The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

"We have designed a planar perpendicular flow cell for electrochemical measurement of a mineral available as a fine powder. The working electrode consisting of mineral powder supported on a carbon paste surface as a 4 mm diameter disk, was concentrically positioned inside a vertical tubular reactor. The counter electrode was a 316L tube embedded in the body cell. The supportive media was a 1.2:1 mixture of candle wax and graphite powder respectively, which is a good electrical conductor. The concentrate electrode as a film attached on a carbon paste disk was prepared rubbing the surface carbon paste against dried powdered mineral. An Ag/AgCl 1 M KCl cell as a reference electrode was attached to the body cell by using a fast coupling fitting. A stable flow rate was achieved using a frequency inverter to drive the pump motor. The flow through the cell verified to be laminar due to the Reynolds number in the cell flow passage. Cyclic voltammetry from - 1200 a 600 mVSAgE were measured using a carbon paste with and without mineral attached to the surface. The main findings of this work were: a). Electrochemical measurement of mineral powder in contact with flowing samples was easily achieved using ground mineral. This is important where massive samples are not available. b). The voltammetric curve features of ground mineral coincided with reported data. c). The working electrode could be quickly replaced while maintaining very good reproducibility."

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

Following on the design of good mining layouts and regional support systems, and the implementation of sound strata control practices, stope support is the ultimate strategy to combat the hazards of rockfalls and rockbursts. The primary function of stope support in intermediate and deep level mines is to stabilize the rock mass immediately surrounding stoping excavations, that is, the zone of fractured rock which behaves in elastically around stopes. Support design is a process resulting in a support system which is both practical and meets or exceeds by a factor of safety the requirements for a particular geotechnical environment. The aim of this project was to design a support system, which accommodates the factors of rockfalls and rockbursts. The pack support unit must be easily handled, less costly and can be used in stopes without any significant convergence. The project tested the structural stability of packs to their expected deformation, in order to design a height to width ratio for stopes where little convergence is expected.

Land-based nickel resources include nickel sulfide and nickel laterite. With the consumption of high grade nickel sulfide, use of nickel laterite has received more and more attention. The mineralogy and sintering behavior of limonitic nickel laterite with high iron and low nickel and silica was studied to offer technical support for producing ferronickel through sintering–blast furnace route. The mineralogy results showed that the main phases in this kind of nickel laterite are goethite (FeO(OH)), gibbsite (Al(OH)3) and NiFe2O4. The TGA (Thermogravimetric Analysis) and DSC (Differential Scanning Calorimetry) revealed hydroxide minerals in addition to absorbed water. After the sintering experiments the chemical composition, phases present (XRD analysis) and physical properties of the sinter were studied. The content of FeO in the sinter increased with increasing basicity up to 1.3, and then decreased with further increase in basicity. The yield of sinter increased (from 73% to 80%) with increase in the basicity from 1.1 to 1.7, and then the yield decreased with the further increase in basicity. Mg(Ni)(Fe,Al)2O4 is the main phase in the sinter while MgCaSiO4 and Fe2SiO4 is the main binder phase when the basicity is 1.1~1.5, and MgCaSiO4, Fe2SiO4 and SFCA is the main binder phase when the basicity is 1.7~2.1.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

"Many of the rare earth elements, the lanthanide series on the periodic table, are on the U.S. Department of Defense Strategic and Critical Materials list. In this regard, the U.S. Army Research Laboratory (ARL) has funded several projects at Montana Tech focusing on rare earth element recovery from natural resources. Current froth flotation operations utilize octyl hydroxamate for rare earth mineral extraction, however recovery is not ideal and flotation performance can be improved. Salicylhydroxamic acid (C7H7NO3) was identified as a novel collector due to similarities with n-octyl hydroxamate, notably the amine head group. Salicylhydroxamic acid is primarily used in the medical industry but due to the amine head group is ideally suited as a collector for rare earth mineral flotation.Parametric studies were performed for the flotation of rare earth minerals by modifying a wide range of variables. Mechanical variables of a 6L bench scale flotation cell, such as air inlet flow, rotor speed, and milling time for liberation were modified to elucidate energy input parameters for the desired minerals. Chemical parameters such as collector concentration and pH were varied to understand solution chemistry considerations of the salicylhydroxamic-rare earth mineral system. The study obtained a statistically significant experimental model for the flotation of rare earth minerals. A two stage compartmental model was also utilized for the determination of the first order flotation rate constants for each mineral. Optimized recovery of rare earth minerals was found to occur at near neutral pH ranges using salicylhydroxamic acid with maximum recoveries approaching ideal industrial standards although rare earth mineral grades were still not sufficient.INTRODUCTIONRare earth elements (REEs) are found in minerals that contain several REE which makes costeffective separation of the rare earths difficult. Significant scientific challenges have hindered mineral separation. The molecular similarity of rare earth elements results in minerals containing several REEs, such as bastnaesite [(Ce, La) CO3F]. This prevents efficient separation during concentration steps, for instance flotation, and has a direct impact on successive metallurgical processes. Consequently, concentration during flotation is of rare earth minerals (REM) as opposed to REE."

As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. In small tunnels where net room is so very important, the 'T' scheme with gripping only at the spring line nets precious room around the cutter unit for passage of men and supplies. The combustion of petroleum products produces emissions which contain oxides of nitrogen (NOx), hydrocarbons (HC), and particulate matter (PM) which have adverse health and environmental effects. In recent years there has been increasing interest in the use of water-fie1 emulsions as a substitute for conventional fuels. Emulsified fuels are emulsions of water in fuel, which are typically made of 10 to 20 percent of water mired with certain additives and fuel. Studies have shown that the emulsified diesel can significantly reduce the emissions of NO, PM and car- bon monoxide and increase the fuel efficiency. In order to produce a stable diesel emulsion, the development of an effective surfactant additive is critical. The stability of diesel emulsions is influenced by many factors, including size distribution of the droplets, the viscosity of the continuous phase, the physical properties of the interfacial film, and temperature. This paper describes a method to produce emulsified diesel and combustion results obtained from various tests. It has been found that the diesel emulsion made with this additive package was stable during the test, and the emissions were lower in NO, CO, and PM compared to the baseline diesel.

Develop a reliable, portable device for non-destructively testing the support integrity of a friction rock support (commonly referred to as a Split Set ). Approach The friction rock support, used to support mine roof and ribs, is a slotted tube driven into a drilled hole of smaller diameter. Upon installation, the tube is compressed radially. The amount of compression is a function of the hole diameter, the strength of the host rock, and the properties of the split set itself. A simple lightweight self-contained device was developed to determine the pull-out resistance of the friction rock supports in-situ, based on measurements of the tube's deformation. The tester measures the com-pressed internal volume of the slotted tube, which has been found to provide an estimate of the support's resistance to pull out. How It Works The tester consists of a pump and expander sections. The expander sections are made from an elastomer membrane which is stretched over two cores, each one inch in diameter and twelve inches long. The expanders are connected by a flexible coupler so that they can fit any alignment of the support.

In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

Diamonds occur in N.S.W., Victoria and north west Tasmania. Diamonds from different areas appear to have their own characteristics, lending weight to the suggestion that three or four different sources (different in location and age) have produced the diamonds found in alluvials at quite a number of locations in Eastern Australia. Explorers for kimberlites in Victoria must overcome a number of field difficulties. The writer's approach attempted to find exploration targets by literature search, noting unusual garnet occurrences, and by relating records of diamond occurrences to described mining activity. While the records are biased towards gold, the study did lead to a pipe, located well away from known diamond-bearing alluvials. Core from one test hole has shown this intrusive to include an alkaline ultramafic breccia with many kimberlitic affinities - a breccia containing mantle-derived minerals, but not a true kimberlite. (A detailed rock description is appended to this paper, but is not the purpose of the paper.) Laboratory scale equipment was developed to recover zinc as oxide fume from granulated lead blast furnace slag. The cyclone furnace process is characterised by high treatment rates combined with continuous and independent operation.Results were sufficiently encouraging to warrant pilot plant scale trials being undertaken.INTRODUCTIONSince granulation of lead blast furnace slag started at Port Pirie in 1921 the stockpile of this material has increased to nearly 5 million tons which averages 17·5 per cent zinc by weight. Although a number of processes for recovering the zinc have been examined, economic considerations indicate that a slag fuming process is likely to be most suitable.In the conventional slag fuming process zinc is extracted by injecting pulverized coal and air into a molten slag bath. By maintaining a suitable air to coal ratio the oxidised zinc contained in the slag is reduced to metal. Volatilization of the zinc is followed by reoxidation in the gaseous phase with the addition of further air above the bath. The zinc oxide fume so produced is collected by normal gas cleaning methods.By examination of the thermodynamics of this process Bell, Turner, and Peters (1955) determined the zinc oxide activity of the slag over the duration of the fuming cycle.A combination of high temperature and high carbon monoxide/carbon dioxide ratio was found necessary for rapid zinc elimination.Since melting of the slag is an essential step in the slag fuming process, only two treatment methods appeared possible at Port Pirie until recently...

This paper presents a framework for analyzing the theory and industrial practice of coal flotation and gives some examples of its use for understanding flotation phenomena and optimizing/controlling flotation circuit performance. It is based on extensive laboratory and in plant test work conducted over the past several years by researchers at MTU as well as an analysis of the literature. Previous researchers have usually considered either the surface chemistry or the kinetics of coal flotation behavior, only rarely have these factors been considered together. However, these factors must be considered together in order to gain a clear understanding of the theory underlying coal flotation such that its practical application can be optimized. Fortunately, this complex objective can be achieved by considering the recovery and rate of recovery of the different types of particles present in the feed to coal flotation circuits and the fundamental mechanisms responsible for these recovery phenomena. The influence of three major groups of variables must be considered: control variables (reagent additions, aeration rate, etc.); disturbance variables (feed pH, percent solids, etc.); and circuit design variables (number of cells, circuit arrangement, etc.). Each of these groups of variables affects process kinetics in a clearly understandable manner, which, once determined, is extremely useful in circuit design and optimization. This paper includes a discussion of the use of the proposed framework to explain the effects of some coal characteristics on flotation performance. In addition, an example of using this analysis to optimize the performance of a coal flotation circuit using frother and collector addition levels is included.

IN planning retreatment of tailings, the material to be retreated should be thoroughly investigated, tak- ing into consideration the total tonnage, the blende content, the specific gravity of the different particles, and the grinding necessary to liberate the mineral. The tailing pile is surveyed by making a closed trav-erse around the outer edges, locating the stations at points from which a considerable portion of the pile is visible. From each of these points the pile is sur-veyed by stadia and a contour map made. The yardage is then calculated from the contour interval and the area inclosed by the contours obtained with a planim-eter. A party of three men can survey an average tailing pile in one and one-half, days. In calculating tonnage it is assumed that 22 cu. ft. of tailing in place equal one ton. Sampling is done by the use of an auger with casing to prevent the hole from caving. These holes may be bored 12 to 15 ft. deep by hand, but to penetrate the entire pile some kind of power is applied to drive the casing and raise or lower the auger. The latter method is more expensive but the increased cost is more than compensated for by the value of the information obtained.

SOME of the outstanding features of petroleum production in Illinois during 1923 were: (1) Sustained production from the older wells, due to cleaning and deepening; (2) good results from new drilling in a few localities; (3) large percentage of dry holes, many of which were ill advised tests, with a resulting high cost of the new production; (4) decrease in the number of productive wells in the state; (5) low average price of crude petroleum, a serious factor over the entire country. FIG. 1.-ANNUAL TOTALS OF ILLINOIS PRODUCTION. The total production of Illinois for 1923 was 8,710,000 bbl.,1 a decrease of 7.2 per cent. from that of 1922. Of this amount, it is estimated that about 8,500,000 bbl. were produced by old wells, many of which had been cleaned and deepened somewhat, and approximately 210,000 bbl. were obtained from the new wells drilled during the year. About 95 per cent. of the oil comes from the southeastern field in Clark, Crawford, and Lawrence Counties, where production is almost entirely from Pennsylvanian and Mississippian rocks. Extensions of the productive area were made in Clark, Wabash, Marion, and Jackson Counties. Some important gas development has been accomplished near Jacksonville, in Morgan County, and at Gillespie, in Macoupin County.

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.
