THE first session of the Institute was held on Tuesday evening, September 16th, in the William Molson Hall, of McGill University, Dr. T. Sterry Hunt, Chairman of the Local Committee of Arrangements, in the chair. Dr. Hunt introduced Monsieur S. Rivard, Mayor of Montreal, who spoke as follows : GENTLEMEN: We welcome you with pleasure to our city, and we are proud to find that you have deemed it worthy of your visit. I understand that your association was founded in 1871 with some thirty courageous members, and that so valuable has it been esteemed, and so attractive was it found, that nearly one thousand have now enrolled their names as members and associates. But we must regard your profession as dating back to the stone age and mingling therewith ; how remote that is none of us can tell. Much of civilization is due to the discovery of metals, and the magnitude of our works to their widespread abundance. If you have not accomplished what the alchemists aimed at, which was to turn the ruder materials into gold, you manage, by your subtle skill, to turn stones into gold value. Europe has long since been-dug into and perforated with shafts and galleries in search of metals, and great wealth, and power, and comfort have arisen there-from ; but by an increase of knowledge, and more than European enterprise and energy, America is following rapidly in the race, and by means of natural advantages of a geological character has out-stripped the Old World. We are pleased to see you, gentlemen, as an evidence of the unity of this continent. Maps may have various delineations, but the veins and arteries of commerce and the nerves of science knit all together into one social organism with the same vital functions. We live here on the margin of the world, and can claim but a modest share in. the great works of modern times, but such as we have that can interest you we gladly offer for your observation.' A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. "Geosynthetics engineering has made phenomenal advances during the last decade in areas of manufacturing as well as practical applications. As a result, geosynthetics are now being recognized as essential construction materials that can be used to facilitate construction, ensure better performance of the structures and reduce the long-term maintenance in routine civil engineering works. The creative use of geosynthetics in geo-engineering practice is expected to continuously expand as innovative materials and products are becoming available. In this paper, a wide variety of geosynthetic products available to geoengineers to solve a wide range of problems are briefly presented along with their functions and possible applications. Fundamentals of geotextile filter design principles are then introduced for use in the tunnel drainage system. Practical applications of geosynthetics relevant for tunnel engineering are also highlighted with emphasis on the issues associated with the geotextile filter application for use in the tunnel drainage system.INTRODUCTIONGeosynthetics have emerged as essential engineering materials in a wide range of civil engineering applications, e.g., transportation, geotechnical, geoenvironmental, hydraulics, and private development since the first geosynthetic conference in Paris, 1977 (Koerner 2012). Due to their costeffectiveness, ease of installation, and well established mechanical and hydraulic properties, geosynthetics are now playing important roles in the field of geo-engineering.As indicated in the 9th Bucahanan Lecture paper by Holtz (2001), major developments in civil engineering have only been possible with the parallel developments in the technology of construction materials. For example, larger scale structures became possible with the help of developments in concrete, reinforced concrete, and prestressed reinforced concrete technology which replaced wood and building stone as construction materials. The best example of a parallel development in geo-engineering between the material and the geotechnical application may perhaps be the soil reinforcement technology which has a direct analogy with reinforced concrete as a polymeric reinforcement material provides added level of tensile resistance and stability to soils that have little to no tensile strength, thus giving additional margin of safety."

A number of improvements in the ventilation system at the Henderson Mine have been made during the past several years. A key to these improvements was the installation of a computerized monitoring and control system. Employees can determine the status of any of hundreds of devices in seconds through the use of this monitoring system. Mine dewatering pumps, the water treatment system, the ore haulage system, electric power usage as well as other devices are controlled and/or monitored. Ventilation parameters which are monitored include air flow volumes and carbon monoxide as well as the status of main surface fans, mine doors, and ventilation raise doors. Main underground fans are also constantly monitored and can be controlled remotely. These underground fans can be programmed to automatically start and stop to follow work schedules, optimizing air quality while reducing power cost. Mine air heating costs have been reduced by replacing an electrical resistance heating system with a direct fired natural gas heating system at the portal of the ore haulage tunnel.

A process has been developed for the successful hydrometallurgical extraction of copper from sulfide ores. The extracted copper in the form of a salt is converted by reduction to copper metal. Purification of the metal is described which includes a description of the casting of ETP quality copper wire bars.

Future developments in the mining sector will be driven by the need to increase safety, ecological sustainability and efficiency. Autonomous systems represent a huge step towards achieving these goals. This paper describes the basic infrastructure of an autonomous system – essentially a network of distributed sensors. Although the sensors are distributed, the overarching communication network with its related middleware offers a transparent and uniform layer. This middleware acts as an abstraction layer which priorities information and provides information to other platforms on request. This permits higher-level autonomous functionality to utilise all information available in the system regardless of where data has been generated or via which physical communication link it has been processed.The Personnel Proximity Detection (PDD) system is described in detail as an example, with details not only of the system itself, but also of the essential full integration and how the abstraction layer allows this technology to be plugged in at any location of the network. The paper ends with a summary of the content and a conclusion.

INTRODUCTION The Morenci-Metcalf district is located on the southern slope of the white Mountains in Greenlee County, Arizona. Both porphyry copper deposits are four to six miles northwest of Clifton, the county seat, and the new Metcalf mine is situated approximately one mile northeast of the Morenci open pit (Figure 1). Chase Creek, a south-flowing tributary of the San Francisco River, dissects the district and separates the two ore bodies. More than 1,200 exploration and development drill holes have been completed in the district and the Morenci-Metcalf ore bodies have been delineated on a 400-foot grid. Recently initiated drilling programs have revealed new data about deeper protore and associated hypogene alteration. This information, correlated with surface mapping and petrographic studies, was utilized to propose a plausible geochronologic sequence for this region. The reasoning behind this study has been helpful in locating new ore beneath leached capping indicative of only protore mineralization. The scope of this paper is to establish a practical solution to a highly theoretical problem of ore genesis and to familiarize the reader with stratigraphic, structural, and mineralogic events responsible for localizing ore in this district. Continued research will possibly alter the proposed time span and relative displacements, but it is doubtful that the order of events will vary significantly. Geochronologic conclusions are therefore presented as general hypotheses and additional geologic mapping,

Most of the coal reserves in India are of drift origin and have very poor washability characteristics and a high level of near gravity materials. At least 30 new coal wash plants are expected to be set up in the next 5years.In such a scenario, adequate sampling followed by sink float test work for washability analysis becomes very critical for designing these new plants. For coal sampling purpose, stipulations of different standards are sometimes formidable and on the border of ?impracticality?; sometimes are self contradictory in terms of gross sample weight vis-a-vis minimum number of particles required in each size fraction and in each relative density fraction and also the minimum mass in the latter. Validation of the generated data is another important aspect of washability analysis. These issues can easily be addressed by using straight forward mathematical relationships, well known RR plots and by using simple MS Excel tool, etc.

The flow in a hydrocyclone classifier is highly turbulent complex nature of multi-phase structure, which has led designers to rely on empirical mathematical models for predicting the performance. A number of classifying cyclone models have been developed and successfully used in mineral comminution circuit simulators over the past four decades (Plitt, 1976 and Nageswararao, 1978). However, most of the mathematical models currently available to describe hydrocyclone classifier performance are based on single average mineral density component behavior. In industrial comminution circuits, the feed to the cyclone composed of a mixture of particles of varying degrees of liberation and sizes. The behavior of multi-component particles in a hydrocyclone is poorly understood and unaccounted for in most of the mathematical model equations available in the literature. There is evidence from a number of experimental data sets indicating the significant influence of the multi-component particles on measured cyclone performance. A concept for modeling the performance of hydrocyclones based on multi-component behavior is proposed in this paper. A set of semi-empirical model equations for cut-size, sharpness of separation are presented and the corresponding model parameters evaluated from the measured data are given.

The demand on the nation's reserves of high-quality coals suitable for metallurgical purposes is resulting in the rapid depletion of some of the thicker coal beds. These beds are thick enough to permit the use of modern mechanized mining equipment. Many of the thin beds are not being mined at present. In limited areas where the coal is less than 36 inches thick some beds are mined by various conveyor methods. Usually, the room-and-pillar system or some modification of it is used, and often no attempt is made to extract pillars. Consequently, an appreciable quantity of a valuable resource is lost. Many steel companies and coal operators consider reserves of low-and medium-volatile coking coals to be critical, especially in areas where the thin beds are not being mined by modern mining methods. To improve recovery and to promote more-extensive mining in thin beds, methods and devices that are new to American coal mining but applicable to the mining of thin coal beds should be tried. As one of the functions of the Bituminous Coal Mining Section of the Bureau of Mines is to promote improved mining practices and efficiency in the interest of conservation, research in that line is necessary. In 1945 coal planers were observed in operation in Germany by a Bureau engineer member of Solid Fuels Mission to Germany. Planer designs and history of early developments and operations were published. In 1949 an improved planer was again studied by Bureau engineers, and its adaptability to certain conditions in the United States, especially thin beds of friable coal, was considered practicable. After the war the planer was improved, in design and for several years has been operating successfully in the Ruhr. Because of the conviction that the device would be successful, both from the standpoint of conservation and operational prodl1ctivity, under certain conditions in the United States, the Bureau of Mines, through the Bituminous Coal Mining Section, entered into a cooperative agreement with the Coal Division of Eastern Gas & Fuel Associates and Mining Progress, Inc. The purpose of the agreement was to conduct an experiment in modified longwall mining, using a new-type German-built coal plow or planer, known as the Loebbe Habel, supplied by Mining Progress, Inc. The experiment was made to determine if this type of mining equipment operated on a longwall face could be adapted to some of the thinner American coal beds. Such an experiment also would afford many opportunities to study the possibilities and principles of this type of equipment as well as the many factors involved in the mechanical mining of a longwall face.

The new low-alloy high-strength steels are obviously here to stay. With 75 per cent higher yield strength and 50 per cent higher tensile strength than plain carbon structural steel, they permit 20 to 40 per cent weight savings and 10 per cent or more increase in pay load in the construction of railroad cars, buses, trucks, and a great variety of material-handling equipment. Their cost is low enough so that the extra cost of the new lighter construction over that with carbon steel offers an attractive self-liquidating investment; in some instances new construction with these low-alloy steels may even be as cheap as with plain carbon steel. A considerable and rapidly growing demand for the low-alloy steels has already sprung up. The many steel compositions that have appeared on the market lately18, 27, 28, 29, 30 to meet this demand would seem to indicate that no single composition is uniquely fitted for the purpose. However, no doubt some compositions are more suitable than others. The purpose of this study was, therefore, to compare the effects of the various alloying elements that might be used in the low-alloy steels in order to choose the metallurgically most logical composition, paying due regard, of course, to the economic aspects involved. Properties Desired in Low-alloy Steel A distinction between the new low-alloy steels and the common alloy steels is that the latter are generally used in the heat-treated (that is, quenched and tempered) conditions, whereas the new low-alloy steels are not only not heat-treated but are not susceptible to heat-treatment in the ordinary sense of the term. In this lies one of their chief advantages. Their properties can be obtained in the as-rolled, air-cooled, or annealed condition, just as with mild plain carbon structural steel. There is no need for heat-treating. Such steels can be readily formed hot or cold, and their properties are not appreciably changed by hot

This paper is a revision of Information Circular 7380, by D. Harrington and J. H. East, Jr., published in 1946, entitled ?Safe Storage, Handling, and Use of Commercial Explosives in Metal Mines, Nonmetallic Mines, and Quarries.? Issued soon after the close of World War II, this earlier circular described the unprecedented increase in the production and use of commercial explosives during the war as a result of expanded industry and the tremendous demand f or metals and minerals. In the years following World War II, the production and use of commercial explosives in the United States have continued to rise. Hence, the Bureau of Mines presents these revised figures through 1952. In rewriting this Wormation circular, most of the text prepared by Harrington and East has been retained, with newer statistical information compiled by Seth T. Reese, Accident Analysis Branch, and V. E. Wrenn, of the same branch.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Brownfields geoscience measurement such as drilling and surface geophysics can be costly and it is often difficult to weigh the cost of data collection and processing against the value it unlocks at the time of extraction. This makes it difficult to prioritise geoscience expenditure and find the optimum intensity of geoscience activity across competing assets. There are multiple options for managing resource uncertainty and spatial variability through mine planning and resource engineering such as varying marketing strategy, adjusting stockpile or other infrastructure design and product blending. Consideration of these alongside increased data collection further complicates finding a comparable value of geoscience programs to determine the right blend of geoscience measurement and engineering controls. Concepts similar to Value of Information (VOI) analysis which is applied to strategic planning can be used to estimate the value of geoscience measurement and pit sequencing at tactical planning and operational timescales. This involves the quantification of resource uncertainty and prediction of how it will affect resource extraction. This paper outlines this process and demonstrates its use to prioritise geoscience at BHP Coal Assets. The value of infill drill programs in enabling operational stability is quantified and compared the value of engineering controls like increased stockpile capacity. This study supports that idea that the application of VOI methods to bulk mining at tactical time horizons has potential to inform geoscience planning and resource engineering not just separately, but as part of a unified strategy for managing resource uncertainty.

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."
