PUBLIC lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934,' it contained 66,796 acres, of which only a small part had been defi-nitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not he done on any considerable scale under the Survey's usual appropriations; it gave employment to unem-ployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration.

The underground mining of a narrow vein hard rock orebody is a capital and labour intensive method of extraction. Due to the nature of underground mining it is difficult for higher level managers to physically see the efficiencies and inefficiencies of a particular method. Extraction methods and sequencing often need to be altered from the original planned methods as a result of mine developent, providing more in depth information as it progresses. As a result of these issues contract mining of these orebodies is common practice. There are several types of contract structures for the purpose of underground contract mining with many complex permutations of them that reflect the different needs of each individual company and orebody. The different contracts are arranged dependent on the mining companyÆs desire to transfer or, alternatively, embrace risk. This presentation gives a brief overview on these different methods and their various advantages and limitations with regard to small scale and narrow vein underground mining. With respect to these different contracting methods, the presenter reviews the mutual growth benefits of emerging partnering opportunities, specifically with regard to smaller explorers exploring and developing prospective mining tenements. The specific advantages to small explorers include the resource flexibility and speed of project development that private mining contractors can provide. Given the contracting methods that are available, there is potential for small private mining companies to gain minor stakes in major projects and major stakes in medium sized projects by employing innovative contracting solutions to provide mutual benefits to the parties. Some potential scenarios to this effect are suggested in the presentation. This paper is available as a PowerPoint presentation only.

The activity shown by the sale of the institute publications during the year continues satisfactory, although not as large as last year. The total sales amount to $6,666.81, distributed as follows: Sale of Transactions...:: :. $4,585.42 Sale of Special Editions 553.17 Sale of Pamphlets and Bulletins 2,028.22 It should-be borne in mind that the sale of special editions was only begun last year,, and most of the members who did not have the special editions immediately bought them for their libraries. This year only a little less than half of the same number have been disposed of, and it is more than probable that from now-on the number will be considerably lessened.

There are a number of hurdles that must be negotiated in order to design an effective gold ore treatment facility such that the expectations forming the basis of project economics are valid and can be achieved in practice. Selecting samples based on geometallurgical context, performing and interpreting testwork relevant to the selected process flowsheet are essential considerations towards achieving this aim. New databases are being developed to provide the capability to evaluate the suitability of present and potential new Mg alloys for automotive applications through cost-effective calculations. An extensive and complete thermodynamic database is being prepared for Mg alloys formed from among 25 present and potential alloying elements. The database is being developed by critical evaluation, modeling and optimization of available phase equilibrium and thermodynamic data. It contains model parameters giving the thermodynamic properties as functions of temperature and composition. Using the FactSage thermodynamic software, users can access the database to calculate the amounts and compositions of all phases at equilibrium at any temperature and composition or to calculate any phase diagram section in multicomponent alloys, to follow the course of equilibrium or non-equilibrium cooling, to calculate corresponding heat effects, etc. A database of densities and lattice parameters of Mg alloys and intermetallics (as functions of temperature and composition) is also being developed in order to permit the calculation of volume changes during cooling and phase transformations, c/a ratios of the hcp phase, etc.

If you are restricted to 1 micron then you would not be able to separate things smaller than this. Is this not so?Reply We won't be able to analyse it but we will see it as the scanning electron microscope has a resolution down to about 0.1 microns. We should be able to get the general composition of such a grain plus its surrounding grains. We feel we can then make a reasonable estimate if it were as small as 0.1 microns. The wave-length spectometer is about 10 times as sensitive and would scan the section much faster. Within a 30-mile radius of Sudbury, Ontario, the Ontario division of the International Nickel Co. of Canada, Ltd., operates nine underground mines and two open pits. Prior to 1966, ore removal from the underground workings was mainly by scraping, using 125-hp electric slushers in blasthole and caving mining, and 30-hp or less air-operated slushers for fill- method mining. The development and evaluation of low-profile, diesel-powered front-end loaders, designed specifically for underground operations, was followed with keen interest during the period 1964-1965.

This paper provides an overview of a new method for avalanche control using a high explosive charge placed at the avalanche runout zone: the case charge technique. This new avalanche control technique is well-suited to mountain roads presenting several advantages over the existing methods: minimum deployment time, low cost, reduced probability of misfires, and decreased operation time in the avalanche danger zone. The research work presented in this paper was conducted via large scale laboratory experiments where the detonation velocity and the blast physical properties were measured. During the charge design, several parameters were controlled: charge mass, diameter, geometry, density, and external confinement. In addition, the effective range of case charges was increased by the use of the Mach reflection for certain topographical situations. Finally, field test results collected by the Colorado Department of Transportation (CDOT) during the 2017 winter season are presented. The CDOT avalanche control crews have adopted the new case charge as the preferred technique in numerous avalanche locations along the Rocky Mountains roads.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

What does the information age mean to mining companies? The perception of greatly increased access to information is based on modern communications through ‘smart’ fax machines and computer networks. Computer media allow us to `talk' to the President or to a sister in Australia. If we need data to help put together a mining permit, we can find that data somewhere on computer media. The vast amount of easily accessible information quickly overwhelms us. To avoid `information burnout,' we must learn to target searches and be able to discriminate between dross and information that is useful to our goals. If you watch commercial TV, you have learned to screen out most product commercials. A similar screening process must be applied to computerized information sources. You may need to sort through a lot of irrelevant information before finding the pearls you are looking for. ‘Smart’ fax machines can send information with no direct human intervention. MINES FaxBac, for example, from the US Bureau of Mines instructs you to enter four-digit numbers to have particular reports sent directly to your fax machine. Software vendors use a similar system to supply information about their products. You select an item by number, and the related brochure is faxed to your machine. To compete, the industry must maintain access to as many information sources as possible. The availability of computers and software for almost every conceivable application allows us to accomplish work faster than we ever thought possible, even as recently as 10 years ago. Most mining companies have become aware that doing geology, reserves, mine planning and other technical tasks completely by hand is much too slow. The world moves faster, drilling happens faster, mining happens faster, all related activities happen faster. We no longer have the manpower or time to keep all maps. calculations and records up to date.

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. THE leaching method that was first widely used with the cyanide process consisted of percolation leaching of crushed ore in vats or leaching tanks. It was frequently necessary to separate the sand for cyanide treatment and discard the slimes, because only granular material allows the necessary amount of solution to percolate through it in a reasonable time. Later a slime process consisting of agitation followed by thick-ening and filtration was developed, and is extensively used to the pres-ent day. Even though the agitation-leaching slime process is considered satis-factory, the cost of plant and of operation are both greater than for a percolation-leaching plant of equal capacity. This situation has been recognized in the hydrometallurgical treatment of copper-bearing slimes; and a considerable amount of j work has been done at the Southwest Experiment Station of the U. S. Bureau of Mines in an effort to develop a percolation method of treating slimes. Experimental work on the copper-leaching problem was started by H. E. Keyes1, and later tests were made by J. D. Sullivan and A. P. Towne2. The Bureau of Mines work resulted in the development of a process by which slimes were moisture-agglomerated with sand and crushed ore, to form a permeable mass through which solution could be trickled without breaking clown the glomerules. The agglomeration trickle-leaching method was devel-oped on a small scale and finally tried out in a 12-ton vat. Successful results were obtained as long is the leach solution was added slowly, so that the agglomerated charge was never flooded. If the leach solu-tion flooded the charge, the glomerules broke down and, the charge became impervious. The paper describes and discusses the use of stainless steels for leaching plants emphasising the duplex family, i.e., austenitic-ferritic stainless steels. This group has generally twice the proof strength of the more common 300-series austenitic grades, which implies possibilities to reduce the gauge at construction of pressure vessels and atmospheric tanks and vessels and thereby possibilities to reduce the weight. The duplex grades have also higher surface hardness resulting in better resistance to mechanical wear, i.e., abrasion and erosion corrosion. The lower contents of nickel and molybdenum imply lower cost and a more stable price considering the present market situation for these alloying elements. A new method of designing haulage systems, consisting of belt conveyors and hoists for underground mines is discussed in this paper. Efficient and economic design of such systems will prevent operational bottlenecks and provide savings. The developed model uses a heuristic algorithm to optimize the design parameters and to select the proper equipment specifications. It is a probabilistic model because it considers the probabilistic aspects of face operations. It is versatile because it can accommodate belt conveyor networks of any configuration and hoisting systems that can be either drum or friction hoists for single or multiple-level operations. The model also has the option to internally determine the required capacities of the bunker(s) and shaft- bottom bin. The objective of the optimization process is to minimize the "expected cost per ton of ore hauled" from the working faces to the surface. A numerical example is included to illustrate the capabilities of the model.

The stoping of platinum orebodies in the Bushveld has in the past been accomplished by using in-stope pillars to ensure stability of the workings. In the future, the use of continuous mining machines to mine the platinum orebodies is probable. It is not envisaged that such machines will cut in-stope pillars. This paper describes the alternative support systems that will replace the pillars and the stope geometries that will be required for this type of mining. The paper describes how the support resistance provided by in-stope pillars in current mining was determined and then evaluates support systems that can substitute for these pillars. Conceptual layouts based on existing breast mining layouts are presented. The layouts consist of panels of up to 100 m face length between rigid strike stabilizing pillars. A number of design charts are then proposed that allow for the design of appropriate support systems.

In order to simulate the operation of coal extraction machines, a portable workability instrument has been designed. Initially, the tests were performed with the instrument on modeling material, which were followed by in situ tests on coal in underground mines. The peak and mean cutting resistance and work done to cut a unit length of coal were determined for coal as well as modeling material. In addition, rebound strength and dynamic penetration tests were also performed in situ. On the basis of the cutting characteristics of coal, a "Workability Index" has been developed and its role in the judicious selection of coal cutting machines has been discussed. With reference to prior works and the strength characteristics of coal, it was found that the coal plow may not be suitable for the seams under investigation and the shearer seems to be the only choice. It has been observed that peak cutting resistance and the "Workability Index" in the case of coal as well as modeling material depend upon compressive strength. The peak cutting resistance exhibited certain dependence upon the Schmidt rebound hardness and dynamic penetration strength of coal in situ.
