily. Manta ore minerals are mostly marmatite, pyrite, and galena associated with manganosiderite. Structural characteristics of the ore are similar to those found in chimneys and where the manta contact shale capping the ground is unusually heavy. However, the large manta with limestone capping mentioned previously consisted of a hard strong ore mass in fairly strong host rock. Commercial ore contacts are fairly regular in this manta but in others the ore waste contacts along the walls are irregular with shaly limestone pendants extend¬ing downward into the ore at capping. Dolomite sand is also quite frequently encountered along wall contacts and less frequently overhead. MINING METHODS Practically all stoping in the Gilman ore bodies has been carried on with timber and fill methods and the features which have been briefly described have dictated the choice. Although at the present time modified Mitchell and underhand square-set stopes account for the total production, considerable production has been obtained from alternate horizontal cut-and-fill stopes with Mitchell truss stopes in the pillars. This method was highly satisfactory in the hard manta ore body mentioned earlier and where ore excavations 11 m (35 ft) wide and 23 m (75 ft) long required no auxiliary timber support. INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). The anomalous behavior of hydrogen in iron is examined and a new model is proposed It is postulated that hydrogen single and di-interstitials are in equilibrium with each other. When the binding enthalpy of the di-interstitial, B, is assumed to be about 10 kcal per mole, the predicted temperature dependence of the solubility agrees reasonably well with the reported data. Effective diffusiuity is calculated assuming the di-interstitials to be immobile. Since the number of mobile single interstitials is greatly reduced at lower temperatures, the effective diffusivity is decreased. A good agreement in the temperature dependence of diffusivity between theory and experiment is provided with B - 10 kcal per mole. The predicted diffusivity is also a function of total concentration of hydrogen and this appears to be Partly responsible for the large scatter in the reported data. HYDROGEN is known to form an interstitial solid solution with iron.''' At elevated temperatures, it has been well-established that hydrogen enters iron in the dissociated form and occupies the interstices, and that diffusion of hydrogen in iron is via the interstitial mechanism. The concentration, c, permeability, P, and diffusivity, D, of hydrogen in iron have been separately determined and are consistent with each other under the steady-state condition for temperatures above approximately 400°C; that is, the relationship P = c-D holds. At lower temperatures, however, anomalous behavior of hydrogen in iron has been observed by many investigators. The results of experimental studies4-'' of the diffusion of hydrogen in iron are summarized in Fig. 1, in which the values of D are plotted against the reciprocal temperature. Although there is an increasing divergence in observed values of D with decreasing temperature, the values of D at temperatures below approximately 200°C are definitely small as compared with the extrapolation from high-temperature data. The lines shown bracket the region containing the most probable data. The observed values of c6," are plotted against the reciprocal temperature in Fig. 2, where the dashed lines represent Geller and sun's'' most probable isobars at 1 and 100 atm. At high external hydrogen pressure and low temperatures, the values of c observed are higher than those expected from high temperature data. It is generally accepted that certain trapping mechanism is responsible for the anomalies, but the nature of the trapping mechanism has not been clarified. Various types of hydrogen traps were suggested in the literature, such as "rifts" in the lattice dislocations, voids, microcracks, and so forth. However, no quantitative account of the observed behavior has been given in terms of these trapping mechanisms. Formation of methane in hydrogen-charged steel was found by ~odgurski." This appears to explain the existence of the so-called "residual" hydrogen,4 but not the observed anomalies of hydrogen in iron. McNabb and Foster' proposed a mathematical analysis in terms of a trapping mechanism. However, the physical significance of the traps was not clarified. The necessity of evaluating five parameters in their theory made comparison with experiment difficult. In the present paper, a model is proposed in which the anomalous behavior of hydrogen is attributed to the formation of hydrogen di-interstitials at lower temperatures. In this model, it is postulated that single and di-interstitials are in equilibrium with each other. (The hydrogen di-interstitial is to be distinguished from a hydrogen molecule which may exist in voids.) It can then be shown that most of the anomalies can be explained by assuming that the di-interstitials are virtually immobile and that the binding enthalpy of the di-interstitial, B, is approximately 10 kcal per mole. Predictions of the theory agree with the available experimental data reasonably well. Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

A catalog of the microfilmed maps of 47 of 49 major mines and 18 independent mines in the Southern field is presented. Previous reports included catalogs of microfilmed maps of mines in the Eastern Middle field, the Wyoming and Lackawanna Basins of the Northern field, and the Western Middle anthracite field.

Ion exchange (IX) has been in use for a long time, references to IX are made in The Bible, Exodus Chapter 15 vs. 22-25 ?and the waters were made sweet?.1, 2 Aristotle noted a reduction in the salt content of water when passed through certain types of sand, a phenomena probably associated with ion exchange characteristics of zeolites. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Bérard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so far be beneficial. More than ordinary attention is now being given to the same subject in England; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the abandonment donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker ; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. HAULAGE in tunneling operations generally has been done with electric locomotives. As a rule, on short hauls the source of electricity is a storage battery mounted on the locomotive, which, of course, must be removed and recharged periodically. Where the distance from the recharging point to the tunnel face is very long, and where loads are heavy, trolley-driven locomotives are used. Diesel engines have been used in mining and tunneling operations in Europe for a number of years. The recent reports of studies in Belgium1 and by the Bureau of Mines in this country2-4 have indicated the potentialities of this form of power for haulage, mucking, bulldozing and many other underground operations. The hazards attending the use of Diesel engines in more or less closed spaces have long been known. The exhaust constituents that may create a harmful or objectionable environment are carbon monoxide, oxides of nitrogen and sulphur, carbon dioxide, aldehydes and smoke. Lack of precise information regarding the concentration of these gases and the ventilation requirements to reduce them to safe levels has to some extent suppressed their general acceptance in tunneling and mining work. Not until the work of the Bureau of Mines referred to above, and certain experience gained in the construction of the Delaware Aqueduct,‡ has there been available the requisite information regarding the conditions under which their use may be permitted. This paper concerns itself with the successful operation of Diesel engines underground in the construction of certain parts of the Delaware Aqueduct, and describes the conditions under which Diesel engines have been found to operate with a minimum production of noxious gases. The test data reported were obtained during the operation of Diesel engines over a period of two years.* STUDIES BY THE NEW YORK STATE DEPARTMENT OF LABOR Exhaustive tests were made by the Division of Industrial Hygiene, of the composition of the exhaust gases given off by a Diesel engine mounted on. a test block. A high efficiency ejector has been developed which solves the abrasion problem associated with remote pneumatic stowing. The system can also produce cemented fills. The ejector is capable of moving the fill material over 70 ft from the injection point and filling the mine opening to the roof level for a distance of about 30 ft in all directions from the borehole. This system operates by the transfer of momentum from a supersonic air stream to the fill material. The momentum transfer results in a horizontal stream of fill material and air at a velocity of about 100 fps. The ejector fits on the bottom end of a 3 in diameter vertical pipe. Fill material is fed into the ejector at a controlled rate through a hopper mounted over the borehole. High pressure air used to operate the ejector is fed through a second 3 in diameter pipe. This system has the additional feature of mixing water in the air stream which increases the potential momentum of the air stream. Where necessary, cement can be added to the gravel to create a cemented fill. The design parameters and test results for four versions of the ejector are presented in this report.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent.
