Search Minerals has developed a Direct Extraction Process for recovery of rare earths from the Foxtrot and Deep Fox deposits in Labrador Canada. The process includes crushing, acid treatment, water leaching, impurity removal, precipitation of an intermediate rare earth product and finally re fining of the intermediate product to produce a high purity mixed rare earth oxide (*99% total rare each oxides). The Direct Extraction Process has been validated in an extensive demonstration pilot plant program at SGS Minerals. A total of 3 tonnes of material was processed to produce final mixed rare earth product. The results of the demonstration pilot plant program are reported.

The first Report of Investigations of the present series (No. 4562) was on the fundamental properties of lead compounds, and the manner in which they set limits to the richness of lead products treated in the usual sintering-blast furnace units. These properties of the compounds were emphasized, as' it was desired, also, to learn the limitations of smelting the same compounds in present ore hearth practice; the hearth has a competitor in these "usual" units, even with the rich lead feeds best adapted for the hearths. Operating conditions that were followed in older metallurgical processes, when rich products, were treated, were outlined. The second report of the series (R. I. 4563) was on the development of the ore hearths of the types now used in the Tri-State from the viewpoint of the features, functions, and dimensions of the earlier hearths that had been most changed. Experimental data, for both well and poorly desulfurized charges being considered, were given to show the relative changes in the sizes and compositions of the charges after they were added to the ore (Scotch) hearths. A general picture was given of the charge column and of the conditions prevailing there when the operation was satisfactory. In this third paper, the composition of the gases prevailing in the charge column at various elevations will be correlated with what has been learned of the nature of the charge column in order to trace the steps of operation by which lead sulfide is converted into metallic lead. The metallurgical factors that govern operation and the lines along which improvements may be made will be noted.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

"This research was conducted to study the changes of microstructure, chemical composition and mechanical properties ofIN718 superalloy after adding aluminum to the ESR process slag. The experiments were performed in VIM and ESR furnaces. The results showed adding 1.5 percent aluminum to the slag increase lave phase in the IN718 samples from 0.34 percent in the base sample to 3.0 percent. It also indicated that the more increase of aluminum in slag cause decrease in the aluminum absorb yield in the superalloy.it is observed that increasing aluminum from 0.7 to 1.1 and then to 1.5 percent caused a decrease of absorb from 91.4 to 76.3 and 74.6 percent respectively due to increasing of aluminum oxidation. According to the results, tensile strength increased and ductility declined in the IN718 samples mainly because of rising the amount of y' volume fraction.IntroductionIN718 superalloy is an iron-nickel base superalloy with constant mechanical properties at medium at high temperatures. For the past seven years a considerable amount of time and effort has been expended by both suppliers and users in the study of Alloy 718 [ 1]. The interest in this material stems not only from the interesting metallurgy associated with the alloy, but with the large usage of the material in numerous applications In fact many people believe that the projected use of this alloy increase significantly over the next several years, The large use of Alloy 718 is the result of its performance in respect to high strength, good ductility, good repair weld ability and from its versatility of being supplied in various product forms. This superalloy is used in wide ranges of industries such as aerospace and gas turbines [2]. In the past more than 20 years many researchers did a lot of work to improve the structure stability of IN718 at high temperatures and intended to develop a new 718 type alloy to be used beyond 650 °C. One of the methods is to control and phase precipitation behavior by means of adjustment of Al, Ti and Nb contents. The other idea is to strengthen the matrix by altering the content of solid solution elements such as W and Co. The adjustment of these alloying elements can change phase precipitation behavior [3]. If detailed information dealing with phase precipitation behavior can be obtained before experimental work for alloy development, a lot of time can be saved and the development cost can also be reduced. In recent years, computer modeling based on experimental data plays an increasing role in alloy design and development. Adding Al to the Iron and Nickel increas the strength of superalloy by formation of y phase and subsequence formation of n phase. Ti in IN718 superalloy also helps the formation of MC carbides and gamma prime phase. Increasing Al/Ti and (Al + Ti)/Nb will lead to form finer particles of y'. More uniform distribution of the precipitates and enhancing stability of y' in IN718 superalloy [ 4]. Adding Al to slag of ESR process can reduce the oxide inclusions because of the strong tendency of Al to oxidation. In addition, tensile properties of IN718 superalloy improve. The most significant inclusions in IN718 superalloy are Alz03 and TiN that were found in agglomerate forms. Thermodynamic calculation results indicate that the effect of increasing Al shows a strong increase in solvus while phase solvus shows mildly decrease when Al level is less than 2%, after that it dramatically decreases [ 5]. Laves phase precipitation and the appearance of phase are occurred when Al content reaches 2%. In fact, when Al content is beyond 1.5%, phase has already precipitated in a considerable scale. Experimental results of 3-phase mixing in a physical model of a CCRL for metals refining, at high levels of bottom gas injection (up to a superfIcial gas velocity (Us) of 12.5 cm/min), are presented. A thermal tracer technique was used to elucidate both longitudinal mixing and interphase heat transfer. The results indicate that even under conditions of significant bottom gas injection, it should be possible to maintain acceptably low longitudinal mixing (D. < 20 cm2/s and D/uL < 0.1) in the CCRL. Interphase mass-transfer coefficients of the order of 0.02 cm/s and higher, are predicted from the measured interphase heat transfer coefficients using the mass and heat transfer analogy. Adequate performance is likely to be possible for an industrial CCRL, based on extrapolation of these results to full-scale conditions.

Investigations by the Federal Bureau of Mines indicate that hafnium and zirconium compounds of acceptable purity can be extracted from Nigerian zircon concentrates. Chlorination and caustic soda fusion techniques were used to extract 85 to 95 percent of the valuable metals from the concentrate. The extracted hafnium and zirconium compounds were purified by recrystallization of the oxychlorides or by formation of complex salts during chlorination. The zirconium-hafnium product of the recrystallization method contained 15 parts per million of uranium, and the product of the salt-complex method contained less than 10 parts per million of uranium. The hafnium was separated from zirconium by solvent extraction methods. A zirconium product containing 0.3 percent hafnium and a hafnium product containing 4 percent zirconium were obtained. At the request of the Atomic Energy Commission (AEC), work was started to develop techniques for processing Nigerian zircon concentrates in commercial installations presently engaged in producing zirconium and hafnium metals from ores. The Nigerian zircon has a high hafnium content, but the presence of uranium and thorium is a problem not normally encountered in processing zircon concentrates.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

An experimental procedure was developed for studying magnetic roasting on a accurately-controlled laboratory scale. The loss-in-weight method was used and the course of reduction could be followed under a reducing gas atmosphere containing as many as five different components. Some important variables of the operation were checked on a marginal Mesabi iron ore containing porous and dense varieties of hematite as well as pure goethite. The conditions simulated were those for the grate roasting of a coarsely-sized ore burden. Temperature was maintained at 600°C; gas composition at 4.25% CO, 4.25% H2, 17.0% CO2, 15.0% H20, and 59.5% N2,, and gas flow rate at about 1,5 lineal feet per minute. The ore charge was composed of quarter-inch cubes. Under these conditions, the ore porosity was found to be one of the governing variables of the operation. Results showed that an ore size limitation existed as a function of this ore porosity. For efficient magnetic conversion, the size limit was 3/8 inch for very porous ores and about 65 mesh for very dense ores. An anomaly was noted in the weight losses incurred during actual magnetic conversion. For goethitic ores, these were generally about 13 per cent higher than could be accounted for theoretically. The effect was attributed to possible non-stoichiometric structures forming during the reduction process.

IN A DISCUSSION of use of any material of ?construction in the mining industry, two points of view must &apos;be kept in mind - that of the producer or manufacturer of mining and metallurgical equipment, and that of the maintenance and operating staff of the mining plant. In the first case, the choice of material of construction is up to the manufacturer and the user of the equipment has little direct say in the matter. However, if materials are badly chosen and the equipment does not function properly, wears out rapidly, or costs too much, repeat orders ?will likely go to a different manufacturer, so that, in the end, the consumer or mine operator does have the final voice. In the case of materials for maintenance work and plant operations, however, .the mill personnel have direct control over purchases and it is then that a well-balanced knowledge of materials, their properties, and their costs, can be directly useful. With all materials of construction, the final criterion is unit cost versus service performance, so that the lowest possible total operational cost will be obtained. Sometimes this means using the cheapest material available, sometimes the most expensive, but in any case careful analysis of service performance, replacement cost, and material cost is essential to determining the material that produces lowest total cost.

A knowledge of the principles of punctuation is essential to effective and intelligible writing, for the ease and pleasure of the reader, and even his understanding, may depend upon the choice and the placing of punctuation marks. To &apos;punctuate&apos; is to mark with stops or points; the word comes from the medieval Latin punctuare (punctuatus), which in turn is derived from the Latin punctum, a point. The purpose of punctuation is to show the manner in which the writing is to be understood; to indicate the relations between parts of a sentence and between successive sentences. To some extent "it does for the eye what vocal stress does for the ear", but especially it marks logical relations. Some punctuation marks, such as those indicating admiration, exclamation, and interrogation, are rhetorical as well as grammatical, but most of the common ones are logical, or grammatical. My discussion will be confined to grammatical punctuation in ordinary writing. .&apos;The problem of punctuation in text matter", as George Summey * says, "is to employ words, points, and paragraph breaks in such a way as to achieve at the same time clearness; proper distribution of emphasis, and the desired kind of movement." The criticism of the punctuation of a sentence or of a group of sentences is not final until the context, within the paragraph, is read. A paragraph is a sentence or a group of sentences forming an independent unit of the composition; it represents a unit of thought. A multiplicity of paragraphs produces a choppy effect; &apos;on the other hand, paragraphs of. excessive length are tiresome, because the belaboring of one unit of thought wearies the reader. Petroleum oils of widely different grades have long been clarified or decolorized by contact with fuller&apos;s earths. More recently, so-called activated clays have also been used for this purpose. Still more recently ouch clays have been used in the form of nodules termed "catalytic pellets." Clays of varied appearance and from different localities possess the desired bleaching qualities, but evaluation of such clays, so useful to the oil industry, has not been simple. Previous methods of identification and evaluation have largely followed procedures of production methods and were not primarily based upon the fundamental properties of the clays. Thus) a false assumption has grown up that) bleaching clays probably have no common properties on which a-method of comparison can be based. Fuller&apos;s earths and activated clays have a large absorptive capacity for the color constituents of petroleum and its products decolorizing is accomplished by bringing the oil into intimate contact with the clay and later separating the decolorized oil from the clay with its load of absorbed coloring matter. Former practice in absorbing "color" was to use the clay as granules or In&apos; powdered form. More recent practice is to use clay pellets that are more abrasion-resistant than the granules. The oil is either filtered through a bed of clay, percolation method, or agitated on contact with the clay, contact method. Viscous oils are decolorized at an elevated temperature, so that their viscosity is lowered to the point at which thorough contact with the clay is insured. Nonhumidifying, nonoxidizing gas, such as dry steam or dry nitrogen, is used to seal such hot oil masses from the atmosphere.

Australia has seen unprecedented demand for coal exports in the last ten years and this demand is set to expand further still according to many analysts. This rapid increase in demand has placed pressure on multi-user coal chains to guarantee the capability to meet the required demand, in terms of both current operations and capacity expansion.The projects required to deliver these forecast tonnages take place in an increasingly complex commercial and technical environment. These challenges include brownfield and greenfield projects, multiple rail and terminal service providers as well as a myriad of mine operators, all needing to operate in an increasingly integrated manner to get the most out of expensive shared assets.Increasing complexity and integration drives the need for more holistic and sophisticated analysis tools. The capacity of coal chain subsystems, such as mine, rail and port, can no longer be determined effectively in isolation. Understanding the nature of the interactions between these subsystems and the resultant capacity of the integrated system is the key to maximising value. TSG advocates the use of a total integrated system approach to understand the behaviour and performance of complex coal chains.Recently, TSG has worked in conjunction with the Integrated Logistics Company and a number of stakeholders in the Dalrymple Bay Coal Chain to deliver the first independent system master plan. This master plan has provided a quantitative and rational assessment of coal chain capacity in its current state and a prediction of its capacity once a pipeline of committed capacity improvements is in place. It is underpinned by a highly detailed discrete-event simulation model of the complete coal chain as an integrated system, including mine load-outs, rail, terminal and port operations.This paper provides an overview of the study and describes the differences between subsystem and total integrated system model performance.

A rapid recovery/recycling process was introduced utilizing the surface-chemical properties of finely dispersed mercury and alumina (Al2O3) fibers in aqueous environment. The conventional method of amalgamation or .ball milling. involves the mixing of a substantial amount of mercury to collect free gold during the grinding stage. In effect, a portion of the mercury is transformed into minute droplets that readily float and disperse in the amalgamation effluent. The fine droplets of mercury in the dispersion readily attached onto the positively charged macroscopic alumina fibers (i.e. = pH 9.8) at conditions pH 3 to 10. When an effluent from settling procedure after an amalgamation-grinding stage is passed through a column-bed packed with alumina fibers, maximum collection of negatively charged finely dispersed mercury occurred at pH 3 to 6. The collection/attachment efficiency was 99.5%. The collected droplets of mercury, which are left in the column-bed of alumina fibers, were subsequently rinsed with alkaline solution at pH 10 to 11.5. At these conditions, both mercury and alumina fibers carry negative surface potentials and resulted in the partial detachment of mercury from the alumina fibers. The detachment efficiency was only 30-35%. The attachment/detachment mechanisms in this study were analyzed using the DLVO theory.

Some ferro-silicon furnaces have heat-recovery equipment. Here, the recovery of electric energy from the off-gases can be increased by increasing the off-gas temperature. This is easily done by reducing the amount of air which usually is mixed into the?off?gas to cool the gas mixture. If the off-gas becomes too hot problems with severe fouling or clogging of the gas channels close to the furnace is observed. The result is irregular stops to clean the off-gas channels. The paper focuses on the nature of the clogging phenomena and some of the ways to avoid clogging. A detailed experimental study was carried out at the Elkem Thamshavn Plant. Theoretical studies were performed to understand the particle deposition, turbulent multiphase fluid flow and off gas combustion in the off-gas channels. The study has resulted in reduced clogging.

The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice pitwall profiles are often planar in crosssection and the profile in between ramps especially tend to be planar and defined by a constant inter-ramp angle. Sometimes rock layers exhibiting different strengths require the inclination of the profile to vary with depth, but the inclination across each layer is usually constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and Factor of Safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e. the planar profiles exhibiting the same FoS) up to 8 degrees depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

The characterization of respirable dust on the basis of constituent fractions and particle sizes is increasingly of concern for evaluating exposure hazards. For high-resolution particle analysis, scanning electron microscopy with energy dispersive X-ray (SEM-EDX) can be an effective tool. However, it requires particles to be deposited on a smooth, uniform substrate such as a polycarbonate (PC) filter for optimal results. While direct sampling onto PC is possible, this is not the standard approach in many situations. For example, in coal mines, respirable dust samples have typically been collected onto polyvinyl chloride (PVC) filters because they are intended for gravimetric and/or infrared spectroscopy analysis. Such fibrous substrates are not ideal for SEM-EDX (or other microscopy), but an effective method to recover and redeposit the dust particles could render such samples suitable for the additional analysis. Here, we present a simple method and compare SEM-EDX results for paired samples analyzed directly on PC and following recovery from PVC and redeposition on PC. Both laboratorygenerated dust samples (n = 10 pairs) and field samples of respirable coal mine dust (n = 44 pairs) are included in this study. Although some changes in particle size distributions were observed between samples analyzed directly and those that were recovered and redeposited prior to analysis, the results indicate the dust recovery method generally yields a representative sample in terms of mineral constituents. That said, results also highlighted the effects of high particle loading density on individual particle analysis. Considering all sample pairs, those with similar loading density between the directly analyzed and recovered sample tended to exhibit similar mineralogy distributions. This was generally the case for the lab-generated sample pairs, and the Freeman-Halton exact test of independence indicated that the samples in just three (of 10) pairs were in disagreement in terms of their mineralogy distributions. On the other hand, for the field samples, the directly analyzed sample often had higher loading density than the recovered sample; and the Freeman-Halton test showed that 25 (of 44) pairs were in disagreement. However, the effect of possible particle agglomeration on the directly analyzed samples cannot be ruled out—and exploration of this factor was beyond the scope of the current study.

The Bureau of Mines, through research and development contracts with the FMC Corp., has developed and tested two automatic fire sensing and suppression systems for large haulage vehicles. This work was undertaken to enhance driver safety, to lessen substantial property damage from fires on large trucks, and to increase the vehicle operator&apos;s productivity. One automatic truck fire protection system protects both the engine compartment and brake rid areas, while the second system is used in the engine compartment and fuel tank area. Both systems have redundant fire-sensing capabilities and manual override controls. Upon sensing flames and/or heat, the systems suppress the fire with pressurized, E-C class dry chemical. Both fire protection systems are flexible in design and can be modified for use on other mobile minim&apos; equipment. Prototypes of both systems have been subjected to long-term, in-mine validation testing and actual Eire tests on 100-ton-capacity trucks at the Puma mine near Tucson, Ariz., and the Erie mine at Hoyt Lakes, Minn. During the 4-month endurance test of the first system at Pima, an accidental flash fire occurred in the test truck while it was working in the pit. The system successfully sensed and automatically extinguished the fire with no injury to the driver and little damage to the truck.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. The overall slope angle (OSA) of pit walls plays a crucial role in the financial return of open pit mines. The work showcases a novel design methodology where non-planar geotechnically optimal pit walls with an OSA steeper than what is used in current design practices are employed without compromising mine safety, i.e. the optimal profiles are featured by the same Factor of Safety (FoS) than their traditional design counterparts. In the current design practice, pit wall profiles are often designed to be planar in cross-section and the profile in between ramps especially tend to be defined by a constant inter-ramp angle.

Mr. ASHBURNER&apos;s paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner&apos;s paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:
