Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. A correction in the subsequent issue amends errors on p.A75 and A82 and regrets the publication of misinformation on the availability of grants

The oxo reaction consists of catalytic conversion of olefins by reacting the olefins with CO and H2 (water gas) to aldehydes that contain one more carbon atom than the starting olefin. The aldehydes are then generally reduced with hydrogen to primary alcohols in a second stage. The two-stage process is called the oxo process. The word "oxo" is derived from the German "oxierung" (ketonization); thus the exact English equivalent of "oxo" is "keto". The oxo process may be applied to nearly all olefins. A wide range of pressures and temperatures may be used in both stages. The pressure range usually employed is 150 to 200 atmosheres. The temperature in the first stage is usually about 140° C. and in the second or hydrogenation stage about 180° C. Although a standard Fischer-Tropsch catalyst may be used for both steps, cheaper catalysts have been utilized to effect hydrogenation of the aldehydes. Most of the information for this, report on the oxo process was gathered from Technical Oil Mission microfilms. T.O.M. Reels 14, 55, and 134 were especially valuable. T.O.M. Report 6 by H. M. Weir was very helpful. Information on the oxo process is scattered throughout documents captured in enemy territory, and the present report does not include all the available data. Some of the information was procured by personal interview. Where, in the body of this report, certain investigators are quoted, the source of the statement is either personal interview or the T.O.M. reports.

A catalog of the maps that have been microfilmed in the Eastern Middle anthracite field--the first area to be covered in the program--is presented. The purpose of the work described in this publication was to determine, on a pilot-plant scale, the practicability of concentrating low-grade bauxite deposits to render them suitable for the extraction of alumina. In 1941, when it became apparent that the United States might soon be drawn into war, the government, through its various agencies and bureaus, began to stimulate and increase production from domestic reserves of bauxite, which is the principal raw material for the production of aluminum. This activity, which was centered in Arkansas, where 95 percent of the domestic reserve is situated, reached peak production when enemy submarine warfare greatly hindered imports from foreign sources. During this period the average domestic production in Arkansas rose from approximately 300,000 long wet tons to something over 6,000,000 tons in 1943.

"Traditionally, the implementation of an automated advanced process controller in any mineral processing complex is a challenge, mainly due to the quality of resources and technologies required, the uniqueness of each control solution and the uncertainty of the engineering hours needed to complete the task. Thus, the use of advanced and proven control technology becomes a key factor when deploying the control strategy. However, success would still not be possible without the presence of common sense, process knowledge and fundamental process data. Minera Los Pelambres, taking advantage of such factors and its accumulated process experience, implemented a novel and successful combination of MPC (Multivariable Predictive Control) and advanced control for secondary grinding and regrinding stages at its copper concentrator plant. In both cases, the control objectives are: being capable of processing a variable feed from the upstream process while at the same time avoiding to become a process bottle neck and yet, maintaining an adequate product quality (in terms of size distribution) to the process downstream. Additionally, for the case of the vertical regrinding mill (vertimill), the control system should also be capable of keeping an adequate circulation load and making an efficient use of the available grinding power. In either case, extending hidrocyclones availability while maintaining their performance is a must, since both factors are required for process and maintenance purposes. Thus, the process control problem becomes one with a multi-variable type of process with multiple control objectives to satisfy simultaneously. In trying to solve it, many mineral processing operations have implemented basic or conventional control or even better yet, expert systems. Minera Los Pelambres believes that better and faster results can be achieved using a combination of MPC and advanced control. Such strategy was successfully implemented, reducing considerably process variability while maintaining high throughput and keeping the process well within constraints limits. Their control philosophy, implementation process, main results and their key performance indicators are discussed here."

Mathematical programming (MP) is fundamental to systems engineering and operations management, but has not been widely adopted by mineral processors. The current paper presents an interdisciplinary approach, using MP to incorporate basic notions of mass balancing into an optimization framework. The optimization is typically related to economic profitability. Two- and three-product formulas are extended to give formal descriptions of alternate modes of operation, and a global representation of the concentrator. At this global level, the framework may assist plant managers to make tactical decisions based on incoming feed data. The MP framework is demonstrated through sample calculations describing a lead-zinc concentrator.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

The use of extended workdays (regular shift lengths of 10 or 12 h (hour), while still maintaining a 4O-h workweek) in mining operations is attracting growing interest in the United States. There is very little doubt that extended workdays is a very popular alternative among the work force because of the significant increase in days off, including weekends, especially when compared with traditional rotation schedules of working seven straight shifts or having only one weekend off every 4 to 6 weeks. However, there are some serious concerns by management, workers, unions, and various governmental policymakers that working 10-or 12-h days may create an added risk of accidents and health problems. The U.S. Bureau of Mines reviewed the literature studies related to the safety and performance issues of extended workdays. This report presents a summary of those findings. The studies examined in this review are divided into three sections: (1) laboratory, (2) field, and (3) accident and injury analysis. In general, results are inconclusive. Studies have shown both positive and negative effects. It is concluded, therefore, that in industries such as mining where accidents are a serious concern, special measures and evaluation in the use of extended workdays be considered.

"The article presents the results of the research aimed at development and testing of new effective reagents – collectors and green modifiers for more complete extraction of gold and platinum to concentrates at reduced loss with waste products. The main deposits of Au and PGM ores of Russia and abroad are presented by refractory raw material with the non-uniform finely-interspersed sulfide mineralization, submicron gold and platinum, the low metal content, non-uniform distribution of valuable minerals. and show low indicators of recovery. The main losses of precious metals (up to 15 %) at flotation are associated with thin slam tailings because of inefficiency of standard reagent modes.In the paper, the new trends in design of collecting agents for extraction of gold and PGM sulfide minerals and their application in flotation tests are substantiated. The original technique for obtaining the modified collector reagents – dithiocarbamate, dithiophoshpinate and dithiazine, incorporated non-ionic compounds that are able to generate stable complexes with gold and platinum has been developed. A novel class of collectors – cloud point polymers showed high flotation recovery of fine particles of gold and platinum. The original technique to create the mineral samples of natural sulfides with ""invisible"" or sub-micron gold on their surface designed helped to indicate the mechanism of selective adsorption of novel agents on Au and Pt-sulfide minerals. Extractive UV spectrophotometry, potential measurements, X-ray phase and spectral analysis, scanning electronic microscopy (SEAM), laser SIM and AFM microscopy were applied to analyze the adsorbed layer of modified reagents on the mineral surface. Selective hydrophobic covering on the surface of micro- and nanoparticles of noble metals provided an increase in their extraction during flotation. New reagent modes of modified collectors and green modifiers were tested in scaled-up laboratory flotation and the results obtained demonstrated the increased quality of the concentrates in terms of gold content by 1.5 times and higher gold recovery by 1.5-5%. With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

Markets as used 1n this report are divided into two components for individual analysis--(1) supplier markets which include regional Frasch and byproduct sulfur producers and (2) consumer markets which include processors and manufacturers requiring sulfur in their operations. Platinum-group metal (PGM) flotation .. concentrate from the Stillwater Complex, MT, was subjected to biooxidation using Thiobacillus ferrooxidans in an effort to break down the sulfide minerals and liberate the ? associated PGM's for subsequent chemical leaching. Bacterial treatment oxidized up to 94 pct of the sulfide present, destroyed the PGM-bearing pentlandite [ (Ni,Fe),9Ss) mineralization, and dissolved most of the nickel in the concentrate. Results showed that increased sulfide oxidation during the biological stage led to improved PGH recovery in the subsequent. chemical leaching stage. cyanidation at 80° c proved to be the best chemical leachant tested. It removed 7.6 pct of the palladium, 94 pct of the rhodium, 97 pct of the gold, but only 34 pct of the platinum from the biooxidized concentrate.

O sucesso do transporte ferroviário depende, entre outras coisas, da integridade física dos componentes metálicos empregados na via permanente. Um dos mais importantes é o trilho, pois falhas catastróficas deste componente podem gerar graves acidentes. No intuito de desenvolver aços com bom desempenho para esta aplicação, estudos têm sido desenvolvidos para se entender os efeitos de composição química e histórico de processamento termomecânico sobre a microestrutura e propriedades mecânicas dos aços. Neste contexto, este trabalho caracterizou microestruturalmente dois aços de aplicação ferroviária, sendo um Standard e um Premium. Amostras representativas destes aços foram submetidas a ensaios dilatométricos e a cinética de transformação de fases austenita-perlita foi investigada. Por meio dos resultados obtidos, foi possível concluir que o aço Premium estudado possui microestrutura mais refinada e que este efeito é devido, principalmente, à menor concentração de Mn em sua composição química. O menor teor de Mn facilita a nucleação de cementita eutetóide, possibilitando a formação de perlita em tempos mais curtos e temperaturas mais baixas do que no aço Standard. Isto possibilita que o aço Premium, em seu processo de fabricação, possa ser resfriado a taxas mais elevadas do que o Standard sem formação de martensita, justificando sua estrutura mais refinada.

Vertical flow systems (SAPS, vertical flow wetlands) are increasingly used for passive treatment of mine drainage that is net acid. Data on 30 systems in eastern US show that well designed systems typically add about 40 g/d/m2 of alkalinity to influent net acid water. If they are designed with a conservative loading rate of 25 g/d/m2 and carefully constructed, they produce net alkaline water. Alkalinity added depends on influent acidity, Fe, pH, and retention time, and ranges widely, from 7 to 484 mg/L, so this is not a useful design criterion. Some waters may benefit from retention times longer than the conventional 12 - 16 hours, but the design must be partly based on cost-benefit considerations. Systems with fine limestone added to the compost layer perform better than average, perhaps to an alkalinity generation rate of 80 g/m2/d. A variety of problems are noted in the 30 systems and others reported in the literature. Systems with high influent Fe (> ~75 mg/L, varying with pH) tend to gradually decrease in flow rate because of precipitation and settling of Fe hydroxides on top of the compost layer. Some high-Fe systems precipitate Fe in the limestone layer, suggesting inadequate compost thickness, or short-circuiting through thin spots. Systems with Al exceeding about 10 mg/L tend to plug because of Al hydroxide precipitation in the limestone layer. Flushing only removes a small part of this precipitate, but can extend life. Some systems are ineffective because of failure of the inflow system. Some systems are uneconomic because they are oversized. A continuing program of inspection and maintenance is necessary for long-term performance.

Traditional interpretations of vein ore deposits in the Coeur d' Alene Mining District, such as the view that these deposits formed in a transcurrent tectonic regime during the Precambrian, are being supplanted by the view that the deposits (1) formed in low-grade metamorphic shear zones similar to those that host an important type of gold deposit, (2) display features, such as wall rock carbonate zoning and vein zoning, that are common to ore deposits elsewhere, and (3) are probably Mesozoic and possibly related to emplacement of the Idaho batholith. In recent years, new interpretations have led to major ore discoveries that are likely to extend the life of the district for decades.

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

Mixing time is an important parameter when considering chemical and thermal homogenization in steelmaking reactors. It can also be relevant in the kinetics of chemical reactions. Different methods have been used to estimate mixing times in physical models of steelmaking reactors. In the present work a new method to estimate mixing times in physical models has been proposed. This method can be used when transparent fluids are used to simulate the liquid steel and the slag. Results of mixing times in a physical model of a BOF obtained with different techniques were compared. It was shown that the new method is more reliable and consistent than the common methods based on electrical conductivity measurements and colorimetric analysis.
