The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

At the request of the Mine Safety and Health Administration (MSHA) the Bureau of Mines evaluated the potential hazards of three compressed oxygen self-contained self-rescuers (SCSR's) designed for use in under-ground coal mines. The evaluation followed the lines used in a similar investigation of chemical self-rescuers and involved laboratory experiments as well as field trials designed to simulate a mining environment. They included bullet impact, bonfire, feeder-breaker impact and feed-through, and mining machine runover tests. The work showed that the units were not inherently unsafe but that under certain conditions of extreme abuse they can present a potential ignition or explosion hazard. This, coupled with a survey of reported damage on SCSR's currently deployed in underground mines, which indicated a relatively high frequency of incidents leading to the destruc-tion of the units, led to new recommendations on the deployment of SCSR's. The recommendations formulated by MSHA state that the units should be either properly worn by the miner, stored in heavy containers, or otherwise protected from situations in which they might be accidentally ruptured or destroyed, such as runover by mobile mining equipment.

"A 2 km section of the Evergreen Line Rapid Transit Project is supported on improved ground consisting of cement deep soil mix (CDSM) panels because of highly variable and challenging soil conditions, especially the potential for seismic liquefaction-induced lateral spreading. CDSM was used as an alternative approach in place of driven piles for reducing the seismic lateral spreading displacements. An additional significant aspect of obtaining owner acceptance for CDSM was demonstrating that both seismic and non-seismic performance would equal or exceed that of using driven piles. It was recognized that, to demonstrate adherence to the seismic performance requirements, seismic design should be based on dynamic analyses (using FLAC) to estimate likely displacements and stresses/strains in the CDSM panels. One focus of the analyses was investigating the potential for cracking of the CDSM panels and the resulting displacements. This was simulated using the Ubiquitous-Joint and UBCSAND constitutive models.INTRODUCTIONThe Evergreen Line Rapid Transit Project (ELRT) is an 11 km extension of the SkyTrain system through Burnaby, Coquitlam and Port Moody in the Lower Mainland of British Columbia, Canada (Figure 1). The ELRT project is being delivered through a Design/Build/Finance model by Evergreen Rapid Transit Construction (EGRT), an SNC-Lavalin Inc. company, to the Province of British Columbia (the Province).This paper discusses the ground improvement design for a 2 km section of the alignment through Port Moody, a historic city at the head of Burrard Inlet. The alignment is located in a right-of-way of restricted width with many pinch points close to residential and commercial properties, and directly adjacent to the Canadian Pacific Railway (CPR) mainline tracks. The ground slopes from south to north across the alignment towards Burrard Inlet at inclinations of up to about 6%. Design and construction of the Port Moody section was subcontracted to SNC-Lavalin Constructors (Western) Inc. (SLCW) and SNCLavalin/ Graham Construction Joint Venture (SGJV). Construction included single- and double-track slab guideways, pocket track (where up to four to six tracks were present), and Moody Centre Station."

A study of the thermodynamic properties of magnesium chloride ammines was carried out with the ultimate objective that the thermal decomposition of the hexammine MgCl2.6NH3 may prove successful on a commercial scale for the manufacture of anhydrous magnesium chloride, which is required for the efficient electrolytic production of magnesium. A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

Grate discharges historically outnumbered the overflow type of industrial wet ball mills. However, overflow discharge mills now strongly dominate. In order to understand their comparative advantages and disadvantages, Corem carried out a broad review of this topic. Where the data made it possible, the Functional Performance Equation was used to separate circuit classification from mill grinding effects. Batch tests were conducted in a torque-metered mill at different slurry levels. This paper presents the outcome of these investigations, which is a very strong case for the industry to once again consider grate discharges.

Technological advancements in warhead designs and implementations have driven the development of arrayed initiation networks of highly accurate, highly reliable, and extremely safe detonators. Recent development efforts have produced advanced Exploding Foil Initiator (EFI) based systems that have been adapted for civilian use in commercial blasting applications.1,2,3,4,5 This novel, high technology system promises multiple improvements and advantages over the manufacturing, transportation, tracking, storage, inventory and field operation of current detonator systems. Ultimately the insertion of this technology would result in fielding a Non-Energetics Based Detonator (NEBD). Insertion of complementary technologies into the detonator’s supporting systems would greatly advance current detonator hardware/software.

"A low-grade nickel-bearing ore was pre-concentrated on a SB40 laboratory model Falcon Concentrator. Three size fractions, -212+125, -125+75 and -75 µm were tested with the intent to upgrade the nickel content by reducing their content of fine silica, which becomes amorphous during leaching. Separation of silica from nickel-bearing magnesium silicate minerals; hornblende, clinochlore and talc, was more efficient in the finer particle sizes, -125+75 and -75 µm, and at high G-forces. For these two size fractions, nickel was upgraded from 0.06 to 0.07%, with a reduction in silica content from 52.12 to 50.71%. Leaching of feed samples prior to pre-concentration resulted in the formation of amorphous silica, indicative of the presence of fine silica in the samples. Leaching of nickel from the -125+75 µm fraction increased with increasing G-force and feed pulp percent solids, while that of -75 µm was not influenced. The optimum nickel recovery was 15.68% to the Falcon underflow, using the feed size fraction of -75 µm, 30 G and a feed pulp solids content of 10% solids, after 120 minutes of treatment.INTRODUCTION A low-grade South African nickel-bearing ore with about 0.06% Ni was previously studied for atmospheric pressure acid leaching using sulphuric acid. The study was motivated by the continuing search for methods to treat of low-grade ores, which appear to be an increasingly important source of valuable metals as a result of a declining production from rich sulphide ores. Nickel is a base metal that is used as an alloy in steelmaking and chemical industries because of its resistance to corrosion (Haudet et al., 2015). Nickel laterite ores with grades lower than 1.50% Ni are considered to be complex ores, accounting for 70% of the global nickel reserves (MacCarthy et al., 2016). Their complex nature may be attributed to the indefinite mineralogy of these ores, in which nickel may occur in more than one mineral host. In some cases, nickel may be finely disseminated in the ore. The grade of such an ore and complex mineralogy do not justify the application of pyrometallurgical methods for extraction of nickel (Zhu et al., 2012). This suggests that there is a need for less expensive alternative methods of extraction. This study investigates the application of centrifugal gravity concentration, using the Falcon concentrator, followed by leaching to determine the effect of pre-concentration of the ore prior to extraction by atmospheric pressure leaching with sulphuric acid."

The immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages—in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, me Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. What Did Mr. Gayley Invent? Realizing that this is not the place for detailed argument on an issue of patent law, I shall not undertake to quote and criticise the publications prior to Mr. Gayley'a first patents. HAMR (Hydrogen Assisted Magnesiothermic Reduction) process is a promising alternative route of titanium production, which is convenient due to reduction at relatively lower temperatures below 750 °C and usage of cost-efficient TiO2 as the starting material. A crucial step involved in this process requires the Mg reduction of TiO2 subjected to H2 atmosphere which produces porous TiH2 along with residual magnesium impurities. Before the final heat treatment and deoxygenation steps for consolidation of the Ti powder, leaching plays a significant role in the removal of Mg impurities. In this report, we present a systematic study on the role of acid concentration (HCl), temperature and the kinetics of MgO dissolution. In addition, we also report the controlling mechanism during kinetics of MgO dissolution in acid. This parametric study will provide a platform to ensure very low Mg content that meets with ASTM standards during production of Ti in the HAMR process.

"Pre-treatment of mill feed in a minerals processing plant enables for higher production efficiency per ton of product, reduction of consumables and diverting mineral feed types. Sensor based particle sorting allows for pre-concentration of the run-of-mine (ROM) material prior to other concentrating process. Various sensors provide different responses from the minerals in measured particles. The capability of “accepting” or “rejecting” particles based on sensor responses is investigated in specific test work for each project. Modern sorting machines use pneumatic actuators to divert the reject particles from the material stream. This paper discusses the incorporation of ore sorting test work in processing and plant design. When taking the effects of a sorting circuit into account early in the process planning phase, the downstream process can be adequately sized and impacts evaluated. Potential benefits include but are not limited to increased head grade, lower tonnage to the mill, increased mining operations, removal of deleterious elements and changed properties in the process feed. In a case study we present the Keliber lithium project in central Finland. The plant will produce 9000 tons of lithium carbonate per year from a spodumene ore. Ore sorting and flotation tests were carried out in laboratory and pilot scale. Process models were designed and simulations performed using Outotec’s HSC Chemistry Simulation software. Changes in the flotation performance (grade, recovery, impurity levels) were simulated with and without the pre-concentration of the ROM material. The metallurgical performance and mine economics of the different operational scenarios were evaluated using the Ore-Met optimizer module of the simulation software.INTRODUCTION Challenges in the recent years such as declining ore grades, increasing energy prices, scarcity of water and increasing environmental regulations raise the demand for more efficient processing technologies. Sensor based sorting offers a method for pre-concentration or waste rejection at an early process stage. The technology analyzes each rock particle separately for their unique physical and chemical properties, and diverts the particles into separate material streams by high pressure air jets. Successful implementation relies on ore heterogeneity, differential sensor response and suitable feed preparation."

"The tensile and shear strength of intrinsic bolting support systems has always been a major concern of designers. A comprehensive laboratory testing program was designed to evaluate the tensile and shear strength of individual wires and completely wound PC-strand cables. PC-strand cables with smooth wires and the recent anchorage enhancement innovation of indentation were evaluated and compared. The testing protocol detailed in ISO Standard 15630 utilizes a mandrel system that was investigated at 3 different diameters which alters the wire to mandrel ratio from 2:1 to 9:1. The results demonstrate that the difference between smooth and indented wires is statistically insignificant when larger diameter mandrels are used, and that indentation does not adversely affect strand properties and performance. Insight into the shearing mechanism and evaluation techniques are discussed with the introduction of triaxial loading to describe the PC-strand tensile and shearing mechanisms. Another important result indicates that the shear strength of PCstrand cable bolting systems has a greater shear strength value than traditional steel bar bolting systems.INTRODUCTIONPC-strand cable bolts have proven to be a global cost effective ground control solution in metal/non-metal and coal mines. The inherent strength to weight ratio of cable supports, combined with flexibility has been used in underground entries that range from 20 to less than 1.2 m in height (65 to 4 ft). In coal mining, the systems are used as primary and secondary support installed both passively or actively with installation tensions that range from 38 to over 178 kN (8,500 to 40,000 lbs) . While cable can be specified in several diameters, the most predominant sizes in the US remain 15.2mm (0.6 in) and 18mm (0.7 in). The capacity of the systems defined in the ASTM 432-13 is 90% of the minimum strand strengths of 260 kN (58,600 lbs) and 320 kN (72,000 lbs), respectively.Cables are not only suitable to support vertical loads, but are also often used to effectively support fractured and jointed materials and can be exposed to shear forces across the wound PC-strand structure. In fact, Goris et al. reported that cable bolts placed across jointed surfaces could more than double the shear resistance. These results were duplicated for both smooth and rough jointed surfaces (Goris et al., 1996). An example of tensioned cable bolts used to support a fractured and sliding roof in a longwall tailgate entry is shown in Figure 1."

A value for the enthalpy of formation of z2 of -3.14 i 0.21 kcal per g-atom has been measured by the technique of acid solution calorimetry. This result is in quite good agreement with two earlier determinations by tin solution calorimetry and by direct reaction caloriinetry, and averaging of values determined from the three independent calorimetric techniques gives enhanced precision and accuracy with AHh8 (CaMgZ) = - 3.15 i 0.05 kcal per g-atom. For comparison with experimental data, values for the enthalpies of formation of CaMgz, SrMgz, and BaMgz of -9.8, -7.9, and -2.8 kcal per g-atom were estimated from a calculation based on the LVigizer-Seitz approximation as modified by Raimes for polyvalent elements. While complete quantitative accord between these calculated talues and available experimental data is lacking, nonetheless numerical accord is better than might be expected and, more importantly, parallel numerical trends are observed between experimental and calculated vnlues. WITHIN the past decade the enthalpy of formation of CaMg, has been determined a) from measurement of magnesium vapor pressures over binary Ca-Mg alloys,' b) by solution calorimetry with liquid tin as the solvent,' c) from measurement of hydrogen vapor pressures over ternary alloys of calcium, magnesium, and hydrogen,3 and d) by direct reaction alorimetr. The value from tin solution calorimetry is the most precise and is probably the most reliable, and this value is within the quoted uncertainties of the other three experimental results. The overall agreement among the four independent investigations is quite good, particularly so when the diversity of techniques is noted. On the basis of this agreement, CaMgz was chosen as a test material to evaluate the operation of a newly constructed apparatus for the determination of enthalpies of formation of intermetallic phases by acid solution calorimetry. This was believed to be a severe test because of the high chemical reactivity of both calcium and magnesium which reactivity presumably accounts for the fact that an early determination5 of the enthalpies of formation of Ca-Mg alloys by acid solution calorimetry yielded values significantly more negative than the four recent determinations. EXPERIMENTAL APPARATUS AND MATERIALS Experimental Apparatus. The enthalpy of formation of CaMg, was determined by measuring the difference between the heat evolved when dissolving the metallic compound and the heat evolved when dissolving equivalent amounts of unreacted metallic elements in hydro- chloric acid. This was done differentially with an apparatus consisting of twin calorimeters which were constructed to be as nearly identical as possible. The advantage of differential calorimetry is that systematic errors arising from the individual calorimeter design tend to cancel. A schematic representation of the apparatus is shown in Fig. 1. A dead air space around both calorimeters was provided by a large, thermally insulated jacket. Each calorimeter consisted of a 2-liter Dewar flask which was completely enclosed in a copper container. Each Dewar contained 1600 g of 2.5hr HCl to act as the solvent, and thermal effects resulting from solvent evaporation were minimized by covering the acid with 50 g of mineral oil. There was no detectable reaction between the acid and the mineral oil. Equivalent amounts of mechanical energy were added to the calorimeters through twin stirring rods which were driven at the same rpm by a single motor with the intent of the stirring being to maintain thermal equilibrium throughout the solvent. To calibrate the heat capacities of the calorimeters, known amounts of electrical energy could be added by passing measured voltages and currents for known times through submerged heaters, approximately 20 ohms, which were wound noninductively from Manganin wire. A 6-v storage battery was used as a power source, and a dummy heater was used as an exercise circuit to allow the battery to stabilize at a constant electromotive force before energizing one or the other of the calorimetric heaters. A type K-2 potentiometer was used to measure the potential drop across an energized heater while the current was determined from the potential drop across an external standard resistor. "Seattle Tunnel Partners (STP) started mining on Seattle’s SR99 tunnel on July 30, 2013, working slowly through a 15 ft (4.6 m) thick fiber-reinforced concrete headwall. Once through the headwall, the machine would move through roughly 400 lineal ft (122 m) of jet grout-improved soil at a rate slightly over 6 ft (1.8 m) per day. It was anticipated that once through the improved area, Bertha—the world’s largest tunnel boring machine—would move at a rate of 35 ft (10.7 m) per day. By the end of October 2013, Bertha had mined roughly 430 ft (131 m), averaging 4.73 ft (1.4 m) per day, and had begun mining within native soils. By the start of December 2013, tunneling reached the 800 ft (244 m) mark and Bertha averaged 12 ft (3.7 m) per day, achieving as much as 42 ft (12.8 m) of progress on some days. However, on December 6, 2013, Bertha began to stumble and all progress quickly came to a halt. Preliminary InvestigationInitial reports stated that an obstruction had stopped the machine in its tracks. Malcolm Drilling received an early morning call on Sunday, December 8, 2013, from STP to rapidly mobilize a Bauer BG-50 drill rig with crews to investigate what was hindering Bertha’s progress. Malcolm’s equipment and crews flew into action and were completely mobilized and operational by mid-week. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic head within the ground around the machine and allow STP personnel to inspect the cutter head from within the shaft for presence of obstructions. By the close of December 2013, the wells were installed and the dewatering system was fully commissioned. STP crews were then able to inspect the cutter head and found small fragments of a steel pipe wrapped around the outside of the shield. The steel was apparently from an abandoned 10 in (0.25 m) diameter monitoring well casing previously installed by WSDOT (Washington State Department of Transportation) to monitor groundwater conditions for the design and planning of this very project. After the steel was cut out of the head and cleared from Bertha’s path, she attempted to move forward but was only able to manage a slow crawl"

Fluorescence is of growing interest to the mineral industry because certain minerals may be detected thereby and because, as shown in figure 1,4/ many minerals (natural or synthetic) are needed in tubes and lamps. The use of fluorescent lighting is expanding, and large numbers of lamps of many sizes and shapes are being made and used in works, factories, stores, offices, homes, and in photography. Fluorescent tubes, as distinguished from clear tubes filled with neon, argon, or other rare gases through which a current of electricity passes, fluoresce owing to specially, selected and prepared minerals placed in the tubes. Luminous chemicals and paints also contain special minerals and are used in similar applications; therefore, these also will be considered in this report. Although the quantity of minerals (in tons) that are used for fluorescent purposes is small, and probably will continue to be so, this use is significant because it exemplifies a requirement for "pure" minerals in which a trace of contaminant as" minute" as one part in ten million may distinguish between the acceptance or rejection of a particular material. This extreme purity makes synthetic minerals almost essential, and natural mineral's are now little used.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

Optimizing the catalytic performance of multimetallic nanoparticle (NP) catalysts demands a concrete understanding of their design, while preferentially deploying wet chemical synthesis procedures to precisely control surface structural properties. Here we report the influence of reductants such as hydrogen-rich tetrabutylammonium borohydride (TBAB) and carbon monoxide-rich molybdenum carbonyl (Mo(CO)6) on the shape and morphological evolution of Pt-based binary (PtNi and PtCo) and ternary (PtNiAu and PtCoAu) nanostructures derived from a homogeneous solution of aminebased surface active agents (surfactants) in a high boiling point solvent. We successfully synthesized nanostructures exhibiting well-defined and composition-controlled surfaces deploying a one-pot synthetic approach. The development of the surface properties was, however, observed to be alloyspecific.
